the Serum Institute of

vaccine for states, Hy-
derabad-based Bharat
Biotech on Thursday
followed suit by an-
nouncing that its Cov-
id-19 vaccine — Covax-
in — will be made avail-
able to state govern-
ments at a reduced
price of Rs 400 per dose.
Expressing “deep
concern” over the criti-
cal pandemic situation
in the country, the vac-
cine maker said it rec-
ognises the enormous
challenges to the public
healthcare system.
Earlier, Bharat Bio-
tech had decided to
charge state govern-
ments Rs 600 for a dose
of its Covaxin vaccine
and Rs 1200 per dose for
private hospitals. As
per this rate, the states
would have had to pay
four times what the
Centre will be paying to
procure its shots.

Dehradun: The Uttara-
khand government on
Thursday suspended
the ‘Char Dham Yatra’
in the wake of rising
Covid-19 cases across
the state.
“Conducting the
yatra amid the raging
pandemic is not possi-
ble. Only priests of the
four temples at Badri-
nath, Kedarnath, Yamu-
notri and Gangotri will
perform rituals and
puja,” Chief Minister
Tirath Singh Rawat said
while announcing the
decision.
This comes after Utta-
rakhand recorded the
highest single-day spike
of 6,054 Covid-19 cases,
taking the cumulative
tally to 1,68,616, while
108 deaths pushed the
toll to 2,417.
There are 45,383 ac-
tive Covid-19 cases in
the state, while 1,17,221
have recovered, a state
health department bul-
letin.
Speaking about
measures that are being
taken to contain the
pandemic, Rawat add-
ed, “We are conducting
as many tests as possi-
ble. I would like to urge
people to always wear
masks whenever they
step out.”
When asked regard-
ing the death rate that
has spiked in the last
few weeks, he said, “We
are surrounded by
Himachal Pradesh,
Haryana and Uttar
Pradesh from where
critical patients often
travel to Uttarakhand
for treatment. As such,
it becomes difficult for
us to save them. Hence,
people should get tested
as soon as they feel any
symptoms so as to avoid
severities.”

BENGAL CLOCKS 76.07% IN EIGHTH PHASE
Kolkata: A voter turnout of 76.07 per cent was recorded in the eighth and final
phase of the West Bengal assembly elections, the Election Commission said on
Thursday. The commission said that “peaceful” polling was concluded across
11,860 polling stations in 35 assembly seats in the last phase of the elections.
7.6 TIMES MORE SEIZURE THAN 2016 POLLS
Kolkata: 11,860 Ballot Units (BUs), 11,860 Control Units (CUs) and 11,860 VVPATs
were used in last phase. During Bengal polls, seizure of Rs 339.45 crore were
reported. The figures, which includes seizure of cash, liquor, narcotics and freebies,
was 7.65 times of total seizure of Rs 44.33 cr in 2016 assembly polls.

The statewide strike
called by the licensees
entered the fourth day

25 percent of liquor
stock as compared to

cent of the bookings of
hotels have been can-
celled due to the surge
in coronavirus cases
in Rajasthan where
the travel trade and
the hotel industry
were already suffering
huge losses due to the
corona pandemic. Af-
ter months of closure
during the first wave
last year, the industry
suffered a lot and
gradually started
coming back on track
but the second wave
has again hit the in-
dustry hard, making
it difficult for the ho-
tel owners to give sala-
ries to staffers.
The second wave of
corona has turned out
to be havoc across the
world as all the tour-
ism events from India
to Europe and Ameri-
ca to African countries
have been canceled.
In Jaipur, celebra-
tions like Elephant
Festival, Gangaur, and
Rajasthan Foundation
Day were cancelled
due to the spread of
the infection.
The state capital has
about 1100 star and
budget hotels with
more than 8000 rooms.
Till March, these ho-

district, enforcing Cov-
id guidelines turned
out to be troublesome
for the ASI in-charge of
the Bansi outpost.
Many people were tak-
ing out bindoli by play-

pede. Meanwhile, peo-

state government over
covid management in
private hospitals saying
the government has re-
served beds for corona
patients but did not ap-
point nodal officers due
to which the private
hospitals are working
arbitrarily

“The government has
taken over the beds of
private hospitals but
did not appoint nodal
officers. Because of
this, these hospitals are
working arbitrarily,”
Rathore said.
He said that the co-
rona infection in the
state has become un-
controllable and the
government should
take more effective
steps to curb the spread.
“If the government had
taken precautionary
steps, in the beginning,
this situation probably
would not have hap-
pened. Now the govern-
ment should make a
plan by May 31, which
should mention all
types of medical needs
including injections,
oxygen, and work
should be done on the
basis of this plan,” he
said in a virtual press
conference.

Experts suggested a
15-day strict curfew cum
lockdown. Rajasthan is
already undergoing a
mini lockdown. In such a
situation, restrictions like
the current lockdown are
supposed to stay in effect
by May 18. In the routine
corona review meetings of
CM Ashok Gehlot, officers
insisted on strict curbing
of curfew restrictions.

There is a churn in the government to limit the
number of people in marriages from both sides to
21 by limiting the number of wedding ceremonies
and strict legal action should be taken against
those who violate the rules. Along with this, the
number of devotees can also be limited to religious
places, temples and mosques.

Barmer: Union minister of state for agriculture
Kailash Chaudhary has sanctioned Rs 93 lakh
from MP LAD fund for the purchase of oxygen
concentrators and life saving medicines for
corona patients during the last three days.
Chaudhary is conducting back to back tours of
his Barmer-Jaisalmer constituency to review the
corona situation and has inspected almost all major
hospitals and health centers and held discussions
with officials and doctors. He has approved Rs 25
lakh for Nahta hospital Balotra, Barmer district hos-
pital and Jawahar hospital of Jaisalmer as well as
Rs 18 lakh for four health centers for the arrange-
ments of required resources and medicines.

vaccines ad-
ministered in
rich countries
and in the developing
world “is growing every
single day, and becoming
more grotesque every day”,
declared Tedros Adhanom
Ghebreyesus, director-gen-
eral of the World Health
Organization, on March 22.
The latter statement re-
ferred to the fact that only
0.1% of the doses of vac-
cines distributed in the
world had been received by
the 29 poorest countries,
which represent 9% of the
global population.
AMBITIOUS
SCALING-UP PLAN
However, as early as April
2020, the Bill Melinda
Gates Foundation, the Eu-
ropean Commission and
France together with WHO
supported the implementa-
tion of Covid-19 Vaccines
Global Access or COVAX ,
an international solidarity
mechanism.
Led by the GAVI vaccine
alliance and Coalition for
Epidemic Preparedness In-
novations, in partnership
with UNICEF and Pan-
American Health Organi-
zation, COVAX’s mission is
to purchase vaccines for
equitable distribution in 98
participating high-income
countries and 92 low- and
middle-income countries.
At the end of February,
the first 504,000 and 600,000
doses were delivered to
Côte d’Ivoire and Ghana
respectively. At the begin-
ning of April, more than 38
million doses had already
been received by 100 coun-
tries, 61 of which benefit-
ingfromasubsidyfinanced
by a dedicated fund. In the
coming months, the expect-
ed scale-up of COVAX is
ambitious, with a stated
objective of 337 million
doses to 145 countries by
the end of June, and at
least 2 billion doses by the
end of 2021, including 1.3
billion at no cost to low-in-
come countries, where up
to 27% of the population
could be vaccinated.
Even if this objective is
met, it will not be sufficient
to bring the pandemic un-
der control. To achieve
this, a much higher per-
centage of the population
must be immunised. Re-
cent modelling has esti-
mated that if a vaccine
prevents transmission of
the virus in 90% of cases,
then nearly 67% of the pop-
ulation needs to be vacci-
nated to achieve – at least
temporarily – herd immu-
nity, and return to “nor-
mal” life. Such a threshold,
applied to a world popula-
tion of 7.7 billion people,
leads to a production target
of between 5.2 billion doses
in the most favourable situ-
ation of a single-dose vac-
cine, and twice as much, or
10.4 billion doses, if two
shots are needed.
VACCINE FOR ALL
In addition to producing
new vaccines at an unprec-
edented scale, it is neces-
sary to vaccinate every-
where in the world, in the
shortest possible time, be-
fore new variants compro-
mise the initial results.
This imperative is reiter-
ated by GAVI and CEPI, the
co-leads of COVAX, as well
as by UNICEF and PAHO,
in charge of procurement
and logistics. In the words
of Jeremy Farrar, director
of the Wellcome Trust: “If
left to spread unchecked in
large parts of the world,
the virus risks mutating to
an extent where our vac-
cines and treatments no
longer work – leaving us all
exposed.”
The distribution of vac-
cines is complicated by
early commercial agree-
ments concluded by gov-
ernments with the indus-
try, when no product was
yet approved, in some cases
for more doses than need-
ed. For example, by mid-
November 2020, pre-orders
from Australia, Canada
and Japan together exceed-
ed 1 billion doses. In total,
high-income countries
alone are estimated to have
pre-ordered 4.2 billion dos-
es for 2021.

The Indian Ocean is the hub of
sea trade and logistics routes
and India has the longest coast-
line on this ocean. These geo-
graphical features provide In-
dia an immense strategic and
locational advantage in Inter-
national trade and resultant
geopolitics. In British Era, In-
dia was the center of a huge
network of trade and communi-
cation. Unfortunately, post-in-
dependence, India squandered
this advantage due to its limited
ability to dominate the blue wa-
ters. India’s strategy for in-
creasing its influence in Asia
must be guided by its location
and consequently domination
of Indo Pacific region.
IMPORTANCE OF
INDO-PACIFIC REGION
Admiral Alfred T. Mahan said-
“Whoever attains maritime
supremacy within the Indian
Ocean would be a prominent
player on the international
scene”. India’s strategic loca-
tion at the center of the Indian
Ocean gives it a superb strate-
gic importance and helps in
maintaining contact with the
rest of the world. India is fortu-
nately also blessed with abun-
dant natural resources and
manpower reserves in EEZ.
India now acknowledges the
untapped growth and power
potential of this region. Pres-
ently, India has no major rivals
in this region, but China has
been making concerted efforts
to flag its presence in this area.
INCREASING
FOOTPRINTS
z ANDAMAN NICOBAR TRIS-
ERVICES COMMAND India has
positioned its first tri-services
command at Port Blair, Anda-
man Nicobar island. This
tri-services command will act
as a fulcrum for Indian Navy op-
erations and also friendly naval
forces, within the Indo-pacific
region. This Command also
becomes a pivot for India’s joint
operations within this region.
z OFFSHORE BASES India is
increasing its footprints within
the blue waters of the Indio-
Pacific Ocean region. Strategi-
cally located islands within the
Indian Ocean is suitably de-
veloped as bases on strategic
chokepoints and trading routes.
These islands will provide
advantages for strategic, logis-
tic, and joint anti-submarine
warfare missions.
z LISTENING POSTS The Indian
government has set up listen-
ing posts and established
Naval surveillance facilities in
Madagascar and Mauritius. A
small land ALAGELA, located
North of Mauritius is being
developed as a listening post
and offshore base by India and
Mauritius jointly. In recent
years, India has sought to fur-
ther develop its military access
to the south-west Indian Ocean
and Mozambique Channel by
building a replacement naval
and air facility on Seychelles’
remote, Assumption Island.

with several states within the
littoral IOR to get military
access to their bases. India
has also engaged with powers
outside the IOR, deepening co-
operation with France and USA
through logistics agreements,
which grant India access to
port facilities at the U.S. base

Djibouti base and French Re-
union Island. Agreements and
understanding with Australia
has been reached to use Cocos
islands for joint naval surveil-
lance of sea routes.

umanity has never faced a collective
challenge as daunting as climate change.
Net global greenhouse-gas (GHG) emis-
sions must be reduced to near-zero with-
in the next three decades to give us even
a fighting chance of keeping the temperatures
within 2° Celsius of pre-industrial levels. The fur-
ther we exceed that threshold, the more likely we
are to run into truly catastrophic scenarios. With
the United States back in the Paris climate agree-
ment, this is the time for the world to reengage
with these epochal challenges.
Bill Gates’s highly respected voice is thus a wel-
come addition to these efforts. In his new book,
How to Avoid a Climate Disaster: The Solutions We
Have and the Breakthroughs We Need, Gates ar-
gues that we need more experimentation with new
ideas and technological innovations if we are to
find a solution. But his push for solar geoengineer-
ing is a step in the wrong direction, because it may
undermine the incentives that are needed to meet
the challenge of climate change.
The idea behind solar geoengineering is simple:
If we cannot limit the amount of GHGs in the at-
mosphere, perhaps we can block the sunlight that
generates heat, for example by creating a reflective
cover. Volcanic eruptions do this naturally
. Follow-
ing the eruption of Mount Pinatubo in the Philip-
pines in 1991, large amounts of sulfuric acid and
dust settled into the stratosphere, temporarily re-
ducing the amount of sunlight that the Earth re-
ceived. Over the next three years, temperatures
dropped by about 0.5°C globally, and by 0.6°C in the

take a suo motu case over the Covid-19
situation in the country
. “I deprecate the
move by the Supreme Court to take these
matters into its own hands. Having slept over these
issues over the last several months, the Supreme
Court suddenly decides to take suo motu cogni-
zance when High Courts are in session of the mat-
ter,” Dave said. The CJI Justice SA Bobde, now re-
tired, countered the allegation with “you have im-
puted motives to us without reading our order”.
Compared to the Supreme Court, the high courts
are exhibiting a lot more spine than the Supreme
Court in flagging the system and some institutions.
One expected the Supreme Court to have the cour-
agetotake a pro-peoplestand which,allegedly
,itdid
not do. One will not recall any order of the Supreme
Court pulling up a state government for its mishan-
dling of the Covid-19 crisis. See what the Delhi High
Court observed on a day 20 people died at Jaipur

“hang” anyone found obstructing oxygen supply

The Madras High Court went a step further and
castigated the Election Commission for allowing
political rallies during the Covid-19 surge. In a
stinging observation, the court said, “Your institu-
tion is singularly responsible for the second wave
of Covid-19. Election Commission officers should
be booked on murder charges probably
.” The court
warned that it will stop counting on May 2 if the
Election Commission does not prepare a proper
protocol for that day
.

Covaxin down...
The issue of vaccine
pricing was discussed at
a meeting chaired by
Cabinet Secretary Rajiv
Gauba on Monday
.
Of the 15 crore people
vaccinated, just over 9
per cent have received
Covaxin. Its safety and
efficacy results from its
final analysis will be
available in June.
Both vaccines are
available to the Central
government at a rate of
Rs 150 per dose.
Under the govern-
ment’s new vaccine pol-
icy applicable from May
1, 50 per cent of doses
will be available in the
open market, from
wherebothstategovern-
ments and private vac-
cination centres would
have to procure to vac-
cinate the 18-44 age
group. Private vaccina-
tion centres will have to
dip into the same basket
for doses for the priority
group of 45+ as well.
Meanwhile, given the
limited doses available,
some Opposition states
have red-flagged differ-
ential pricing and the
silence of the Centre on
how private manufac-
turers will decide on dis-
tribution. The Congress

“discriminatory and in-
sensitive”, and accused
the government of al-
lowing vaccine makers

The Delhi govern-

hi’s requirements were
projected at 700 metric
tonnes last week, but
the allocation was 480
metric tonnes, which
was later increased to
490.
The huge oxygen
shortage has brought
the city’s hospitals to
their knees since last
week. In at least one hos-
pital, doctors attributed
the deaths of 25 patients
to the shortage. Other
hospitals have periodi-
cally stopped new ad-
mission when the short-
age was grave.
In absence of oxygen
and beds, patients are
seen waiting outside
hospitals, in ambulanc-
es, autos and sometimes
even two-wheelers. Sev-
eral have died waiting
on the road.

went on to illustrate the

rections and orders for
uniform guidelines on

dents from across India
has sent a combined let-
ter petition to the Chief
Justice of India (CJI)

The group led by Adi-
tya Kashyap, a final
year law student at Na-
tional Law University
(NLU), Punjab, has
pleaded to the CJI to
pass immediate appro-
priate directions
against rampant black-
marketing of critical
medicines, and how to
provide oxygen cylin-
ders to the people in
need.
“Scarcity of the life-
saving drugs namely
Remdesivir injections,
Tocilizumab and the
oxygen cylinders is a
major problem being
faced by the majority of
ailing patients during
this second wave of the
pandemic in India. In
the current situation,
black-marketing and il-
legal hoarding has be-
come rampant thereby
denying accessibility to
the needy and under-
privileged. This has fur-
ther added extra pres-
sure on the already bur-
dened supply chain,”
the letter petition said.

The FIR has been

Akola police filed a

Jaipur: Rajasthan High
Court has sought an-
swers from the Center,
state government and
two vaccine manufac-
turers on a PIL filed re-
garding varying rates of
vaccine amidst corona
pandemic in the coun-
try. The court has given
this order on a PIL filed
by journalist Mukesh
Sharma.
Senior Advocate Ab-
hay Bhandari, appear-
ing for the petitioner,
told the court that it is
wrong to have three dif-
ferent rates for vaccine
made in the country. He
informed that the cen-
tral government has
made a provision of
Rs35,000 crores for vac-
cination in Budget.
Apart from this, people
have also donated huge
amounts in PM Care
Fund. This amount can
be used for purchase of
vax and other medical
supplies in this epidem-
ic. Despite this, the vac-
cine manufacturer is of-
fering vaccine in three
different rates in the
market with the aim of
making huge profit with
permission of central
government. He in-
formed that for the age
group above 45 years in
the state, the Centre is
giving free vaccines. In
such a situation, the gov-
ernment should also
provide free vaccine for
age group 18 to 45 years.
After hearing this pe-
tition, the bench of Jus-
tice Sabina issued a no-
tice to the Central Gov-
ernment, the State Gov-
ernment and the vaccine
manufacturers Bharat
Biotech and Serum In-
stitute and sought their
response.
The next hearing is
scheduled on May 12.

decision in boosting the
fight against Covid, the
state government on
Thursday, handed the
additional charge of
Principal Secretary of
Medical and Health de-
partment to Akhil Aro-
ra, to aid Siddharth Ma-
hajan. To overcome this
crisis, now there are
two senior ‘Corona
Warriors’ in the Medi-
cal and Health Depart-
ment.
First India has been
raising the issue. for the
past several days, that
expecting Siddharth
Mahajantocarryoutthe
roles and responsibili-
ties in such gargantuan
crisis is not the right ap-
proach. Mahajan be-
came a Secretary three
years back and it has
merelybeenfivemonths
sincehestartedworking
in the current position
and therefore, there was
a need for a senior offic-
er to be posted to give a
shot to the work being
done.
1993 batch IAS Akhil
Arora, is currently han-
dling the Finance De-
partment’s reins, how-
ever last year from July
to October 2020, he has
served as Principal Sec-
retary of Medical and
Health department and
therefore he has experi-
ence and knowledge in
handling the crisis.
Till now, the services
of 31 IAS and 24 RAS of-
ficers have been handed
to Medical secretary
through ten orders for
IAS between April 16 to
April 29 and for RAS of-
ficers, seven orders
were released between
April 18 and April 24.
This administrative
system appears to be a
little weird wherein of-
ficers are ‘picked’ up
like daily wage work-
ers. Rather, there
should be a comprehen-
sive plan and the assess-
ment of officers should
be done according to
which they should be
deputed. It is also un-
clear as to how are the
services of 31 IAS and
24 RAS being ascer-
tained, where will they
be posted and who is
ascertaining this ‘job
chart’. Then again, who
is guiding them and
who is given direction
is still not clear and it
appears that the entire
responsibility is on Sid-
dharth Mahajan.
Now, that Akhil Aro-
ra has also been direct-
ed to discharge his du-
ties for the Medical and
Health department, so
there are now two offic-
ers who will guide and
direct these 55 IAS and
RAS officers. Surely,
this move will bring
down the work pres-
sure on Siddharth Ma-
hajan and it is being
said that the way Coro-
na is still spreading its
tentacles, services of a
few more IAS and RAS
will be taken to combat
the virus.
According to sources,
keeping in mind out-
standing and result ori-
ented performance of
Arora in Finance De-
partment, Gehlot, ap-
parently in consulta-
tion with Health Minis-
ter Dr Raghu Sharma,
Niranjan Arya and Kul-
deep Ranka, has given
this additional respon-
sibility to Arora. In this
way, now under a close
Gehlot supervision, Dr
Sharma will be leading
his team of key per-
formers i.e. Akhil Aro-

to mobilise resources

ple of the state. “In this
hour of crisis, with full
courage and determina-
tion, let us devote all
our strength to saving
the lives of the people
of the state. Every ef-
fort should be made to
overcome this crisis,”
Gehlot said while re-
viewing the status of
Covid-19 through video
conference at the CMR
late on Wednesday
night. He said that the
deaths in the second
wave of Covid indicate
the dreaded state of in-
fection. “It is seen for
the first time that the
youth are also dying an
untimely death from
this dangerous virus.
Also, most of the pa-
tients admitted are in
need of high flow oxy-
gen. In this case, this
time is worrying for us
as well as challenging,”
he said.
The Chief Minister
directed that if there is
a need to import other
essential resources in-
cluding oxygen concen-
trators, cylinders, flow
meters and medicines,
then officials should
plan for it and execute it
quickly. “In addition,
the Centre should con-
stantly contact local
sources companies
and fulfil the needs of
the state as soon as pos-
sible. Also, keeping in
mind the appre-
hension of the
third and
f o u r t h
wave ex-
p r e s s e d
by the ex-
perts, ad-
equate ar-
rangements
should be
e n s u r e d
from now. The State
Government will not let
any lack of financial
resources in it,” he
said. Taking a view for
the betterment of the
people, Gehlot has di-
rected officials to ap-
proach other countries
to provide relief in the
form of oxygen concen-
trator. The officials had
been mulling on ap-
proaching China
for the re-
quired items,
however, Ge-
hlot has
asked them
to talk to all
c o u n t r i e s
possible.
Gehlot in-
structed
that
proper and better man-
agement of resources
including beds, oxygen,
remdesivir, tocilizumab
should be done in hos-
pitals. “According to the
assurance given by the
Centre for supply of re-
sources as per require-
ments, keep constant
coordination with the
Union Ministers and of-
ficials to allocate re-
sources and make them
constantly aware of the
needs of Rajasthan,” he
said.
The CM said that
medical protocols
should be taken care of
in patients being admit-
ted to the hospital. “Ar-
rangements should be
made to keep patients
in normal condition in
home isolation so that
serious patients get pri-
ority treatment imme-
diately and do not
create unnecessary
pressure on hospitals.
In such difficult times,
the nodal officers have
an important role, they
should carry out their
responsibilities with
full sincerity,” he said.
Gehlot instructed to ef-
fectively handle the
control rooms set up at
the state and district
levels. In-depth moni-
toring of the control
room should be ensured
and 181 helpline should
be widely disseminated.

vaccine has been
approved for use
in India amid a
deadly second
wave of infec-
tions. Russia’s
Sputnik V has been
deemed safe and works in
a way similar to the Ox-
ford-AstraZeneca jab
made in India as Cov-
ishield. Sputnik V gives
around 92% protection
against Covid-19, late-
stage trial results pub-
lished in The Lancet re-
vealed.
India has so far given
more than 100 million dos-
es of two approved vac-
cines - Covishield and Co-
vaxin. Sputnik V’s ap-
proval came as India over-
took Brazil to become the
country with the second-
highest number of cases
globally.
With a total case tally of
more than 13.5 million
cases, India is now only
behind the United States
which has reported more
than 31 million cases.
With 13.4 million cases,
Brazil is now at number
three. India aims to vacci-
nate 250 million “priority
people” by the end of July.
But experts say that the
pace of vaccination has
been slow and unless the
drive is scaled up, the tar-
get could be missed.
On Tuesday the govern-
ment decided to give emer-
gency approvals to vac-
cines already in use in
other countries. It said the
decision was taken to “ex-
pand the basket of vac-
cines for domestic use and
hasten the pace and cover-
age of vaccination”.
WHAT DO WE KNOW ABOUT
SPUTNIK V?
The vaccine, developed by
Moscow’s Gamaleya Insti-
tute, initially generated
some controversy after be-
ing rolled out before the
final trial data had been
released. But scientists
say its benefits have now
been demonstrated. It uses
a cold-type virus, engi-
neered to be harmless, as
a carrier to deliver a small
fragment of the coronavi-
rus to the body.
Safely exposing the
body to a part of the vi-
rus’s genetic code in this
way allows it to recognise
the threat and learn to
fight it off, without the
risk of becoming ill. After
being vaccinated, the body
starts to produce antibod-
ies especially tailored to
the coronavirus. This
means that the immune
system is primed to fight
coronavirus when it en-
counters it for real. It can
be stored at temperatures
of between 2 and 8C de-
grees (a standard fridge is
roughly 3-5C degrees)
making it easier to trans-
port and store.
Unlike other similar
vaccines, the Sputnik jab
uses two slightly different
versions of the vaccine for
the first and the second
dose - given 21 days apart.
They both target the coro-
navirus’s distinctive
“spike”, but use different
vectors - the neutralised
virus that carries the spike
to the body
. The idea is that
using two different formu-
las boosts the immune sys-
tem even more than using
the same version twice -
and may give longer-last-
ing protection. As well as
proving effective, it was
also safe with no serious
reactions linked to the vac-
cine during the trial.
Some side effects to a
vaccine are expected, but
these are usually mild, in-
cluding a sore arm, tired-
ness and a bit of a temper-
ature. There were no
deaths or serious illnesses
in the vaccinated group
linked to the jab. Sputnik
V has been approved so far
in 60 countries, including
Argentina, Palestinian
territories, Venezuela,
Hungary, UAE and Iran.
SO WHAT DO WE KNOW
ABOUT COVAXIN?
Covaxin is an inactivated
vaccine which means that
it is made up of killed coro-
naviruses, making it safe
to be injected into the body
.
Bharat Biotech, a 24-year-
old vaccine maker with a
portfolio of 16 vaccines
and exports to 123 coun-
tries, used a sample of the
coronavirus, isolated by
India’s National Institute
of Virology. When admin-
istered, immune cells can
still recognise the dead vi-
rus, prompting the im-
mune system to make anti-
bodies against the pan-
demic virus. The two doses
are given four weeks apart.
The vaccine can be stored
at 2C to 8C. The vaccine
has an efficacy rate of 81%,
preliminary data from its
phase 3 trial shows. India’s
regulators gave the vac-
cine an emergency approv-
al in January while the
third phase of the trial was
still underway, sparking
scepticism and questions
from experts.
Bharat Biotech says it
has a stockpile of 20 mil-
lion doses of Covaxin and
is aiming to make 700 mil-
lion doses out of its four
facilities in two cities by
the end of the year.
WHAT ABOUT COVISHIELD?
The Oxford-AstraZeneca
vaccine is being manufac-
tured locally by the Serum
Institute of India, the
world’s largest vaccine
manufacturer. It says it is
producing more than 60
million doses a month.
The vaccine is made from
a weakened version of a
common cold virus
(known as an adenovirus)
from chimpanzees. It has
been modified to look
more like coronavirus - al-
though it can’t cause ill-
ness. When the vaccine is
injected into a patient, it
prompts the immune sys-
tem to start making anti-
bodies and primes it to at-
tack any coronavirus in-
fection. The jab is admin-
istered in two doses given
between four and 12 weeks
apart. It can be safely
stored at temperatures of
2C to 8C and can easily be
delivered in existing
health care settings such
as doctors’ surgeries. The
jab developed by Pfizer-
BioNTech, which is cur-
rently being administered
in several countries, must
be stored at -70C and can
only be moved a limited
number of times - a par-
ticular challenge in India,
where summer tempera-
tures can reach 50C. Inter-
national clinical trials of
the Oxford-AstraZeneca
vaccine showed that when
people were given a half
dose and then a full dose,
effectiveness hit 90%.
India has shipped 64
million doses of vaccines
to 86 countries in Latin
America, the Caribbean,
Asia and Africa. The re-
cipient countries include
UK, Canada, Brazil and
Mexico. Both Covishield
and Covaxin have been ex-
ported - some in the form
of “gifts”, others in line
with commercial agree-
ments signed between the
vaccine makers and the
recipient nations, and the
rest under the Covax
scheme, which is led by
the World Health Organi-
zation (WHO) and hopes to
deliver more than two bil-
lion doses to people in 190
countries in less than a
year. But in March, India
placed a temporary hold
on all exports of the Ox-
ford-AstraZeneca vaccine.
The government said ris-
ing cases meant domestic
demand was expected to
pick up, so the doses were
needed for India’s rollout.
