New Delhi: Union Home Minister Amit Shah on
Wednesday spoke with Uttarakhand CM Pushkar
Singh Dhami and enquired about over a dozen
deaths due to electrocution in the state’s Chamoli district.
In a telephonic conversation with Uttarakhand CM Dhami,
the Union Home Minister took detailed inputs about the
incident. “Death of people due to electrocution in Chamoli,
Uttarakhand is very sad. I talked to Chief Minister @push-
kardhami ji and inquired about the incident. The adminis-
tration is engaged in providing treatment to the injured. I
express my condolences to the bereaved families and wish
the injured a speedy recovery,” Shah tweeted.

In a gruesome incident,
four members of a family
were on earlyWednesday
morning hacked with an
axe by a relative and the
bodies were set on fire at
Cheria village in Osian
town of Jodhpur, police
said. Among them, a six-
month girl child was al-
legedly hurled alive into
the fire. The police iden-
tified the assailant, iden-
tified as Pappu Ram (19),
a nephew of the head of
the victim’s family, and
caught him within 4
hours of the incident,
said DGPUmesh Mishra.

(Amendment)
Bill – 2023 to fur-
ther strengthen the
cooperative movement in
the state. This will pro-
vide relief to the common
people and fraud in the
allotment of plots by
housing cooperative soci-
eties will be stopped, said
Cooperative Minister
Udailal Anjana while
replying to the discussion
on the Bill in the House
on Wednesday.
Anjana said that under
the new provisions, the
registrar will now be able
to search and acquire the
records and property of
the society without the
permission of the court.
This will save the extra
time spent in the court
and speedy justice will
be available to the com-
mon man. Sub-section 3
of Section-63 of the Act
will also be removed
through the intoduction
of this Bill.

CAG REPORT TABLED
Fiscal Deficit declines to 4.03 pc, higher than FRBM Act target

mestic Product (GSDP)
decreased from 5.86 per
cent in 2020-21 to 4.03
per cent in 2021-22,
which was higher than
the target of three per
cent as prescribed under
FRBM Act, 2005, as per
the CAG report tabled
in Rajasthan Assembly
on Wednesday.
However, the Revenue
Deficit of the State Gov-
ernment was Rs 25,870
crore during the year
2021-22.
As per the CAG report,
during 2021-22, there
was short transfer of Em-
ployee contribution to
New Pension Scheme
(NPS) by Rs 641.89
crore. Further, a deferred
liability of Rs 809.00
crore on the part of state
government due to short
transfer of employee
contribution by Rs
778.28 crore and legacy
amount of Rs 30.72 crore
was also found.
Budgetary assump-
tions of the State Govern-
ment were not realistic
during 2021-22 and de-
spite carrying out an
elaborate pre-budget ex-
ercise to bring out effi-
ciency and transparency
in budget formulation
and execution, budgetary
estimates were off the
mark to a considerable
extent, and control over
the execution and moni-
toring of budget was in-
adequate, the report said.
“Despite flagging
these issues every year
over the last several
years, the State Govern-
ment has failed to take
corrective measures in
this regard,” the report
mentioned. Various de-
partments did not submit

cates aggregating to Rs
1,833.21 crore pertaining
to the period 2010-11 to
2020-21 to the office of
the auditor general as on
31 March 2022.
While evaluating the
financial performance of
state PSUs, the CAG re-
port said that the contri-
bution of PSUs to GSDP
of Rajasthan declined
from 8.29 per cent in
2019-20 to 7.44 per cent
in 2021-22.

earned profit, 12 PSUs
reported losses and three
PSUs had neither profit
nor loss during the year
2021-22.As on 31 March
2022, 23 PSUs had accu-
mulated losses of Rs

The total net worth of
these 15 PSUs was nega-
tive at Rs 62,749.66 crore
against the paid-up capi-
tal of Rs 34,596.22 crore,
as per the report.

purpose the Rajasthan
Laws Repeal Bill-2023
has been brought,
through which 133 obso-
lete and unnecessary
Acts will be repealed.
Dhariwal was speaking
on the Bill in the Assem-
bly on Wednesday after
after discussion.
“There has been a
continuous pro-
cess of repeal-
ing obsolete
and unneces-
sary laws.
Even before
this, many laws
have been repealed
through a similar process
four times. The repealed
Acts do not affect the
spirit of the original Act,
as the purpose for which
these Acts or amend-
ments were brought have
been fulfilled,” he said.
Meanwhile, Rajasthan
Appropriation (No.3)
Bill, 2023 was also
passed on Wednesday.

said that this bill has been
brought to authorize the
payment and appropria-
tion of certain more
amounts from the con-
solidated fund of the
state for the services of
the financial year 2023-
24. With the passing of
the Bill,an amount of

of paper leak and rigging
in the recruitment exami-
nations. In Zero Hour,
Leader of Opposition
Rajendra Rathore,
MLA Vasudev Devnani
and Ashok Lahoty raised
questions on recruitment
examinations. They al-
leged that Congress lead-
er Gopal Kesawat, who
was caught in the paper
leak and EO recruitment
exam, had links with
RPSC members. The BJP
created a ruckus demand-
ing the dissolution of the
RPSC and a CBI inquiry
into the RPSC recruit-
ments that have taken
place so far.
“Corruption is rampant
in RPSC. Don’t believe
us, but at least believe
Pilot Saheb (Sachin Pi-
lot). There should be a
CBI inquiry into all the
RPSC exams till now,”
Rathore said.
“During whose tenure 18
papers were leaked. 14
Exams should be can-
celled. In these, 1.30
crore candidates sat, paid
a fee of Rs 400 crore. The
hopes of those youths
were shattered by the pa-
per leak,” Rathore said.

2023 PASSED IN THE

The Rajasthan
State Fair Author-
ity Bill – 2023 was
passed by a voice vote in the
state assembly on Wednes-
day. Devasthan Minister
Shakuntala Rawat tabled the
bill in the house for discus-
sion, following which, it was
passed unanimously in the
house. Devasthan Minister
Shakuntala Rawat informed
that the bill has been intro-
duced for safe organization
of fairs, systematic manage-
ment and providing basic
facilities in the state. “District
committees will be formed
in each district for safe
organisation of fairs and fes-
tivals. By means of this bill,
arrangements and facilities
for electricity, water, toilets,
parking, transport, stay and
others will be ensured for
the devotees coming to the
fairs,” Shakuntala Rawat
informed the house.

be completed in a period of
20 months. He said that
the tender for this is in the
process of approval. He explained that there was a
natural delay due to other policy processes, including the
Centre not allowing the BSR for the year 2022. He was
replying to the supplementary questions asked by the
members in this regard during the Question Hour.

WOMAN MOLESTED IN COTTAGE WARD OF SMS
Churu: Three employees of a child observation home
were booked on Wednesday for their alleged involve-
ment in the rape of a 17-year-old Dalit girl in Churu
district, police said. Mahila Police Station has registered a
case under various sections of the IPC, POCSO Act and
sections of SC/ST Act against the accused, they said. Police
said that an investigation into the complaint lodged by the
victim has been initiated and further action will be taken after
taking the accused in custody for interrogation and after
recording the teenager’s statement.
Jaipur: A woman was allegedly molested by an
admitted patient in SMS Hospital, police said. Police
informed the accused, Sunil, was admitted to the
cottage ward of SMS Hospital for treatment of obesity. “The
accused belonged to Alwar. The accused telephoned a
home care service and called a female staff to look after
her sister. As soon as the woman reached the hospital and
entered the cottage ward, the accused closed the door and

odiji was a regular visi-
tor to my home. He is
simple, easy going and
his visits were not
work-related all the
time. He would come
to my place just to meet us or for a chit-
chat. And he used to address my mother
as “Vahini” which is the marathi for
“bhabhi”, i.e. sister-in-law. And when-
ever he felt that he had to visit Shanta-
ben, he would not think twice before
coming home. When Modiji got elected
for the first time, the first place he visited
wasJagannathMandirinAhmedabadfor
darshan.And his next stop was my place
because he used to treat my mother like
his own. My mother welcomed him with
great love and pride and the first thing
my wife and mother did was to do his
aarti which is a Hindu ritual to bless
someone. We offered him sweets to cel-
ebrate his well-deserved success. We
have a jhoola in our house and he went
and took his seat there, just like he al-
ways used to do when he visited as
Sangh Pracharak. I could see no change
in him and he was completely calm and
easy, just as we always knew him.
It was my son’s marriage in 2005 and
my mother, my wife  I, we reached CM
bungalow to invite him for the wedding.
He offered us ‘Pooranpoli,’ a famous
sweetthatislovedbyMaharashtrians.He
also assured us that he would attend my
son’s wedding saying “I will be there
100%!” Well, he honoured his word and
I want to share with my readers, that
when he arrived, his cavalcade of secu-
ritypersonnelremainedoutsideandthere
was no fanfare. He came to the event like
an ordinary person and met all our guests
and just became one with the crowd. His
greatness lies in simplicity and he met
everyonewithloveandhumilityandtook
a chair amongst all the guests. When it
was time for dinner, as a mark of rever-
ence, we offered to bring his plate to the
chairwherehewasseated.Buthowcould
that be possible when it is CM Modi?
He got up and took his plate and had
dinnerwitheveryoneandafterthat,heleft
the gathering winning everyone’s heart!
When my mother left for her heav-
enly abode, he was with us in this hour
of grief. He was filled with emotion
because my mother loved him like her
own son; in fact, she had a soft corner
for him and probably loved him more
than she loved me. He took three rounds
around the place where her body was
kept and paid homage to her. He stood
in silence for an hour close to her and
later left to meet other commitments.
Even after attaining such heights, he
would remember us and inquired about
me and the well-being of my brother.
Once I got COVID and he found this
out from someone. When I got dis-
charged from the hospital, I received a
call from him and he said “Vinod dada,
how are you? Hope all is well and
you’re feeling better.” It was a short call
but was enough to lift my spirits. He
keeps in touch with people he cares
about. It is the hallmark of a great lead-
er who does not forget his friends who
were there with him in earlier days.

us as well, he said “No, I wish to talk to
your son first.” So since his earlier days,
he has been development oriented and has
kept himself abreast of latest technologi-
cal innovations in the world.
Another time he came home and re-
marked “What have you changed in this
house?” I said “Narendra bhai, there
have been no changes. Why do you feel
so? It is just the same.” But he insisted
that there had been changes.
Just then, my wife entered the room and
she responded to Narendra bhai confirm-
ing that indeed the last time when he vis-
ited, the house looked different as some
renovationhadbeendonerecently.Sowhat
I am trying to say is that Narendra bhai’s
observation is extremely sharp and he does
not forget once he’s seen something. His
eye for detail is almost supernatural.
Once I went to meet him when he was
the Chief Minister. Well, I must tell my
readers that I did not have a prior appoint-
ment that day. I was visiting Gandhinagar
for some personal work and I felt inclined
to go and meet him. I went to his home
just to meet him as an acquaintance. But
when I reached his house, the security per-
sonnel said to me “Today saheb is not
meeting anyone. He has not given an ap-
pointment to anybody.” So I respected that
and I turned to go back when the security
personnel announced over the mic that a
gentleman called Mukund Shah from Va-
dodara would like to meet the CM.
So he told his security staff to let me
in. When I went in to meet Narendra
bhai, he met me with great love and af-
fection. I could not but admire his down-
to-earth demeanour. Someone as busy as
him, the CM of a state  a thorough pro-
fessional, it is not easy for such a person
to take time out for people. But for him,
personal relationships matter and he
makes time for them. See I had not taken
an appointment and that he met me that
day, is just his greatness. It is something
that only Narendra bhai can do. Not just
this, I did not feel that he was in any
hurry to send me off. He met me as if he
had all the time in the world for me. In
fact, I myself took his leave as I felt that
I should not be taking up much of CM’s
time. So, this incident showed how much
Narendra bhai values his personal rela-
tionships, irrespective of his position and
of the work that he has to complete in his
professional day-to-day life.

trafficked antiquities.
“This will make every
Indian happy. Grateful to

cious artefacts hold im-

gious significance. Their
homecoming is a testa-
ment to our commitment
to preserving our heritage
and rich history,” PM
Modi said in a tweet on
Wednesday. Earlier on
Monday, the Indian con-
sulate in NewYork held a
repatriation ceremony for
105 trafficked antiquities
handed over by the US.
The antiquities will
soon be transported to In-
dia, according to a release
issued by the Consulate
General of India in New
York. The development
comes after PM Narendra
Modi’s state visit to the
US in June 2023.
During PM Modi’s
state visit, India, the US,
agreed to work on a Cul-
tural Property Agree-
ment that would help
prevent the illegal traf-
ficking of cultural arte-
facts. Such an under-
standing will add further
value to the dynamic bi-
lateral collaboration be-
tween Homeland Secu-
rity and law enforcement
agencies of the two
countries. The 105 arte-
facts represent a wide
geographical spread in
terms of their origin in
India, with 47 from East-
ern India, 27 from South-
ern India, 22 from Cen-
tral India, 6 from North-
ern India and three from
Western India.
The artefacts which
span from 2nd-3rd centu-
ry CE to 18th-19th cen-
tury CE, are made of ter-
racotta, stone, metal and
wood.Around50artefacts
relate to religious subjects
[Hinduism, Jainism  Is-
lam]  the rest are of cul-
tural significance.
The Indian govern-
ment has been making
serious efforts to bring
back stolen Indian antiq-
uities, the living symbols
of rich Indian heritage
and culture, from abroad.

New Delhi: Domestic consumption provides natural
cushion to the Indian economy against the global
slowdown as bulk of the country’s GDP depends on
local demand, said World Bank President Ajay Banga here
on Wednesday. Talking to reporters, Banga said he dis-
cussed issues related to G20 and cooperation between the
World Bank and India. “We talked about everything we did
at G20 and how the meeting went. We talked about what
the world bank and India can do further as well as G20 part
of it. India is the largest market for the World Bank in terms
of our portfolio here. There is a lot of interest here,” he said.
On world economy outlook, the World Bank President said
there is more risk on the downside in terms of a slowdown
in the early part of next year. However, he said, “India gets
a lot of its GDP from domestic consumption. So even if the
world would slowdown for a few months, India has a natural
cushion by the fact that it is more domestic consumption
oriented.” India-born Banga is here to attend the meetings
of the G20 being held under India’s presidency.

no decision has been tak-
en by the state so far to
host the 2026 Common-
wealth Games in
Ahmedabad, and said
that acquiring the hosting
rights for the 2036 Olym-
pics is its focus.
The officials denied
reports published in a
section of media which
suggested that the state
authorities may bid to
host the 2026 Common-
wealth Games at
Ahmedabad after Aus-
tralia suddenly pulled out
from hosting the games
due to cost concerns.
Asked if the state gov-
ernment is mulling to bag
the hosting rights for the
2026 Commonwealth
Games, a senior govern-
ment official, on the con-
dition of anonymity, said
he was “not aware of any
such move so far”.

afternoon ordered that gov-

The downpour affected the
vehicular movement as well
as the local train services
— mainly on central and
harbour lines.
Heavy rains pounded Maharashtra’s Thane and Pal-
ghar districts on Wednesday, causing water-logging
in many localities following which more than 250
families from low-lying areas in Thane were shifted to safer
places, officials said. Schools
and colleges were closed in
many parts of Palghar district in
view of the heavy downpour. A
number of rivers including the
Ulhas (Thane), Amba, Savitri
and Patalganga (in neighbour-
ing Raigad) were in spate, they
said. Some bridges on the Ul-
has, Kalu and Murbadi rivers in
Thane were inundated, the officials said. As many as 200
families from Sonivali and Hendrepada in Badlapur town of
Thane have been shifted to safer places following heavy
downpour and flooding in those areas, District Information
Officer Nandkumar Waghmare said.

tion (RSRTC) will soon
add 590 new buses to its
fleet. Following the ten-
der for procuring new
buses was cancelled by
the roadways administra-
tion recently, a re-tender
has been floated by the
Corporation for purchas-
ing the buses. Officials
informed that these 590
buses include 340 blue-
line buses, 150 non-ac
star line buses and 100
non-ac sleeper buses.
“The pre-bid meeting
will be held on July 26.
After 30 days of the issue
of tender, the tender will
be opened inAugust. It is
expected that the work
order for new buses will
be given in the month of
August itself,” said an of-
ficial. Notably, even be-
fore the tender for elec-
tric buses was cancelled.
Now, when assembly
elections are scheduled
later this year, the offi-
cials are working hard to
complete the tender pro-
cess and purchase the
buses.

19 districts of the desert
state of Rajasthan.
According to the list,
Baran will have the max-
imum number of wet-
lands in the State.

a historic step in conser-
vation and integrated
management of wet-
lands, a list of total 44
notified wetlands has
been issued in 19 dis-
tricts of the state.

Promotion opportunities will be given to pre-primary
education teachers (NTT) by the state government.
Chief Minister Ashok Gehlot has approved the
proposal to this effect.According to the proposal, to create
opportunities for promotion in the cadre of pre-primary
education teachers, three new designations respectively
Pre-Primary Education Teacher Grade-II (L-8), Pre-Primary
Education Teacher Grade-I (L-10) and Pre-Primary Senior
Teacher (L-11) will be created. Also, 5 years experience
will be prescribed for promotion.
Community buildings will be constructed at Sala-
reshwar Mandir Peeth in Dungarpur and Bansia,
the birthplace of Govind Guruji. For this, CM Ashok
Gehlot has approved a financial proposal of Rs 1 crore.
According to the proposal, Rs 50 lakh each will be spent on
the construction of Salareshwar Temple Peeth and Bansia
(Seemalwada) building in Dungarpur. It is noteworthy that
the announcement was made by the Chief Minister for
Salareshwar Temple Peeth and Bansia Community Build-
ing during his visit to Dungarpur on May 23, 2023.

In a relief to the Ra-
jasthan government, the
Supreme Court has set
aside several orders of
the state high court di-
recting the release of ve-
hicles seized for alleg-
edly being used in the
transportation of illegal-
ly-mined minerals and
stone chips.
A bench comprising
Justices Vikram Nath and
Ahsanuddin Amanullah
took note of the submis-
sions made by senior ad-
vocate Manish Singhvi,
who appeared in the
court on behalf of the
state government, that
the seized vehicles were
ordered to be released
mechanically by the
High Court, as done in
other ordinary cases un-
der the Code of Criminal
Procedure (CrPC).
Singhvi said according
to the Rajasthan Minor
Mineral Concession
(RMMC) Rules, 2017
and the directions of the
National Green Tribunal
(NGT), the owners of the
vehicles involved in il-
legal transportation of
minerals are required to
pay heavier fine amounts
compared to other vehi-
cles impounded in other
cases.
The counsel said
the RMMC Rules
and NGT orders
had led to rising
fine amounts as
they are meant
to curb the il-
legal extraction of min-
erals in the state.
“We set aside the
order(s) of the High
Court and provide that
the vehicles would be re-
leased as and when the
vehicle owners make the
required deposit..., if the
complaint is under the
Rules (2017)...,” the
Apex Court ordered.
The Rajasthan High
Court had directed the
release of the vehicles on
furnishing a personal se-
curity for an amount of
Rs 1 lakh each and
imposed certain
other conditions
to be followed
by the vehicle
owners.

see any difference be-
tween the foreign visits
of the Prime Ministers of
India before 2014 and
after 2014?
Dr Jagdeesh Chandra:
It was a completely suc-
cessful trip in terms of
defence deals and de-
fence partnership, trans-
fer of technology, blue
economy, ocean govern-
ance and so on. In fact
both the countries are
celebrating the twenty
fifth anniversary of their
strategic relationship.As
to the question about the
difference of visits of
former PMs, the basic
difference is that Naren-
dra Modi is a Prime Min-
ister who dominates or
dictates the deals. Earlier
our situation used to be
of one who would be
asking for something,
but now we are in the po-
sition akin to a boss.
Australian PM called
PM Modi a boss, US
President Biden sought
Modi’s autograph and
PM of Papua New-Guin-
ea touched Modi’s feet.
So basically, the entire
scenario has changed.
The other important as-
pect in foreign affairs is
that there is always a re-
lationship of seller and
buyer and till now we
have always been the
buyers. Now, we have
forged the relations of
seller too and we have
come into a partnership,
are engaging in joint
businesses and commu-
nications. So overall the
scenario has totally
changed from a beggar to
a partner.

Modi becoming popular
abroad one foreign trip
after another?

Apart from the glamour
of Narendra Modi, the
fact that he is a global

with India being one of
the most attractive in-
vestment destinations,

largest consumer mar-
kets, Indians being a ma-
jor vote-bank in foreign
nations who can make or
break any candidate’s
fortunes in foreign lands
also. So over all this has
resulted in Modi’s popu-
larity.
zWhy is PM Modi’s
craze increasing among
Indians living abroad?
See, this is not craze,
instead it is madness.
Look how enthused and
upbeat people were when
PM went to America and
they assembled in thou-
sands. It is amazing to
see the craze Indians liv-
ing abroad have for PM.
And I feel that the Indian
diaspora all over the
world must be waiting
for Modi to come to their
country! Such is the
craze and this craze can
not be defined. PM him-
self accepted that people
travelled for almost
twelve hours to reach the
venue to listen to him in
France. They could have
seen him on TV or heard
him on radio, but they
chose to reach the venue.
So this is a different kind
of popularity and his con-
tribution towards India,
and the manner in which
he has become a hero of
Indians, people have
started connecting with
India for the first time,
else we had become for-
eigners, in a way. Today
Indians abroad know
about everything hap-
pening in the nation.
zDespite the riots in
France, why didn’t Modi
postpone his plan to visit
France?
His personality is such
and his character is of
courage and conviction.
And as such he has said
“One who would fear
can’t be Modi.” Earlier
he had said that he is one
of those who challenge
the challenges. That is his
conviction and courage.
And it so happened that
when he reached France,
the rioting stopped. Peo-
ple said that Modi’s foot
on the French soil
brought peace.
zFrance awarded the
country’s highest civilian
honor to PM Modi and
then opened museum for
the first time after 66
years? How do you see
this development?
This also means
that people are in
awe of Modi. It
is true that for
the first time
such an hon-
our has been
given to an In-
dian Prime Min-
ister and after 66
years, the museum
has been opened
which is an honour
for Indians and In-
dia.
zWhat has Narendra
Modi brought from Par-
is for Indian youth?
Several things. I have
heard that for post-grad-
uate students the visa has
been extended to five
years. About 25,000 stu-
dents will come to India
from France. Overall,
opportunities for young
Indians to go to France
will open up and vice-
versa in academics and
business. So it is a ‘win-
win’ situation for the
youth of both the nations.
zWhy is Modi’s ‘Gift
Diplomacy’ becoming
popular these days?
It is interesting to
watch that although PM
is a guest in other na-
tions, but he somehow
plays the host! Like I
have said earlier, Naren-
dra Modi can do any-
thing. He plays the role
of host and the guest
with equal finesse. He
gifts rare items from In-
dia to other world lead-
ers which they accept
with open arms. So
Modi has created a
‘Gift Diplomacy’
which is a new
method of en-
gagement be-
tween two na-
tions.
zWhat was the signifi-
cance of the Prime Min-
ister’s visit to France
from the point of view of
international diplomacy
and India-China rela-
tions in particular?
Itwasextremelyimpor-
tant. It was what basically
what we call Indo-French
Pacific Roadmap, which
was forged there to coun-
ter and balance China.
China is playing the bully
and right from USAto Ja-
pan, everyone is fed up.
ChinaistroublingIndiaon
LAC already and is now
taking to the oceans as
well.Itdoesnotletanyone
come into the South-Chi-
na sea and claims sole
right over it. China’s ex-
pansionist attitude is
somethingtheentireworld
is trying to counter, Indo-
French friendship and
strategic alliance is an im-
portant development
which is being welcomed
by everyone.
zHow do you view the
Rs 96,000 crore defence
deal that In-
dia has
signed
with
France?
Later,
the men-
tion of the
deal for three Scorpene
submarines was removed
from the joint statement
issued by both the coun-
tries. Do you know why
this happened?
Yes, overall it is a good
deal which includes 26
Rafale Marine fighter
jets. Rafales have been
proved to be one of the
best platforms. The stra-
tegic defence relation-
ship between the two
countries will be
strengthened through it
and India will get good
weapons to face Pakistan
or China. Secondly,
about the mention of
scorpene submarines be-
ing removed from the
joint state, I heard about
it. They have said that
defence deals are not an-
nounced in joint state-
ment, rather it is said that
the two countries are go-
ing to increase their de-
fence cooperation etc.
This statement perhaps
had a mention of the
deal, so it was removed.
Nothing significant in it.
zDespite the controver-
sy in the agreement
signed with France last
time for the purchase of
Rafale fighter jets, why
did the Prime Minister
engage in the Rafale
deal again this time?
Moral courage and
transparency! The cour-
age of honesty and to say
without actually saying
that he is right. The point
of this second deal was
to prove that he was
right then too and he is
correcttodayalso.We
all know that even
the Supreme Court
cleared that deal. So
his conviction and
stand that he will not
work under any pres-
sure, be it from the
media or any propa-
ganda or of the oppo-
sition that people will
lay allegations against
him and he is ready to
evenhandleandchallenge
those allegations. So his
courage, will and confi-
dence that everything is
fine and nothing is wrong
in it. He is convinced that
it is a better deal.
zDo you feel that
France is now replacing
Russia as a trusted
friend in India’s foreign
policy?
Yes, to some extent. If
we look at the friendship,
it is 40 years old. Naren-
dra Modi knows about
French culture and people
since the time he was CM
of Gujarat when a French
Cultural Centre was
opened in that state. The
friendship between India
and France is strong and
Modi’s visit has further
strengthened this bond. If
we go down the memory
lane, you will find that
when Pokhran blasts hap-
pened, US put sanctions
on India and at that time,
Russia not only defied the
sanctions but also sup-
ported India. Then in
1982, we did not have
Uranium for our nuclear
power plant. America re-
fused to provide and Rus-
sia too denied perhaps
due to pressure. At that
time,Francestoodwithus
and gave us Uranium. So,
it is an old friendship and
a strong one at that.
zWhat is your assess-
ment of the deal between
the two countries regard-
ing Rupee and Dirham
during Prime Minister’s
visit to UAE?
That deal is encourag-
ing. If you look at it close-
ly, this is the second step
taken by Narendra Modi
towards making Rupee a
global currency. First was
when the crude oil deal
with Russia was agreed
upon to be paid in Indian
rupee and today eighteen
nations have agreed to
deal in Indian rupee. Sec-
ondly, the UPI payment
systemwasalsopromoted
and he said that you can
pay in Indian rupees at
Burj Khalifa or Eiffel
Tower, so this is a major
revolution. If we club this
withdigitalpayment,Nar-
endra Modi has brought
this revolution which is
world’s largest payment
system. Corona certifi-
cates were given digitally
andIndiaistheonlycoun-
try where it has happened.
This hasn’t happened in
America also. I once told
aboutanincidentthathap-
pened with former CAG
Rajiv Mehrishi wherein,
he paid Rs 12 to a vendor
for buttermilk through
digital platform. This is a
miracle and it should be
welcomed.
zHow do you like the
Tricolor with Modi’s pic-
ture on Burj Khalifa, the
world’s most attractive
building during the
Prime Minister’s visit to
UAE?
It was wonderful and
was watched by thou-
sands. About 30 crore
people live there and eve-
ryone liked the idea of
displaying PM Modi’s
picture on Burj Khalifa
along with the Indian Tri-
color. The government
there expressed its
warmth through this ges-
ture.Along with this, few
days back, French Day
was celebrated at Jaipur’s
Albert Hall and that too
was beautiful. So, this is
what is connecting peo-
ple and it is a good initia-
tive as friendship devel-
ops and becomes strong
through such initiatives.

it’s not easy per se to select his
best which is why I decided to
go with my favourite movies.
Kumar became a household
name with his string of hits and
his melodramatic sentimental
roles, the audience wept with
him, for him and after him.
Sacrifice was a byword with
Rajendra Kumar and his audi-
ence empathised with him
strongly. So, we traverse a
journey of Rajendra Kumar in
Sangam, Mere Mehboob, Aar-
zoo, Dil ek Mandir and Suraj.
Yeh mera prem patra pad-
hkar … Sangam is my all-time
favourite with Vijayanthimala
who was breathtakingly beauti-
ful in this heart-breaking ro-
mance where all the lead char-
acters are superbly flawed.
Rajendra Kumar was suave,
understated and sophisticat-
ed, the perfect foil to Raj
Kapoor’s loud character.
Rajendra Kumar won the
hearts of the audience in
Sangam and you either are in
tears over his heartbreak or
want to throttle him for giving
up the love of his life for his
insensitive friend.
Mere Mehboob tujhe meri
mohabbat ki kasam … Mere
Mehboob is like a river of Luc-
knowi culture meandering with
amazing songs, cherish-able
dialogues in perfect Urdu, a
heart-stopping beautiful Sad-
hana in Lucknowi attire and
much much more; the young
Kumar immortalised the role of
Anwar Hussain, the young
shayar and was held his own in
the many scenes with senior ac-
tor Ashok Kumar.
Bedardi balma tujhko mera
mann yaad karta hai.... Aarzoo
holds its place in my list pos-
sibly more due to Sadhana than
Rajendra Kumar. Naturally
melodramatic, as Rajendra Ku-
mar loses his leg in an accident
and so decides to forgo his love
but fortunately Sadhana has
more sense and I liked the
strong positive message of the
movie that a physical deformity
cannot change love.
Baharon phool barsao …
Suraj makes it to the list purely
on two counts. One, of course,
this song which I really like and
secondly is that finally we have
Rajendra Kumar in a role which
has a lighter side and he actu-
ally plays a swashbuckling
hero with a sword and an out-
landish costume who marries
the heroine. Phew!
Yaad na jaaye, beetein dinon
ki… Dil Ek Mandir makes it to
the list because I adore all the
songs of this movie with no ex-
ceptions and though very
heavy on melodrama, the
movie with Meena Ku-
mari and Raj Kumar is
a must watch though
as usual Rajendra
Kumar does not get
the heroine in the
end.

Among them, a six- month girl child was al- legedly hurled alive into the fire. The police iden- tified the assailant, iden- tified as Pappu Ram (19), a nephew of the head of the victim’s family, and caught him within 4 hours of the incident, said DGPUmesh Mishra. SP (Jodhpur Rural) Dharmendra SinghYadav said Pappu Ram entered victims’ house on a farm at around 4 am and killed head of family Poonaram (60), his wife Bhanwari (55) and their daughter- in-law Dhapu (23), and her six-month-old daugh- ter Manisha. Dhapu’s husband was out for night shift at a stone cutter at the time of the incident. “He killed three mem- bers one by one in their sleep by hitting them at their throats with an axe. This will pro- vide relief to the common people and fraud in the allotment of plots by housing cooperative soci- eties will be stopped, said Cooperative Minister Udailal Anjana while replying to the discussion on the Bill in the House on Wednesday. Anjana said that under the new provisions, the registrar will now be able to search and acquire the records and property of the society without the permission of the court. This will save the extra time spent in the court and speedy justice will be available to the com- mon man. Sub-section 3 of Section-63 of the Act will also be removed through the intoduction of this Bill. However, the Revenue Deficit of the State Gov- ernment was Rs 25,870 crore during the year 2021-22. As per the CAG report, during 2021-22, there was short transfer of Em- ployee contribution to New Pension Scheme (NPS) by Rs 641.89 crore. Further, a deferred liability of Rs 809.00 crore on the part of state government due to short transfer of employee contribution by Rs 778.28 crore and legacy amount of Rs 30.72 crore was also found. Budgetary assump- tions of the State Govern- ment were not realistic during 2021-22 and de- spite carrying out an elaborate pre-budget ex- ercise to bring out effi- ciency and transparency in budget formulation and execution, budgetary estimates were off the mark to a considerable extent, and control over the execution and moni- toring of budget was in- adequate, the report said. “Despite flagging these issues every year over the last several years, the State Govern- ment has failed to take corrective measures in this regard,” the report mentioned. Various de- partments did not submit 770 Utilisation Certifi- cates aggregating to Rs 1,833.21 crore pertaining to the period 2010-11 to 2020-21 to the office of the auditor general as on 31 March 2022. While evaluating the financial performance of state PSUs, the CAG re- port said that the contri- bution of PSUs to GSDP of Rajasthan declined from 8.29 per cent in 2019-20 to 7.44 per cent in 2021-22. Out of 42 Government Companies and Statutory Corporations, 27 PSUs earned profit, 12 PSUs reported losses and three PSUs had neither profit nor loss during the year 2021-22.As on 31 March 2022, 23 PSUs had accu- mulated losses of Rs 1,07,318.60 crore. As on 31 march 2022, The total net worth of these 15 PSUs was nega- tive at Rs 62,749.66 crore against the paid-up capi- tal of Rs 34,596.22 crore, as per the report. Fiscal deficit is the difference between the total revenue and total expenditure of a government in a financial year. Fiscal deficit arises when the expenditure of a government is more than the revenue generated by the government in a given fiscal year. For this purpose the Rajasthan Laws Repeal Bill-2023 has been brought, through which 133 obso- lete and unnecessary Acts will be repealed. Even before this, many laws have been repealed through a similar process four times. It is proposed to be completed in a period of 20 months. He said that the tender for this is in the process of approval. He explained that there was a natural delay due to other policy processes, including the Centre not allowing the BSR for the year 2022. When it was time for dinner, as a mark of rever- ence, we offered to bring his plate to the chairwherehewasseated.Buthowcould that be possible when it is CM Modi? He got up and took his plate and had dinnerwitheveryoneandafterthat,heleft the gathering winning everyone’s heart! When my mother left for her heav- enly abode, he was with us in this hour of grief. He was filled with emotion because my mother loved him like her own son; in fact, she had a soft corner for him and probably loved him more than she loved me. He took three rounds around the place where her body was kept and paid homage to her. He stood in silence for an hour close to her and later left to meet other commitments. Even after attaining such heights, he would remember us and inquired about me and the well-being of my brother. Once I got COVID and he found this out from someone. When I got dis- charged from the hospital, I received a call from him and he said “Vinod dada, how are you? Hope all is well and you’re feeling better.” It was a short call but was enough to lift my spirits. He keeps in touch with people he cares about. I was visiting Gandhinagar for some personal work and I felt inclined to go and meet him. I went to his home just to meet him as an acquaintance. But when I reached his house, the security per- sonnel said to me “Today saheb is not meeting anyone. He has not given an ap- pointment to anybody.” So I respected that and I turned to go back when the security personnel announced over the mic that a gentleman called Mukund Shah from Va- dodara would like to meet the CM. So he told his security staff to let me in. When I went in to meet Narendra bhai, he met me with great love and af- fection. I could not but admire his down- to-earth demeanour. Someone as busy as him, the CM of a state a thorough pro- fessional, it is not easy for such a person to take time out for people. But for him, personal relationships matter and he makes time for them. See I had not taken an appointment and that he met me that day, is just his greatness. It is something that only Narendra bhai can do. Not just this, I did not feel that he was in any hurry to send me off. He met me as if he had all the time in the world for me. In fact, I myself took his leave as I felt that I should not be taking up much of CM’s time. So, this incident showed how much Narendra bhai values his personal rela- tionships, irrespective of his position and of the work that he has to complete in his professional day-to-day life. Earlier on Monday, the Indian con- sulate in NewYork held a repatriation ceremony for 105 trafficked antiquities handed over by the US. The antiquities will soon be transported to In- dia, according to a release issued by the Consulate General of India in New York. The development comes after PM Narendra Modi’s state visit to the US in June 2023. During PM Modi’s state visit, India, the US, agreed to work on a Cul- tural Property Agree- ment that would help prevent the illegal traf- ficking of cultural arte- facts. Such an under- standing will add further value to the dynamic bi- lateral collaboration be- tween Homeland Secu- rity and law enforcement agencies of the two countries. The 105 arte- facts represent a wide geographical spread in terms of their origin in India, with 47 from East- ern India, 27 from South- ern India, 22 from Cen- tral India, 6 from North- ern India and three from Western India. As many as 200 families from Sonivali and Hendrepada in Badlapur town of Thane have been shifted to safer places following heavy downpour and flooding in those areas, District Information Officer Nandkumar Waghmare said. Pithoragarh: A temporary iron bridge was washed away in a cloudburst in the Kalapani area near the India-China border here, amid heavy rains in the early hours of Wednesday, officials said. The Bailey bridge built by the Border Roads Organisation (BRO) was washed away in the incident, Pithoragarh District Magistrate Reena Joshi said. There have been no reports of any casualty in the incident, she said. PTI New Delhi In a relief to the Ra- jasthan government, the Supreme Court has set aside several orders of the state high court di- recting the release of ve- hicles seized for alleg- edly being used in the transportation of illegal- ly-mined minerals and stone chips. A bench comprising Justices Vikram Nath and Ahsanuddin Amanullah took note of the submis- sions made by senior ad- vocate Manish Singhvi, who appeared in the court on behalf of the state government, that the seized vehicles were ordered to be released mechanically by the High Court, as done in other ordinary cases un- der the Code of Criminal Procedure (CrPC). Singhvi said according to the Rajasthan Minor Mineral Concession (RMMC) Rules, 2017 and the directions of the National Green Tribunal (NGT), the owners of the vehicles involved in il- legal transportation of minerals are required to pay heavier fine amounts compared to other vehi- cles impounded in other cases. The counsel said the RMMC Rules and NGT orders had led to rising fine amounts as they are meant to curb the il- legal extraction of min- erals in the state. “We set aside the order(s) of the High Court and provide that the vehicles would be re- leased as and when the vehicle owners make the required deposit..., if the complaint is under the Rules (2017)...,” the Apex Court ordered. The Rajasthan High Court had directed the release of the vehicles on furnishing a personal se- curity for an amount of Rs 1 lakh each and imposed certain other conditions to be followed by the vehicle owners. In fact both the countries are celebrating the twenty fifth anniversary of their strategic relationship.As to the question about the difference of visits of former PMs, the basic difference is that Naren- dra Modi is a Prime Min- ister who dominates or dictates the deals. Earlier our situation used to be of one who would be asking for something, but now we are in the po- sition akin to a boss. How do you see this development? This also means that people are in awe of Modi. It is true that for the first time such an hon- our has been given to an In- dian Prime Min- ister and after 66 years, the museum has been opened which is an honour for Indians and In- dia. zWhat has Narendra Modi brought from Par- is for Indian youth? Several things. I have heard that for post-grad- uate students the visa has been extended to five years. About 25,000 stu- dents will come to India from France. Overall, opportunities for young Indians to go to France will open up and vice- versa in academics and business. So it is a ‘win- win’ situation for the youth of both the nations. zWhy is Modi’s ‘Gift Diplomacy’ becoming popular these days? It is interesting to watch that although PM is a guest in other na- tions, but he somehow plays the host! Like I have said earlier, Naren- dra Modi can do any- thing. Yes, overall it is a good deal which includes 26 Rafale Marine fighter jets. Rafales have been proved to be one of the best platforms. The stra- tegic defence relation- ship between the two countries will be strengthened through it and India will get good weapons to face Pakistan or China. Secondly, about the mention of scorpene submarines be- ing removed from the joint state, I heard about it. They have said that defence deals are not an- nounced in joint state- ment, rather it is said that the two countries are go- ing to increase their de- fence cooperation etc. This statement perhaps had a mention of the deal, so it was removed. Nothing significant in it. zDespite the controver- sy in the agreement signed with France last time for the purchase of Rafale fighter jets, why did the Prime Minister engage in the Rafale deal again this time? Moral courage and transparency! The cour- age of honesty and to say without actually saying that he is right. The point of this second deal was to prove that he was right then too and he is correcttodayalso.We all know that even the Supreme Court cleared that deal. So his conviction and stand that he will not work under any pres- sure, be it from the media or any propa- ganda or of the oppo- sition that people will lay allegations against him and he is ready to evenhandleandchallenge those allegations. So his courage, will and confi- dence that everything is fine and nothing is wrong in it. He is convinced that it is a better deal. zDo you feel that France is now replacing Russia as a trusted friend in India’s foreign policy? Yes, to some extent. If we look at the friendship, it is 40 years old. Naren- dra Modi knows about French culture and people since the time he was CM of Gujarat when a French Cultural Centre was opened in that state. The friendship between India and France is strong and Modi’s visit has further strengthened this bond. If we go down the memory lane, you will find that when Pokhran blasts hap- pened, US put sanctions on India and at that time, Russia not only defied the sanctions but also sup- ported India. Then in 1982, we did not have Uranium for our nuclear power plant. America re- fused to provide and Rus- sia too denied perhaps due to pressure. At that time,Francestoodwithus and gave us Uranium. So, it is an old friendship and a strong one at that. zWhat is your assess- ment of the deal between the two countries regard- ing Rupee and Dirham during Prime Minister’s visit to UAE? That deal is encourag- ing. If you look at it close- ly, this is the second step taken by Narendra Modi towards making Rupee a global currency. First was when the crude oil deal with Russia was agreed upon to be paid in Indian rupee and today eighteen nations have agreed to deal in Indian rupee. Sec- ondly, the UPI payment systemwasalsopromoted and he said that you can pay in Indian rupees at Burj Khalifa or Eiffel Tower, so this is a major revolution. If we club this withdigitalpayment,Nar- endra Modi has brought this revolution which is world’s largest payment system. Kumar became a household name with his string of hits and his melodramatic sentimental roles, the audience wept with him, for him and after him. Sacrifice was a byword with Rajendra Kumar and his audi- ence empathised with him strongly. So, we traverse a journey of Rajendra Kumar in Sangam, Mere Mehboob, Aar- zoo, Dil ek Mandir and Suraj. Yeh mera prem patra pad- hkar … Sangam is my all-time favourite with Vijayanthimala who was breathtakingly beauti- ful in this heart-breaking ro- mance where all the lead char- acters are superbly flawed. Rajendra Kumar was suave, understated and sophisticat- ed, the perfect foil to Raj Kapoor’s loud character. Rajendra Kumar won the hearts of the audience in Sangam and you either are in tears over his heartbreak or want to throttle him for giving up the love of his life for his insensitive friend. Mere Mehboob tujhe meri mohabbat ki kasam … Mere Mehboob is like a river of Luc- knowi culture meandering with amazing songs, cherish-able dialogues in perfect Urdu, a heart-stopping beautiful Sad- hana in Lucknowi attire and much much more; the young Kumar immortalised the role of Anwar Hussain, the young shayar and was held his own in the many scenes with senior ac- tor Ashok Kumar. Bedardi balma tujhko mera mann yaad karta hai.... Aarzoo holds its place in my list pos- sibly more due to Sadhana than Rajendra Kumar. Naturally melodramatic, as Rajendra Ku- mar loses his leg in an accident and so decides to forgo his love but fortunately Sadhana has more sense and I liked the strong positive message of the movie that a physical deformity cannot change love. Baharon phool barsao … Suraj makes it to the list purely on two counts. One, of course, this song which I really like and secondly is that finally we have Rajendra Kumar in a role which has a lighter side and he actu- ally plays a swashbuckling hero with a sword and an out- landish costume who marries the heroine. Phew! Yaad na jaaye, beetein dinon ki… Dil Ek Mandir makes it to the list because I adore all the songs of this movie with no ex- ceptions and though very heavy on melodrama, the movie with Meena Ku- mari and Raj Kumar is a must watch though as usual Rajendra Kumar does not get the heroine in the end.
