Rebel MLAs to drop reference to
Balasaheb after Sena stakes claim
National executive passes six resolutions reaffirming faith in CM Thackeray’s leadership
First India Bureau
After initially stating
that they intended to
call themselves Shiv
Sena (Balasaheb), the
rebel Shiv Sena MLAs
led by Eknath Shinde on
Saturday said they
would drop the refer-
ence to Sena founder
Balasaheb hours after
the party officially
passed a resolution stat-
ing that no other politi-
cal outfit could use his
name.
On Saturday morning,
the rebel MLAs had
claimed that since they
wanted to carry forward
the legacy of Balasaheb
Thackeray’s brand of
strident Hindutva, the
group would like to call
itself Shiv Sena (Balasa-
heb). However, hours lat-
er, Shiv Sena held a meet-
ing of its national execu-
tive at the Shiv Sena
Bhavan and adopted six
resolutions reaffirming
its faith in Maharashtra
Chief Minister and party
chief Uddhav Thacker-
ay’s leadership.
One of the resolutions
authorized the CM to
take action against
“those who have be-
trayed the Turn to P6

.
“We are monitoring

mate is on,” he said.
The Shinde camp had
submitted a notice to

No-confidence motion

dence motion was ini-
tiated against Deputy
Speaker of the state
Legislative Assembly
Narhari Sitaram Zir-
wal through emails by
two Independent
MLAs Mahesh Baldi
and Vinod Agarwal.
However, Zirwal has
rejected the motion by
claiming that as the
communication came
through unofficial
mails without any let-
terheads, they will
have to be verified for
authenticity
.
On the email com-
munication sent to the
deputy speaker by the
leader of the rebel
MLAs Eknath Shinde,
Principal Secretary of
state Legislature Ra-
jendra Bhagwat told
First India, “It was
sent by email. The

not satisfied about the
genuineness of the
email. It has not come
from the proper, offi-
cial email IDs of any

government is now
moving to disqualify
six ministers, who are

A senior Sena leader

Pune (PTI): Rebel
Shiv Sena MLA Ma-
hesh Shinde from Sa-
tara district on Sat-
urday said the Na-
tionalist Congress
Party (NCP)—one of
the three constitu-
ents of the ruling
MVA coalition—had
stabbed his party in
the back , and that,
he and others had
raised the issue with
Chief Minister Ud-
dhav Thackeray,
without success.
A legislator from Ko-
regaon seat, Shinde, is
currently in Guwahati
with Eknath Shinde,
who is leading a rebel-
lion against Thackeray
since June 21.
Mahesh Shinde, in a
recorded message, ac-
cused Deputy Chief
Minister Ajit Pawar of
discriminating against
Sena MLAs in develop-
ment fund allocation.
“During a meeting
with chief minister sa-
heb at ‘Varsha’ bunga-
low in presence of
some officials, we
sought details about
the funds allocated to
our constituencies. The
officials gave us wrong
numbers about the
funds. The CM was sur-
prised when we told
him about the real fig-
ures,” he said in the
recorded message.
“Despite this, no
change was witnessed
thereafter. While Sena
MLAs were given funds
worth Rs50- Rs55 crore
for their constituen-
cies, NCP MLAs re-
ceived Rs700-Rs800
crore. The CM issued
stays on several works
but the deputy chief
minister did not ac-
knowledge them,” he
alleged.

Mumbai: Dissident
Shiv Sena legislator

Saturday said the re-
bel group enjoys a
two-thirds majority
in the legislature
party and has ap-
pointed Eknath Shin-
de as its leader.
Just 16 or 17 people
can not replace the
group leader of 55
MLAs, he said.
“The MLAs had told
party president Ud-
dhav Thackeray that
we should stay with
the party with whom
we had contested elec-
tion.... When so many
people voice the same
opinion, there must be
some substance in it,”
he said, referring to
the Shinde group’s ini-
tial demand that the
Sena should revive its
alliance with the BJP
and sever ties with
Congress and NCP.
Asked if the dissent-
ers would withdraw
support to the Uddhav
Thackeray govern-
ment, Kesarkar said,
“Why should we with-
draw support? We are
the Shiv Sena. We have
not hijacked the party,
the NCP and Congress
have hijacked it.”
He also said the Shin-
de group will prove its
majority in the Assem-
bly but “we will not
merge with any other
political party.”
The rebel MLAs
would return to Mum-
bai “at an appropriate
time,” he said, adding,
“At present, we don’t
feel that it is safe to re-
turn,” Kesarkar said,
referring to incidents
of attacks on offices

‘MVA IN MINORITY; SYMPATHY FOR SHINDE’
Maharashtra minister
Aaditya Thackeray
on Saturday said the
current turmoil in
the party is a battle
between “truth and
lies”. After attending
the Shiv Sena national
executive, he said, “We
will win and the truth
will prevail. It is a battle
between truth and

a meeting with Sena

Mumbai to rally the
party cadre. Elections
to the Brihanmumbai
Municipal Corporation

Shiv Sena, are expected
to be held later this year
and are crucial for the
party, which considers
Mumbai as its citadel.
Union Minister
Ramdas Athawale
on Saturday said the
MVA government in
Maharashtra no longer
enjoyed a majority in
the legislature, adding
that he had sympathy
for rebel leader Eknath
Shinde. Speaking to
reporters after meeting
former CM Devendra
Fadnavis, he said,
“Eknath Shinde has
the support of more
than two-thirds MLAs,
thus reducing the
MVA government to
a minority.” He also
said Sena workers
must not threaten the
rebel MLAs, adding,
“If Sena party workers
indulge in ‘dadagiri’,
then we are capable
of reacting to it in the
same way.”
Shiv Sena MP Sanjay Raut
on Saturday claimed that
the rebel Maharashtra min-
isters in the Eknath Shinde
camp will lose their posts
“in 24 hours.” “Ministers
like Gulabrao Patil, Dada
Bhuse, Sandipan Bhumre
were considered to be loyal
Shiv Sena workers and were
made cabinet ministers
by Uddhav Thackeray....
the party has given them
enough. They have taken
the wrong path and will lose
their posts in 24 hours,” he
told reporters on Saturday
evening.

Palghar: Four cows and a calf were crushed

Ahmedabad Highway in Palghar district, police
said on Saturday. The incident took place in
Vivalvede village in Dahanu taluka of the district
in the intervening night of Thursday and Friday,
an official from the district rural police said. At
least four cows and a calf died on the spot after
being knocked down by speeding vehicles on the
highway, he said. The local police were alerted, fol-

road was cleared for traffic, the official said.
Thane: A dozen students who were stranded in a
bus that was caught amid rising water due to heavy
rains in Thane district were rescued by the traffic
police of Ulhasnagar division, an official said on Sat-

Mumbai: Mumbai Police Commissioner Sanjay

that the annual function of the city police, known
as ‘Umang’, has been postponed. Although the
commissioner cited the rising COVID-19 cases in
the city as the reason for pushing back the annual

Maha Vikas Aghadi (MVA) government. Pandey
posted a message on his Facebook page early on
Friday about posponing the event.

Classes I-XII to return to pre-pandemic curriculum
First India Bureau
Mumbai: With the
resumption of of-
fline classes after
2020-21, schools
have decided to go
back to the pre-pan-
demic curriculum
for classes I to XII.
The curriculum saw
25 per cent reduc-
tion for the past two
years. From the aca-
demic year 2023-’23,
which commenced in
June, 100 per cent
curriculum will now
be applicable.
The school educa-
tion department is-
sued a Government
Resolution (GR) on Fri-
day putting an end to
the confusion over the
curriculum. Since the
schools reopened ear-
lier this month, teach-
ers had been contem-
plating what curricu-
lum will be applicable
this year as, over the
last two years, they
had been teaching a 25
per cent reduced cur-
riculum. Students ap-
pearing for board ex-
ams were a worried lot
as the academic year
began without clarity
on the curriculum.
“From academic
year 2022-’23, for class-
es I to XII; 100 per cent
curriculum will be ap-
plicable. The State
Council for Education-
al Research and Train-
ing (SCERT) will have
to inform all schools,
students and parents
through the official
website,” stated the
GR issued on Friday.
After the pandemic-
induced closure of
schools in the academ-
ic year 2020-21, the
teaching and learning
process had moved on-
line. Following the
limitations caused due
to absence of conven-
tional offline schools,
it was decided to re-
duce the syllabus. The
idea was to reduce the
burden on students
and teachers. It was ap-
plicable even for Ma-
harashtra state board
exams—SSC and HSC.
A total of 101 topics
have been omitted
from the entire sylla-
bus for classes I to XII.

WHY IS PAK MUM

MUMBAI ATTACK
MASTERMIND
akistan’s duplicity on
terror has been ex-
posed once again. Un-
til December 2021 Sa-
jid Mir, a senior
Lashkar-e-Toiba operative and
mastermind of 26/11 attack on
Mumbai, was declared untrace-
ablebythePakistangovernment.
It was only out of desperation to
get off the Financial Action Task
Force (FATF) ban list for finan-
cial aid that Pakistan announced
in December 2021 of Mir having
been taken into custody
. He was
earlier presumed dead. Paki-
stan’s claim is unverified and In-
dian authorities are awaiting a
formal communication from the
neighbouring government.
Mir, who carries a reward of
USD 5 million, has been on the
most wanted list of India and
America. India considers him to
be more dangerous than Hafiz
Saeed, the LeT chief. His organ-
isational role in the deadly ter-
ror attack on Mumbai was con-
firmed by David Headley, the
Pakistani-American who visited
Mumbai to finalise the targets.
The FBI describes him as the
chief planner of Mumbai at-
tacks.

With the ban on termina-

MAHA CRISIS DEEPENS
Maharashtra is the second
most important state in India.
In Bombay the Congress was
founded in 1885. It is still the
richest city in the country
.
Broadly speaking it is still,
politically and commercially
a magnetic metropolis. Ma-
rine Drive, Chowpati, Juhu,
Malabar Hill are eye catching
land marks. The city has first
rate book shops. Bollywood
provides the glamour. The
slums hugely diminish it.
What is happening politi-
cally in Mumbai at the mo-
ment is nothing short of a
tragic, comic and alarming
farce. Shri Shinde and his 30
or is it 35 or 40 MLA’s are in
Guwahati. Shri Eknath Shin-
de was not so long ago num-
ber two in Shri Uddhav
Thackeray’s cabinet. If there
at present a government in
Maharashtra. Only Sh.
Sharad Pawar probably has
the answer. He is the most as-
tute and experienced politi-
cian in India. Shri Uddhav
Thackeray’s son, Aditya
Thackeray-he is a cabinet
minister remarked on June
24th, “Our own people be-
trayed us. My father under-
went surgery and could not
meet people. They took ad-
vantage of his illness. I feel
angry about this.”
His father (is he still the
Chief Minister) said the
same day, “I may have left the
Chief Minister’s official resi-
dence (Varsha), but not my
determination to fight back.
You should keep(the) Thack-
eray name out of your poli-
tics and see if you can sur-
vive. One can never detach
the Thackeray from Sena”.
Shri Uddhav’s intense dislike
of the BJP is not a secret.
Will Shri Eknath Shinde em-
brace the 105 BJP, MLAs?
What role will the Gover-
nor and Speaker play
. So far it
is not known, except perhaps
to a few insiders. The haemor-
rhaging of both sides is doing
much harm to both groups
and more importantly to the
political process in the state.
The media is running from
pillar to post. Many of its Pan-
ditsthinkthattheyknowwhat
is going on. Alas! They don’t.
Politicians display genius
while dealing with the media.
They don’t give false informa-
tion, only 25% of reality
.
At times even the politi-
cians do not know which way
the political wind is blowing.

Govt plans easy visa norms, boosting medical infra in 17 cities
Payal Banerjee
New Delhi (PTI): The
govt has drawn up a plan
to augment the medical
infrastructures of 17 cit-
ies, which see an inflow
of a lot of overseas pa-
tients for treatment and
wellness therapies, in a
bid to boost medical
travel as part of its ‘Heal

Besides, the health
ministry is working on
easing medical visa
norms and other re-
quirements for patients
and their companions
from 44 countries identi-
fied based on the num-
ber of patients visiting
India, and the quality
and cost of medical
treatment there, official
sources told PTI.
These are predomi-
nantly African, Latin
American countries and
also members of the
SAARC and Gulf Coop-
eration Council group-
ings, they said.
Through ‘Heal In In-

aims at positioning the
country as a global hub

ness tourism, and a des-
tination of choice for

vices.
The Union Health
Ministry is collaborat-
ing with Tourism,

and other stakeholders
to build a roadmap to
connect overseas pa-

stakeholders, official

private sector across 17
cities in 12 states have
been identified for pro-
moting medical value
travel, a source said.
The cities that will be
targeted in phase one of
the initiative are New
Delhi, Pune,
Ahmedabad, Guru-
gram, Bangaluru, Am-
ritsar, Kochi, Coim-
batore, Mumbai, Kolka-
ta, Guntur, Alappuzha,
Guwahati, Chennai,
Chandigarh, Vellore
and Hyderabad.
“Based on target
countries, more lan-
guage interpreters can
be provided at airports
and hospitals. One-stop
centres may be set up at
the identified airports
for queries related to
medical travel, trans-
port, boarding and lodg-
ing among others,” the
official source said.
The health ministry,
in collaboration with
the National Health Au-
thority, is also working
on developing a portal
as a one-stop shop for
services provided by
medical travel facilita-
tors and hospitals with
an interface for foreign
patients.
Also the cost of treatment in
India is two to three times
lesser than in most countries.
Medical treatment in India
is 65 to 80 per cent cheaper
than in the USA. Also, India
offers Ayurveda, yoga and
naturopathy, Unani, Siddha
and homoeopathy,” the
source explained.

New Delhi (PTI): The
government has extend-
ed the time for levy of
GST compensation cess
by nearly four years till
March 31, 2026.
As per the Goods and
Services Tax (Period of
Levy and Collection of
Cess) Rules, 2022, noti-
fied by the finance min-
istry, the compensation
cess will continue to be
levied from July 1, 2022
to March 31, 2026.
The levy of cess was
to end on June 30 but the
GST Council, chaired
by Union Finance Min-
ister Nirmala Sithara-
man and comprising
state FMs, decided to
extend it till March 2026
to repay the loans taken
in the last two fiscal
years to make up for the
shortfall in their reve-
nue collection.
After the 45th GST
Council meeting in Luc-
know in September last
year, Sitharaman had
said the regime of pay-
ing compensation to
states for revenue short-
fall resulting from sub-
suming their taxes such
as VAT in the uniform
national tax GST, will
end in June 2022.
However, the compen-
sation cess, levied on
luxury and demerit
goods, will continue to
be collected till March
2026 to repay the bor-
rowings that were done
in 2020-21 and 2021-22 to
compensate states for
GST revenue loss.
In order to meet the
resource gap of states
due to short release of
compensation, the Cen-
tre has borrowed and
released Rs 1.1 lakh
crore in 2020-21 and Rs
1.59 lakh crore in 2021-22
as back-to-back loan to
meet a part of the short-
fall in cess collection.
TheCentrehasrepaid
Rs 7,500 crore as interest
cost for the borrowing
in 2021-22 and Rs 14,000
crore is to be paid this
fiscalyear.From2023-24,
therepaymentof princi-
pal amount will start
which will continue till
March 2026.
Goods and Services
Tax (GST) was intro-
duced in the country
with effect from July 1,
2017 and states were as-
sured of compensation
for the loss of any rev-
enue arising on ac-
count of implementa-
tion of GST for a period
of five years.
Though states’ pro-
tected revenue has been
growing at 14 per cent
compounded growth
rate, the cess collection
did not increase in the
same proportion and
COVID-19 further in-
creased the gap between
protected revenue and
the actual revenue re-
ceipt including reduc-
tion in cess collection.
Mumbai (PTI): Net
profits of manufactur-
ing companies surged
by 50.2 per cent during
2021-22, the input cost
pressures notwith-
standing, the Reserve
Bank of India has said.
Net profit also in-
creased for the infor-
mation technology (IT)
companies, whereas
the non-IT services
sector continued to re-
cord losses at the ag-
gregate level, it said.
The data on the per-
formance of the pri-
vate corporate sector
during 2021-22 drawn
from abridged finan-
cial results of 3,166
listed non-government
non-financial (NGNF)
companies.
Operating profit
margins remained
healthy for all the
three sectors. Net prof-
it margins remained
stable for manufactur-
ing and IT companies,
whereas it remained in
the negative terrain
for non-IT services
companies.
The data further
showed that private
corporate sales and
profitability recorded
healthy growth in dur-
ing 2021-22 as the ef-
fects of the Covid-19
pandemic subsided
and economic activi-
ties recovered, espe-
cially in the second
half of the year.
“Sales of 1,865 listed
private manufacturing
companies witnessed
broad based recovery
and expanded by 36.7
per cent during 2021-22
as compared with a
contraction of 2.8 per
cent in the preceding
year; both volume and
price components con-
tributed to the higher
growth and it was also
aided by favourable
base effects,” it said.
IT companies also
improved their perfor-
mance and their sales
growth accelerated to
19.8 per cent from 4.4
per cent in the previ-
ous year.
Sales in non-IT ser-
vices sector made a
broad based recovery
in 2021-22, registering
27.2 per cent annual ex-
pansion as against 14.6
per cent decline in the
previous year.

India’s domestic raw coking
coal production may touch
140 MT by 2030
New Delhi (PTI):
The government on
Saturday said the
country’s domestic
raw coking coal out-
put may touch 140
million tonnes (MT)
by 2030 from the pre-
sent 51.7 MT.
Coking coal is an
essential raw mate-
rial for the produc-
tion of iron and steel.
“With...T rans-
formative measures
taken by Ministry of
Coal under ‘At-
manirbhar Bharat’
initiative of PM, do-
mestic raw coking
coal production is
likely to reach 140
MT by 2030,” the coal
ministry said in a
statement.
To further in-
crease the output of
raw coking coal, the
Centre has auctioned
10 coking coal blocks
to the private sector,
with a peak rated ca-
pacity (PRC) of 22.5
MT during the last
two years. Most of
these blocks are ex-
pected to start pro-
duction by 2025.
The ministry has
also identified four
coking coal blocks
and the Central Mine
Planning and Design
Institute (CMPDI)
will also finalise geo-
logical reserves (GR)
for 4 to 6 new coking
coal blocks in the
next two months, the
statement said.
These blocks may
be offered in subse-
quent rounds of sale
for the private sector
to further step up do-
mestic raw coking
coal supply in the
country. Coal India
Ltd (CIL), which ac-
counts for over 80 per
cent of domestic coal
output, has planned
to increase raw cok-
ing coal production
from existing mines
up to 26 MT and iden-
tified nine new
mines with peak rat-
ed capacity of about
20 MT by FY25.

— Dr Jagdeesh Chandra, CEO Editor-in-Chief, First India
Mumbai (PTI): Much
before the rebellion by
a section of Shiv Sena
MLAs caught the par-
ty-led Maharashtra
government off guard,
these legislators had
managed to evade
their security guards,
and keep party work-
ers in the dark as they
made their way to Su-
rat in Gujarat, and
later to Guwahati in
Assam, where they are
currently camping.
Amid reports of “kid-
nappings” and talk of
intelligence failure, a
police official said the
legislators gave their se-
curity officials and the
police personnel the slip
citing personal reasons.
The crisis erupted
hours after the Legisla-
tive Council polls held
on June 20, which saw
the opposition BJP
managing to get its fifth
candidate elected. Shin-
de went incommunica-
do following the results
and has been camping
in a Guwahati hotel
along with at least 38
rebel MLAs of the Sena
and 10 independents
since Wednesday
.
Their rebellion be-
came public the next
morning.
Talking about how
these MLAs, mostly
from Mumbai, to Surat,
located around 280km
away, a police official
said, “Many of the
MLAs, who have been
provided protection by
the state police depart-
ment, told their securi-
ty personnel that they
had some personal
work and asked them to
wait until they return.
However, they headed
to Surat after that with-
out informing them.”
A Mumbai-based
MLA was sitting in his
office sipping coconut
water when he told his
supporters that he
would return in a few
minutes and left the
premises, he added.
Another party legis-
lator said that he had
to go home for some
work. A Yuva Sena of-
fice-bearer was travel-
ling in his car, but af-
ter some distance the
legislator forced him
to get off and proceed-
ed further, he said.
“Another legislator
asked his security per-
sonnel to outside a hotel,
saying that he had some
work inside, but escaped
from its another gate,
leaving his guards clue-
less,” he said.
As the MLA did not
turn up, the security of-
ficials informed their
seniors about it, the of-
ficial said, adding that
it happened in case of
some other MLAs too.
Fourof theseMLAs—
Urban Development
Minister Eknath Shin-
de, Minister of State for
Home Shambhuraj De-
sai, ministers Abdul
Sattar and Sandipan
Bhumre—were guarded
by SPOs (special police
officers) and security of-
ficials, but their securi-
ty personnel were not
aware of their personal
itineraries, he added.
“By the time the
SPOs informed their
seniors about their pro-
tectees’ movements,
the MLAs had crossed
the state border. All
this drama unfolded
within a span of a few
hours. The police offi-
cials, posted for their
security did not realize
their plans,” he said.
HOW REBEL SENA MLAS GAVE SECURITY THE SLIP

public the morning of June 21

First India Bureau
Mumbai: Amid the po-
litical crisis triggered
by rebel Shiv Sena
MLAs, who are cur-
rently camping in As-
sam, the NCP on Sat-
urday asked who was
paying the hotel bills
in Guwahati and Su-
rat, where they were
previously holed up.
The party
, which
shares power with Sena
and Congress in the
state, also asked the In-
come Tax (I-T) Depart-
ment and the Enforce-
mentDirectorate(ED)to
find the source of “black
money” involved.
NCP’s chief spokes-
person Mahesh Tapase
asked, “Who is paying
the bills for hotels in Su-
rat and Guwahati, and
the chartered flight? Is it
true that the horsetrad-
ing rate is Rs50 crore?”
“If ED and I-T get acti-
vated, the source of the
black money will be ex-
posed,” he added.

z Senior home department officials said there
was no intelligence failure, as the state intelligence
department had provided inputs about some Shiv
Sena MLAs being in touch with the leaders of the
opposition party leaders since the last few months.

z “There was nothing on paper as everything was
conveyed to the people concerned verbally, but no
action was taken on the information,” he said.

z Two days ago, NCP chief Sharad Pawar had re-
portedly expressed his displeasure to state Home
Minister Dilip Walse-Patil, who is from the NCP,
about the ‘escape’ of Sena MLAs and asked why
the state Home ministry and Intelligence depart-
ment did not alert the MVA leadership about their
departure from Maharashtra for BJP-ruled Gujarat.

heads the Sena, into a
crisis. At least 37 Sena
MLAs and 10 Independ-
ent legislators are cur-
rently with Shinde in
Assam. Shinde has
claimed that the group
led by him is the “real

Local residents of

wholeheartedly sup-
port Shinde. The vil-

heb. There is no other
person like him. He
reaches every house-
hold and helps the poor

ten visits his native
place and the last time
he was in the village
was a month ago.

that whatever decisions
Shinde saheb has taken
so far, all of them
turned out to be right.”
“The work and con-

WHY IS RAHUL
STILL REFUSING
TO BECOME THE
PRESIDENT?
Rahul Gandhi is try-
ing to revive the
dormant Congress par-
ty

drawingroom,Congress
leaders are showing the
courage to hit the roads,
butdespitethis,Rahulis
not ready to keep the
‘thorny crown’ of Con-

his head. Sources relat-
ed to the Gandhi family
reveal that Rahul has
put forward two names
for the post, one is that
of Raj CM Ashok Ge-
hlot, theotherisof his
sister Priyanka. But Ge-
hlot is advocating that
Rahul should be the
President if he isn’t
completely ready for
this, then party’s reins
can be handed over to
Priyanka. However, it
seems that Sonia Gan-
dhiisof adifferentopin-
ion. Sonia Gandhi’s ef-
forts will make all ef-
forts ‘till the end’ to en-
sure that Rahul takes
over the party as Presi-
dent, and if Rahul
doesn’t agree to this,
then, Sonia Gandhi can
further carry out this
responsibility
.Thatis,at
present, she can keep
the presidential chair
with herself. Rahul is
hesitanttotakethePres-
idency, so those who
knowhimaregivingtwo
main reasons for this.
Firstly
, it is said that he
feels that the charge
sheet can come at any
time in the National
HeraldCaseEDcango
to the extent of arrest-
ing him. His second con-
cern is a report by Con-
gress’sownelectionana-
lyst Sunil Kanugolu
wherein, he is question-
ing Cong’s performance
in the recent assembly
polls and the 2024 gen-
eral elections. Whatever
be the case, the final de-
cision will be of Rahul,
who is understand the
seriousness of Indian
politics a bit now.
RAHUL IS
HAVING FUN
WITH ED’S
PROBE
Rahul Gan-
dhi ap-
pears very
calm
composed in ED’s in-
terrogation in connec-
tion with the National
Herald Case, wherein,
three ED officers inter-
rogate him. Rahul Gan-
dhi answers some
questions at leisure
that ‘often the officers
get tired, but Rahul’s
smile is intact. An in-
teresting incident oc-
curred on the third day
of interrogation, when
Rahul finished his
lunch and asked the of-
ficers, if he can go to
the washroom. On this
an officer said that he
has been noticing that
immediately after hav-
ing dinner Rahul goes
to the washroom
spends half an hour
there. The officer on a
lighter note asked
Rahul if he
spends this time
smoking ciga-
rettes? To
which Rahul jo-
vially replied,
“Yes, I light a
cigarette after
lunch-dinner, it re-
duces my
stress.’
WHOSE MAN IS
EKNATH SHINDE?
Eknath Shinde has a
close-knit friend-
ship with former Maha-
rashtra CM Devendra
Fadnavis that even
though he was a minis-
ter in the MVA govern-
ment, he kept harping
onforminggovernment
with BJP. The BJP and
Shiv Sena had fought
the last assembly polls
together, but when it
came to the CM’s post,
both the parties were in
a tussle, the Shiv Sena
joined the government
against its original ten-
dencies, siding with the
Congress and the NCP.
This didn’t go down
well with BJP
, and to be
honest, it wants to treat
Shiv Sena like
LJP. Any-
way, the in-
tention of
BJP is
clear that
it should be
the lone flag
bearer
party
of
Hindutva. Now the
question arises that
‘even after all this, why
Eknath Shinde, playing
in the hands of BJP, is
not able to send the list
of his supporters MLAs
to the Governor, and
why he is not challeng-
ing Uddhav for a floor
test? Why he still isn’t
claiming to form gov-
ernment despite having
a majority?’ If sources
are to be believed,
through his emotional
appeal before rebel
MLAs, Uddhav has cre-
ated a sort of dilemma
for Sena MLAs thus,
angered Sena workers
are targeting offices of
Sena legislators. Fur-
thermore, a video of
Shiv Sena founder Bal
Thackeray has become
viral on social me-
dia, wherein, he is
seen saying, “if
any Shiv Sena
MLA betrays the
party, don’t try to
persuade him,
but give
him a
good thrashing.” Does
Uddhav also want the
same for the rebels?
WHERE IS PAWAR?
NCP leader Sharad
Pawar has played
an important role in
forming the Maha
Aghadi coalition gov-
ernment in Maharash-
tra, but Pawar’s inac-
tion during the latest
Maharashtra crisis is
raising doubts. As soon
as the crisis arose ibe-
fore the Uddhav govern-
ment, the journalists
asked Pawar that ‘in
view of this crisis,
when will he meet Ud-
dhav.’ Pawar replied
saying that he was busy
deciding the opposition
candidate for Presiden-
tial post. He further
said that if Uddhav
gives him time, he will
meet him, but immedi-
ately afterwards he
added one more thing
saying, “this is Shiv
Sena’s internal matter.”
Interestingly, till Ud-
dhav left his official CM
residence, ‘Varsha’, Pa-
war didn’t come out of
his ‘cocoon’. If sources
are to be believed, Pa-
war’s concern was
about his party, as he
had received informa-
tion that BJP was eye-
ing a split in NCP as
well, so Pawar kept try-

WHO IS THE HEAD OF
THE UNITED
OPPOSITION GROUP?
In the fight to become
the declared head of
the opposition unit,
there was a fierce battle
between Sonia Gandhi
and Mamata Banerjee,
wherein, apparently
Sonia has given Mama-
ta a thumping defeat.
On pretext of Presiden-
tial polls, Mamata was
busy bringing anti-BJP
parties on one platform
 by doingso, Didi also
wanted her entry
in national
politics. 17
o p p o s i -
tion par-
ties gath-
ered in
Didi’s 1st
oppn meet,
while the
sec-
ond meeting was called
by Sharad Pawar, but
there was no mention of
first meeting called by
Mamata his letter, re-
portedly, Mamata was
deeply hurt by this so
much so that the opposi-
tionunit’steamcouldn’t
even fix an agent for
Yashwant. Sudheendra
Kulkarni did this work
behind the scenes,
which eclipsed
Yashwant’s prospects
even more. The opposi-
tion parties did consti-
tute a campaign panel
for Presidential poll,
but see the irony that no
member of TMC was
involved in it, while
Jairam Ramesh, KK
Shastri of Congress and
Sudheendra Kulkarni, a
former aide of Advani,
were included in this
panel. Thus, Sonia has
cleverly confined
Mamata to Bengal,
which is also a declara-
tion somewhere that the
biggest head of the unit-
ed opposition, as of now,
is Sonia Gandhi.

Drug Abuse
and Illicit
Trafficking,
or World
Drug Day, is marked
on June 26 every
year to strengthen
action and coopera-
tion in achieving a
world free of drug
abuse.
And each year, in-
dividuals like your-
self, entire commu-
nities, and various
organizations all
over the world join
in to observe World
Drug Day help raise
awareness of the
major problem that
illicit drugs pose to
society.
Together, we can
tackle the world
drug problem!
Like any other
chronic health con-
dition, drug addic-
tion is not merely a
compulsion but also
a sickness that calls
for care and compas-
sion.  And addiction
affects many more
people than just the
addicts them-
selves. Drug addic-
tion has a high price
to pay, both person-
ally and for the en-
tire community.
Drugs have a sig-
nificant impact on
the human brain,
where the seeds of
addiction are first
planted. In essence,
medications have
the power to affect
how the brain’s
network of neu-
rons and neuro-
transmitters pro-
cesses impulses
and messages.
The sort of sub-
stance being abused
will decide how it af-
fects the brain.
Drugs with an opiate
impact, such as her-
oin and marijuana,
can mimic the neu-
rotransmitters that
neurons send to one
another to con-
duct impulses
and messages.
As a result,
these medications
stimulate neurons,
but since they aren’t
actual neurotrans-
mitters, the messag-
es they convey are
aberrant.
Drug misuse im-
pairs many regular
biological functions
since drugs have an
influence on
several brain
r e g i o n s .
Drug use
m a y
have a
s e v e r e
impact on
a person’s
body and
mind since
these regions
regulate a va-
riety of func-
tions, including the
stress response, de-
cision-making, and
heart and breathing
rates.
Even with this
knowledge, it’s in-
credibly challenging
for people to just
quit misusing drugs.
Drugs do this by
producing a pleas-
ant effect that stim-
ulates the basal
ganglia, the
brain’s re-
ward cen-
tre. Dopa-
mine, a
n e u r o -
transmitter
that is re-
leased when-
ever we are in a
pleasant cir-
cumstance or
experience,
usually travels to
this region.
High heart rate
and blood pressure,
appetite loss, dis-
turbed sleep pat-
terns, an increased
chance of heart at-
tack or stroke, organ
damage, lung or
heart disease, and
other health prob-
lems can all be
brought on by drug
usage.
Depending on the
substance being
abused, drug addic-
tion can result in
mood swings, irrita-
bility, anger, delu-
sions or hallucina-
tions, an inability to
concentrate or make
choices, paranoia,
depression, anxiety,
and violent inclina-
tions. Keeping in
mind the need to
raise awareness re-
garding drug abuse,
this year, the Inter-
national Day against
Drug Abuse and Il-
licit Trafficking
would be observed
under the theme of
“Addressing drug
challenges in health
and humanitarian
crises”. The theme
has been selected in
the wake of wide-
spread humanitari-
an crises in Afghani-
stan and Ukraine
even as the COVID-19
pandemic continues
to be a major global
health crisis. The
main aim of this day
is to stop drug use
and illicit drug traf-
ficking to save lives.
The more educated
people are on this
topic, the more like-
ly are they to go
on a healthier
path and
choose to
forego the
unhealthy
habit.

t is often said that classic
fashion never dies, it
only renews and rejuve-
nates itself with time.
One of the most classic
silhouettes of all times
and a favourite of the
70s, ‘the bell-bottoms’ seems to
have made a comeback in the
fashion scene of late.
The fashion world is a cyclical
amalgamation of old styles into
new interpretations. Sometimes
thatmanifestsinwaysthatwepre-
fer the older version to the new.
Bell bottoms started making
appearances in the early nine-
teenth century as part of the U.S.
Navy’s uniform. Fast-forward to
the late 1960s and 1970s, when ci-
vilians fell in love with the look
and brought it to the mainstream.
In the last few years, they’ve been
seen on the fashion runways and
on celebrities such as Lady Gaga.
Both Hollywood and Bolly-
wood have documented the re-
turn of bell-bottoms well thus
far. From Elvis Presley to It girls
like Sofia Vergara, Gigi and Bel-
la Hadid, from Amitabh Bach-
chan, Hema Malini to Athiya
Shetty tipping their toes into the
trend, flared denim has had long
fashion history notes in its
name since the 70s.
Of course, bell bottoms might
not be for every shape, though
today’s designers are making
different cuts to accommodate
different body types. If you
have slim hips, you can pull
off the high-waisted styles.
Curvier bodies look better in
lower-cut styles that come in
darker colours.
These wide-bottomed
pants were the epitome of
style during the ’70s, and are
back in a modern avatar.
While pairing chunky plat-
form heels or wedges with
flared pants makes your legs
look a mile long, you can
rock them with flats too.
Get the hem a tad shorter
to go with ballerina flats or
cool canvas sneakers.
The ideal bell-bottom
jeans are snug on the
thighs and gently flare
out after the knees. You
can also use a belt to
cinch your waist or
opt for high-waisted
pair of jeans to accen-
tuate your figure.
However, avoid the
belt if you are opt-
ing for a crop top.
When it comes
down to wide-leg
pants, it’s about
what you feel
good in and less
about the rules be-
cause there’s no rule
to it, you can literally
pair it with anything
and everything.

Rebel MLAs to drop reference to Balasaheb after Sena stakes claim National executive passes six resolutions reaffirming faith in CM Thackeray’s leadership First India Bureau After initially stating that they intended to call themselves Shiv Sena (Balasaheb), the rebel Shiv Sena MLAs led by Eknath Shinde on Saturday said they would drop the refer- ence to Sena founder Balasaheb hours after the party officially passed a resolution stat- ing that no other politi- cal outfit could use his name. On Saturday morning, the rebel MLAs had claimed that since they wanted to carry forward the legacy of Balasaheb Thackeray’s brand of strident Hindutva, the group would like to call itself Shiv Sena (Balasa- heb). However, hours lat- er, Shiv Sena held a meet- ing of its national execu- tive at the Shiv Sena Bhavan and adopted six resolutions reaffirming its faith in Maharashtra Chief Minister and party chief Uddhav Thacker- ay’s leadership. One of the resolutions authorized the CM to take action against “those who have be- trayed the Turn to P6 CMThackeray leaves from Matoshree for Shiv Sena’s national executive committee meeting,at Shiv Sena Bhavan,in Mumbai on Saturday. As many as 6 resolu- tions were passed dur- ing Shiv Sena’s national executive committee meeting on Saturday as the political stalemate did not seem to end leading to uncertainty over the future of the MVA govt. • 2. First India Bureau Mumbai/Thane/Pune: Amid reports of Shiv Sainiks allegedly ran- sacking the offices of rebel legislators, Mumbai Police on Saturday imposed section 144 of CrPC in the city. Police in Mumbai and Pune also issued a high alert and directed all police stations to en- sure security at all political offices. In Thane, Collector Rajesh Narvekar has is- sued prohibitory orders in the district, which will be in force till June 30. The order prohibits processions, display of postersandplacardsetc, as well as possession and carrying of lethal weapons. Talking to reporters after Congress leaders met in Mumbai to dis- cuss the prevailing po- liticalsituation,Chavan said the rebel faction will have to get legal sanction both for their group and for assuming a new name. Congress legislature party leader and state revenue minister Bala- saheb Thorat said the MVA is on a stronger wicket legally . “We are monitoring the situation. Right now a legal battle over a Constitutional stale- mate is on,” he said. The Shinde camp had submitted a notice to move a resolution to re- move Maharashtra dep- uty Speaker, Narhari Zirwal, under Article 179 of the Constitution. “But rules say any motion in the Assem- bly can be moved only after the Governor is- sues summons to con- vene the Assembly ses- sion. Once the notice to remove the Speaker is received, it has to be given 14 days (in ad- vance). After 14 days, the notice will be read in the Assembly and then the rest procedure for the removal will fol- low,” Congress said in a statement. Congress leaders including Balasaheb Thorat and Ashok Chavan addressed the press after a meeting with party MLAs, in Mumbai on Saturday. —PHOTO BY BHUSHAN KOYANDE No-confidence motion launched against Zirwal over ‘unofficial email’ Renni Abraham Mumbai: A no-confi- dence motion was ini- tiated against Deputy Speaker of the state Legislative Assembly Narhari Sitaram Zir- wal through emails by two Independent MLAs Mahesh Baldi and Vinod Agarwal. However, Zirwal has rejected the motion by claiming that as the communication came through unofficial mails without any let- terheads, they will have to be verified for authenticity . On the email com- munication sent to the deputy speaker by the leader of the rebel MLAs Eknath Shinde, Principal Secretary of state Legislature Ra- jendra Bhagwat told First India, “It was sent by email. The (deputy) speaker was not satisfied about the genuineness of the email. It has not come from the proper, offi- cial email IDs of any MLA. Every MLA has one (official) email.” Unconfirmed re- ports abounded Satur- day about the Inde- pendent MLAs having personally submitted physical copies of their motion in person. Meanwhile, the MVA government is now moving to disqualify six ministers, who are currently camping in Guwahati in Assam, after show-cause no- tices were issued to the 16 rebel Shiv Sena MLAs by the deputy speaker. A senior Sena leader told First India, “We are now going to have the six MVA ministers, including Dada Bhuse, Bacchu Kadu, Abdul Sattar, Shamuraje De- sai, Govind and Sandi- pan Bhumre, also dis- qualified.” Renni Abraham Mumbai: The top lead- ership of the BJP has reached out to its part- ners in the National Democratic Alliance (NDA) alliance in a bid to keep them in the loop about the ongoing political moves being made in Maharashtra to dislodge the Uddhav Thackeray-led MVA (Maha Vikas Aghadi) government. The move is aimed at pre-empting any discon- tentamongalliancepart- ners who may feel they are not being consulted on important develop- ments involving the NDA across the country , a person privy to the de- velopment said. Meanwhile, a hush- hush meeting between former Maharashtra CM, Devendra Fadnavis of the BJP , and leader of the rebel Shiv Sena MLAs, Eknath Shinde, was believed to have beenheldinVadodarain Gujarat on Friday night. A senior BJP leader has refuted rumours that his party plans to install Shinde as the chief minister of Ma- harashtra, along the lines of the Bihar gov- ernment. He told First India: “As of now, there is no demand from Shinde of wanting to become the CM. Right from the beginning, he has stat- ed that he wants to work under the leader- ship of Devendraji, even when he was of- fered the post of depu- ty chief minister.” However, this person did not deny the alleged night-time meeting be- tween Fadnvais and Shinde. “While it would be very difficult to keep such a visit under wraps, Fadnavis and Shinde may have met in Vadodara,” he said, adding that Union Home Minister Amit Shah is also rumoured to have met the duo. The BJP leader also said that the endgame had begun in Maharash- tra, whichcouldsoonsee the imposition of Presi- dent’s Rule. A Sena leader, mean- while, said that the par- tywascapableof match- ing the BJP move for move on the political chess board, and had made six resolutions at the party level, includ- ing authorizing CM Ud- dhav Thackeray, their party chief, to have the last word on the future course in Maharashtra. “Thedisqualifications of not only the 16 rebel MLAs but also Minister- ship of Gulabrao Patil, Shambhuraje Desai and four others who aban- doned ship and joined theEknathShindecamp isthefirstmovethatwill be played out in another 24 hours.” BJP REACHES OUT TO NDA PARTNERS FOR CONSENSUS lll NDA allies were told of plans to dislodge the MVA govt and the possibility of imposition of Prez Rule Eknath Shinde Devendra Fadnavis “As of now, the governor has not issued summons to convene the session, so Shinde’s letter is not a motion to remove the Deputy Speaker, it’s only an intent. A legislator from Ko- regaon seat, Shinde, is currently in Guwahati with Eknath Shinde, who is leading a rebel- lion against Thackeray since June 21. Mahesh Shinde, in a recorded message, ac- cused Deputy Chief Minister Ajit Pawar of discriminating against Sena MLAs in develop- ment fund allocation. “During a meeting with chief minister sa- heb at ‘Varsha’ bunga- low in presence of some officials, we sought details about the funds allocated to our constituencies. The officials gave us wrong numbers about the funds. The CM was sur- prised when we told him about the real fig- ures,” he said in the recorded message. “Despite this, no change was witnessed thereafter. While Sena MLAs were given funds worth Rs50- Rs55 crore for their constituen- cies, NCP MLAs re- ceived Rs700-Rs800 crore. The CM issued stays on several works but the deputy chief minister did not ac- knowledge them,” he alleged. We have not left Sena, rebels say First India Bureau Mumbai: Dissident Shiv Sena legislator Deepak Kesarkar on Saturday said the re- bel group enjoys a two-thirds majority in the legislature party and has ap- pointed Eknath Shin- de as its leader. Just 16 or 17 people can not replace the group leader of 55 MLAs, he said. “The MLAs had told party president Ud- dhav Thackeray that we should stay with the party with whom we had contested elec- tion.... When so many people voice the same opinion, there must be some substance in it,” he said, referring to the Shinde group’s ini- tial demand that the Sena should revive its alliance with the BJP and sever ties with Congress and NCP. Asked if the dissent- ers would withdraw support to the Uddhav Thackeray govern- ment, Kesarkar said, “Why should we with- draw support? We are the Shiv Sena. We have not hijacked the party, the NCP and Congress have hijacked it.” He also said the Shin- de group will prove its majority in the Assem- bly but “we will not merge with any other political party.” The rebel MLAs would return to Mum- bai “at an appropriate time,” he said, adding, “At present, we don’t feel that it is safe to re- turn,” Kesarkar said, referring to incidents of attacks on offices and residences of re- bel MLAs in Maha- rashtra. REBEL MINS TO LOSE POSTS ‘IN 24 HOURS’: RAUT THIS IS A BATTLE OF TRUTH LIES: AADITYA ‘MVA IN MINORITY; SYMPATHY FOR SHINDE’ Maharashtra minister Aaditya Thackeray on Saturday said the current turmoil in the party is a battle between “truth and lies”. After attending the Shiv Sena national executive, he said, “We will win and the truth will prevail. It is a battle between truth and lies.” Aaditya, son of Sena president and CM Uddhav Thackeray, held a meeting with Sena workers from south Mumbai to rally the party cadre. Elections to the Brihanmumbai Municipal Corporation (BMC), controlled by Shiv Sena, are expected to be held later this year and are crucial for the party, which considers Mumbai as its citadel. Union Minister Ramdas Athawale on Saturday said the MVA government in Maharashtra no longer enjoyed a majority in the legislature, adding that he had sympathy for rebel leader Eknath Shinde. Speaking to reporters after meeting former CM Devendra Fadnavis, he said, “Eknath Shinde has the support of more than two-thirds MLAs, thus reducing the MVA government to a minority.” He also said Sena workers must not threaten the rebel MLAs, adding, “If Sena party workers indulge in ‘dadagiri’, then we are capable of reacting to it in the same way.” Shiv Sena MP Sanjay Raut on Saturday claimed that the rebel Maharashtra min- isters in the Eknath Shinde camp will lose their posts “in 24 hours.” “Ministers like Gulabrao Patil, Dada Bhuse, Sandipan Bhumre were considered to be loyal Shiv Sena workers and were made cabinet ministers by Uddhav Thackeray.... the party has given them enough. They have taken the wrong path and will lose their posts in 24 hours,” he told reporters on Saturday evening. After the pandemic- induced closure of schools in the academ- ic year 2020-21, the teaching and learning process had moved on- line. Following the limitations caused due to absence of conven- tional offline schools, it was decided to re- duce the syllabus. The idea was to reduce the burden on students and teachers. It was ap- plicable even for Ma- harashtra state board exams—SSC and HSC. A total of 101 topics have been omitted from the entire sylla- bus for classes I to XII. Un- til December 2021 Sa- jid Mir, a senior Lashkar-e-Toiba operative and mastermind of 26/11 attack on Mumbai, was declared untrace- ablebythePakistangovernment. It was only out of desperation to get off the Financial Action Task Force (FATF) ban list for finan- cial aid that Pakistan announced in December 2021 of Mir having been taken into custody . He was earlier presumed dead. Paki- stan’s claim is unverified and In- dian authorities are awaiting a formal communication from the neighbouring government. Besides, the health ministry is working on easing medical visa norms and other re- quirements for patients and their companions from 44 countries identi- fied based on the num- ber of patients visiting India, and the quality and cost of medical treatment there, official sources told PTI. These are predomi- nantly African, Latin American countries and also members of the SAARC and Gulf Coop- eration Council group- ings, they said. Through ‘Heal In In- dia’, the government aims at positioning the country as a global hub for medical and well- ness tourism, and a des- tination of choice for quality healthcare ser- vices. The Union Health Ministry is collaborat- ing with Tourism, Ayush, Civil Aviation ministries, hospitals and other stakeholders to build a roadmap to connect overseas pa- tients with healthcare facilities in India to boost medical travel. As part of executing the initiative, a nodal agency — Medical Value Travel Council — co- chaired by the health and tourism ministries has been formed to cre- ate an institutional framework for stream- lined integration of all stakeholders, official sources said. According to estimates, the medical tourism market which was valued at USD 6 bil- lion in 2020 fiscal is ex- pected to more than dou- ble and reach USD 13 billion by 2026. As per the Goods and Services Tax (Period of Levy and Collection of Cess) Rules, 2022, noti- fied by the finance min- istry, the compensation cess will continue to be levied from July 1, 2022 to March 31, 2026. The levy of cess was to end on June 30 but the GST Council, chaired by Union Finance Min- ister Nirmala Sithara- man and comprising state FMs, decided to extend it till March 2026 to repay the loans taken in the last two fiscal years to make up for the shortfall in their reve- nue collection. After the 45th GST Council meeting in Luc- know in September last year, Sitharaman had said the regime of pay- ing compensation to states for revenue short- fall resulting from sub- suming their taxes such as VAT in the uniform national tax GST, will end in June 2022. However, the compen- sation cess, levied on luxury and demerit goods, will continue to be collected till March 2026 to repay the bor- rowings that were done in 2020-21 and 2021-22 to compensate states for GST revenue loss. In order to meet the resource gap of states due to short release of compensation, the Cen- tre has borrowed and released Rs 1.1 lakh crore in 2020-21 and Rs 1.59 lakh crore in 2021-22 as back-to-back loan to meet a part of the short- fall in cess collection. TheCentrehasrepaid Rs 7,500 crore as interest cost for the borrowing in 2021-22 and Rs 14,000 crore is to be paid this fiscalyear.From2023-24, therepaymentof princi- pal amount will start which will continue till March 2026. Goods and Services Tax (GST) was intro- duced in the country with effect from July 1, 2017 and states were as- sured of compensation for the loss of any rev- enue arising on ac- count of implementa- tion of GST for a period of five years. Though states’ pro- tected revenue has been growing at 14 per cent compounded growth rate, the cess collection did not increase in the same proportion and COVID-19 further in- creased the gap between protected revenue and the actual revenue re- ceipt including reduc- tion in cess collection. Operating profit margins remained healthy for all the three sectors. Net prof- it margins remained stable for manufactur- ing and IT companies, whereas it remained in the negative terrain for non-IT services companies. The data further showed that private corporate sales and profitability recorded healthy growth in dur- ing 2021-22 as the ef- fects of the Covid-19 pandemic subsided and economic activi- ties recovered, espe- cially in the second half of the year. “Sales of 1,865 listed private manufacturing companies witnessed broad based recovery and expanded by 36.7 per cent during 2021-22 as compared with a contraction of 2.8 per cent in the preceding year; both volume and price components con- tributed to the higher growth and it was also aided by favourable base effects,” it said. IT companies also improved their perfor- mance and their sales growth accelerated to 19.8 per cent from 4.4 per cent in the previ- ous year. Sales in non-IT ser- vices sector made a broad based recovery in 2021-22, registering 27.2 per cent annual ex- pansion as against 14.6 per cent decline in the previous year. Amid reports of “kid- nappings” and talk of intelligence failure, a police official said the legislators gave their se- curity officials and the police personnel the slip citing personal reasons. The crisis erupted hours after the Legisla- tive Council polls held on June 20, which saw the opposition BJP managing to get its fifth candidate elected. Shin- de went incommunica- do following the results and has been camping in a Guwahati hotel along with at least 38 rebel MLAs of the Sena and 10 independents since Wednesday . Their rebellion be- came public the next morning. Talking about how these MLAs, mostly from Mumbai, to Surat, located around 280km away, a police official said, “Many of the MLAs, who have been provided protection by the state police depart- ment, told their securi- ty personnel that they had some personal work and asked them to wait until they return. However, they headed to Surat after that with- out informing them.” A Mumbai-based MLA was sitting in his office sipping coconut water when he told his supporters that he would return in a few minutes and left the premises, he added. Another party legis- lator said that he had to go home for some work. A Yuva Sena of- fice-bearer was travel- ling in his car, but af- ter some distance the legislator forced him to get off and proceed- ed further, he said. “Another legislator asked his security per- sonnel to outside a hotel, saying that he had some work inside, but escaped from its another gate, leaving his guards clue- less,” he said. As the MLA did not turn up, the security of- ficials informed their seniors about it, the of- ficial said, adding that it happened in case of some other MLAs too. Fourof theseMLAs— Urban Development Minister Eknath Shin- de, Minister of State for Home Shambhuraj De- sai, ministers Abdul Sattar and Sandipan Bhumre—were guarded by SPOs (special police officers) and security of- ficials, but their securi- ty personnel were not aware of their personal itineraries, he added. “By the time the SPOs informed their seniors about their pro- tectees’ movements, the MLAs had crossed the state border. All this drama unfolded within a span of a few hours. The police offi- cials, posted for their security did not realize their plans,” he said. HOW REBEL SENA MLAS GAVE SECURITY THE SLIP The current crisis, which erupted hours after the MLC polls, became public the morning of June 21 Rebel Shiv Sena MLAs with Eknath Shinde at the Radisson Blu Hotel in Guwahati. —FILE PHOTO Who is footing these hotel bills, asks NCP First India Bureau Mumbai: Amid the po- litical crisis triggered by rebel Shiv Sena MLAs, who are cur- rently camping in As- sam, the NCP on Sat- urday asked who was paying the hotel bills in Guwahati and Su- rat, where they were previously holed up. The party , which shares power with Sena and Congress in the state, also asked the In- come Tax (I-T) Depart- ment and the Enforce- mentDirectorate(ED)to find the source of “black money” involved. NCP’s chief spokes- person Mahesh Tapase asked, “Who is paying the bills for hotels in Su- rat and Guwahati, and the chartered flight? Is it true that the horsetrad- ing rate is Rs50 crore?” “If ED and I-T get acti- vated, the source of the black money will be ex- posed,” he added. z Senior home department officials said there was no intelligence failure, as the state intelligence department had provided inputs about some Shiv Sena MLAs being in touch with the leaders of the opposition party leaders since the last few months. z “There was nothing on paper as everything was conveyed to the people concerned verbally, but no action was taken on the information,” he said. z Two days ago, NCP chief Sharad Pawar had re- portedly expressed his displeasure to state Home Minister Dilip Walse-Patil, who is from the NCP, about the ‘escape’ of Sena MLAs and asked why the state Home ministry and Intelligence depart- ment did not alert the MVA leadership about their departure from Maharashtra for BJP-ruled Gujarat. ‘NO INTEL FAILURE’ People from Eknath Shinde’s native village rally behind him First India Bureau Satara: Residents of Dare village in Sata- ra district, the native place of Eknath Shin- de—who is at the cen- tre of the ongoing political turmoil in Maharashtra—recall the Shiv Sena leader as a “people’s per- son”. Some of them feel that the deci- sions he had taken in the past later turned out to be right. Around 80 house- holds in the village say that they are standing strongly behind Shinde and want to see him be- come the state’s chief minister soon. Majority of Shiv Sena MLAs have shifted their loyalty to Eknath Shin- de and are camping in Guwahati for the past few days. It has plunged the Maha Vikas Aghadi (MVA) government led by Chief Minister Ud- dhav Thackeray, who heads the Sena, into a crisis. At least 37 Sena MLAs and 10 Independ- ent legislators are cur- rently with Shinde in Assam. Shinde has claimed that the group led by him is the “real Shiv Sena”. Local residents of Dare village, located on the banks of the Koyna River, said that they wholeheartedly sup- port Shinde. Rahul Gandhi is try- ing to revive the dormant Congress par- ty , for which, leaving the drawingroom,Congress leaders are showing the courage to hit the roads, butdespitethis,Rahulis not ready to keep the ‘thorny crown’ of Con- gressPresident’sposton his head. Sources relat- ed to the Gandhi family reveal that Rahul has put forward two names for the post, one is that of Raj CM Ashok Ge- hlot, theotherisof his sister Priyanka. But Ge- hlot is advocating that Rahul should be the President if he isn’t completely ready for this, then party’s reins can be handed over to Priyanka. However, it seems that Sonia Gan- dhiisof adifferentopin- ion. Sonia Gandhi’s ef- forts will make all ef- forts ‘till the end’ to en- sure that Rahul takes over the party as Presi- dent, and if Rahul doesn’t agree to this, then, Sonia Gandhi can further carry out this responsibility .Thatis,at present, she can keep the presidential chair with herself. Rahul is hesitanttotakethePres- idency, so those who knowhimaregivingtwo main reasons for this. Firstly , it is said that he feels that the charge sheet can come at any time in the National HeraldCaseEDcango to the extent of arrest- ing him. His second con- cern is a report by Con- gress’sownelectionana- lyst Sunil Kanugolu wherein, he is question- ing Cong’s performance in the recent assembly polls and the 2024 gen- eral elections. Whatever be the case, the final de- cision will be of Rahul, who is understand the seriousness of Indian politics a bit now. RAHUL IS HAVING FUN WITH ED’S PROBE Rahul Gan- dhi ap- pears very calm composed in ED’s in- terrogation in connec- tion with the National Herald Case, wherein, three ED officers inter- rogate him. Rahul Gan- dhi answers some questions at leisure that ‘often the officers get tired, but Rahul’s smile is intact. An in- teresting incident oc- curred on the third day of interrogation, when Rahul finished his lunch and asked the of- ficers, if he can go to the washroom. On this an officer said that he has been noticing that immediately after hav- ing dinner Rahul goes to the washroom spends half an hour there. The officer on a lighter note asked Rahul if he spends this time smoking ciga- rettes? To which Rahul jo- vially replied, “Yes, I light a cigarette after lunch-dinner, it re- duces my stress.’ WHOSE MAN IS EKNATH SHINDE? Eknath Shinde has a close-knit friend- ship with former Maha- rashtra CM Devendra Fadnavis that even though he was a minis- ter in the MVA govern- ment, he kept harping onforminggovernment with BJP. The BJP and Shiv Sena had fought the last assembly polls together, but when it came to the CM’s post, both the parties were in a tussle, the Shiv Sena joined the government against its original ten- dencies, siding with the Congress and the NCP. This didn’t go down well with BJP , and to be honest, it wants to treat Shiv Sena like LJP. Any- way, the in- tention of BJP is clear that it should be the lone flag bearer party of Hindutva. Now the question arises that ‘even after all this, why Eknath Shinde, playing in the hands of BJP, is not able to send the list of his supporters MLAs to the Governor, and why he is not challeng- ing Uddhav for a floor test? Why he still isn’t claiming to form gov- ernment despite having a majority?’ If sources are to be believed, through his emotional appeal before rebel MLAs, Uddhav has cre- ated a sort of dilemma for Sena MLAs thus, angered Sena workers are targeting offices of Sena legislators. Fur- thermore, a video of Shiv Sena founder Bal Thackeray has become viral on social me- dia, wherein, he is seen saying, “if any Shiv Sena MLA betrays the party, don’t try to persuade him, but give him a good thrashing.” Does Uddhav also want the same for the rebels? WHERE IS PAWAR? NCP leader Sharad Pawar has played an important role in forming the Maha Aghadi coalition gov- ernment in Maharash- tra, but Pawar’s inac- tion during the latest Maharashtra crisis is raising doubts. As soon as the crisis arose ibe- fore the Uddhav govern- ment, the journalists asked Pawar that ‘in view of this crisis, when will he meet Ud- dhav.’ Pawar replied saying that he was busy deciding the opposition candidate for Presiden- tial post. He further said that if Uddhav gives him time, he will meet him, but immedi- ately afterwards he added one more thing saying, “this is Shiv Sena’s internal matter.” Interestingly, till Ud- dhav left his official CM residence, ‘Varsha’, Pa- war didn’t come out of his ‘cocoon’. If sources are to be believed, Pa- war’s concern was about his party, as he had received informa- tion that BJP was eye- ing a split in NCP as well, so Pawar kept try- ing to save his clan. WHO IS THE HEAD OF THE UNITED OPPOSITION GROUP? In the fight to become the declared head of the opposition unit, there was a fierce battle between Sonia Gandhi and Mamata Banerjee, wherein, apparently Sonia has given Mama- ta a thumping defeat. On pretext of Presiden- tial polls, Mamata was busy bringing anti-BJP parties on one platform by doingso, Didi also wanted her entry in national politics. 17 o p p o s i - tion par- ties gath- ered in Didi’s 1st oppn meet, while the sec- ond meeting was called by Sharad Pawar, but there was no mention of first meeting called by Mamata his letter, re- portedly, Mamata was deeply hurt by this so much so that the opposi- tionunit’steamcouldn’t even fix an agent for Yashwant. Sudheendra Kulkarni did this work behind the scenes, which eclipsed Yashwant’s prospects even more. The opposi- tion parties did consti- tute a campaign panel for Presidential poll, but see the irony that no member of TMC was involved in it, while Jairam Ramesh, KK Shastri of Congress and Sudheendra Kulkarni, a former aide of Advani, were included in this panel. Thus, Sonia has cleverly confined Mamata to Bengal, which is also a declara- tion somewhere that the biggest head of the unit- ed opposition, as of now, is Sonia Gandhi. And each year, in- dividuals like your- self, entire commu- nities, and various organizations all over the world join in to observe World Drug Day help raise awareness of the major problem that illicit drugs pose to society. Together, we can tackle the world drug problem! Like any other chronic health con- dition, drug addic- tion is not merely a compulsion but also a sickness that calls for care and compas- sion.  And addiction affects many more people than just the addicts them- selves. Drug addic- tion has a high price to pay, both person- ally and for the en- tire community. Drugs have a sig- nificant impact on the human brain, where the seeds of addiction are first planted. In essence, medications have the power to affect how the brain’s network of neu- rons and neuro- transmitters pro- cesses impulses and messages. The sort of sub- stance being abused will decide how it af- fects the brain. Drugs with an opiate impact, such as her- oin and marijuana, can mimic the neu- rotransmitters that neurons send to one another to con- duct impulses and messages. As a result, these medications stimulate neurons, but since they aren’t actual neurotrans- mitters, the messag- es they convey are aberrant. Drug misuse im- pairs many regular biological functions since drugs have an influence on several brain r e g i o n s . Drug use m a y have a s e v e r e impact on a person’s body and mind since these regions regulate a va- riety of func- tions, including the stress response, de- cision-making, and heart and breathing rates. Even with this knowledge, it’s in- credibly challenging for people to just quit misusing drugs. Drugs do this by producing a pleas- ant effect that stim- ulates the basal ganglia, the brain’s re- ward cen- tre. Dopa- mine, a n e u r o - transmitter that is re- leased when- ever we are in a pleasant cir- cumstance or experience, usually travels to this region. High heart rate and blood pressure, appetite loss, dis- turbed sleep pat- terns, an increased chance of heart at- tack or stroke, organ damage, lung or heart disease, and other health prob- lems can all be brought on by drug usage. Depending on the substance being abused, drug addic- tion can result in mood swings, irrita- bility, anger, delu- sions or hallucina- tions, an inability to concentrate or make choices, paranoia, depression, anxiety, and violent inclina- tions. Keeping in mind the need to raise awareness re- garding drug abuse, this year, the Inter- national Day against Drug Abuse and Il- licit Trafficking would be observed under the theme of “Addressing drug challenges in health and humanitarian crises”. The theme has been selected in the wake of wide- spread humanitari- an crises in Afghani- stan and Ukraine even as the COVID-19 pandemic continues to be a major global health crisis. The main aim of this day is to stop drug use and illicit drug traf- ficking to save lives. The more educated people are on this topic, the more like- ly are they to go on a healthier path and choose to forego the unhealthy habit. SHUBHANSHI PATHAK cityfirst@firstindia.co.in T

One of the most classic silhouettes of all times and a favourite of the 70s, ‘the bell-bottoms’ seems to have made a comeback in the fashion scene of late.  The fashion world is a cyclical amalgamation of old styles into new interpretations. Sometimes thatmanifestsinwaysthatwepre- fer the older version to the new.  Bell bottoms started making appearances in the early nine- teenth century as part of the U.S. Navy’s uniform. Fast-forward to the late 1960s and 1970s, when ci- vilians fell in love with the look and brought it to the mainstream. In the last few years, they’ve been seen on the fashion runways and on celebrities such as Lady Gaga. Both Hollywood and Bolly- wood have documented the re- turn of bell-bottoms well thus far. From Elvis Presley to It girls like Sofia Vergara, Gigi and Bel- la Hadid, from Amitabh Bach- chan, Hema Malini to Athiya Shetty tipping their toes into the trend, flared denim has had long fashion history notes in its name since the 70s. Of course, bell bottoms might not be for every shape, though today’s designers are making different cuts to accommodate different body types. If you have slim hips, you can pull off the high-waisted styles. Curvier bodies look better in lower-cut styles that come in darker colours. These wide-bottomed pants were the epitome of style during the ’70s, and are back in a modern avatar. While pairing chunky plat- form heels or wedges with flared pants makes your legs look a mile long, you can rock them with flats too. Get the hem a tad shorter to go with ballerina flats or cool canvas sneakers. The ideal bell-bottom jeans are snug on the thighs and gently flare out after the knees. You can also use a belt to cinch your waist or opt for high-waisted pair of jeans to accen- tuate your figure. However, avoid the belt if you are opt- ing for a crop top. When it comes down to wide-leg pants, it’s about what you feel good in and less about the rules be- cause there’s no rule to it, you can literally pair it with anything and everything.
