ond phase of elections,
wherein it is in direct
contest with the BJP on
27 seats and with the
ally turned foe JD-U on
25 seats. The BJP is con-
testing 46 seats and the
JD-U 43 seats.

ATTACK ON AFGHAN UNIVERSITY
LEAVES 19 DEAD, 22 WOUNDED
Kabul: Gunmen stormed Kabul University on
Monday as it hosted a book fair attended by the
Iranian ambassador to Afghanistan, sparking
an hours-long gun battle and leaving at least 19
dead and 22 wounded at the war-torn country’s
largest school. The ministry’s spokesman, Tariq
Arian, also said there were three attackers in-
volved in the assault, all of whom were killed in
the ensuing firefight. As the sun slowly set over
the Afghan capital, there were few other details
though the Taliban issued a statement denying
they took part in the assault.

Jaipur: The Rajasthan
Electricity Regulatory
Commission (RERC)
has issued terms and
conditions for the deter-
mination of tariff from
renewable energy
sources in the state.
The regulation shall
be applicable for the de-
termination of tariff
from April 1, 2020, to
March 31, 2024.

Dosi informed that the
commission has incor-
porated the criteria for
various new technolo-
gies. These include non-
thermal based projects,
small hydro plants, mu-
nicipal solid waste and
floating solar PV, re-
newable hybrid energy
projects, and storage
projects.
He said that captive
and other renewable en-
ergy producers have
been given relief in the
draft regulation.
The producers will
now have to pay the
wheeling charge per
unit rather than utiliza-
tion capacity which will
significantly reduce the
wheeling charges.
Apart from this, a 75
percent discount has
been given for intra-
state transmission
charges and wheeling
charges for the first 7
years of the project.
To promote electric
vehicle charging sta-
tions, solar power
plants have been given
a 100 percent exemption
from captive basis or
open access for 10 years.
Provision has also
been made for repower-
ing wind power plants
and consideration will
be made on the existing
wind power plants
which have completed
10 years.
The draft regulation
says that the connectiv-
ity charge of renewa-
ble energy projects will
now be Rs 2.5 lakh per
MW. Cross subsidy or
an additional sur-
charge will not be there
on captive power
plants.
It has also been pro-
posed that the plants
will be able to use the
banked energy
throughout the year.

porations will begin at
9 am today at Com-
merce College and Ra-
jasthan College respec-
tively. Statistical officer
Yogesh Shekhawat and

thuriyan organised a
training session for the
Returning and Assis-
tant Returning Officers
(RO & ARO) on Monday.
According to the ar-
rangements made eve-
ry counting room will
have one RO while eve-
ry counting table will
have one counting ob-
server and one count-
ing assistant.
The whole counting
process will strictly fol-
low the Covid-19 proto-
col. Everybody will be
allowed inside the
counting centre after
sanitization and with
masks. If some corona
positive candidate wins
the election then his/
her winning certificate
and oath protocol will
be held at the end after
all other candidates
have taken the oath.
Nobody including
the candidates for their
appointed counting
agents will be allowed
without displaying the
issued ID cards while
entering the counting
centres. Apart from se-
lected officers, allowed
by the State Election
Commission, nobody
will be allowed to carry
a mobile phone inside
the counting centre.
There will also be a
complete ban on carry-
ing prohibited things
like cigarettes, match-
box, blades, etc. All the
personnel appointed
for the counting will
not be allowed to come
out during the count-
ing process.

persons were tested
positive for coronavi-
rus and nine deaths oc-
curred in the state on
Monday.
With this, the num-
ber of positive cases
and fatalities has in-
creased to 200495 and
1926 respectively, ac-
cording to an official
report here.
The deaths were re-
ported one each from
Ajmer, Alwar, Bikaner,
Chittorgarh, Jaipur,
Jodhpur, Nagaur, Pali,
and Udaipur.
A maximum of the
fresh cases on Monday
were reported from
Jaipur, where 315 per-
sons were tested posi-
tive.

can keep their candi-

avoid unnecessarily im-
posing allegations on
others,” he said.

the Covid-19 related
guidelines.

said that the complain-
ant, a resident of vil-

try entry made on July
17, 2019 and issuing its
copy.

Replying to a debate
on the farms bills, Ra-
jasthan Parliamentary
Affairs Minister Shanti
Dhariwal said that the
entire country is
against the farm laws
enacted by the Union
government.
He said the laws en-
acted by the Centre will
take the farmers to cre-
mation grounds.
Dhariwal said that
farmers were free to sell
its produce anywhere
in the country in the ex-
isting system.
“Farmers were free
to sell their produce

try and you are saying
that you have freed
farmers. You have
worked to hand over ag-
riculture mandis di-
rectly in the hands of
corporate houses,” Dha-
riwal said.
The Parliamentary
Affairs Minister said
that when Prime Minis-
ter Narendra Modi was

rat, he had advocated to
make procuring crops
on MSP mandatory but
now everything has
changed. He said that
the Centre did not work
on the formula to calcu-
late MSP as suggested
by the Swaminathan
Commission.
“None of the three
laws has a mention
about MSP. So, why
should we not have sus-
picion and why should
we not raise allega-
tions,” he said. He said
that when Adani (com-
pany) will purchase the
farm produce then who
will go to mandis.

Nagaur: A test report
has confirmed that
farmers in Nagaur were
supplied poor quality
gypsum, a source of cal-
cium and sulfur, this
year.
The agriculture de-
partment had collected
samples in July and
September from gyp-
sum bags in agriculture
fields after news re-
ports questioning the
quality of gypsum were
forwarded to a Jodhpur
based laboratory, which
has now confirmed that
the gypsum was of very
poor quality.
Royal Chemicals and
Fertilizers had supplied
the gypsum to farmers
on government aid from
May to August this year
for improving the qual-
ity of soil.
An official of the ag-
riculture department,
Hazari Ram, said that
the testing report has
confirmed poor quality
of gypsum and the firm
has been issued notice
in this regard, the offi-
cial further added while
sharing information.
The payment to the
company will also be
stopped, he said.
Jaipur: The Rajasthan

passed a bill making it
mandatory for people to
wear face masks in both
private or public means
of transport and while
attending any social or
political events.
The assembly provid-
ed for the new anti-COV-
ID measure by amend-
ing the Rajasthan Epi-
demic Act, with Ra-
jasthan Chief Minister
Ashok Gehlot asserting
that face masks are the
sole anti-COVID vac-
cine as of now.
The House passed the
Rajasthan Epidemic
(Amendment) Bill, 2020
by voice vote. The Bill
also made the new pro-
vision by seeking to add
a new clause in section
4 of the Act.
The new clause pro-
poses to prohibit the
movement of any per-
son in public without
properly covering his
mouth and nose with a
face mask.
The statement of rea-
sons and objects of the
Bill said, “Health ex-
perts all over the world
are of the opinion that
the use of the mask can
help in controlling the
spread of Covid-19 con-
siderably and save lives
of millions.” While re-
plying to the debate on
the Bill in the House,
Parliamentary Affairs
Minister Shanti Dhari-
wal said the fight
against coronavirus in-
fection can be won only
with the support of the
general public.
While approving the
Bill, the House reject-
ed an amendment pro-
posal to circulate the
Bill for seeking public
opinion.

hen it comes to dealing with Cov-
id-19 Rajasthan and Delhi present
contrasting pictures. Even as Del-
hi battles a second wave of the pan-
demic with hospitals running
short of ICU beds with ventilators, the govern-
ment has allowed up to 200 guests at weddings.
Rajasthan on the other hand is doing every-
thing to keep the numbers in check. The na-
tional capital has been recording over 5,000
Covid-19 cases a day for the last few days now.
In the last 24 hours, it recorded 5,664 cases. On
October 31 the cases were 5062. As per the
Delhi government’s mobile app on corona, out
of the total 1244 ICU beds available 825 were
occupied on Monday morning. In private hos-
pitals, all 84 beds with ventilators were occu-
pied. The situation was only slightly better in
the All-India Institute of Medical Sciences,
where five out of 50 ICU beds were available.
Government-run Safdarjung Hospital had
only one ventilator-linked bed out of 54 avail-
able in its ICU. In a situation like this people
were seen moving around without masks in
several busy areas. Whatever may be the con-
tribution of air pollution and falling tempera-
tures in the spike, the role of the people in the
spiraling cases cannot be underestimated.
That is why Rajasthan Chief Minister Ashok
Gehlot’s statement on a law making mask-
wearing compulsory (as mask is vaccine) is in
the better interest of the people. Rajasthan
becomes the first state to have such a law. Ge-
hlot also banned the sale and bursting of fire-
crackers not just for the environment but also
for the health of Covid patients.

men with no action being taken against them.

proach with patience, achieves
excellence sooner or later.

employee lacks that out and out
audacious spirit, it is fine but
an entrepreneur has to be fear-
less and courageous. In busi-
ness, one faces challenges of
varying proportions constantly.
Also at various stages, one has
to have a quick and decisive
mind for the opportunities aris-
ing or there is a possibility of
taking wrong decisions in deli-
cate phases. For an industrial-
ist, to identify and take the
right decision at the right mo-
ment and to identify the right
opportunity at the right time,
this is a skill that he needs to
master, and being dauntless at
such times is of utmost impor-
tance. The businessman who
lacks a daredevil spirit has very
little ability to take the right
decisions. Such people miss out
on many promising opportuni-
ties, and eventually, they lose
the capability of providing any
growth to the company.
Let us take an example of
two friends. Two very close
friends started a company by
the brand name ‘Spacewood’ in
Nagpur in 1994. Both studied
engineering together and be-
came friends. After gradua-
tion, they searched for such a
job that would give them time
to do business alternately. Be-
ing valiant was an inherent
quality that the two of them
possessed from the very begin-
ning. Initially, they worked in
VIP and Godrej, as apprentices
and learned the tasks very ef-
ficiently. They learned the art
and technology of making
modular furniture quite skill-
fully. They also studied the de-
veloping technologies in vari-
ous other countries. These two
friends are Vivek Deshpande
and Kirit Joshi.
After doing a job for two
years, they left their jobs in
1994. After which these two ad-
venturous friends took a loan
from the bank and bought two
locally made woodworking ma-
chines and started their own
business. They started working
under a small shade. Their en-
thusiasm and precision in
their work attracted many cus-
tomers initially, who were very
impressed with their work.
Within a very short span of
time, they hired old woodwork
machines from VIP Company
and raised their business to
new heights. In the first year
itself, Vivek and Kirit did a
business of Rs. 19 lacs. With old
machines, they faced many un-
wanted issues. In 1996, with
their own money, they import-
ed for the very first time, a new
machine from Germany.
During this phase, they faced
numerous ups and downs, but
due to their positive, enterpris-
ing, and dauntless nature, they
were able to survive and sus-

was readily available at Home-
Town. After relentless efforts,
their company was finally se-
lected by HomeTown for Modu-
lar Kitchen. This day became
the golden day in their lives,
according to the two of them.
Within no time, in barely 5
days, they got an order from
Big Bazaar to make 1000 modu-
lar kitchens. Their small com-
pany moved towards becoming
a huge organization.
For their success, both the
young entrepreneur friends ad-
mit that they possessed a fear-
less spirit right from their
childhood, which stood as their
biggest advantage. We have
mastered the art of taking cal-
culated risks. We have very re-
ligiously adopted the slogan,
“No success without a dare-
devil approach.” We are very
enthusiastic and want to
achieve a lot more in our en-
deavors. We have learned a lot
from foreign markets and we
have in-depth knowledge about
what will work or not work in
the Indian market scenario.
The conclusion is if you have
the courage then in today’s
time with less investment you

in Guwahati, police said. The Assam Police
Headquarters said in a release that Bhargav Deka,

Global Edu Light, has been arrested. Police had
launched a hunt to arrest two accused - Deka and
a Tata Consultancy Services (TCS) employee - in
connection with the examination scam in which a
candidate used a proxy and topped in the state.

The counsel for the
petitioner Rampratap
Sainisaidthattheadver-
tisement for 478 posts
was issued on 1 Novem-
ber 2019 in which 10
seats were reserved for
the MBC category while
the number should have
been 23 as per five per-
cent reservation.
After hearing on the
matter, the court issued
notices to DoP secre-
tary, education secre-
tary and the Rajasthan
Staff Selection board.

In Bundi, Police and

conducted a joint in-
spection in the godown
of a dairy and recovered
1200 kg mawa which
was 7 months old.
A case against the
dairy owner was regis-
tered.Theaccuseddairy
owner was about to sup-
plythemawainthemar-
ket. More than 3000 kg
of adulterated ghee was
recovered in Kota.
In Sawai Madhopur,
district, 840 kg of adul-
terated mawa was
seized under Man Town
police station area. The
action was taken one
direction by SP Sud-
heer. The Mawa was
brought to Sawai Mad-
hopur from Agra via
Jaipur in a train. Sam-
ples were collected and
forwarded to a labora-
tory for testing.
In Bikaner, Nal po-
lice recovered mawa
from a pick up van. The
health department has
been informed about
the seizure of the mawa
worth Rs. 4 lakh.

ern agricultural pro-
duce market will be
established soon in the
village Anganwa near
Jodhpur city. For this,
Chief Minister Ashok
Gehlot has approved a
proposal to pay Rs
18.68 crore to the Jodh-
pur Development Au-
thority on behalf of
the Mandi Committee
for purchasing land.
As per the propos-
al of the Agricultur-
al Marketing Depart-
ment, the Agricul-
tural Produce Mar-
ket Committee,
Jodhpur requested
to change and relax
the item to use the
available amount in
various items for
purchasing new land
for the market. After
approving this pro-
posal, Gehlot has ap-
proved the decision
to deposit a total
amount of more
than Rs 18.68 crore
with the Jodhpur De-
velopment Authori-
ty. After receipt of
this payment, the
process of land allo-
cation and lease deed
registration will be
done.
It is noteworthy that
after the allotment of
land to the Mandi com-
mittee, the estimated
cost will be Rs. 30
croresfortheconstruc-
tion of the Mandi
courtyard and basic
facilities in it. For this,
a scheme for earnest
money has also been
prepared. After the es-
tablishmentof thenew
market, an open auc-
tion of agricultural
commodities will lead
tothesale,coldstorage,
warehouse and pro-
cessing units, etc.

nutrition in sports hos-
tels run by the Tribal
Regional Development
(TAD) department and
the mess expenditure
in the women’s houses

tice and Empowerment
Department. Chief
Minister Ashok Ge-
hlot has approved the
proposals of the con-
cerned depart-
ments for this.
As per the pro-
posals, supple-
mentary food is to
be made available
to the players in
the 13 sports hos-
tels run by the
TAD department.
Dieticians are of
the opinion that
each player is re-
quired
t o
be given a supplemen-
tary diet of 500 grams.
Therefore, it has been
approved to increase
the amount of expendi-
ture on food items from
Rs 2400 per month to Rs
2600 per month.
Similarly, a propos-
al has been approved
to increase the
amount of per-month
mess expenditure
from Rs 1900 per
month to Rs 2500 per
month for women re-
siding in Mahila Sad-

and Udaipur. With the
increase in nutritional
expenditure and mess
expenditure, the state
government will have
to bear an additional
financial burden of

The regulation shall be applicable for the de- termination of tariff from April 1, 2020, to March 31, 2024. RERC secretary BK Dosi informed that the commission has incor- porated the criteria for various new technolo- gies. These include non- thermal based projects, small hydro plants, mu- nicipal solid waste and floating solar PV, re- newable hybrid energy projects, and storage projects. He said that captive and other renewable en- ergy producers have been given relief in the draft regulation. The producers will now have to pay the wheeling charge per unit rather than utiliza- tion capacity which will significantly reduce the wheeling charges. Apart from this, a 75 percent discount has been given for intra- state transmission charges and wheeling charges for the first 7 years of the project. To promote electric vehicle charging sta- tions, solar power plants have been given a 100 percent exemption from captive basis or open access for 10 years. Provision has also been made for repower- ing wind power plants and consideration will be made on the existing wind power plants which have completed 10 years. The draft regulation says that the connectiv- ity charge of renewa- ble energy projects will now be Rs 2.5 lakh per MW. Cross subsidy or an additional sur- charge will not be there on captive power plants. It has also been pro- posed that the plants will be able to use the banked energy throughout the year. Jaipur: The Su- preme Court Monday refused to grant an- ticipatory bail to two Rashtriya Lok- tantrik Party (RLP) MLAs of Rajasthan in a case of a violent protest during an anti-encroachment drive in which a driv- er of an earth-mov- ing machine was killed. Both Merta City MLA Indra Bawari and Bhopalgarh MLA Pukhraj Garg have challenged the Rajasthan High Court order of Sep- tember 28, refusing anticipatory bail to them in the case and asked them to sur- render before the trial court by Octo- ber 12. A bench of Justic- es R F Nariman, Navin Sinha and Krishna Murari granted protection from arrest to the two MLAs and asked them to file regular bail before the trial court. “This is not a case in which interfer- ence is called for. However, if a regular bail application is made within a week from today, the court may decide and dis- pose of the same preferably on the same day. No coer- cive steps shall be taken against the pe- titioners for a period of one week from to- day,” it said. The state govern- ment has brought The Essential Commodities (Special Provisions and Rajasthan Amendment) Bill, 2020; Farmers’ (Empowerment and Protection) Agreement on Price Assurance and Farm Services (Ra- jasthan Amendment) Bill, 2020; and Farmers’ Produce Trade and Commerce (Promotion and Facilitation and Ra- jasthan Amendment) Bill, 2020 to bypass the central laws. The Rajasthan as- sembly on Monday passed three bills by voice vote to counter the farm laws enacted by the Centre recently. The BJP MLAs staged a walkout ahead of the voice vote. Replying to a debate on the farms bills, Ra- jasthan Parliamentary Affairs Minister Shanti Dhariwal said that the entire country is against the farm laws enacted by the Union government. He said the laws en- acted by the Centre will take the farmers to cre- mation grounds. Dhariwal said that farmers were free to sell its produce anywhere in the country in the ex- isting system. “Farmers were free to sell their produce anywhere in the coun- try and you are saying that you have freed farmers. First India Bureau Nagaur: A test report has confirmed that farmers in Nagaur were supplied poor quality gypsum, a source of cal- cium and sulfur, this year. The agriculture de- partment had collected samples in July and September from gyp- sum bags in agriculture fields after news re- ports questioning the quality of gypsum were forwarded to a Jodhpur based laboratory, which has now confirmed that the gypsum was of very poor quality. Royal Chemicals and Fertilizers had supplied the gypsum to farmers on government aid from May to August this year for improving the qual- ity of soil. An official of the ag- riculture department, Hazari Ram, said that the testing report has confirmed poor quality of gypsum and the firm has been issued notice in this regard, the offi- cial further added while sharing information. The payment to the company will also be stopped, he said. Jaipur: The Rajasthan assembly on Monday passed a bill making it mandatory for people to wear face masks in both private or public means of transport and while attending any social or political events. The assembly provid- ed for the new anti-COV- ID measure by amend- ing the Rajasthan Epi- demic Act, with Ra- jasthan Chief Minister Ashok Gehlot asserting that face masks are the sole anti-COVID vac- cine as of now. The House passed the Rajasthan Epidemic (Amendment) Bill, 2020 by voice vote. The Bill also made the new pro- vision by seeking to add a new clause in section 4 of the Act. The new clause pro- poses to prohibit the movement of any per- son in public without properly covering his mouth and nose with a face mask. The statement of rea- sons and objects of the Bill said, “Health ex- perts all over the world are of the opinion that the use of the mask can help in controlling the spread of Covid-19 con- siderably and save lives of millions.” While re- plying to the debate on the Bill in the House, Parliamentary Affairs Minister Shanti Dhari- wal said the fight against coronavirus in- fection can be won only with the support of the general public. For this, Chief Minister Ashok Gehlot has approved a proposal to pay Rs 18.68 crore to the Jodh- pur Development Au- thority on behalf of the Mandi Committee for purchasing land. As per the propos- al of the Agricultur- al Marketing Depart- ment, the Agricul- tural Produce Mar- ket Committee, Jodhpur requested to change and relax the item to use the available amount in various items for purchasing new land for the market. Lets put the current situ- ation in proper perspec- tive: 1) The Black Death (plague) of 1347 killed about 200 million. 2) The Spanish Flu, just 100 years back, killed 2.5% of the world’s population then... 50 million out of 2000 million. Those times had weak or nonexistent methods of communication to spread awareness and medical aid. Today, we instantly know about each case as it gets infected, cured or dies. Today, remedial meth- ods and precautions are flashed across the world in seconds. Why do we still see FEAR ruling the minds of a majority of the global population?? The leaders who do so, project their own coward- ice and illiteracy upon the gullible. Fear has knocked out all reason!! Even Green zones were ruthlessly locked down to kill all economic activity. Don’t we brave the cold by donning warm clothes. If we don’t we will die. Similarly, wearing a mask or keeping safe dis- tance diligently could have deprived Corona of its prey!! The generations who rode out from bigger storms were also humans like us. 97-98% survived, lived on, learnt great les- sons, evolved and pros- pered even more. Why is our generation scampering for cover when it faces a storm of far less intensity?? 85% of infected people in this Pandemic are not even aware of infection and walk away unscathed. So why this FEAR PSY- CHOSIS ?? Let’s not blame the com- mon man. The blame has to be placed squarely on the leaders for the massive BLANKET LOCKDOWNS. For not knowing that this “Curfew” will not work because the day after it was imposed, tens of millions walked out of cit- ies towards the relative safety of their villages hundreds of miles away. All in non-violent defiance. They had no homes in these cities to be locked into. They were in fact locked out!!! For making unscientific and misplaced predictions about the virus’s end. All these confusing sig- nals and the absence of a North Star to guide all to- wards a goal led to a total disrespect for the most en- forceable and simple disci- pline: MASKS & SOCIAL DISTANCING.
