Mumbai: A Mumbai court on Tuesday
remanded former Maharashtra
home minister Anil Deshmukh to the
Enforcement Directorate’s custody
till November 6 in connection with a
multi-crore money laundering case.
Deshmukh was arrested by ED late
Monday night after over 12 hours of questioning in the
money laundering case linked to an alleged extortion
racket in the state police establishment.

Gurgaon: The Gurgaon district administration on Tues-
day cancelled permission to offer namaz at eight sites,

protection in the city. In a statement, the district admin-
istration said that the decision was taken after “objection
from local residents and resident welfare associations”.

Jaipur: Ruling Congress on Tuesday won bypolls to
Vallabhnagar and Dhariyawad Assembly seats, pushing
the opposition BJP to the third and fourth places
there. With the win, the tally of the Congress in the
200-member Raj Assembly reached 108 against BJP’s 71
MLAs. In Dhariyawad, Congress’ Nagraj Meena won by
a margin of 18,725 votes. Preeti Shaktawat of Congress
defeated Rashtriya Loktantrik Party’s candidate Udailal
Dangi in Vallabhnagar by a margin of 20,606 votes. BJP’s
Himmat Jhala stood 4th with 21,433 votes.

the reopening of
applications under
Jai Bhim Mukhy-
amantri Pratibha Vi-
kas Yojana.
Under this scheme,
meritorious students
belonging to SC/ST/
OBC and EWS catego-
ries receive free coach-
ing from private insti-
tutes for competitive
exams such as JEE,
NEET, CLAT, Civil
Services among oth-
ers.
He said that if a kid
from a family earning
less than 8 lakh rupees
per annum is talented,
they will no longer
have to face the hur-
dles; the Kejriwal gov-
ernment will provide
them free coaching.
“The Kejriwal govern-
ment will provide a
stipend of `2,500 to the
beneficiary students
so that they do not face
problems in their com-
mute. It is a dream of
Chief MinisterArvind
Kejriwal that even the
poorest of poor kids
who want to become
something, receive as-
sistance and support
in fulfilling their

New Delhi: A recent
assessment of butter-
flies across the seven
biodiversity parks in
Delhi revealed the pres-
ence of the Beavan’s
swift, a species that has
previously not been
spotted in the city
.
“The Beavan’s swift
is distributed through-
out northern India, but
it was never encoun-
tered earlier in Delhi.
Good rains this year
meant that the popula-
tion of grasses, which
are the Beavan’s swift’s
host plant, increased.
The availability of host
plants might be the rea-
son for its presence
here. It might have
come from surrounding
areas,” said Moham-
mad Faisal, an entomol-
ogist at the Yamuna Bi-
odiversity Park, who
was part of the study
.
The six-day assess-
ment, the first such sys-
tematic one for the bio-
diversity parks in Del-
hi, was carried out from
October 25 to 30.
Scientists at the sev-
en biodiversity parks
(Yamuna, Aravalli, Til-
path Valley, Northern
Ridge, Tughlaqabad,
Neela Hauz and Kalindi
biodiversity parks), stu-
dents from Hansraj Col-
lege and Mata Sundri
College, and volunteers,
were part of the assess-
ment that was stretched
for two hours every
morning.
A total of 15 nature
trails at these biodiver-
sity parks formed ‘tran-
sects’, which are paths
along which a count or
survey is done, and
each transect was mon-
itored by a group of ob-
servers who counted
and photographed the
butterflies. The assess-
ment found a total of 71
species at the parks.
The parks, however,
are known to have
around 113 species, said
Faiyaz Khudsar, scien-
tist-in-charge at the Ya-
muna Biodiversity
Park.
A study from 2017
showed Delhi has
around 115 species
of butterflies, said Fais-
al. But the Beavan’s
swift was not on the list
of species prepared
then. “The Beavan’s
swift lays eggs on grass-
es. We spotted eight of
them in the Yamuna
biodiversity park and
two in the Aravalli bio-
diversity park,” Khud-

New Delhi: Mercury rose by a few notches in the na-
tional capital on Tuesday, as the minimum temperature
settled at 15.6 degrees Celsius,
with a slight chill in the air. The rel-
ative humidity in the morning was
recorded at 94 per cent, according
to the India Meteorological Depart-
ment. The minimum temperature
on Monday had settled at 13.6 de-
grees Celsius, while the maximum
was recorded at 31.3 degrees Celsius. On Tuesday, the
minimum temperature stood at 15.6 degrees Celsius, an
IMD official said. The air quality index (AQI) of Delhi was
recorded in the ‘very poor’ category in the morning, data
from CPCB showed.
Noida : The Noida Police arrested 10 persons,
including three former army personnel, for allegedly
carrying out large-scale fraud in government exams.
Police said the gang illegally
provided question papers and
placed imposter candidates in
various examinations across
states. Police also recovered
28 admit cards of different
exams from the accused. The
accused have been identified
as retired Armymen Sunil, Lakhan Singh, and Satnam
Singh along with Jeetendra Yadav, Mahipal Yadav,
Vikas Sharma, Virendra Yadav, Layak, Umesh Kumar
and Abhinav Kumar. Most of the accused hail from
Haryana, police said.

Height of hospitals,
institutions discussed
in DDA board meet
New Delhi: Issues re-
lated to permissibility
of grocery shops in
residential areas, and
height of hospitals and
educational institu-
tions were discussed on
Monday during the
fifth meeting of a DDA
board set up to hear
views of the public on
the draft Master Plan
of Delhi 2041, officials
said.
More than 1,450 par-
ticipants were invited
and given opportunity
to submit their objec-
tions and suggestions
orally before the board,
they said.
During this hearing,
issues of development
control norms (DCN) of
draft Master Plan of
Delhi (MPD) 2041 main-
ly related to redevelop-
ment of convenient
shopping centres
(CSCs) and local shop-
ping centres (LSCs),
mixed use provisions,
other activities allowed
in residential areas,
and redevelopment of
industrial plots, were
heard, the DDA said in
a statement.
Enhancement of
FAR (floor area ratio),
ground coverage, and
issues related to height
of hospitals and educa-
tional institutions, per-
missibility of grocery
shops in residential ar-
eas were also heard, it
said.
The Board of En-
quiry and Hearing set
up for hearing and con-
sidering objections and
suggestions of the pub-
lic on the draft Master
Plan of Delhi 2041 had
its first meeting on Oc-
tober 18, followed by
three more hearings.
Th next meeting of
the Board is scheduled
to be held on Tuesday,

Over 40 kg firecrackers
seized in Delhi, 2 held
New Delhi: Ahead of Di-
wali, the Delhi Police ar-
rested two people from
separate places and re-
covered over 40 kg illegal
firecrackers from them,
officials said on Tuesday.
In the first incident,
police arrested Pawan
Kumar, a resident of Tri
Nagar with 16.160 kg fire-
crackers, they said.
On the intervening
night of Sunday and
Monday, police were pa-
trolling and when they
reached at Ghevra Mor,
they saw one person go-
ing towards Nangloi on a
scooter with a plastic
bag, a senior police of-
ficer said.
Police intercepted the
scooter and checked the
plastic bag. They found
firecrackers in it, Deputy
Commissioner of Police
(Outer) Parwinder Singh
said.
Kumar disclosed that
he runs a confectionery
shop near his house in
Tri Nagar. He had pur-
chased the firecrackers
from Bahadurgarh in
Haryana and wanted to
sell them at his shop on

foreign national after
busting a Whatsapp
hacking syndicate,
which was used to cheat
citizens of their money.
As per the police, the
accused is identified as
Chimelum Emmanuel
Aniwetalu. The accused
was running the syndi-
cate with other accused
from Delhi and Banga-
lore.
The modus operandi
utilised by the syndicate
was that it hacked into
the phones of their vic-
tims and took control of
their Whatsapp accounts
and distress calls and
messages were sent to
people in the contact list
of their victims and
money was demanded
from them. The accused
also had a bank account
which was shared with
the contact list of their

seized a large quantity of heroin
from Mumbai’s Vile Parle area.
According to the information
shared by the NCB, the agency
has seized heroin worth crores
in the international drug market.
The NCB is currently searching
for the prime suspect. The NCB
has completed the seizure of a
large haul of heroin. The suspect
in the case has been reported
absconding by the agency, as
informed. FIR has been filed in
the case and further probe is
now underway.

Mumbai: Launching another scathing attack
on NCB Mumbai’s zonal director Sameer
Wankhede, Maharashtra Cabinet minister
and NCP leader Nawab Malik alleged on
Tuesday Wankhede has raised a private army
that extorts money through frivolous drugs
cases. Nawab Malik has been levelling vari-
ous allegations against Sameer Wankhede
since the Mumbai drugs-on-cruise case in
which the NCB arrested Shah Rukh Khan’s
son Aryan Khan.
As per information available with me,
as soon as Wankhede (Sameer
Wankhede) joined this department, he
raised his private army comprising
Kiran Gosavi. Manish Bhanushali, Fletcher

hu who has now entered into a
row with the incumbent Chief
Minister Charanjit Singh Chan-
ni over the appointment of Ad-
vocate-General APS Deol. The
drama was played out in public
view by Sidhu who attacked
Channi for promising freebies.
The developments came a day
before Amarinder Singh sent
his resignation letter to Sonia
Gandhi giving reasons for his
decision to quit the party
.
In his letter to Sonia Singh
said, “Sidhu’s only claim to
fame was that he would abuse
me  my govt…he was patron-
ized by Rahul and Priyanka,
while you chose to turn a blind
eye to shenanigans of this gen-
tleman who was aided and abet-
ted by Harish Rawat, perhaps
most dubious individual.”

This sets the Indian politi-

ent from their counterparts
in other countries. One rea-
son could be the level of ac-
countability which is appli-
cable to the highest office. In
India accountability rarely
applies to top politicians and
ministers making them all
appear as holy cows.
Some of those following
the BJP’s weapons of selec-
tive destruction, viz. the ED,
CBI and the income-tax,
would tend to look at the ar-
rest of Maharashtra’s Home
Minister Anil Deshmukh as
another attempt by the Cen-
tre to weaken the Maha Vikas
Aghadi alliance government.
Deshmukh is charged with
collecting money from dance
bars and restaurants using
dismissed cop Sachin Waze.
Others will find nothing unu-
sual in the allegation given
the image of politicians in
the country. There are very
few politicians whose per-
sonal and financial integrity
is above scrutiny
. With scores
of politicians having a crimi-
nal background makes it
even more difficult to trust
the netas and mantris.
THE TRUST DEFICIT

fter her stupendous victory
in the Bhawanipore bypoll, it
was evident that Mamata Ba-
nerjee would plan to shift her
status to the national arena
and to have a more vocal pres-
ence in Opposition politics.
Of late, Trinamool Con-
gress has been making head-
lines for its rallies and ac-
tions both in Goa and Tripu-
ra. I had written about TMC’s
“quest” in Goa and this
time… let’s look at what’s
brewing in Tripura… wheth-
er TMC would make a “pres-
ence” there and the prospects
TMC hopes to bag.
Let’s look back at what
happened in the Assembly
elections in Tripura in 2018.
A massive 92% of voters had
turned up to choose their
leaders for Tripura’s 59 seats
on February 18.
The state had a CPI(M)-led
Left government for the last
25 years, with Chief Minister
Manik Sarkar at the top
since 1998.
But the BJP-IPFT combine
scripted history by winning
the Tripura assembly polls
with a two-third majority
thus ending 25 years of Left’s
uninterrupted rule in the
state. The BJP and IPFT to-
gether bagged 43 seats. Elec-
tions for the 59 seats in the
60-member assembly were
held on 18 February
. Polling
was countermanded in one
seat due to the death of a CPM
candidate. The BJP with a
tally of 35 seats secured a ma-
jority on its own while its al-
liancepartner,theIndigenous
People’s Front of Tripura
(IPFT) captured eight seats.
With the loss in Tripura,
the Left Front was left with
power only in Kerala. It had
lost West Bengal to Trina-
mool Congress in 2011 and
failed to put up a respectable
show in 2016.
Between 1996 and 2004, the
Left Front remained a strong
force in the country’s politics.
It secured its highest tally in
2004. There were 62 MPs in
the Lok Sabha when the party
extended outside support to
the UPA-I government under
Manmohan Singh. Thereaf-
ter the Left Front has been on
a downward journey
.
Intheabsenceof anyformi-
dable Opposition in Tripura,
TMC’s best bet to at least be-
come the second best party in
Tripuraisnotfarfromreality
.
Having said that, the TMC,
however, will have to depend
on local leadership to steer it-
self. How much the Sushmita
Dev factor will work for the
TMC is a matter to be seen…
but her nomination and sub-
sequent entry to Rajya Sabha
is laced with some messages.
The first being that Trina-
mool Congress again proved
that more women in Parlia-
ment was their vision and
conviction. Secondly
, Mamata
has sent a strong message to
the northeast by giving some-
one from northeast a Rajya
Sabha seat. It means she has
serious plans for the north-
east. And for several decades
no Bengali who is from As-
sam has gone to Rajya Sabha.
TMC’s crucial victory in
the 2021 Assembly election in
West Bengal has pushed anti-
BJP parties to look for vistas
and make an imprint in plac-
es beyond their area of influ-
ence. Thus, in political cir-
cles it is being said that TMC
is looking to consolidate the
Bengali pride in the insider
versus outsider game in the
east and it is not very diffi-
cult to imagine why TMC or
rather Mamata chose to ex-
pand in the Northeast which
is home to at least 1.5 crore
Bengali-speakers. Getting
Sushmita Dev could give a
boost for the expansion plans
for TMC in the region.
With the left’s fast erosion
and the Congress having re-
ceded… this group (Bengali-
speakers) in today’s “identity
politics” is gradually left to
experiencethatsinkingfeeling
especially in the light of tar-
geted violence in Meghalaya
and the Mizoram border ten-
sion… not to mention about
the NRC exercise in Assam.
If TMC can play its cards
properly, the party will have
a wider opportunity to make
its footprint seen not only in
Assam, but also in Northeast-
ern states, where Bengalis
usually become the target of
anti-Bangladeshi politics.
Also over the years, the
gradual decrease in the num-
ber of Bengali speaking lead-
ers from the region (in North-
east) has severely impacted
development in the pockets of
their dwellings. Hence there
is space for the TMC to play a
vital role in the region espe-
cially when Congress has
beenlosingitsgripnationally
.
Political analysts believe
that the timing to test the wa-
ters in Northeast and TMC’s
Tripura entry is considered
to be right with the next As-
sembly elections scheduled
in 2023.
However, TMC will have to
keep in mind about moulding
itself tothelocaltemplateand
there’s enough time for it. In
the next episode I will discuss
more regional key players.

jwadi Party is at the top

ing leaders of other par-

since the SP-BSP alli-
ance broke up after the
2019 Lok Sabha elec-
tions, more than three
dozen BSP leaders have
changed their alle-
giance to Mayawati and
expressed their faith in

governments around

New Delhi: Jobs are
still scarce despite the
claim of large-scale for-
malization of the econ-
omy born not out of
hard evidence but the
collation of a few eco-
nomic indicators.
That jobs are still
scarce is substantiated
by the latest October
data based on IHS
Markit Purchasing
Managers’ Index (PMI).
The latter shows that
while the manufactur-
ing sector gained in Oc-
tober by moving up to
55.9 as against 53.7 in
September, it didn’t
come by way of im-
provement in the job
scenario.
According to Polly-
anna De Lima, Econom-
ics Associate Director
at IHS Markit, even
though there was an
overall improvement in
operating conditions,
jobs failed to increase.
“This was often
linked to sufficient ca-
pacity to deal with cur-
rent workloads and gov-
ernment norms sur-
rounding shift work,”
she said.
The PMI report notes
that the lack of pres-
sure on capacity, be-
sides government
guidelines surrounding
shift work, meant that
employment continued
to decline. That said,
the rate of job shedding
was marginal.
However marginal,
the fact remains that
the job market remains
stubbornly negative.
India’s manufactur-
ing sector is estimated
to contribute over 14
percent in Gross Value
Added (GVA) and is
considered as a source
of job multiplier. PMI
is one of the high-fre-
quency indicators
showing how the econ-
omy is performing as it
is based on responses
to questionnaires sent
to purchasing manag-
ers in a panel of
around 400 manufac-
turers. A diffusion in-
dex is calculated for
each survey variable.
The index is the sum
of the percentage of
‘higher’ responses and
half the percentage of
‘unchanged’ responses.
The headline PMI is a
weighted average of the
following five indices:
New Orders (30 per-
cent), Output (25 per-
cent), Employment (20
percent), Suppliers’ De-
livery Times (15 per-
cent), and Stocks of
Purchases (10 percent).
October data indi-
cates that new orders
fueled input purchasing
and production.
“With companies
gearing up for further
improvements in de-
mand by building up
their stocks, it looks
like manufacturing ac-
tivity will continue to
expand throughout the
third quarter of the
fiscal year 2021/22
should the pandemic
remain under control.
Upbeat business confi-
dence and projects in
the pipeline should also
support production in
the coming months,”
she said.
The October PMI
points out that despite a
significant upswing in
new orders, Indian
manufacturers were
able to improve sup-
plies as reflected in the
reduction of backlogs.
The pace of depletion
was only fractional,
however.
“This lack of pres-
sure on capacity, be-
sides government
guidelines surround-
ing shift work, meant
that employment con-
tinued to decline. That
said, the rate of job
shedding was margin-
al,” IHS Markit said in
a press release.
Talking about the fu-
ture, the agency ex-
pects business condi-
tions will improve fur-
ther as the easing of
the pandemic boosted
confidence.
“Firms also intend to
develop new products,
invest in marketing
and focus on customer
relations to support
growth in the year
ahead. The overall de-
gree of optimism
strengthened to a six-
month high,” it said.
Hopefully, the rev-
ving economic engines
may be able to alter the
dire job scenario. But
hope is not a substitute
for policy. So the NDA
administration needs to
buckle up to save its
reputation.
JOBS REMAIN SCARCE; NEED BETTER POLICIES TO GROW
New Delhi: The De-
fence Ministry on Tues-
day approved the pro-
curement of arms and
military equipment
worth Rs 7,965 crore, in-
cluding 12 light utility
helicopters from Hindu-
stan Aeronautics Lim-
ited, according to an
official statement.
The procurement
proposals were ap-
proved at a meeting of
the Defence Acquisi-
tion Council (DAC), the
ministry’s highest deci-
sion-making body on
the matter.
Besides clearing the
proposal of buying 12
helicopters, the DAC ap-
proved procurement of
Lynx U2 naval gunfire
control system from
Bharat Electronics
Limited that will en-
hance the tracking and
engagement capabili-
ties of naval warships,
the ministry’s state-
ment said.
The DAC on Tuesday
also approved “mid-life
upgradation of Dorni-
er aircraft” by Hindu-
stan Aeronautics Lim-
ited to increase the na-
val capacity of mari-
time reconnaissance
and coastal surveil-
lance, it mentioned.
“As a further impetus
to ‘Aatmanirbhar
Bharat’ (self-reliant In-
dia), a global procure-
ment case of naval guns
has been foreclosed
with these guns’ quan-
tity added to the up-
graded super rapid gun
mount (SRGM) being
manufactured by
Bharat Heavy Electri-
cals Limited (BHEL),”
it noted.
Government sources
said these SRGMs were
earlier proposed to be
procured from a foreign
vendor but now the con-
tract will be given to
BHEL to promote Make
in India, resulting in
savings of approxi-
mately Rs 3,000 crore.
The defence minis-
try’s statement said
these SRGMs provide
niche capabilities of en-
gaging fast manoeu-
vringtargetsusingguid-
ed munitions and range
extensions and are to be
fitted on the warships of
the Indian Navy
.

row with China in east-

right. But the people of
Telangana have gone a
step further.

sembly seat of Telanga-
na went to the polls re-
cently and a day before
that, people staged
dharnas and demon-
strations at various
places in the state.
Their demand was
that they should be giv-
en money to cast their
votes. Common voters
staged dharnas in front
of the offices of political
parties and in villages
in front of the houses of
sarpanches.
In fact, a day before
this, a video went viral,
inwhichitwasseenthat
money has been sent to
thepeoplebyputtingthe
BJP’s election symbol in
an envelope bearing the
lotus symbol.
Only after that peo-
ple started demanding
money and declared in
many areas that if
they do not get the
money, they will boy-
cott the vote.
The practice of peo-
ple going to the pro-
grammes of political
parties with money had
started long back. Even
in cadre based parties,
workers go to the lead-
ers’ meetings for money
.
During the campaign-
ing for the West Bengal
assembly elections held
in April-May this year,
people were allegedly
given coupons to attend
the prime minister’s
meeting, which could be
redeemed for Rs 1,000
each at the venue.
However, just as peo-
ple think it to be their
right to get money from
the meetings of leaders,
similarly

as a right to vote will be

ur participants saw debt
as a necessity if they
are going to have an ac-
ceptable life in the present
and plan for the future. As
Steph, a 22-year-old universi-
ty student, said:
Large debts like the mort-
gage, the HECS debt […] things
like that I suppose in a sense
it’s useful debt. It makes sense
and it gets you further by do-
ing it because there’s still an
equity in what you’re doing …
It follows you not nearly as
badly as some other debts.
Young people also made dis-
tinctions about the way debt
feelsandhowapproachableitis.
They acknowledged short-term
consumer debts may not be
“good”, but felt they were also
part of being able to buy the
thingsandhavetheexperiences
associated with being young.
Thoseweinterviewedtalked
about AfterPay (where you pay
off the debt in four install-
ments) as an everyday part of
life. As Alexa, a 23-year-old
university student, told us:
AfterPay is for just those lit-
tle wants that I don’t want to
pay for up front.
They also described it as a
low-risk and almost friendly
way to buy
things. This was
p a r t i c u l a rl y
when compared
to a bank. Alice, a
21-year-old sales
assistant, put it this way:
AfterPay is like, ‘Oh, just
pay this off in four quick
things and you can have your
item. We’ll send it out.’ But
then banks are like, ‘If you
don’t pay this back, you’re go-
ing to get so much interest
and it’s going to suck, and
you’ll have the sheriffs roll up
at your house and you’re go-
ing to be sad.’
I
nteviewees also
spoke of how ser-
vices like AfterPay
and short-term loan
apps used similar tac-
tics to social media
platforms to encour-
age increased engage-
ment and make the
experience feel infor-
mal and even social.
These include “on
this day” reminders
(such as, “this time
last year, you bought
this pair of shoes”)
and waiting time in-
dicators. There are
also game elements,
including “rewards”
for early repayments.
Interviewees were
aware this was ma-
nipulative. Lilian (26)
works at a chain
clothing store and
was “rewarded ” for
paying off a pur-
chase early.
I got this thing
the other day
saying that my
first payment
[on a new pur-
chase] is actually
going to come out
[later] now. Of course,
I’ve been rewarded
for paying everything
off early [before] […]
Yeah it’s like it’s de-
laying it, it’s not an
issue now, but it’s go-
ing to be an issue in
two weeks’ time.
O
ur interviewees
may see debt as a
necessity, but
they are also aware
they have (some) choic-
es within this. So they
prefer to go with pro-
viders or platforms
that feel less threaten-
ing, especially as using
“buy now, pay later”
services sometimes
does not feel like being
in debt.
There is a need for
greater regulation of
the ways these prod-
ucts are promoted. It
should always be made
clear that this is a form
of debt, not just a way
to pay
.
Beyond, this, instead
of “blaming” young
people for their spend-
ing habits, we need a
better understanding
of the economy and so-
ciety they are living
and working in. And
how debt it is all but
inevitable for people
on low wages, with
poor job security and
insecure housing.
I
nterviewees attributed some of this friendli-
ness to the process of accessing the money or
goods. Mia, a 21-year-old paralegal, described
applying for a small loan on the Nimble app:
When you apply for the money […] you can
track at any point on it. The Nimble app is so
similar to ordering a Domino’s pizza […]
Whereasacreditcardthroughabankingapp,
it’snothinglikethat[…]Theysendmeletters
andevenopeningthemailterrifiesme,noth-
ing good comes via snail mail ever. The on-
line, easy nature of these loan services
closelyrelatestohowyoungpeopleengage
with information more generally in their
lives. In this sense, there is a familiarity
and comfort to the way they work.

But the real issue
is not whether they
eat too many expen-
sive cafe breakfasts.
Young Australians
today face an uncer-
tain job market, ris-
ing university fees
and astronomical
house prices. Unfor-
tunately, debt is also
an inevitable part of
their lives.
This comes amid a
huge rise in the
number of “buy
now, pay later” apps,
such as AfterPay,
and payday loan
apps, such as Nim-
ble. It is possible to
make purchases on-
line with the the tap
of a button, even if
you don’t have the
money in your ac-
count or on your
credit card. It is also
possible the able to
borrow money with-
in minutes.
To better under-
stand how young
people negotiate
debt, we interviewed
31 people aged be-
tween 18 and 29 in
the Newcastle and
Hunter Valley area
in 2020 and 2021. We
askedthemhowthey
access credit and
their views on differ-
ent kinds of debt.

ternity should get into
action if the entitle-
ments are not delivered,
he said.
Observing that the
Preamble of the Consti-
tution reflects the over-
arching vision of our
freedom fighters, he
said, “We have solemn-
ly resolved to constitute
India into a sovereign,
socialist, secular, demo-
cratic republic and to
secure to all its citizens:
Justice, Liberty, Equal-
ity and Fraternity
.”
He said that people
cannot rest on past lau-
rels and the time has
come for a massive na-
tional movement on the
lines of the freedom
struggle to eliminate
poverty, gender dis-
crimination, illiteracy,
casteism and corrup-
tion among others.
Cautioning against
attempts by forces in-
imical to India to create
divisions in the name
of religion, region, lan-
guage or other issues,
he urged the youth to be
at the forefront of this
national campaign to
transform the lives of
people and contribute
their might towards
building a strong, pros-
perous, healthier and
happy India.
Referring to the sac-
rifices made by a count-
less number of freedom
fighters to liberate the
country from foreign
rule, the Vice-President
said the school text-
books must highlight
the sacrifices and role
of all freedom fighters
and social reformers
and make the young-

Civil Hospital in
Faridabad.
Khattar said that in
view of the high deliv-
ery load and bed occu-
pancy of more than 70
per cent the need for
construction of a
200-bedded hospital was
observed and hence the
approval for the same
has been granted.
Besides this, estab-
lishment of MCH
Wings/Blocks has been
approved in six districts
of theStateunderNHM.
Also, establishment of
five MCH Blocks is in
process in District Civil
Hospitals of Panchkula,
Sonepat, Panipat,
Faridabad and Palwal.
One MCH Block is being
established in Medical
College Nalhar by De-
partment of Medical
Education  Research.
Meanwhile, giving a
festive bonanza to the
employees of National
Health Mission, Hary-
ana has given ‘in-princi-
pal’ approval to imple-
mentation of 7th Pay
Commission to all the
Contractual Employees
of National Health Mis-
sion (NHM), Haryana.
Appreciating the te-
nacious efforts of the
employees of the NHM,
Haryana especially
during the COVID-19
pandemic, CM granted
the approval to the 7th
Pay Commission to all
the Contractual Em-
ployees.

sukh Mandaviya on
Tuesday visited Lady
Hardinge Medical Col-
lege and appreciated
healthcare workers for
their work and efforts
in handling the COV-
ID-19 pandemic.
Meanwhile, amid the
rising dengue cases
across the country,
Mandaviya on Monday
chaired a high-level
meeting in Delhi with
the officials and
stressed the need for ef-
fective coordination be-
tween the Centre and
states.
On October 30, the
Delhi government al-
lowed the hospitals in
the national capital to
divert one-third of beds
reserved only for COV-
ID-19 patients to the pa-
tients of Dengue, Ma-
laria and Chikungunya,
as per the official order.
“Some hospitals are
overburdened with den-
gue cases while beds
continue to be empty in
other hospitals. Effec-
tive communication be-
tween all stakeholders
was thus suggested as
the way forward,” Man-
daviya said.
He further said that
testing is the most im-
portant step for identi-
fying dengue. He also
directed officials to
ramp up testing so that
all cases are reported
and treated properly
.

Noida: If COVID-19
pandemic recovery con-
tinues, the first phase
of Noida International
Airport, near Delhi,
would be completed by
September 2024 with
one runway and capac-
ity to handle 12 million
passengers annually, a
top project official said.
The work for the first
phase of the greenfield
project is underway and
would cost over `5,700
crore to complete, the
official said and noted
that the impact of infla-
tion in the project cost
was already factored in
by Yamuna Internation-
al Airport Private Lim-
ited (YIAPL). “If the
recovery continues, our
commitment is to de-
liver the airport within
three years, by the end
of October or early Oc-
tober of 2024,” YIAPL
CEO Christoph Schnell-
mann said.
“We are all aware of
the impact the pandem-
ic has had on all of us in
the past two years. One
thing I would like to
highlight is the fact the
teams have embraced
digital technologies in
coming to terms with
the impact of the pan-
demic. I am proud of
this,” Christoph said.
Multiple teams have
been working on the
project, an estimated
200 on the site, but not
many of them have met
each other in person, he
said, stressing the ad-
vantage of technology
during the pandemic.
On impact of infla-
tion, particularly fuel
prices and construction
material, in last two
years, he said the first
phase of the airport
will have one runway
and a capacity for han-
dling 12 million passen-
gers annually
.
“We estimate that the
first phase of the air-
port would cost `5,730
crore. The `29,560 crore
or `30,000 crore is an es-
timate for the entire
project (to be developed
in four phases). We have
secured funding as well
for phase one. We have
factored inflation into
those estimates,” Chris-
tophn said. “As of today,
we expect that the infla-
tion we have anticipat-
ed would cover the pro-
ject costs for phase

company of a noble
hearted truck driver.
“It’s about the life
of highway sex
worker in Gujarat
and North high-
ways. She is jolly in
nature and gets com-
fortable in the com-
pany of truck driver,
played by Prakash
Jha. The film show-
cases the bonding
between the two,
like father and
daughter, and gives
a strong positive
message to every-
one,” said Mazel.
The film was select-
ed from over 2500
entries all across the
world and after the
theatrical release in
Hollywood, it is
nominated for Oscar

Good rains this year meant that the popula- tion of grasses, which are the Beavan’s swift’s host plant, increased. The availability of host plants might be the rea- son for its presence here. It might have come from surrounding areas,” said Moham- mad Faisal, an entomol- ogist at the Yamuna Bi- odiversity Park, who was part of the study . The six-day assess- ment, the first such sys- tematic one for the bio- diversity parks in Del- hi, was carried out from October 25 to 30. Scientists at the sev- en biodiversity parks (Yamuna, Aravalli, Til- path Valley, Northern Ridge, Tughlaqabad, Neela Hauz and Kalindi biodiversity parks), stu- dents from Hansraj Col- lege and Mata Sundri College, and volunteers, were part of the assess- ment that was stretched for two hours every morning. A total of 15 nature trails at these biodiver- sity parks formed ‘tran- sects’, which are paths along which a count or survey is done, and each transect was mon- itored by a group of ob- servers who counted and photographed the butterflies. The assess- ment found a total of 71 species at the parks. The parks, however, are known to have around 113 species, said Faiyaz Khudsar, scien- tist-in-charge at the Ya- muna Biodiversity Park. A study from 2017 showed Delhi has around 115 species of butterflies, said Fais- al. But the Beavan’s swift was not on the list of species prepared then. “The Beavan’s swift lays eggs on grass- es. New Delhi: Mercury rose by a few notches in the na- tional capital on Tuesday, as the minimum temperature settled at 15.6 degrees Celsius, with a slight chill in the air. The rel- ative humidity in the morning was recorded at 94 per cent, according to the India Meteorological Depart- ment. The minimum temperature on Monday had settled at 13.6 de- grees Celsius, while the maximum was recorded at 31.3 degrees Celsius. On Tuesday, the minimum temperature stood at 15.6 degrees Celsius, an IMD official said. The air quality index (AQI) of Delhi was recorded in the ‘very poor’ category in the morning, data from CPCB showed. Noida : The Noida Police arrested 10 persons, including three former army personnel, for allegedly carrying out large-scale fraud in government exams. Police said the gang illegally provided question papers and placed imposter candidates in various examinations across states. Police also recovered 28 admit cards of different exams from the accused. The accused have been identified as retired Armymen Sunil, Lakhan Singh, and Satnam Singh along with Jeetendra Yadav, Mahipal Yadav, Vikas Sharma, Virendra Yadav, Layak, Umesh Kumar and Abhinav Kumar. Most of the accused hail from Haryana, police said. More than 1,450 par- ticipants were invited and given opportunity to submit their objec- tions and suggestions orally before the board, they said. During this hearing, issues of development control norms (DCN) of draft Master Plan of Delhi (MPD) 2041 main- ly related to redevelop- ment of convenient shopping centres (CSCs) and local shop- ping centres (LSCs), mixed use provisions, other activities allowed in residential areas, and redevelopment of industrial plots, were heard, the DDA said in a statement. Enhancement of FAR (floor area ratio), ground coverage, and issues related to height of hospitals and educa- tional institutions, per- missibility of grocery shops in residential ar- eas were also heard, it said. ISSUES TAKEN UP Over 40 kg firecrackers seized in Delhi, 2 held New Delhi: Ahead of Di- wali, the Delhi Police ar- rested two people from separate places and re- covered over 40 kg illegal firecrackers from them, officials said on Tuesday. In the first incident, police arrested Pawan Kumar, a resident of Tri Nagar with 16.160 kg fire- crackers, they said. On the intervening night of Sunday and Monday, police were pa- trolling and when they reached at Ghevra Mor, they saw one person go- ing towards Nangloi on a scooter with a plastic bag, a senior police of- ficer said. Police intercepted the scooter and checked the plastic bag. They found firecrackers in it, Deputy Commissioner of Police (Outer) Parwinder Singh said. Kumar disclosed that he runs a confectionery shop near his house in Tri Nagar. He had pur- chased the firecrackers from Bahadurgarh in Haryana and wanted to sell them at his shop on Diwali, police said. —PTI Delhi Police busts WhatsApp hacking syndicate, arrests one New Delhi: Intelligence Fusion and Strategic Op- erations (IFSO) unit of Delhi Police Cyber Crime unit arrested a foreign national after busting a Whatsapp hacking syndicate, which was used to cheat citizens of their money. As per the police, the accused is identified as Chimelum Emmanuel Aniwetalu. The accused was running the syndi- cate with other accused from Delhi and Banga- lore. The modus operandi utilised by the syndicate was that it hacked into the phones of their vic- tims and took control of their Whatsapp accounts and distress calls and messages were sent to people in the contact list of their victims and money was demanded from them. The NCB has completed the seizure of a large haul of heroin. The suspect in the case has been reported absconding by the agency, as informed. I had written about TMC’s “quest” in Goa and this time… let’s look at what’s brewing in Tripura… wheth- er TMC would make a “pres- ence” there and the prospects TMC hopes to bag. Let’s look back at what happened in the Assembly elections in Tripura in 2018. A massive 92% of voters had turned up to choose their leaders for Tripura’s 59 seats on February 18. The state had a CPI(M)-led Left government for the last 25 years, with Chief Minister Manik Sarkar at the top since 1998. But the BJP-IPFT combine scripted history by winning the Tripura assembly polls with a two-third majority thus ending 25 years of Left’s uninterrupted rule in the state. The BJP and IPFT to- gether bagged 43 seats. Elec- tions for the 59 seats in the 60-member assembly were held on 18 February . Polling was countermanded in one seat due to the death of a CPM candidate. The BJP with a tally of 35 seats secured a ma- jority on its own while its al- liancepartner,theIndigenous People’s Front of Tripura (IPFT) captured eight seats. With the loss in Tripura, the Left Front was left with power only in Kerala. It had lost West Bengal to Trina- mool Congress in 2011 and failed to put up a respectable show in 2016. Between 1996 and 2004, the Left Front remained a strong force in the country’s politics. It secured its highest tally in 2004. There were 62 MPs in the Lok Sabha when the party extended outside support to the UPA-I government under Manmohan Singh. Thereaf- ter the Left Front has been on a downward journey . Intheabsenceof anyformi- dable Opposition in Tripura, TMC’s best bet to at least be- come the second best party in Tripuraisnotfarfromreality . Having said that, the TMC, however, will have to depend on local leadership to steer it- self. How much the Sushmita Dev factor will work for the TMC is a matter to be seen… but her nomination and sub- sequent entry to Rajya Sabha is laced with some messages. The first being that Trina- mool Congress again proved that more women in Parlia- ment was their vision and conviction. Secondly , Mamata has sent a strong message to the northeast by giving some- one from northeast a Rajya Sabha seat. It means she has serious plans for the north- east. And for several decades no Bengali who is from As- sam has gone to Rajya Sabha. TMC’s crucial victory in the 2021 Assembly election in West Bengal has pushed anti- BJP parties to look for vistas and make an imprint in plac- es beyond their area of influ- ence. Thus, in political cir- cles it is being said that TMC is looking to consolidate the Bengali pride in the insider versus outsider game in the east and it is not very diffi- cult to imagine why TMC or rather Mamata chose to ex- pand in the Northeast which is home to at least 1.5 crore Bengali-speakers. Getting Sushmita Dev could give a boost for the expansion plans for TMC in the region. With the left’s fast erosion and the Congress having re- ceded… this group (Bengali- speakers) in today’s “identity politics” is gradually left to experiencethatsinkingfeeling especially in the light of tar- geted violence in Meghalaya and the Mizoram border ten- sion… not to mention about the NRC exercise in Assam. If TMC can play its cards properly, the party will have a wider opportunity to make its footprint seen not only in Assam, but also in Northeast- ern states, where Bengalis usually become the target of anti-Bangladeshi politics. Also over the years, the gradual decrease in the num- ber of Bengali speaking lead- ers from the region (in North- east) has severely impacted development in the pockets of their dwellings. Hence there is space for the TMC to play a vital role in the region espe- cially when Congress has beenlosingitsgripnationally . Political analysts believe that the timing to test the wa- ters in Northeast and TMC’s Tripura entry is considered to be right with the next As- sembly elections scheduled in 2023. However, TMC will have to keep in mind about moulding itself tothelocaltemplateand there’s enough time for it. In the next episode I will discuss more regional key players. That jobs are still scarce is substantiated by the latest October data based on IHS Markit Purchasing Managers’ Index (PMI). The latter shows that while the manufactur- ing sector gained in Oc- tober by moving up to 55.9 as against 53.7 in September, it didn’t come by way of im- provement in the job scenario. According to Polly- anna De Lima, Econom- ics Associate Director at IHS Markit, even though there was an overall improvement in operating conditions, jobs failed to increase. “This was often linked to sufficient ca- pacity to deal with cur- rent workloads and gov- ernment norms sur- rounding shift work,” she said. The PMI report notes that the lack of pres- sure on capacity, be- sides government guidelines surrounding shift work, meant that employment continued to decline. That said, the rate of job shedding was marginal. However marginal, the fact remains that the job market remains stubbornly negative. India’s manufactur- ing sector is estimated to contribute over 14 percent in Gross Value Added (GVA) and is considered as a source of job multiplier. PMI is one of the high-fre- quency indicators showing how the econ- omy is performing as it is based on responses to questionnaires sent to purchasing manag- ers in a panel of around 400 manufac- turers. A diffusion in- dex is calculated for each survey variable. The index is the sum of the percentage of ‘higher’ responses and half the percentage of ‘unchanged’ responses. The headline PMI is a weighted average of the following five indices: New Orders (30 per- cent), Output (25 per- cent), Employment (20 percent), Suppliers’ De- livery Times (15 per- cent), and Stocks of Purchases (10 percent). October data indi- cates that new orders fueled input purchasing and production. “With companies gearing up for further improvements in de- mand by building up their stocks, it looks like manufacturing ac- tivity will continue to expand throughout the third quarter of the fiscal year 2021/22 should the pandemic remain under control. Upbeat business confi- dence and projects in the pipeline should also support production in the coming months,” she said. The October PMI points out that despite a significant upswing in new orders, Indian manufacturers were able to improve sup- plies as reflected in the reduction of backlogs. The pace of depletion was only fractional, however. “This lack of pres- sure on capacity, be- sides government guidelines surround- ing shift work, meant that employment con- tinued to decline. That said, the rate of job shedding was margin- al,” IHS Markit said in a press release. Talking about the fu- ture, the agency ex- pects business condi- tions will improve fur- ther as the easing of the pandemic boosted confidence. “Firms also intend to develop new products, invest in marketing and focus on customer relations to support growth in the year ahead. The overall de- gree of optimism strengthened to a six- month high,” it said. Hopefully, the rev- ving economic engines may be able to alter the dire job scenario. But hope is not a substitute for policy. So the NDA administration needs to buckle up to save its reputation. JOBS REMAIN SCARCE; NEED BETTER POLICIES TO GROW New Delhi: The De- fence Ministry on Tues- day approved the pro- curement of arms and military equipment worth Rs 7,965 crore, in- cluding 12 light utility helicopters from Hindu- stan Aeronautics Lim- ited, according to an official statement. The procurement proposals were ap- proved at a meeting of the Defence Acquisi- tion Council (DAC), the ministry’s highest deci- sion-making body on the matter. Besides clearing the proposal of buying 12 helicopters, the DAC ap- proved procurement of Lynx U2 naval gunfire control system from Bharat Electronics Limited that will en- hance the tracking and engagement capabili- ties of naval warships, the ministry’s state- ment said. The DAC on Tuesday also approved “mid-life upgradation of Dorni- er aircraft” by Hindu- stan Aeronautics Lim- ited to increase the na- val capacity of mari- time reconnaissance and coastal surveil- lance, it mentioned. “As a further impetus to ‘Aatmanirbhar Bharat’ (self-reliant In- dia), a global procure- ment case of naval guns has been foreclosed with these guns’ quan- tity added to the up- graded super rapid gun mount (SRGM) being manufactured by Bharat Heavy Electri- cals Limited (BHEL),” it noted. Government sources said these SRGMs were earlier proposed to be procured from a foreign vendor but now the con- tract will be given to BHEL to promote Make in India, resulting in savings of approxi- mately Rs 3,000 crore. The defence minis- try’s statement said these SRGMs provide niche capabilities of en- gaging fast manoeu- vringtargetsusingguid- ed munitions and range extensions and are to be fitted on the warships of the Indian Navy . “The Defence Acqui- sition Council (DAC), in its meeting of Novem- ber 2, 2021, held under the chairmanship of Raksha Mantri Rajnath Singh, accorded Accept- ance of Necessity for capital acquisition pro- posals for modernisa- tion and operational needs of the armed forces amounting to Rs 7,965 crore,” it noted.   • 8. O ur participants saw debt as a necessity if they are going to have an ac- ceptable life in the present and plan for the future. As Steph, a 22-year-old universi- ty student, said: Large debts like the mort- gage, the HECS debt […] things like that I suppose in a sense it’s useful debt. It makes sense and it gets you further by do- ing it because there’s still an equity in what you’re doing … It follows you not nearly as badly as some other debts. Young people also made dis- tinctions about the way debt feelsandhowapproachableitis. They acknowledged short-term consumer debts may not be “good”, but felt they were also part of being able to buy the thingsandhavetheexperiences associated with being young. Thoseweinterviewedtalked about AfterPay (where you pay off the debt in four install- ments) as an everyday part of life. As Alexa, a 23-year-old university student, told us: AfterPay is for just those lit- tle wants that I don’t want to pay for up front. They also described it as a low-risk and almost friendly way to buy things. This was p a r t i c u l a rl y when compared to a bank. Alice, a 21-year-old sales assistant, put it this way: AfterPay is like, ‘Oh, just pay this off in four quick things and you can have your item. We’ll send it out.’ But then banks are like, ‘If you don’t pay this back, you’re go- ing to get so much interest and it’s going to suck, and you’ll have the sheriffs roll up at your house and you’re go- ing to be sad.’ I nteviewees also spoke of how ser- vices like AfterPay and short-term loan apps used similar tac- tics to social media platforms to encour- age increased engage- ment and make the experience feel infor- mal and even social. These include “on this day” reminders (such as, “this time last year, you bought this pair of shoes”) and waiting time in- dicators. There are also game elements, including “rewards” for early repayments. Interviewees were aware this was ma- nipulative. Lilian (26) works at a chain clothing store and was “rewarded ” for paying off a pur- chase early. I got this thing the other day saying that my first payment [on a new pur- chase] is actually going to come out [later] now. Of course, I’ve been rewarded for paying everything off early [before] […] Yeah it’s like it’s de- laying it, it’s not an issue now, but it’s go- ing to be an issue in two weeks’ time. O ur interviewees may see debt as a necessity, but they are also aware they have (some) choic- es within this. So they prefer to go with pro- viders or platforms that feel less threaten- ing, especially as using “buy now, pay later” services sometimes does not feel like being in debt. There is a need for greater regulation of the ways these prod- ucts are promoted. It should always be made clear that this is a form of debt, not just a way to pay . Beyond, this, instead of “blaming” young people for their spend- ing habits, we need a better understanding of the economy and so- ciety they are living and working in. And how debt it is all but inevitable for people on low wages, with poor job security and insecure housing. I nterviewees attributed some of this friendli- ness to the process of accessing the money or goods. Mia, a 21-year-old paralegal, described applying for a small loan on the Nimble app: When you apply for the money […] you can track at any point on it. The Nimble app is so similar to ordering a Domino’s pizza […] Whereasacreditcardthroughabankingapp, it’snothinglikethat[…]Theysendmeletters andevenopeningthemailterrifiesme,noth- ing good comes via snail mail ever. The on- line, easy nature of these loan services closelyrelatestohowyoungpeopleengage with information more generally in their lives. In this sense, there is a familiarity and comfort to the way they work. On October 30, the Delhi government al- lowed the hospitals in the national capital to divert one-third of beds reserved only for COV- ID-19 patients to the pa- tients of Dengue, Ma- laria and Chikungunya, as per the official order. “Some hospitals are overburdened with den- gue cases while beds continue to be empty in other hospitals. Effec- tive communication be- tween all stakeholders was thus suggested as the way forward,” Man- daviya said. He further said that testing is the most im- portant step for identi- fying dengue. He also directed officials to ramp up testing so that all cases are reported and treated properly . —ANI READY TO TAKE-OFF IN 2024 Noida: If COVID-19 pandemic recovery con- tinues, the first phase of Noida International Airport, near Delhi, would be completed by September 2024 with one runway and capac- ity to handle 12 million passengers annually, a top project official said. The work for the first phase of the greenfield project is underway and would cost over `5,700 crore to complete, the official said and noted that the impact of infla- tion in the project cost was already factored in by Yamuna Internation- al Airport Private Lim- ited (YIAPL). “If the recovery continues, our commitment is to de- liver the airport within three years, by the end of October or early Oc- tober of 2024,” YIAPL CEO Christoph Schnell- mann said. “We are all aware of the impact the pandem- ic has had on all of us in the past two years. One thing I would like to highlight is the fact the teams have embraced digital technologies in coming to terms with the impact of the pan- demic. I am proud of this,” Christoph said. Multiple teams have been working on the project, an estimated 200 on the site, but not many of them have met each other in person, he said, stressing the ad- vantage of technology during the pandemic. On impact of infla- tion, particularly fuel prices and construction material, in last two years, he said the first phase of the airport will have one runway and a capacity for han- dling 12 million passen- gers annually . “We estimate that the first phase of the air- port would cost `5,730 crore.
