will visit Uttar Pradesh,

Rs 26,000 crore in the

GLOBAL SPILL-OFF
Wall Street finished lower on Friday, weighed down by
major tech giants. All three main US stock indices ended
with a decline for the week after the Fed on Wednesday
signalled three interest rate hikes by the end of 2022 to
fight inflation. Asian indices also fell and oil prices slid.
While Japan’s Nikkei fell 2.2 percent to 27,915 points,
Hang Seng was down 1.5 percent at 22,858 points and
Korea’s Kospi was down 1.8 percent.
POLICY TIGHTENING
A major reason that has caused the spiralling effect on
the equity markets in Asia is the stance by the central
banks world-wide. The Bank of England became the
first major central bank to raise interest rates since the
COVID-19 pandemic began. Norway raised rates for the
second time this year on December 16, while Russia
raised its policy rates for the seventh time this year on
December 17. New Zealand also raised its interest rate,
and Canada has suggested taking the same route soon.

Senior Indian diplomat Pradeep Kumar Rawat,
who is well-versed in negotiating with Chinese
diplomats, was on Monday appointed as
India’s next Ambassador to China. Rawat will
succeed Vikram Misri.
The contentious anti-conversion bill was
cleared by the Karnataka Cabinet and it is
most likely to be tabled in the Assembly on
Tuesday, official sources said. The proposed
bill is being opposed by the opposition.
The Nagaland Assembly on Monday unani-
mously adopted a resolution demanding the

held in the aftermath of the botched security

peasement’, Chief Min-
ister Yogi Adityanath
on Monday said that
because of them the
state was reduced to
poverty and remained
‘underdeveloped’.
“Under the leader-
ship of PM Modi, the
‘New’ UP has pro-
gressed on the path of
development. Today,
not only faith is being
respected here, but
also, the poor and un-
derprivileged are be-
ing uplifted. Now, the
government is not
backing the riots and
criminals, but is run-
ning bulldozers on
them,” said the Chief
Minister while dedicat-
ing development pro-
jects worth Rs 1,100
crore in the presence
of Union Road Trans-
port Minister Nitin
Gadkari in Jaunpur .
While addressing the
public, Yogi Adityanath
criticised the previous
regimes including that
of the Samajwadi Party
for instigating hatred,
creating chaos and rift
in the younger genera-
tion by making them
fight amongst them-
selves on the basis of
caste and religion.
While indirectly dis-
cussing the exploits of
the SP tenure, he said
that whenever a job
came out, the entire
family fanned out to do
extortion in job recruit-
ments and at the same
time, the BJP govern-
ment gave government
jobs to nearly five lakh
people with utmost
transparency in five
years.
The CM went on to
say that under the pre-
vious governments, the
benefits of the govern-
ment schemes only
reached ‘selective peo-
ple’, no farmer, no
needy or poor was ben-
efitted. “Unlike them
(opposition), we do not
believe in benefitting
ourselves, ‘Humne sa-
madhan ki rajneeti
kari hai’,” he re-
marked.

governments (of Prime
Minister Narendra
Modi in the Centre and
Chief Minister Yogi
Adityanath in UP) for
another five years, the
UP roads will not only
surpass European
standards but will vie
with those in America,”
asserted Gadkari.

expedited by the PM, he
said. Giving details of
expenditure on build-
ing roads in UP since
2014, Gadkari said pro-
jects worth Rs 1.40 lakh
crore have already been
completed in the state
and projects worth Rs
1.80 lakh crore are un-
der progress.
More than Rs 45,000
crore have been spent
on land acquisition
and other related
works, he added.
“More than Rs 3 lakh
crore have been spent
in UP by my ministry
since 2014 and if the
double engine govern-
ment is allowed to work
for another five years,
this will be raised to Rs
5 lakh crore,” Gadkari
said and asked people to

The UP assembly

legation a day after
Priyanka Gandhi re-
portedly said in Rae
Bareli that free gas
connections, oven
and ration are being
given to women for
their votes.
She also reported-
ly told women that
toilet and gas connec-
tions alone will not
do and they have to
be empowered.
“She (Priyanka
Gandhi Vadra) says
that toilets and gas
cylinders do not em-
power women. She
does not feel the pain
and ‘sharm’ (humili-
ation) of those wom-
en who have to go in
the open after the
sunset or before the
sunrise to answer na-
ture’s call, said Prad-
han in a statement.
She is not connect-
ed to the ground re-
ality, and so she is
talking like this,” he
added.
Asserting that
building toilets and
providing free LPG
gas cylinders under
Ujjwala Yojana are
the two most effec-
tive schemes of Inde-
pendent India, Prad-
han said that both
these schemes have
brought a major pos-
itive change in the
social structure of
the country.

neither understands
the villages nor she
understands the
poor,” he alleged.
“We started these
schemes from UP.
We were not in the
government (then)
but we knew that
this would change
the social atmos-
phere of the state

Prayagraj: PM Modi
will visit Prayagraj on
Tuesday and partici-
pate in one of its kind
programmes to be at-
tended by over two lakh
women.
The programme is
being held as per PM
Modi’s vision to empow-
er women, especially at
the grassroots level, by
providing them with
necessary skills, incen-
tives and resources, the
PMO said, adding that
he will transfer an
amount of 1000 crore in
the bank account of
Self Help Groups
(SHGs), benefitting
around 16 lakh women
members.
This transfer is being
done under the Deen-
dayal Antyodaya Yojana
- National Rural Liveli-
hood Mission (DAY-NR-
LM), with 80,000 SHGs
receiving Community
Investment Fund (CIF)
of 1.10 lakh per SHG
and 60,000 SHGs receiv-
ing a revolving fund of
15,000 per SHG, it said.
To encourage busi-
ness correspondent-
Sakhis (BC-Sakhis), the
PM will also transfer a
sum of 4000 as the first
month’s stipend in the
account of 20,000 of
them. When BC-Sakhis
commence their work
as providers of door-
step financial services
at the grassroots level,
they are paid a stipend
of 4,000 for six months,
so that they get stabi-
lised in their work and
then start earning
through the commis-
sion on transactions.
During the programme,
PM Modi will also be
transferring a total
amount of over Rupees
20 crores to more than 1
lakh beneficiaries un-
der the ‘Mukhya Mantri
Kanya Sumangala
Scheme’.

PNB SETTLES INSURANCE CLAIMS
OF CHOPPER CRASH MARTYRS
Lucknow: Punjab National Bank (PNB) has expressed
solidarity towards the defence personnel who lost their
lives in the Coonoor helicopter crash. It has proactively
settled the insurance claim to the families of Para
Commando Lance Naik Shri Vivek Kumar and Lance
Naik Shri B Sai Teja, amounting to Rs 1 crore each.
PNB officers personally handed over the claim settle-
ment cheque to the families of Lance Naik Vivek Kumar
at village Upper Theru, Kangra district in Himachal
Pradesh, and Lance Naik B Sai Teja at Eguvaregada-
palli, in Chittoor district of Andhra Pradesh.

Lucknow: The third phase of Mission Shakti was
held on Monday in SB Singh Auditorium, Depart-
ment of Commerce, University of Lucknow under the
patronage of V-C Alok Kumar Rai. This initiative aims
at promoting women safety, self reliance and women
empowerment. Renowned former IAFofficer Sqn.Ldr
Toolika Rani Ambassador of India, Women Empower-
ment Committee, World Leader Summit Ecosystem
was the guest speaker. The event was organised in
the presence of Madhurima Lal, convenor and Sunita
Srivastava, coordinator of the event. Awdhesh Kumar,
head of department of commerce started the event by
introducing and welcoming the speaker. Professors
Arvind Kumar, Somesh Shukla, Ram Milan, Geetika

60 e-buses flagged off
Minister Ashutosh Tandon says much-needed move to keep city environs clean

opment Minister Ashu-
tosh Tandon on Monday
flagged off 60 electric
buses from Polytechnic
Chauraha here.
Tandon has flagged
off 60 of the total 100
electric buses allotted
to the city by the Minis-
try of Heavy Industries
and Public Enterprises.
The trial run of pro-
totype of 4 such air-con-
ditioned electric buses
was started sometime
back
Tandon, in his ad-
dress said these envi-
ronment friendly e-bus-
ses can last 2 to 3 hours
on a single charge and
are fitted with air-con-
ditioners in-order to
provide the best com-
fort for the passengers.
He added these buses
had been introduced
due to the efforts of the
CM in lines with his
mantra ‘Vikas ki reet,
Sab ki Jeet’. He further
said these busses will
run on PPP mode which
will improve their
maintenance and en-
hance the experience of
journey
.
He said the fare of
the buses had also been
kept low to provide
comfortable, affordable
and accessible travel fa-
cility to everyone. He
said these busses being
driven by batteries
would not be harmful
for the environment
and help keep the city
clean.
The event was attend-
ed by Sanyukta Bhatia,

jan Kumar, Divisional
Commissioner, Indram-

Lucknow: The Yogi
Adityanath government
has banned strikes
across the state for six
months ahead of assem-
bly polls 2022.
A notification in this
regard was issued by
ACSDeveshChaturvedi.
A similar order was
issued in May this year
where strikes were
bannedforsixmonthsin
view of the pandemic
through the Essential
Services Maintenance
Act or ESMA.
The order states that
allstrikesincludingpub-
lic service, corporations
and local authorities
that deal with the mat-
ters of the state shall be
banned and those who
defy orders shall be pun-
ished and legal action
will be taken against
them.
The ESMA Act em-
powers a state govern-
ment to take action
against employees who
refusetofollowrulesand
go on strikes that affect
essential services. It
gives state police power
toarrestanyonewithout
any warrant if found
violating it.

have been spotted in
Lucknow this season.
While the sunbird is
found all over Lucknow,
bird watchers say Indi-
an pitta (also called
‘Navrang’ for nine col-
ours in its plumage), mi-
gratory duck from
trans-Himalayan re-
gion, ruddy shelduck
(surkhaab), black hood-
ed oriole (beautiful en-
demic bird) and the mi-
gratory bird from north-
ern Siberia -- northern
pintail (seekpar) are
some of the other rare
birds that have been
spotted.

ural History Society
Asad R Rehmani, “Luc-
know has many hamlets
preferred by birds
which are the most im-
portant indicators of
the health of an ecosys-
tem. They play an im-

ing nature’s health.”

seven books on birds of
different cities, said the
diversity and density of
birds, especially in the
urban landscape, de-
cide how much a place
is environmentally in-

Lucknow: The active
Covid cases (number of
patients under treat-
ment) in Uttar Pradesh
crossed the 200-mark on
Monday with 27 fresh in-
stances of the coronavi-
rus infection reported
across the state during
the day
, including 10 in
Lucknow.
There are 203 active
Covid cases in the state
now, according to addi-
tional chief secretary
(medical health) Amit
Mohan Prasad.
“There were 27 new
Covid cases reported
from 1,52,506 samples
tested while 20 patients
recovered in the past 24
hours,” said Prasad. He
advised all to follow the
Covid protocol, adding
all those eligible should
take the vaccine doses.
Among fresh cases, 10
were reported in Luc-
know. Eight of them were
fresh cases while two
were found positive in
the repeat test. Only two
patients are in hospital

DIGITALISING AID
igital systems are
critical to develop-
ment and humani-
tarian activities, but
they can expose
some of the world’s most vul-
nerable communities to unfore-
seen risks. Recent examples
from Afghanistan highlight
these dangers.
In September, it was reported
that the UK Ministry of Defence
had been involved in two sepa-
rate data breaches, potentially
compromising the safety of par-
ticipants in the Afghan Reloca-
tions and Assistance Policy pro-
gram, which is intended to pro-
tect people who had worked for
British forces. These breaches
followed revelations that the
Taliban now control systems for
digital identification that were
built using international aid.
As a former official with the
United Nations High Commis-
sioner for Refugees put it, “The
Taliban have been given the
keys to the server room.” Moreo-
ver, information in the Tazkira,
the digital identity cards used in
Afghanistan, reportedly can be
used to target ethnic groups.

s the third year of
the COVID-19
pandemic ap-
proaches, class-
rooms remain
fully or partially closed for
as many as 647 million
schoolchildren around the
world. Even where schools
have reopened, many stu-
dents continue to lag behind.
It is now abundantly and
painfully clear that children
have learned less during the
pandemic. According to
World Bank estimates, pan-
demic-related school clo-
sures could drive up “learn-
ing poverty” – the share of
10-year-olds who cannot read
a basic text – to around 70%
in low- and middle-income
countries. This learning loss
could cost an entire genera-
tion of schoolchildren $17
trillion in lifetime earnings.
As Omicron variant takes
hold, more governments may
be tempted to close schools.
Without the online infra-
structure in place to support
learning, doing so would ex-
tend the educational losses
and deny children the many
other benefits of daily school
attendance, like the possibil-
ity to connect with class-
mates and develop social
skills for personal growth.
Interactions with teachers
and peers are essential to de-
velop the abilities necessary
to work collaboratively. Be-
ing part of a class promotes
a sense of belonging  helps
build self-esteem  empathy
.
Throughout the pandemic,
marginalised children have
struggled the most. When
classrooms around world re-
opened this fall, it became
clear that these children 
fallen even further behind
their peers. Before pandemic,
gender parity in education
was improving. But school
closures placed an estimated
ten million more girls at risk
of early marriage, which
practically guarantees the
end of their schooling.

f we watch Indian social me-
dia closely, the most domi-
nant observation is a relent-
less effort to promote hate
and polarisation. Initially, it
was religion oriented but
gradually it has started en-
compassing ideology, region,
cast, class and many more
things including as trivial as
food habits and dresses.
Friends of decades are
now openly declared foes and
close relatives no longer visit
each other because of politi-
cal affiliations. We have
started disliking colour of
clothes or buildings, animals,
architecture, beard, lan-
guage and food as per our
bias of other religion.
Even saying “ good morn-
ing” has a potential to make
one an illegitimate offspring
of long dead Macaulay!
Such a behaviour pattern
wasn’t visible openly before
these times but has become a
new normal. But one has to
take a very serious view that
these nonsensical behaviour
patterns could be harbinger
of major civil strife including
civilwarinfuture.Thoughnot
a certainty but the possibility
can’t be completely negated.

Everyone should remem-
ber that violence erupts like
a volcano. One of the most
brutal civil war happened in
United States of America and
one of the most bloodiest bat-
tle of this war was fought out-
side a small town called Shar-
pburg in Western Maryland.
The horrific incident is
known in history as Battle of
Antiem and it happened on
September 17, 1862. This was
the first battle of American
civil war where dead were
photographed though photog-
raphy at that time was primi-
tive and very tedious. These
photographsbroughtforward
the gruesome reality of a civ-
il war where more than 22,000
soldiers died, wounded, went
missing and captured.
Photographs also showed
severely injured Union sol-
diers also who were being
treated at some makeshift
ground hospital along with
large number of dead horses.
The whole scenario was very
macabre.
On September 19, 1862, two
days after the battle, Confed-
erate General Robert E.Lee
withdrew to Virginia. Photos
of that day show shrunken
road partly packed with dead
Confederate soldiers’ bodies.
This lane was called “ bloody
lane” for many years.
The entire countryside
reeked of death. As commu-
nication system was very
poor at that point of time,
things came to public domain
much later. People were hor-
rified but that was no solace
to those who died and there
families. The facade “ United
States” is still internally
deeply divided to observant
eyes and it stands as a single
entity because of its diverse
population, post civil war.
World shouldn’t forget
what happened in Rwanda
where Hutu militia selective-
ly slaughtered Tutsi minori-
ty alongwith moderate Hutu
and Twa people. At present,
we are witnessing civil war
or strife in Syria, Libya, Af-
ghanistan and Lebanon. Very
near to India, Srilanka lost so
many of its citizens in a bru-
tal and protracted civil war
because of ego and stupidity
of leaders on both sides - Sin-
hala and Tamils.
The examples are so many
but few learn from examples
as many people have psycho-
logical block toward peace.
They are weaklings them-
selvesbutarecapableof incit-
ing mob and then participate
in that frenzy
. It appears as
though these people are born
with a streak of malice run-
ning through them, which
poisons their blood forever,
the poison of hate swimming
in their veins like a mysteri-
ous virus. The hate-filled
thoughtproceessmaylurkun-
noticed for many years be-
cause its training to a large
number of young people is
very subtle where parents,
teachers, preachers, senior
members of society all par-
ticipate under the garb of “
saving the culture and herit-
age”. But it ultimately sur-
faces and may destroy a large
number of lives, can cause
physical disintegration of a
nation or permanent seclu-
sion of its minorities - both
things could be avoided pro-
vided a process of assimila-
tioniskeptalivewithadegree
of sincerity for perpetuity
.
In a highly diversified
country
, civil wars go on hap-
pening on local levels where
people butcher each other in
small or large scale pogroms
and then the opportunistic
politicians and socio-reli-
gious charlatans take full ad-
vantage and perpetuate the
divide. A malicious trickster
is always highly capable of in-
novative falsehood and propa-
ganda. People, unfortunately
,
almost always fall prey to
such a propaganda. Those
who don’t, are pushed to cor-
ners and persecuted.
Historically, logical people
mostly lose to passion and
malice driven mobs. People
always want someone to wor-
ship and adore and this some-
one might not be the person
capable of understanding the
value of assimilation. Soon-
er or later cold hatred wins
over and becomes an incur-
able condition because it eats
up the core of the people, in-
fecting them forever, erasing
all that is good in them. There
are people in every society,
from a small hamlet to a
mega city, who carry with
them the embers of dislike,
malice, hate and prejudice.
They keep blowing at them so
as not let them be extin-
guished by time and a day
might come in the history of
a nation when life seeks a
bunker and death roams all
over its streets and houses.

New Delhi: It seems
that all is not well be-
tween Janata Dal U and
Bharatiya Janata Party
in Bihar as there has
been an increase in
mistrust between the
two parties. During the
last assembly elections,
JDU had suffered im-
mensely because of Lok
Janshakti Party
.
The NITI Aayog of
the GoI released the
first health services re-
port, in which Bihar
was placed at the bot-
tom. After this the pov-
erty report came and
which marked Bihar as
the poorest state in the
country with about 52
percent poor popula-
tion. Think, the state in
which Nitish was the
CM for 15 years and his
party is ruling for 16
consecutive years,
if it is said to be
the poorest,
backward, and poor
health service state,
then what would it lead
to? Wouldn’t it cause re-
sentment? Not only this,
policing in Bihar was
also described as the
worst in the country
.
Angered by this, Nit-
ish’s government raised
questions on the figures
of the NITI Aayog but at
the same time demand-
ed special status for Bi-
har based on the same
figures. If Bihar is the
most backward, poorest
state then it should get
special status. But as
soon as the Bihar gov-
ernment demanded
special status, the state
BJP started opposing it.
State Deputy Chief
Minister and BJP lead-
er Renu Devi said that
Bihar does not need
special category status
as the central govern-
ment is giving more
funds to Bihar than the
special category status.
Interestingly, there is
also a tussle between
the two parties over
caste census.
All is not well in JDU-BJP! NITISH ENGAGED IN GIVING
BJP ITS OWN MEDICINE!

Nitish Kumar seemed
to have surrendered his
ambition and appeared
satisfied to become the
CM of Bihar with the
help of BJP. But after
three-four years of si-
lence and tolerating
everything, once again
his ‘ambition streak’ is
back and he is again en-
gaged in ‘playing the
game’. There was a
time when he, along
with the RJD and the
Congress, had decisive-
ly defeated the BJP in
Bihar. At that time he
was being seen all over
the country as an alter-
native to Narendra
Modi. Nitish was be-
lieved to be the
natural face of
the opposi-
tion to com-
pete with Modi. He
comes from a backward
caste, does not even
have a degree problem
i.e is educated and be-
came an engineer and
came out of the move-
ment of Jayaprakash
Narayan and is an im-
portant face of social
justice i.e. Mandal poli-
tics. But one day sud-
denly he left the opposi-
tion and reached the
safe
shell with the BJP.
When he returned to
the BJP camp in July
2017, it was assumed
that he had given up his
desire to become an all-
India leader. But by re-
suming the demand for
caste census  special
status for Bihar, he has
revived his old politics.
Nitish met PM with a
delegation of leaders of
all the parties of Bihar
 appealed for a caste
census. After that, he
waited for six months
and when it was not de-
cided by Centre, he uni-
laterally announced
caste census.
Now his govt has sent
an official letter to NITI
Aayog and has demand-
ed special status for Bi-
har. The state govt has
said that Bihar fits all
the criteria that have
been fixed for granting
special status.
POLITICS OF BIHAR
All JDU leaders believe that at the behest
of BJP, LJP leader Chirag Paswan fielded
candidates against JDU, due to which JDU
was reduced to 43 seats and became 3rd
party. Nitish and his party were recovering
from that setback that in 2 reports of the
NITI Aayog, Nitish was described as the
most useless CM, due to which the leaders
of the party were shaken
Nitish Kumar has announced that he will
conduct a caste census in Bihar and the
Bihar govt will bear its expenses. This is
huge which will put the Bharatiya Janata
Party (BJP) in trouble. Keep in mind that the
Bharatiya Janata Party (BJP) is not
in favor of caste census as it
can disintegrate structure of
its Hindutva politics

Health Minister Man-

As of now, India has
161 Omicron cases...We
are monitoring the situ-
ation daily with ex-
perts, the minister told
Rajya Sabha while re-
plying to a debate on the
COVID-19 situation.
He said the govern-
ment has taken steps to
deal with the situation
if the virus spreads.
With our experience
during the first and sec-
ond waves, to ensure
that we don't face prob-
lems if variant spreads,
we have arranged a
buffer stock of impor-
tant medicines.
He said the country's
vaccine manufacturing
capacity has also in-
creased.
Today all states and
UTs have adequate
quantity of vaccines, 17
crore doses available
with them. Our manu-
facturing capacity has
increased. Today India
has the capacity to man-
ufacture 31 crore doses
of vaccine per month.
In the next two months,
it'll further rise to 45
crore doses per month,
the minister said.
Under PM Modi's
leadership, with the ef-
forts of our healthcare
workers, 88 per cent of
first doses of vaccine
have been administered
and 58 per cent of sec-
ond doses administered

COP SUSPENDED

BRIBE
Asub-inspector (SI) was
suspended on Monday after a
video emerged in which he was
allegedly seen justifying taking
bribes from people for doing their
work. “If the police take money,
it also does the work. Go to some
other department, they will take
money but they won’t do your
work,” SI Umesh Tripathi, posted
at Bighapur Police Station, was
reportedly heard saying in the
video made during a programme
here. The video was stated to be
of November 29, when a police
programme was held at a local
school. “There is no better
department than the police. Look
at teachers, they teach from
home, stay at home for six
months on leave. When there is
COVID, they again don’t go to
school,” the SI added in the

New Delhi: The Uttar
Pradesh government
has acquired approxi-
mately 52 hectares of
land for around Rs 716
crore for the rehabilita-
tion of families that
have been displaced
due to the Noida inter-
national airport pro-
ject in Jewar, Minister
of State for Civil Avia-
tion V K Singh said on
Monday. Prime Minis-
ter Narendra Modi had
on November 25 laid
the foundation stone of
the airport in Jewar in
Uttar Pradesh.
“The GoUP has in-
formed that the reha-
bilitation of the dis-
placed families as a re-
sult of Jewar airport
project has been car-
ried out in accordance
with the provision of
Land Acquisition Act,
2013,” Singh said in his
written reply to a ques-
tion in Rajya Sabha.
As per state govern-
ment, they have allot-
ted developed plots by
creating a new sector
equal to 50 percent of
the total inhabited
area and have ensured
that a minimum plot
of 50 square meters is
allotted to each dis-
placed family, he men-
tioned. In line with the
demand of the 3,074
displaced families,
they have been allotted
developed plots and
the government of Ut-
tar Pradesh (GoUP)
has made arrange-
ments to provide nec-
essary basic facilities
and infrastructural
facilities, he noted.
“The GoUP has ac-
quired approximately
52 hectares of land for
rehabilitation of the
displaced families and
incurred an expendi-
ture of approximately
Rs 716 crores,” he said.

man, who had come to
Delhi NCR with his ju-
venile cousin sister
from Fatehpur district,
was found dead along a
highway in Greater
Noida, police officials
said on Monday
.
The juvenile was also
found injured  uncon-
scious when the two
were spotted by the po-
lice in Beta 2 area of
Greater Noida on Sun-
day evening, the offi-
cials said, adding she is
undergoing treatment
at a hospital. Two broth-
ers of the girl have been
arrested from Fatehpur
over their alleged in-
volvement in the mur-
der, Deputy Commis-
sioner of Police (Great-
er Noida) Amit Kumar
said. Officials privy to
the probe said the exact
reason behind the epi-
sode was yet to be ascer-
tained. On Sunday even-
ing, during patrolling, a
police response vehicle
(PRV) of the local police
had spotted the injured
girl and a man’s body in
the bushes near it, Ku-
mar said. The girl was
immediately rushed to a
hospital. Later she told
the police that they
were cousins and hailed
from a village in
Fatehpur district in UP

The court said, “Instead of first testing the basic
veracity of that material, the applicant is being
threatened with arrest under the pressure of
the first informant. The Court further noted that
“referring to the CCTV recording, it has been
submitted that the alleged victim girl had parked
her two wheeler vehicle outside the house of the
applicant and hired a three wheeler rickshaw only
to create the false narration.” The court said no
impediment has been placed in the investigation
and thus, without expressing any opinion on the
merits of the case, the applicant is entitled to
interim anticipatory bail at this stage.

Agra: As the date of UP
assembly elections is
approaching, along
with the political circle,
the turmoil is also in-
creasing in the admin-
istrative department.
Under this, the trouble
of transfers has started.
In view of the elec-
tions, the office bearers
posted in any district
for two years or more
are being transferred.
Among them, Agra DM
Prabhu Narayan Singh
is a name who has been
occupying the post for
almost two years. It is
worth noting that even
after being embroiled
in controversies many
times, he is posted
there, while many of
his counterpart have
been transferred in the
same cases.
During Covid, many
questions were also
raised on his role as DM
and before the answers
came out, even the ques-
tioners disappeared
somewhere. If the dis-
cussions are to be be-
lieved, Agra DM was
first in the discussion
after making objection-
able remarks on a na-
tional channel on the
labourers who had gone
on foot for their homes
during the lockdown. In
the second Paras Hospi-
tal case also, the role of
DM remained in doubt.
Many social organi-
sations and relatives of
patients raised ques-
tions on the investiga-
tion by the DM, but de-
spite being posted on a
responsible and high
post, their voices did
not reach the DM. Not
only this, despite the
confirmation of 10
deaths in Agra in hooch
tragedy, the DM had
completely denied the
deaths due to poisonous
liquor. Whereas after
the post-mortem report
came, the deaths were
confirmed due to poi-
sonous liquor.
There have been con-
stant allegations
against the DM that he
does not sit at his office
for public hearing and
even if he does sit, the
public is not allowed to
meet him. The big ques-
tion is that when the
people of Agra, social
organisations and
state-level surveys are
all pointing out that
Agra needs a big
change, then why is
Agra still untouched de-
spite major changes in
the bureaucracy re-
mains a billion dollar
question.

ing of a massive victory
in the upcoming assem-
bly elections of UP
through alliance with
smaller parties, is fac-
ing a big challenge of
seat-sharing with allies.
On Thursday, Akh-
ilesh met his uncle and
Pragatisheel Samajwa-
di Party (Lohia) chief
Shivpal Yadav after a
five-year-long separa-
tion due to a bitter fam-
ily feud. The alliance
of parties of uncle and
nephew has been an-
nounced but the issue
of seat-sharing is yet to
be resolved. Similarly,
the picture of seat
sharing with the rest of
the SP’s allies has not
been clear yet. Notably,
SP has made electoral
deals with half-a-dozen
small parties. At the
same time, talks are go-
ing on with three to
four other parties to
become allies. Al-
though, it is a matter of
relief for SP that two of
its allies Keshav Dev
Maurya of Mahan Dal
and Dr Sanjay Chau-
han of Janwadi Party
has expressed their in-
tention to contest elec-
tions on SP ticket in-
stead of taking sepa-
rate seats. But the situ-
ation is not so favor-
able with the rest of
the allies.
These allies of SP
are trying their best to
get maximum seats un-
der the alliance quota.
The Jayant Chaud-
hary-led RLD, which
has its influence in
western UP, has de-
manded about forty
seats, while Om-
prakash Rajbhar is also
hoping to get 20-22
seats. Azad Samaj Par-
ty (Kanshi Ram), which
is inclined towards alli-
ance with SP, is seeking
more than ten seats.
Chandrashekhar Azad,
the head of this party,
popular among the
youths of the Dalit
community in western
UP, has indicated that
seats should be given in
accordance with his po-
litical strength.
The SP’s agreement
with the Trinamool
Congress is also in the
pipeline, if this materi-
alizes, then the SP may
have to give two to three
seats. Expectations of
25 to 30 seats have been
expressed by the AAP.
In such a situation, if
the expectations of the
demand for seats of all
the allies are realized,
then the SP may have to
give at least a hundred
seats to the allies. Obvi-
ously
, it is a complicated
task for SP Chief Akh-
ilesh Yadav, who claims
to have won 400 seats in
the 403-member UP as-
sembly, to short out an
amicable seat sharing
formula.

The UP assembly poll campaign in- charge made the al- legation a day after Priyanka Gandhi re- portedly said in Rae Bareli that free gas connections, oven and ration are being given to women for their votes. She also reported- ly told women that toilet and gas connec- tions alone will not do and they have to be empowered. “She (Priyanka Gandhi Vadra) says that toilets and gas cylinders do not em- power women. She does not feel the pain and ‘sharm’ (humili- ation) of those wom- en who have to go in the open after the sunset or before the sunrise to answer na- ture’s call, said Prad- han in a statement. She is not connect- ed to the ground re- ality, and so she is talking like this,” he added. Asserting that building toilets and providing free LPG gas cylinders under Ujjwala Yojana are the two most effec- tive schemes of Inde- pendent India, Prad- han said that both these schemes have brought a major pos- itive change in the social structure of the country. But Priyanka ji cannot understand these transforma- tions because she neither understands the villages nor she understands the poor,” he alleged. “We started these schemes from UP. We were not in the government (then) but we knew that this would change the social atmos- phere of the state and a message would go to the country, Pradhan said. First India Bureau Prayagraj: PM Modi will visit Prayagraj on Tuesday and partici- pate in one of its kind programmes to be at- tended by over two lakh women. The programme is being held as per PM Modi’s vision to empow- er women, especially at the grassroots level, by providing them with necessary skills, incen- tives and resources, the PMO said, adding that he will transfer an amount of 1000 crore in the bank account of Self Help Groups (SHGs), benefitting around 16 lakh women members. This transfer is being done under the Deen- dayal Antyodaya Yojana - National Rural Liveli- hood Mission (DAY-NR- LM), with 80,000 SHGs receiving Community Investment Fund (CIF) of 1.10 lakh per SHG and 60,000 SHGs receiv- ing a revolving fund of 15,000 per SHG, it said. To encourage busi- ness correspondent- Sakhis (BC-Sakhis), the PM will also transfer a sum of 4000 as the first month’s stipend in the account of 20,000 of them. When BC-Sakhis commence their work as providers of door- step financial services at the grassroots level, they are paid a stipend of 4,000 for six months, so that they get stabi- lised in their work and then start earning through the commis- sion on transactions. During the programme, PM Modi will also be transferring a total amount of over Rupees 20 crores to more than 1 lakh beneficiaries un- der the ‘Mukhya Mantri Kanya Sumangala Scheme’. The order states that allstrikesincludingpub- lic service, corporations and local authorities that deal with the mat- ters of the state shall be banned and those who defy orders shall be pun- ished and legal action will be taken against them. The ESMA Act em- powers a state govern- ment to take action against employees who refusetofollowrulesand go on strikes that affect essential services. There are 203 active Covid cases in the state now, according to addi- tional chief secretary (medical health) Amit Mohan Prasad. “There were 27 new Covid cases reported from 1,52,506 samples tested while 20 patients recovered in the past 24 hours,” said Prasad. According to World Bank estimates, pan- demic-related school clo- sures could drive up “learn- ing poverty” – the share of 10-year-olds who cannot read a basic text – to around 70% in low- and middle-income countries. This learning loss could cost an entire genera- tion of schoolchildren $17 trillion in lifetime earnings. As Omicron variant takes hold, more governments may be tempted to close schools. Without the online infra- structure in place to support learning, doing so would ex- tend the educational losses and deny children the many other benefits of daily school attendance, like the possibil- ity to connect with class- mates and develop social skills for personal growth. Interactions with teachers and peers are essential to de- velop the abilities necessary to work collaboratively. Be- ing part of a class promotes a sense of belonging helps build self-esteem empathy . Throughout the pandemic, marginalised children have struggled the most. When classrooms around world re- opened this fall, it became clear that these children fallen even further behind their peers. Before pandemic, gender parity in education was improving. But school closures placed an estimated ten million more girls at risk of early marriage, which practically guarantees the end of their schooling. Initially, it was religion oriented but gradually it has started en- compassing ideology, region, cast, class and many more things including as trivial as food habits and dresses. Friends of decades are now openly declared foes and close relatives no longer visit each other because of politi- cal affiliations. We have started disliking colour of clothes or buildings, animals, architecture, beard, lan- guage and food as per our bias of other religion. Even saying “ good morn- ing” has a potential to make one an illegitimate offspring of long dead Macaulay! Such a behaviour pattern wasn’t visible openly before these times but has become a new normal. But one has to take a very serious view that these nonsensical behaviour patterns could be harbinger of major civil strife including civilwarinfuture.Thoughnot a certainty but the possibility can’t be completely negated. Small changes accumulate andmayleadtochainreaction inthewholesociety .If nothing is done to rein them early , the cascading effect could be mas- sive and unmanageable. Big buildings collapse be- cause small repairs were not managed meticulously . Everyone should remem- ber that violence erupts like a volcano. One of the most brutal civil war happened in United States of America and one of the most bloodiest bat- tle of this war was fought out- side a small town called Shar- pburg in Western Maryland. The horrific incident is known in history as Battle of Antiem and it happened on September 17, 1862. This was the first battle of American civil war where dead were photographed though photog- raphy at that time was primi- tive and very tedious. These photographsbroughtforward the gruesome reality of a civ- il war where more than 22,000 soldiers died, wounded, went missing and captured. Photographs also showed severely injured Union sol- diers also who were being treated at some makeshift ground hospital along with large number of dead horses. The whole scenario was very macabre. On September 19, 1862, two days after the battle, Confed- erate General Robert E.Lee withdrew to Virginia. Photos of that day show shrunken road partly packed with dead Confederate soldiers’ bodies. This lane was called “ bloody lane” for many years. The entire countryside reeked of death. As commu- nication system was very poor at that point of time, things came to public domain much later. People were hor- rified but that was no solace to those who died and there families. The facade “ United States” is still internally deeply divided to observant eyes and it stands as a single entity because of its diverse population, post civil war. World shouldn’t forget what happened in Rwanda where Hutu militia selective- ly slaughtered Tutsi minori- ty alongwith moderate Hutu and Twa people. At present, we are witnessing civil war or strife in Syria, Libya, Af- ghanistan and Lebanon. Very near to India, Srilanka lost so many of its citizens in a bru- tal and protracted civil war because of ego and stupidity of leaders on both sides - Sin- hala and Tamils. The examples are so many but few learn from examples as many people have psycho- logical block toward peace. They are weaklings them- selvesbutarecapableof incit- ing mob and then participate in that frenzy . It appears as though these people are born with a streak of malice run- ning through them, which poisons their blood forever, the poison of hate swimming in their veins like a mysteri- ous virus. The hate-filled thoughtproceessmaylurkun- noticed for many years be- cause its training to a large number of young people is very subtle where parents, teachers, preachers, senior members of society all par- ticipate under the garb of “ saving the culture and herit- age”. But it ultimately sur- faces and may destroy a large number of lives, can cause physical disintegration of a nation or permanent seclu- sion of its minorities - both things could be avoided pro- vided a process of assimila- tioniskeptalivewithadegree of sincerity for perpetuity . In a highly diversified country , civil wars go on hap- pening on local levels where people butcher each other in small or large scale pogroms and then the opportunistic politicians and socio-reli- gious charlatans take full ad- vantage and perpetuate the divide. A malicious trickster is always highly capable of in- novative falsehood and propa- ganda. People, unfortunately , almost always fall prey to such a propaganda. Those who don’t, are pushed to cor- ners and persecuted. Historically, logical people mostly lose to passion and malice driven mobs. People always want someone to wor- ship and adore and this some- one might not be the person capable of understanding the value of assimilation. Soon- er or later cold hatred wins over and becomes an incur- able condition because it eats up the core of the people, in- fecting them forever, erasing all that is good in them. There are people in every society, from a small hamlet to a mega city, who carry with them the embers of dislike, malice, hate and prejudice. They keep blowing at them so as not let them be extin- guished by time and a day might come in the history of a nation when life seeks a bunker and death roams all over its streets and houses. During the last assembly elections, JDU had suffered im- mensely because of Lok Janshakti Party . The NITI Aayog of the GoI released the first health services re- port, in which Bihar was placed at the bot- tom. After this the pov- erty report came and which marked Bihar as the poorest state in the country with about 52 percent poor popula- tion. Think, the state in which Nitish was the CM for 15 years and his party is ruling for 16 consecutive years, if it is said to be the poorest, backward, and poor health service state, then what would it lead to? Wouldn’t it cause re- sentment? Not only this, policing in Bihar was also described as the worst in the country . Angered by this, Nit- ish’s government raised questions on the figures of the NITI Aayog but at the same time demand- ed special status for Bi- har based on the same figures. If Bihar is the most backward, poorest state then it should get special status. But as soon as the Bihar gov- ernment demanded special status, the state BJP started opposing it. State Deputy Chief Minister and BJP lead- er Renu Devi said that Bihar does not need special category status as the central govern- ment is giving more funds to Bihar than the special category status. Interestingly, there is also a tussle between the two parties over caste census. All is not well in JDU-BJP! NITISH ENGAGED IN GIVING BJP ITS OWN MEDICINE! Sharat K Verma New Delhi: Bihar CM Nitish Kumar seemed to have surrendered his ambition and appeared satisfied to become the CM of Bihar with the help of BJP. But after three-four years of si- lence and tolerating everything, once again his ‘ambition streak’ is back and he is again en- gaged in ‘playing the game’. There was a time when he, along with the RJD and the Congress, had decisive- ly defeated the BJP in Bihar. At that time he was being seen all over the country as an alter- native to Narendra Modi. Nitish was be- lieved to be the natural face of the opposi- tion to com- pete with Modi. He comes from a backward caste, does not even have a degree problem i.e is educated and be- came an engineer and came out of the move- ment of Jayaprakash Narayan and is an im- portant face of social justice i.e. Mandal poli- tics. But one day sud- denly he left the opposi- tion and reached the safe shell with the BJP. When he returned to the BJP camp in July 2017, it was assumed that he had given up his desire to become an all- India leader. But by re- suming the demand for caste census special status for Bihar, he has revived his old politics. Prime Minis- ter Narendra Modi had on November 25 laid the foundation stone of the airport in Jewar in Uttar Pradesh. “The GoUP has in- formed that the reha- bilitation of the dis- placed families as a re- sult of Jewar airport project has been car- ried out in accordance with the provision of Land Acquisition Act, 2013,” Singh said in his written reply to a ques- tion in Rajya Sabha. As per state govern- ment, they have allot- ted developed plots by creating a new sector equal to 50 percent of the total inhabited area and have ensured that a minimum plot of 50 square meters is allotted to each dis- placed family, he men- tioned. In line with the demand of the 3,074 displaced families, they have been allotted developed plots and the government of Ut- tar Pradesh (GoUP) has made arrange- ments to provide nec- essary basic facilities and infrastructural facilities, he noted. “The GoUP has ac- quired approximately 52 hectares of land for rehabilitation of the displaced families and incurred an expendi- ture of approximately Rs 716 crores,” he said. On Thursday, Akh- ilesh met his uncle and Pragatisheel Samajwa- di Party (Lohia) chief Shivpal Yadav after a five-year-long separa- tion due to a bitter fam- ily feud. The alliance of parties of uncle and nephew has been an- nounced but the issue of seat-sharing is yet to be resolved. Similarly, the picture of seat sharing with the rest of the SP’s allies has not been clear yet. Notably, SP has made electoral deals with half-a-dozen small parties. At the same time, talks are go- ing on with three to four other parties to become allies. Al- though, it is a matter of relief for SP that two of its allies Keshav Dev Maurya of Mahan Dal and Dr Sanjay Chau- han of Janwadi Party has expressed their in- tention to contest elec- tions on SP ticket in- stead of taking sepa- rate seats. But the situ- ation is not so favor- able with the rest of the allies. These allies of SP are trying their best to get maximum seats un- der the alliance quota. The Jayant Chaud- hary-led RLD, which has its influence in western UP, has de- manded about forty seats, while Om- prakash Rajbhar is also hoping to get 20-22 seats. Azad Samaj Par- ty (Kanshi Ram), which is inclined towards alli- ance with SP, is seeking more than ten seats. Chandrashekhar Azad, the head of this party, popular among the youths of the Dalit community in western UP, has indicated that seats should be given in accordance with his po- litical strength. The SP’s agreement with the Trinamool Congress is also in the pipeline, if this materi- alizes, then the SP may have to give two to three seats. Expectations of 25 to 30 seats have been expressed by the AAP. In such a situation, if the expectations of the demand for seats of all the allies are realized, then the SP may have to give at least a hundred seats to the allies. Obvi- ously , it is a complicated task for SP Chief Akh- ilesh Yadav, who claims to have won 400 seats in the 403-member UP as- sembly, to short out an amicable seat sharing formula.
