Jaipur: The vacant
lands of old habitation
will be populated in a
planned manner for
which a big decision
has been taken. Approv-
al will be given under
section 69A of the Mu-
nicipal Act so that
planned development
can be done on the lands
of the old habitation
area in the cities. UDH
and LSG departments
issued orders in this re-
gard for the first time to
bring housing schemes
on vacant land in the
old habitation areas.
Due to the possibility
of issuing a large num-
ber of leases in Pra-
shasan Shehron Ke
Sang (PSKS) abhiyan,
the entire focus of the
state government is on
this. Apart from these,
many bodies have given
feedback to the govern-
ment that there are
many huge vacant
lands in these areas,
which are likely to have
unplanned develop-
ment in future.
According to experts,
the benefit of this order
is also likely to be given
to the members of the
former royal families
who have vacant lands
in these areas.
Leases will be issued
for temples built on
land up to 500 sqm in old
habitation areas.

New Delhi (FIB): Su-
preme Court on Monday
refused to intervene in a
Raj HC’s order which had
granted parole of fifteen
days to a life-term con-
vict to father of a child.
The high court’s ruling
was challenged in the SC
by the Rajasthan govt
last month. The state
gov, in its petition, had
contended that order has
opened flood gates and
that many convicts are
now applying for parole
on the same ground. The
Supreme Court today
asked the Raj govt to
approach the high court
with its concerns.
A bench of Justic-
es Sanjiv Khanna
and Bela M
Trivedi said
if any other
convict gets
furlough
on the same
ground and the Raj govt
has an objection to it,
then it can approach
the High Court. The top
court said it has reserva-
tions about some of the
observations made by
the Raj HC, but it will not
intervene in the matter.
On April 18, the Raj HC
gave parole to Nand Lal
— who is in Ajmer Cen-
tral Jail — after his wife
approached the court,
seeking that she be
allowed to have a child.
Citing “want of progeny”
she appealed that her
husband be granted
parole. She pleaded
that she has been
deprived of her
right to have
progeny, even
though she
has not done
any offence
and not
punished.
Jaipur (FIB): Rajasthan
High Court Bar Association
has written a letter to the
Legal Services Authority
and questioned the Lok
Adalats to be organized
on August 13 in all the
courts of the state by the
Rajasthan State Legal
Services Authority.
Bar Prez Bhuvnesh Sharma
and General Secy GP
Sharma said in the letter
that the Lok Adalats are not
being held smoothly. “With
the money spent on Lok
Adalats, many new courts
can be set up and cases
can be settled quickly,” they
said. The upcoming Lok
Adalat is proposed on Aug
13 and there is a public
holiday on the dates before
and after Aug 13. In such a
situation, the members/ad-
vocates and office bearers
of the Bar will not be able
to register their presence in
this Lok Adalat. Therefore,
this Lok Adalat should be
adjourned,” he said.

Jaipur: The Akhil Bharatiya Vidyarthi Parishad national secy
Hoshyar Meena said that the admission process in universi-
ties and colleges is going on, amid this even if elections are
held on August 26, even 50% of the students will not be
able to vote. In such a situation, students should be given
concession by extending the date. Meanwhile, a final warn-
ing has been issued to the outgoing office representatives of
the Students Union who have not vacated the student union
offices. According to Notice, if the student union offices are
not vacated by Tuesday, then the offices will be locked on
Wednesday by DSW. According to the rules, the university
admin had to get the office vacated by the end of session.
Jaipur: MP Dr Kirodi Lal Meena on Monday said that the
govt should make efforts for the protection of Amagarh, the
historical heritage of the Meena community. “For this, I have
also sent a letter to Cm Gehlot,” he said. Meena went to the
Shiva temple in Amagarh today and offered prayers. He also
hoisted the white colored flag of the Meena community with
Jai Meenesh written on it. The MP also targeted independent

Bharti Airtel is the second
biggest bidder in the 5G
spectrum action. Reliance
Jio is the biggest bidder
accounting for 58.65% of the
total valued at Rs 1,50,173
crore. “Airtel is delighted
with the results of the 5G
auction. This spectrum
acquisition at the latest
auction has been a part of a
deliberate strategy to buy
the best spectrum assets at a
substantially lower relative
cost compared to our
competition,” Gopal Vittal,
MD CEO, Bharti Airtel,
said in a statement
5G
he fifth generation (5G) tele-
com services are likely to be
launched in India by October
this year as the government
on Monday successfully com-
pleted the spectrum auction
mopping up over Rs 1.50 lakh
crore in bids by four compa-
nies including Reliance Jio,
Bharti Airtel, Vodafone Idea
and Adani Data Networks.
Union Minister of Com-
munications, Electronics
and Information Technology
Ashwini Vaishnaw said the
allocation of the spectrum to
the successful bidders would
be done by August 10 and the
5G services are likely to be
launched in the country by
October this year. “Auction
has been completed and in
the next few days, till August
10, all formalities including
approving and allocating the
spectrum will be done,” he
added.
It seems we would be able
to launch 5G in the country
by October. The ongoing 5G
spectrum auction indicates
that the country’s telecom
industry has come a long way
in 5G advancements. Better
availability of spectrum will
improve the quality of tele-
com services in the country
.
“Jio’s 5G solution is made
in India, by Indians and to
suit the need of every Indian.
Jio is fully ready for 5G roll-
out in the shortest period of
time because of its nation-
wide fibre presence, all-IP
network with no legacy infra-
structure, indigenous 5G
stack and strong global part-
nerships across the technol-
ogy ecosystem,” Reliance Jio
said.
The total cost of acquiring
the right to use the above
technology agnostic spec-
trum for a period of 20 years
is Rs 88,078 crore. As per
terms of the spectrum auc-
tion, the spectrum payments
have to be made over 20
equated annual instalments,
with interest computed at 7.2
per cent per annum.
“Jio has acquired a unique
combination of low-band,
mid-band and mmWave spec-
trum, which coupled with
our deep fibre network and
indigenous technology plat-
forms, will enable us to pro-
vide 5G Everywhere and 5G
For All (consumers and en-
terprises),” the company
said.
Through this acquisition,
Jio’s total owned spectrum
footprint has increased sig-
nificantly to 26,772 MHz (up-
link + downlink), which is
the highest in India.
“5G technology is the revo-
lution that can alter India’s
manufacturing, services and
several other sectors. We re-
main fully committed to the
Government’s Digital India
vision and will continue to do
what is needed to ensure that
India becomes a beacon for
the world in terms of tech-
nology,” Vittal said.

as he urged the judiciary to
expedite the release of un-
dertrials confined in various
prisons. Release of under-
trial prisoners is not the re-
sponsibility of the judiciary
alone. States must also take
their share of the blame.
The Supreme Court has
been repeatedly emphasiz-
ing the importance of bail
not jail. The PM’s exhorta-
tion to the judiciary came a
week after the Supreme
Court issued a stern warn-
ing to Uttar Pradesh where
hundreds of one-time offend-
ers have been languishing in
jails for over ten years de-
spite the Apex Court’s or-
ders. A bench of Justices SK
Kaul and MM Sundresh held
both the state government
and the Allahabad High

insensitive to the plight of
undertrials and warned that
it “will pass a blanket order
granting bail”. The court
asked the UP government to
furnish details of undertri-

Even Chief Justice of In-

said that the judiciary
should expedite release of
undertrials awaiting legal
aid and urged that “modern
technological tools should
be used to enhance the pace
of justice delivery”.
Out of 6.10 lakh prisoners
in the country nearly 80 per-
cent are undertrials. Their
continued presence in jails
slows down the criminal jus-
tice system. The slow justice
delivery mechanism adds to
the pile of cases pending be-

from the lower strata of soci-

access to legal aid.

New Delhi: Trinamool
Congress President
and West Bengal Chief
Minister Mamata Ba-
nerjee is going to visit
Delhi for four-five days.
She is expected to
reach Delhi in the mid-
dle of the ongoing
monsoon session of
Parliament and just be-
fore the Vice Presiden-
tial election. This time
her Delhi tour is ex-
pected to be different
from before. In fact,
her visit this time
around is like a politi-
cal test. This visit will
show what kind of pol-
itics she will do in the
coming days. Mamata
is on the back foot with
the arrest of her par-
ty’s number two leader
Partha Chatterjee and
the recovery of a pile
of notes in the ED’s ac-
tion at her close ones.
This is the first time
that Mamata’s stance
has loosened. Instead
of supporting Partha
Chatterjee, she re-
moved him from minis-
terial post and all party
posts. At the same
time, it also said that
the Trinamool will not
raise any question on
the punishment given
to Parth according to
the law. Informed
sources say that over
Rs 50 crore cash and
Partha Chatterjee has
been sacrificed to save
Abhishek Banerjee
and his wife. The deci-
sion not to vote in the
Vice Presidential elec-
tion is also being said
to be part of the same
bargain.
That’s why this time
Didi’s visit is very im-
portant. According to
sources, she will reach
Delhi on August 4 and
will stay till August 8.
During this, there is
talk of her meeting So-
nia Gandhi on August
5, i.e. Friday. The next
day is the election of
the Vice President. The
question is, will Mama-
ta change her mind af-
ter meeting Sonia Gan-
dhi and her MPs will
vote in favor of Con-
gress candidate Marga-
ret Alva? In fact, the
most important meet-
ing of Mamta’s visit to
Delhi this time is to be
with Sonia and only af-
ter this meet will it be
known the strategy un-
der which Didi will
take her politics ahead.
This time the CM of
West Bengal will at-
tend the Governing
Council meeting of
NITI Aayog, which she
had earlier boycotted.
This meeting is to be
held on August 7 under
the chairmanship of
the PM. Mamata, who
has been showing re-
bellious attitude in the
meetings convened by
the central govern-
ment till now, is attend-
ing the meeting of
NITI Aayog, which is
believed to be a sign
that she is not in the
mood to increase fur-
ther confrontation
with the government.
Then how can it be ex-
pected that she will do
the politics of opposi-
tion and work out a
strategy with Sonia
Gandhi? In the situa-
tion she appears to be
in, she is unlikely to
work for opposition
unity. However, in this
possible five-day visit,
she is scheduled to
meet all the leaders
from Sharad Pawar to
Akhilesh Yadav and K
Chandrashekhar Rao.
Mamata didi’s Delhi tour will be her penultimate ‘political test’!

New Delhi: Adhir Ran-
jan Chowdhury is of no
use to the Congress and
yet, despite this, he is
holding two important
positions. He is the
President of West Ben-
gal Pradesh Congress
Committee and Leader
of Congress in Lok Sab-
ha. Congress had made
him the state president
before the last assembly
elections with great
hope, but despite all his
efforts, not a single Con-
gress MLA could win.
Yet he is the President
of the state unit. Simi-
larly, because of him in
the Lok Sabha, the Con-
gress has been in trou-
ble many times and,
without any intention
to do so, he has helped
the central government
to divert attention from
the real issues. Because
of him, Mamata Baner-
jee is also angry with
the Congress and her
party keeps a fair dis-
tance from the Con-
gress. Only when the
controversy has arisen
due to his remarks
made on the President,
the demand for his re-
placement has intensi-
fied.
But the question is
whom should the party
hand over the position
currently held by Adhir
in the Lok Sabha? Ra-
hul Gandhi should be-
come the leader of the
party in the Lok Sabha.
He can become both the
Congress President and
the leader of the Parlia-
mentary Party. In the
past also the Congress
President has been the
leader of the Parlia-
mentary Party, case in
point is Sonia Gandhi.
But in view of the BJP
and especially Prime
Minister Narendra
Modi’s attack on dynas-
ty, he is not being made
a leader. Apart from
them, the names of
Shashi Tharoor and
Manish Tiwari are dis-
cussed but both of them
have been members of
G-23, a group of rebel
Congress leaders. Any-
way
, BJP has been slam-
ming Tharoor for a long
time and Tiwari has
taken a different line
from Congress on Agn-
eepath plan. The Con-
gress has experienced
leaders K Muraleed-
haran and K Suresh,
along with the newcom-
ers are Ravneet Singh
Bittu, Manickam
Tagore, Revanth Reddy
etc. Hence, if Congress
decides to change the
leader, it will not have
any problem in decid-
ing the name.

POSTAL REG NO. JPC/004/2022-24
Rajendra Chhabra
Jaipur: The much-
awaited IAS transfer list
was released on Sunday
but it, according to ob-
servers, was a ‘half-
hearted’ attempt, as
merelyfourvacantposts
have been filled from
among the one and a
half dozen vacant posts
whileimportantandma-
jor departments have
been left as it is, to the
‘mercy’ of ‘additional
charge’.Infact,onemore
post has gone vacant,
whiletwomoreaddition-
al charges have been
handed in the new list.
The surprising trans-
fer has been of senior
IASSudhanshPant,who
has been removed from
his post of Chairman of
the Pollution Control
Board within 110 days.
Just like he was sudden-
lyremovedfromthepost
of ACS,PHED,analmost
similar has been his re-
moval this time around
aswell.Wordisthatmin-
isters have been the
cause of his transfer.
This is Pant’s fourth
transfer in the current
government and it re-
mains to be seen as to
howlonghewillserveon
the seat of DG, HCM-RI-
PA, since he may get a
posting in the Centre as
Secretary at any time.
The appointment of
KK Pathak to the post of
Secretary
, Finance (Rev-
enue) is an ideal deci-
sion. A 2001 batch IAS,
Pathak is a hard-work-
ingandsilentperformer,
who has experience of
working in 2 districts as
a Collector and as Secre-
tary of 5 departments in
theStateSecretariat.No-
tably
, over the past year,
three Secretaries have
been changed in this im-
portant and responsible
position and it is be-
lieved that Pathak will
play a long innings here.
Kumar Pal Gautam
has been appointed as
the 7th Excise Commis-
sioner in the current
government. The reason
for quick changes of the
Commissioner has been
the inability of previous
officials to come true to
state government’s
hopes and tests. Kumar
Pal,a2009batchIAS,has
beenchosenfromamong
many claimants. Gau-
tam, who has served as
Collector in four dis-
tricts till now, was carry-
ing out the responsibili-
ty of RUIDP and it will
be worthwhile to see
how he successfully nav-
igates through the chal-
lenging responsibility
.
Notably
, Kumar Pal had
the additional charge of
the Project Director of
Jal Jeevan Mission.
However, whether Ku-
mar would continue to
execute his responsibili-
tiestowardstheMission,
has not been cleared by
the DoP
.
Handing T. Ravikant
the responsibility of the
PollutionControlBoard,
as an additional charge,
is also a surprising step
as he already has full-
time responsibility of
Prasaran Nigam and
Urja Nigam in the Vidy-
ut Bhawan. 1998 batch
IASRavikantisatrusted
and result-oriented of-
ficerandhasshowngood
performance in the Fi-
nance Department as
well. It has merely been
3 months since he took
over the job at Vidyut
Bhawan and thus, hand-
ing him the new role of
Pollution Control Board
is not only impractical
but also unjustified.
LSG Secretary Jogar-
am was handed the ad-
ditional charge of City
Transport Company in
the previous list, i.e. two
major responsibilities.
Now,hehasbeenhanded
the additional charge of
Project Director, RUIDP
.
It has merely been 7
months since the 2005
batch IAS Jogaram was
promoted to the post of
Secretary and therefore,
in the initial stages, he
has been handed too
much work.
The State Govern-
mentbecamesodisgrun-
tled with IAS Manju Ra-
jpal that in September
2021, she was suddenly
transferred to Ajmer
from Jaipur from her
post as Secretary
, Pan-
chayati Raj. But now, it
seemsalliswellbetween
the government and Ra-
jpal as she has been
brought back to the Sec-
retariat and handed the
reins of Rural Develop-
ment.
Even though a new
transfer list has been re-
leased, however, the
man-managementisstill
far from perfect and is
still extremely ‘dis-
turbed’. Therefore, a
new list is now due.
DOP tries to ‘handle’ man-mgmt, makes it more difficult for self!

New Delhi: Let us tell
you an interesting anec-
dote about the ‘discrete’
working style of Prime
Minister Narendra
Modi and Home Minis-
ter Amit Shah! The an-
ecdote pertains to the
candidature of Jagdeep
Dhankhar for the post
of Vice- President.
Highly placed sourc-
es in ‘relevant’ circles
have revealed that
Dhankhar had met the
Home Minister on July
15 at 11 am and briefed
him on the situation in
Bengal for about 40 min-
utes. After this, on July
16, at around 4 pm,
Dhankhar reached to
meet the Prime Minis-
ter and the entire focus
of the conversation held
for about half an hour
was on Bengal.
However, during
their meeting with
Dhankhar, Modi-Shah
did not even give an
iota of hint to the West
Bengal Governor of
his possible candida-
ture for the post of
Vice-President. And
then on the same day at
7 pm, JP Nadda an-
nounced Dhankhar’s
candidature in a press
conference.
During this time,
Dhankhar was at the
President’s farewell
banquet, where he re-
ceived Nadda’s mes-
sage. Even the Rashtra-
pati Bhavan was also
keeping an eye on all
these developments.
Therefore, immediately
after the said announce-
ment, Dhankhar’s din-
ner table was changed
and then Dhankhar sat
at the table next to the
President.

ASTHANA NEW WB GOVERNOR?
Political circles in New Delhi are abuzz with the discus-
sion that former Delhi Police Commissioner Rakesh
Asthana, who retired from service on Sunday, could be
appointed as the next WB Governor. Notably, Bengal Gov-
ernor Jagdeep Dhankhar has recently been announced
as NDA’s candidate for the post of Vice- President his
appointment is believed to be a mere formality since
NDA has the required numbers. Thus, the seat vacated
by Dhankhar’s movement, could go to Asthana, who is
adept in handling law order of troubled areas.

the most remark-

ary animals, it is the dy-

the attention of the globe;
for millennia, people have
used feathers as fashion ac-
cessories. However, the his-
tory of feathers has gradu-
ally changed from one that
depicts local cultures and
historical eras to one that
questions the development
of sustainability in fashion.
With our evolutionary
cousins the Neanderthals,
who lived circa 60 B.C.,
feathers were first used as
sartorial ornamentation.
According to scientific re-
search, Neanderthals pre-
ferred to wear the darker
feathers of raptors. Ostrich
feathers were later worn in
the hair of high-ranking an-
cient Egyptians as a sign of
devotion to Ma’at, the god-
dess of
truth and
b a l a n c e ,
who was pic-
tured with
wings and a
single feather
on her head. An-
cient tribes
throughout the
world saw the practice
of adorning the body
with natural materials
like feathers, pelts, and
leaves as a means to pay
tribute to the land’s pro-
tective properties.
This season, feathers
are added to almost every
casual piece of clothing,
from cute cardigan collars
and cuffs to sweatshirt
sleeves, leggings, and t-
shirts.
Wide-leg jeans and cable
knit sweaters are also em-
bellished with the material.
Even yet, if wearing feath-
ers still seems a little bold
to you, Monsoon Season is
a great opportunity to
treat yourself to stun-
ning feather attire. Be
like the bird who,
pausing in her flight

her, and yet sings,
knowing she hath

KARTIK BAJORIA

Communication Skills

u b l i c
Speaking
is a much
sought-af-
ter skill.
The ability
to convinc-
ingly put forth
one’s ideas, views,
p e r s p e c t i v e s ,
thoughts and
opinions, is a cru-
cial and hugely ad-
vantageous power
to have. It is use-
ful to students at
school and col-
lege, and later in
one’s professional
work-life. One fac-
et of effective
communication is
of course to be
able to pen down
one’s thoughts.
The other and
arguably tougher
aspect is commu-
nicating these
views, vocalizing
and verbalizing
them, in a public
scenario. For the
latter, there is no
better forum, than
debating!
P
TAPPING INTO AN
INHERENT SKILL
People the world over,
and perhaps we Indi-
ans more than others,
love a gregarious argu-
ment. We have a rich
history of debating
through the various
ages of our history
and a culture of re-
solving problems, is-
sues, and matters,
through discussion
and deliberation. I tru-
ly believe that each In-
dian possesses an in-
herent quality to de-
bate – to weigh the
pros and cons of a
situation and come to
the most suitable con-
clusion/solution. We
debate in our heads all
the time, and make
choices based on these
debates, from the
smallest and most
seemingly banal ques-
tions such as Tea vs
Coffee to larger, more
pressing matters such
as whom to vote for. To
take this innate talent
and bring it on to a
formal Debating stage
is only going to hone
and polish this craft
that is naturally em-
bedded in us.
DEMOCRATIC FAIR
In a war-torn world
where several parts of
the globe are experi-
encing strife; it is all
the more important for
young people to real-
ize, understand, appre-
ciate, and implement
the potential of mean-
ingful dialogue. Noth-
ing is ever resolved
using violence. It is an
intellectual presenta-
tion of varying points
of view, and a deep
analysis of these di-
verse notions, that will
lead to a fair, demo-
cratic, and just man-
ner in which to tackle
and resolve issues. De-
bating instils precisely
these qualities in
young students who
seriously adopt this
pursuit. Not only do
they learn how to rep-
resent their concerns
but they also develop a
keen and genuine
sense of listening, and
therefore empathy to-
wards the other.
UNDERSTANDING
ISSUES OPINION
FORMATION
When young people
are given debating top-
ics, they are compelled
to study, research and
scrutinize those top-
ics. This increases
their understanding
of pressing global and
local issues, added to
which they then infuse
their views of the spe-
cific topic. It helps to
refine one’s opinion-
formation and develop
a logical, fact-based,
well-thought-out way
of approaching not
only the topics that
are being debated
but pretty
m u c h
any situation they are
confronted with,
throughout life. In that
sense, the scope of de-
bating is not restricted
to just that specific ver-
bal duel but rather a
lifelong skill and a sci-
entific way of thinking
and breaking down
any matter. Debaters
often imbibe a strong
sense of looking at a
certain issue from var-
ious perspectives, and
this is an invaluable
skill to have.
CONFIDENT
SELF-ASSURED
INDIVIDUALS
Debating is an activity
that forces partici-
pants to take on cer-
tain fears, head-on.
Stage fright, public ad-
dress, nervousness
and butterflies in one’s
stomach; are all very
normal feelings that
one experiences when
talking to a large, live
audience. The more
one debates, the better
one gets at dealing
with and handling
these fears. What one
emerges as, is a confi-
dent and self-assured
individual who is una-
fraid, uninhibited, and
unencumbered by the
prospect of speaking
one’s mind clearly
, con-
nivingly and succinct-
ly
. Yes, making
speeches and oth-
er forms of Public
Speaking can
also do the
same.Havingsaidthat,
I feel the efficacy, the
sharp learning curve
that debating presents,
is unparalleled.
AVENUES
Debaters who have
had a certain amount
of practice and expo-
sure automatically
open up several work
avenues for them-
selves. Many profes-
sions and fields of
work require clear
and concise communi-
cation skills. The For-
eign Services, Admin-
istrative Services and
Law are just a few ex-
amples that come to
mind instantly, where
an individual who can
persuasively put forth
ideas, views and opin-
ions will be very well
served in that particu-
lar role/job. There-
fore, not only does de-
bating help one at
school and college lev-
els but it is also some-
thing that has real-
world and practical
applications.
The world of debat-
ing is full of potential.
It is a dynamic, evolv-
ing, exciting ambit
that is far beyond just
an immersive time-
pass. It has relevant
and real merits and
should be tried by as
many young students
as possible. It can be
extremely liberating
and empowering. On
this, there is no
debate!

New Delhi (FIB): Su- preme Court on Monday refused to intervene in a Raj HC’s order which had granted parole of fifteen days to a life-term con- vict to father of a child. The high court’s ruling was challenged in the SC by the Rajasthan govt last month. The state gov, in its petition, had contended that order has opened flood gates and that many convicts are now applying for parole on the same ground. The Supreme Court today asked the Raj govt to approach the high court with its concerns. A bench of Justic- es Sanjiv Khanna and Bela M Trivedi said if any other convict gets furlough on the same ground and the Raj govt has an objection to it, then it can approach the High Court. The top court said it has reserva- tions about some of the observations made by the Raj HC, but it will not intervene in the matter. On April 18, the Raj HC gave parole to Nand Lal — who is in Ajmer Cen- tral Jail — after his wife approached the court, seeking that she be allowed to have a child. Citing “want of progeny” she appealed that her husband be granted parole. She pleaded that she has been deprived of her right to have progeny, even though she has not done any offence and not punished. • 4. Bharti Airtel is the second biggest bidder in the 5G spectrum action. Reliance Jio is the biggest bidder accounting for 58.65% of the total valued at Rs 1,50,173 crore. “Airtel is delighted with the results of the 5G auction. This spectrum acquisition at the latest auction has been a part of a deliberate strategy to buy the best spectrum assets at a substantially lower relative cost compared to our competition,” Gopal Vittal, MD CEO, Bharti Airtel, said in a statement 5G he fifth generation (5G) tele- com services are likely to be launched in India by October this year as the government on Monday successfully com- pleted the spectrum auction mopping up over Rs 1.50 lakh crore in bids by four compa- nies including Reliance Jio, Bharti Airtel, Vodafone Idea and Adani Data Networks. Union Minister of Com- munications, Electronics and Information Technology Ashwini Vaishnaw said the allocation of the spectrum to the successful bidders would be done by August 10 and the 5G services are likely to be launched in the country by October this year. “Auction has been completed and in the next few days, till August 10, all formalities including approving and allocating the spectrum will be done,” he added. It seems we would be able to launch 5G in the country by October. The ongoing 5G spectrum auction indicates that the country’s telecom industry has come a long way in 5G advancements. Better availability of spectrum will improve the quality of tele- com services in the country . “Jio’s 5G solution is made in India, by Indians and to suit the need of every Indian. Jio is fully ready for 5G roll- out in the shortest period of time because of its nation- wide fibre presence, all-IP network with no legacy infra- structure, indigenous 5G stack and strong global part- nerships across the technol- ogy ecosystem,” Reliance Jio said. The total cost of acquiring the right to use the above technology agnostic spec- trum for a period of 20 years is Rs 88,078 crore. As per terms of the spectrum auc- tion, the spectrum payments have to be made over 20 equated annual instalments, with interest computed at 7.2 per cent per annum. “Jio has acquired a unique combination of low-band, mid-band and mmWave spec- trum, which coupled with our deep fibre network and indigenous technology plat- forms, will enable us to pro- vide 5G Everywhere and 5G For All (consumers and en- terprises),” the company said. Through this acquisition, Jio’s total owned spectrum footprint has increased sig- nificantly to 26,772 MHz (up- link + downlink), which is the highest in India. “5G technology is the revo- lution that can alter India’s manufacturing, services and several other sectors. We re- main fully committed to the Government’s Digital India vision and will continue to do what is needed to ensure that India becomes a beacon for the world in terms of tech- nology,” Vittal said. —WITH INPUTS FROM ANI T MONI SHARMA The writer is Editor, News at First India ROLLOUT LIKELYBYOCTOBER; SPECTRUMALLOCATION SOON! Lauding the Indian central bank RBI Rajan said, “The RBI has done a good job in increas- ing the reserves. Our foreign debts are also less.” Low foreign debt and high Forex reserves make Indian economy resilient, Rajan said. In the past Rajan was critical of the way the econ- omy was being handled. This praise was used by Sitharaman to chide Congress members who have been constantly raising the issue of price rise. Walking out was the best option for them. A rime Minister Narendra Modi said “Ease of Jus- tice” is as impor- tant as Ease of Doing Business and Ease of Living in the 75th year of in- dependence being celebrated as Azadi ka Amrit Mahotsav as he urged the judiciary to expedite the release of un- dertrials confined in various prisons. Release of under- trial prisoners is not the re- sponsibility of the judiciary alone. States must also take their share of the blame. The Supreme Court has been repeatedly emphasiz- ing the importance of bail not jail. The PM’s exhorta- tion to the judiciary came a week after the Supreme Court issued a stern warn- ing to Uttar Pradesh where hundreds of one-time offend- ers have been languishing in jails for over ten years de- spite the Apex Court’s or- ders. A bench of Justices SK Kaul and MM Sundresh held both the state government and the Allahabad High Court responsible for being insensitive to the plight of undertrials and warned that it “will pass a blanket order granting bail”. The court asked the UP government to furnish details of undertri- als in jail. Even Chief Justice of In- dia NV Ramana recently said that the judiciary should expedite release of undertrials awaiting legal aid and urged that “modern technological tools should be used to enhance the pace of justice delivery”. Out of 6.10 lakh prisoners in the country nearly 80 per- cent are undertrials. Their continued presence in jails slows down the criminal jus- tice system. The slow justice delivery mechanism adds to the pile of cases pending be- fore the courts. Being mostly from the lower strata of soci- ety these under-trials have no access to legal aid. Kejriwal being presented with a plough by party leaders at Porbandar airport on Monday. Sharat K Verma New Delhi: Trinamool Congress President and West Bengal Chief Minister Mamata Ba- nerjee is going to visit Delhi for four-five days. She is expected to reach Delhi in the mid- dle of the ongoing monsoon session of Parliament and just be- fore the Vice Presiden- tial election. This time her Delhi tour is ex- pected to be different from before. In fact, her visit this time around is like a politi- cal test. This visit will show what kind of pol- itics she will do in the coming days. Mamata is on the back foot with the arrest of her par- ty’s number two leader Partha Chatterjee and the recovery of a pile of notes in the ED’s ac- tion at her close ones. This is the first time that Mamata’s stance has loosened. Instead of supporting Partha Chatterjee, she re- moved him from minis- terial post and all party posts. At the same time, it also said that the Trinamool will not raise any question on the punishment given to Parth according to the law. Informed sources say that over Rs 50 crore cash and Partha Chatterjee has been sacrificed to save Abhishek Banerjee and his wife. The deci- sion not to vote in the Vice Presidential elec- tion is also being said to be part of the same bargain. That’s why this time Didi’s visit is very im- portant. According to sources, she will reach Delhi on August 4 and will stay till August 8. During this, there is talk of her meeting So- nia Gandhi on August 5, i.e. Friday. The next day is the election of the Vice President. The question is, will Mama- ta change her mind af- ter meeting Sonia Gan- dhi and her MPs will vote in favor of Con- gress candidate Marga- ret Alva? In fact, the most important meet- ing of Mamta’s visit to Delhi this time is to be with Sonia and only af- ter this meet will it be known the strategy un- der which Didi will take her politics ahead. This time the CM of West Bengal will at- tend the Governing Council meeting of NITI Aayog, which she had earlier boycotted. This meeting is to be held on August 7 under the chairmanship of the PM. Mamata, who has been showing re- bellious attitude in the meetings convened by the central govern- ment till now, is attend- ing the meeting of NITI Aayog, which is believed to be a sign that she is not in the mood to increase fur- ther confrontation with the government. Then how can it be ex- pected that she will do the politics of opposi- tion and work out a strategy with Sonia Gandhi? In the situa- tion she appears to be in, she is unlikely to work for opposition unity. However, in this possible five-day visit, she is scheduled to meet all the leaders from Sharad Pawar to Akhilesh Yadav and K Chandrashekhar Rao. Mamata didi’s Delhi tour will be her penultimate ‘political test’! WB CM Mamata Banerjee WB TO CARVE OUT 7 NEW DISTS: CM Kolkata: West Bengal is set to get seven new districts with the cabinet giving its nod to the proposal, Chief Minister Mamata Banerjee said on Monday. He is the President of West Ben- gal Pradesh Congress Committee and Leader of Congress in Lok Sab- ha. Congress had made him the state president before the last assembly elections with great hope, but despite all his efforts, not a single Con- gress MLA could win. Yet he is the President of the state unit. Simi- larly, because of him in the Lok Sabha, the Con- gress has been in trou- ble many times and, without any intention to do so, he has helped the central government to divert attention from the real issues. Because of him, Mamata Baner- jee is also angry with the Congress and her party keeps a fair dis- tance from the Con- gress. Only when the controversy has arisen due to his remarks made on the President, the demand for his re- placement has intensi- fied. But the question is whom should the party hand over the position currently held by Adhir in the Lok Sabha? Ra- hul Gandhi should be- come the leader of the party in the Lok Sabha. He can become both the Congress President and the leader of the Parlia- mentary Party. In the past also the Congress President has been the leader of the Parlia- mentary Party, case in point is Sonia Gandhi. But in view of the BJP and especially Prime Minister Narendra Modi’s attack on dynas- ty, he is not being made a leader. Apart from them, the names of Shashi Tharoor and Manish Tiwari are dis- cussed but both of them have been members of G-23, a group of rebel Congress leaders. Any- way , BJP has been slam- ming Tharoor for a long time and Tiwari has taken a different line from Congress on Agn- eepath plan. The Con- gress has experienced leaders K Muraleed- haran and K Suresh, along with the newcom- ers are Ravneet Singh Bittu, Manickam Tagore, Revanth Reddy etc. Hence, if Congress decides to change the leader, it will not have any problem in decid- ing the name. • 9. Challenge is the one thing which can be defined as the elixir of life, which constantly motivates a human to do more and keep striving! —Dr Jagdeesh Chandra, CEO Editor-in-Chief, First India JAIPUR | TUESDAY, AUGUST 2, 2022 www.firstindia.co.in I https://firstindia.co.in/epapers/jaipur I twitter.com/thefirstindia I facebook.com/thefirstindia I instagram.com/thefirstindia 08 2NDFRONT POSTAL REG NO. JPC/004/2022-24 Rajendra Chhabra Jaipur: The much- awaited IAS transfer list was released on Sunday but it, according to ob- servers, was a ‘half- hearted’ attempt, as merelyfourvacantposts have been filled from among the one and a half dozen vacant posts whileimportantandma- jor departments have been left as it is, to the ‘mercy’ of ‘additional charge’.Infact, onemore post has gone vacant, whiletwomoreaddition- al charges have been handed in the new list. The surprising trans- fer has been of senior IASSudhanshPant, who has been removed from his post of Chairman of the Pollution Control Board within 110 days. Just like he was sudden- lyremovedfromthepost of ACS,PHED,analmost similar has been his re- moval this time around aswell.Wordisthatmin- isters have been the cause of his transfer. This is Pant’s fourth transfer in the current government and it re- mains to be seen as to howlonghewillserveon the seat of DG, HCM-RI- PA, since he may get a posting in the Centre as Secretary at any time. The appointment of KK Pathak to the post of Secretary , Finance (Rev- enue) is an ideal deci- sion. A 2001 batch IAS, Pathak is a hard-work- ingandsilentperformer, who has experience of working in 2 districts as a Collector and as Secre- tary of 5 departments in theStateSecretariat.No- tably , over the past year, three Secretaries have been changed in this im- portant and responsible position and it is be- lieved that Pathak will play a long innings here. Kumar Pal Gautam has been appointed as the 7th Excise Commis- sioner in the current government. The reason for quick changes of the Commissioner has been the inability of previous officials to come true to state government’s hopes and tests. Kumar Pal,a2009batchIAS,has beenchosenfromamong many claimants. Gau- tam, who has served as Collector in four dis- tricts till now, was carry- ing out the responsibili- ty of RUIDP and it will be worthwhile to see how he successfully nav- igates through the chal- lenging responsibility . Notably , Kumar Pal had the additional charge of the Project Director of Jal Jeevan Mission. However, whether Ku- mar would continue to execute his responsibili- tiestowardstheMission, has not been cleared by the DoP . Handing T. Ravikant the responsibility of the PollutionControlBoard, as an additional charge, is also a surprising step as he already has full- time responsibility of Prasaran Nigam and Urja Nigam in the Vidy- ut Bhawan. 1998 batch IASRavikantisatrusted and result-oriented of- ficerandhasshowngood performance in the Fi- nance Department as well. It has merely been 3 months since he took over the job at Vidyut Bhawan and thus, hand- ing him the new role of Pollution Control Board is not only impractical but also unjustified. LSG Secretary Jogar- am was handed the ad- ditional charge of City Transport Company in the previous list, i.e. two major responsibilities. Now,hehasbeenhanded the additional charge of Project Director, RUIDP . It has merely been 7 months since the 2005 batch IAS Jogaram was promoted to the post of Secretary and therefore, in the initial stages, he has been handed too much work. The State Govern- mentbecamesodisgrun- tled with IAS Manju Ra- jpal that in September 2021, she was suddenly transferred to Ajmer from Jaipur from her post as Secretary , Pan- chayati Raj. But now, it seemsalliswellbetween the government and Ra- jpal as she has been brought back to the Sec- retariat and handed the reins of Rural Develop- ment. Even though a new transfer list has been re- leased, however, the man-managementisstill far from perfect and is still extremely ‘dis- turbed’. Therefore, a new list is now due. Highly placed sourc- es in ‘relevant’ circles have revealed that Dhankhar had met the Home Minister on July 15 at 11 am and briefed him on the situation in Bengal for about 40 min- utes. After this, on July 16, at around 4 pm, Dhankhar reached to meet the Prime Minis- ter and the entire focus of the conversation held for about half an hour was on Bengal. However, during their meeting with Dhankhar, Modi-Shah did not even give an iota of hint to the West Bengal Governor of his possible candida- ture for the post of Vice-President. And then on the same day at 7 pm, JP Nadda an- nounced Dhankhar’s candidature in a press conference. During this time, Dhankhar was at the President’s farewell banquet, where he re- ceived Nadda’s mes- sage. Even the Rashtra- pati Bhavan was also keeping an eye on all these developments. Therefore, immediately after the said announce- ment, Dhankhar’s din- ner table was changed and then Dhankhar sat at the table next to the President. Beyond avi- ary animals, it is the dy- namicanddiversebeautyof feathers that has captured the attention of the globe; for millennia, people have used feathers as fashion ac- cessories. However, the his- tory of feathers has gradu- ally changed from one that depicts local cultures and historical eras to one that questions the development of sustainability in fashion. With our evolutionary cousins the Neanderthals, who lived circa 60 B.C., feathers were first used as sartorial ornamentation. According to scientific re- search, Neanderthals pre- ferred to wear the darker feathers of raptors. Ostrich feathers were later worn in the hair of high-ranking an- cient Egyptians as a sign of devotion to Ma’at, the god- dess of truth and b a l a n c e , who was pic- tured with wings and a single feather on her head. An- cient tribes throughout the world saw the practice of adorning the body with natural materials like feathers, pelts, and leaves as a means to pay tribute to the land’s pro- tective properties. This season, feathers are added to almost every casual piece of clothing, from cute cardigan collars and cuffs to sweatshirt sleeves, leggings, and t- shirts. Wide-leg jeans and cable knit sweaters are also em- bellished with the material. Even yet, if wearing feath- ers still seems a little bold to you, Monsoon Season is a great opportunity to treat yourself to stun- ning feather attire. The other and arguably tougher aspect is commu- nicating these views, vocalizing and verbalizing them, in a public scenario. For the latter, there is no better forum, than debating! P TAPPING INTO AN INHERENT SKILL People the world over, and perhaps we Indi- ans more than others, love a gregarious argu- ment. We have a rich history of debating through the various ages of our history and a culture of re- solving problems, is- sues, and matters, through discussion and deliberation. I tru- ly believe that each In- dian possesses an in- herent quality to de- bate – to weigh the pros and cons of a situation and come to the most suitable con- clusion/solution. We debate in our heads all the time, and make choices based on these debates, from the smallest and most seemingly banal ques- tions such as Tea vs Coffee to larger, more pressing matters such as whom to vote for. To take this innate talent and bring it on to a formal Debating stage is only going to hone and polish this craft that is naturally em- bedded in us. DEMOCRATIC FAIR In a war-torn world where several parts of the globe are experi- encing strife; it is all the more important for young people to real- ize, understand, appre- ciate, and implement the potential of mean- ingful dialogue. Noth- ing is ever resolved using violence. It is an intellectual presenta- tion of varying points of view, and a deep analysis of these di- verse notions, that will lead to a fair, demo- cratic, and just man- ner in which to tackle and resolve issues. De- bating instils precisely these qualities in young students who seriously adopt this pursuit. Not only do they learn how to rep- resent their concerns but they also develop a keen and genuine sense of listening, and therefore empathy to- wards the other. UNDERSTANDING ISSUES OPINION FORMATION When young people are given debating top- ics, they are compelled to study, research and scrutinize those top- ics. This increases their understanding of pressing global and local issues, added to which they then infuse their views of the spe- cific topic. It helps to refine one’s opinion- formation and develop a logical, fact-based, well-thought-out way of approaching not only the topics that are being debated but pretty m u c h any situation they are confronted with, throughout life. In that sense, the scope of de- bating is not restricted to just that specific ver- bal duel but rather a lifelong skill and a sci- entific way of thinking and breaking down any matter. Debaters often imbibe a strong sense of looking at a certain issue from var- ious perspectives, and this is an invaluable skill to have. CONFIDENT SELF-ASSURED INDIVIDUALS Debating is an activity that forces partici- pants to take on cer- tain fears, head-on. Stage fright, public ad- dress, nervousness and butterflies in one’s stomach; are all very normal feelings that one experiences when talking to a large, live audience. The more one debates, the better one gets at dealing with and handling these fears. What one emerges as, is a confi- dent and self-assured individual who is una- fraid, uninhibited, and unencumbered by the prospect of speaking one’s mind clearly , con- nivingly and succinct- ly . Yes, making speeches and oth- er forms of Public Speaking can also do the same.Havingsaidthat, I feel the efficacy, the sharp learning curve that debating presents, is unparalleled. AVENUES Debaters who have had a certain amount of practice and expo- sure automatically open up several work avenues for them- selves. Many profes- sions and fields of work require clear and concise communi- cation skills. The For- eign Services, Admin- istrative Services and Law are just a few ex- amples that come to mind instantly, where an individual who can persuasively put forth ideas, views and opin- ions will be very well served in that particu- lar role/job. There- fore, not only does de- bating help one at school and college lev- els but it is also some- thing that has real- world and practical applications. The world of debat- ing is full of potential. It is a dynamic, evolv- ing, exciting ambit that is far beyond just an immersive time- pass. It has relevant and real merits and should be tried by as many young students as possible. It can be extremely liberating and empowering. On this, there is no debate!
