gress leader and former CM of
Kerala, breathed his last in Ben-
galuru during the early hours of
Tuesday.At the age of 79, Chan-
dy had been battling cancer and
was receiving treatment at a pri-
vate hospital in Bengaluru. Kera-
la govt declared Tuesday as a pub-
lic holiday and scheduled two days
of mourning to honour the late
former CM. Mortal re-
mains of Chandy was
brought to Thiru-
vananthapuram.

the government has con-
vened an all-party meet-
ing on Wednesday. The
meeting, which is a cus-
tomary practice prior to
the commencement of a
Parliament session, is
likely to deliberate on a
host of issues related to
the monsoon session.
While the government
is expected to seek oppo-
sition’s cooperation for
the smooth operation of
the session, protests over
the violence in Manipur,
Delhi ordinance and a
host of other issues is ex-
pected by the Congress-

Transport Services Lim-
ited has signed a contract
to operate 100 electric
buses in Jaipur city. He
said that in the budget
announcement for the
year 2023-24, 300 buses
have been announced in
Jaipur city, which in-
cludes 100 midi buses.
He said out of 209 per-
mits issued for city bus

The Rajasthan Control of
Organized Crime Bill
2023 was passed in the
Assembly on Tuesday af-
ter debate Parliamentary
Affairs Minister Shanti
Kumar Dhariwal said that
the Bill has been brought
to curb organized crimes
in the state and to empow-
er the police. Rajasthan
has become the fourth
state after Maharashtra,
Karnataka and Gujarat to
pass such bill. He said that
the provisions of this Act
would prove effective in
controlling organized
crime in the State. Dhari-
wal was replying to the
discussion on the Bill in
the House on Tuesday.
After discussion, the
House passed the bill by
voice vote. Dhariwal said
that along with confisca-
tion of property acquired
by criminals, provisions
have been made for estab-
lishment of special courts
and appointment of spe-
cial public prosecutors. In
this, provisions
have also been
made for the
criminals to not
have bail.
“ C r i m i n a l
have established
organized net-
works involving shoot-
ers, informers and arms
suppliers. They are main-
ly involved in contract
killing, extortion and
drug trafficking. Gangs
released from custody
commit crimes taking ad-
vantage of rehabilitative
aspects of law,” he said.

Bill–2023 was passed in
the Assembly on Tues-
day. Prisons Minister Ti-
karam Jully said that it is
the aim of the state gov-
ernment to strengthen the
arrangements for the
prisoners in the jails.
After discussion on the
Bill, the House passed it
by voice vote. Highlight-
ing the reasons and ob-
jectives of the Bill, Jully
said that currently 129
years old Administration
and Management of Pris-
ons Act – 1894 and 63
years old Rajasthan Pris-
oners Act–1960 are ef-
fective in the state. Ra-
jasthan Prison Bill - 2023
has been brought by uni-
fying the various amend-
ments made in theseActs
from time to time.
This bill will work for
the prisoners as well as
the officers and employ-
ees working in the jails.

The PCPNDT Cell of the
Rajasthan health depart-
ment arrested a hospital
owner, doctor, and a
woman broker in Him-
mat Nagar town of Guja-
rat on Tuesday for alleg-
edly conducting illegal
sex determination tests.
In a joint action by the
medical and police de-
partment, the accused
woman Shanta Devi,
hospital owner Dr Ma-
hendra Kumar and doctor
Deepak Kumar Patel
were held while perform-
ing the illegal sex deter-
mination test. “Based on
specific inputs, a decoy
operation was planned to
trap the accused. The ac-
cused demanded Rs.
10,000 to perform the
test. A sonography ma-
chine was also seized,”
police said. Notably, this
is the third such action
taken by the PCPNDT
cell within a month.

A man killed his wife by

screwdriver multiple
times owing to a domes-
tic dispute, police said
Tuesday. The incident
happened in Shastri Na-
gar area late night on
Monday when accused

accused took his wife to

changed to Pandit Deendayal Upadhyaya
Shekhawati University Sikar. He clarified that there
is no proposal under consideration to rename this
university again to Shekhawati University Sikar.
Yadav said that Shekhawati University’s name was
changed, Sikar under (Change of Name) Act, 2014.
Minister Dhariwal informed that if any con-
struction work has been done at educational
institutions and schools in Jaipur city, action
would be taken to remove them. He stated that no-
tices have also been given to these institutions in this
regard. The details of land allotted by Board and the
construction allowed were presented to the House.

Singh Yadav said that studies should not be
interrupted due to the vacant posts in the
four government colleges of Bari assembly constitu-
ency. The vacant posts will be filled by the RPSC.
Until then, the posts will be filled up through Vidya

DISCOM EMPLOYEES PROTEST AT SHAHEED
SMARAK, MARCH TOWARDS STATE ASSEMBLY
The discom employees staged a protest at Sha-
heed Samarak on Tuesday demanding inter-discom
transfer of the employees working in different power
companies of the state. The employees, under the banner of
Inter-Discom Sanyukt Sangharsh Samiti, marched towards
the assembly. However, they were stopped by the police
which led to a scuffle between police and protestors. Later, a
delegation of the employees also met government officials.

PAK GETS A TASTE
OF OWN MEDICINE
ndia has time and again warned Pakistan
not to provide sanctuary to terrorists as they
would one day bite the hand that was feed-
ing them. It continues to ignore warnings. With
Tehreek-e-Taliban Pakistan (TTP) carrying out at-
tacks on its soil, Pakistan is squirming. When it
blamed Afghanistan for providing safe haven to the
TTE and reminded it of the Doha agreement, Kabul
responded with a strong snub to add insult.Afghan-
istan literally questioned its locus standi on Doha
agreement for establishing the Taliban government.
When the Taliban moved back into Kabul there
were scenes of jubilation in Pakistan as there was a
“friendly” government in its neighbourhood. Rela-
tions between the two are now getting soured. On
July 12 there was an attack on a Pakistani military
garrison at Zhob, Balochistan, “by five highly-
trained and well-equipped TTP terrorists. The TTP
are known to have “spiritual and operational link-
ages with the Afghan Taliban”. Weapons and gadg-
ets left behind by the Americans were allegedly
used by the TTP. The Pakistan military brass be-
lieves that its neighbour was involved in the attack.
Pakistan, therefore, warned Afghanistan and asked
it to abide by the Doha agreement and not let the
TTP use its soil for launching attacks.
Afghanistan responded in equal measure. It said
that the deal was signed between the Taliban and
the US and that Pakistan had nothing to do with it.
It also denied any role in attacks by the TTP. Paki-
stan has fostered and promoted hard-line Islam
since the days of Zia-ul-Haq to harm India. Old
habits die hard, TTP or not.

high-octane affair whether
it is the Assembly elec-
tions, the Lok Sabha or
even the panchayat polls.

read it right? When did we
last have a peaceful poll…
for the magnitude of the
poll, violence and fear have
been a sort of package deal
which comes almost one
after the other. And the re-
cently concluded panchay-
at polls was no different.At
least 18 people died across
eight districts of West Ben-
gal as the three-tier pan-
chayat elections were
marred by widespread vio-
lence. There were reported
incidents of looting ballot
boxes, rigging.
The State Election Com-
mission and the commis-
sion’s chief will certainly
have to do a lot of explana-
tion thanks to the current
spate of violence during the
run-up to the panchayat
elections and the unpleas-
ant incidents after the polls.
Notwithstanding that vio-
lence could take place, the
poll panel was initially op-
posed to the idea of deploy-
ing additional forces and
was also pulled up by the
Calcutta High Court.
It is needless to say that
when political violence is
witnessed at almost all
forms of elections and that
too at the micro level, the
poll panel’s reported atti-
tude has received wide-
spread criticism. In the
2018 panchayat polls, 23
people died across Bengal,
with 12 of them losing their
lives on the day of polling.
WHY THIS VIOLENCE
Considered to be the cradle
of power, parties are well
aware of the potential of the
three-tier structure and the
voter connect and consider
it to be their route to suc-
cess. Hence rural polls have
always witnessed intense
and cut-throat (in figurative
terms) competition be-
tween parties thus leading
to clashes and bloodbath
which in turn have led to
voter intimidation, booth
capturing, rigging, and at-
tacks on rival candidates.
Tracking the violent past
or the roots to the violence
in this cradle of political
presence, a flashback is
important. Realising the
political potential of these
institutions, the Left Front
tried and was successful in
strengthening its hold on
them by providing the pan-
chayats the “much-need-
ed” political influence.
Over the years, panchayats
became crucial tools for
distribution of resources
among the needy and the
poor and thus an equation
development between the
“powerful” and the ones at
the end of the supply chain.
However, with the enact-
ment of the 73rd Constitu-
tional Amendment in the
1990s, more power and re-
sources were allocated to
the panchayats thus making
them veritable grounds for
political parties to plough
on and this also meant es-
tablishing supremacy at the
panchayat and zilla levels
would eventually make the
parties invincible especial-
ly at the grassroots level
and in the Big Picture level,
this strength would mean a
lot for the bigger forms of
polls... which in simplified
terms meant that support at
the grassroots level(s)
would be a catalyst for the
party in power to quite eas-
ily make it to the top.
SCIENTIFIC RIGGING
Talking of the past, it has
been evident that in order to
maintain dominance over
the panchayats, the Left
cadres resorted to violence
against their rivals and in-
timidation, which in politi-
cal parlance was known as
“scientific rigging”, during
panchayat-level polls also.
Unfortunately, whenever a
party in Bengal won elec-
tions, it attacked and sought
revenge on the workers of
the defeated or weaker par-
ty or parties.
During the early 2000s,
clashes between the ruling
CPI(M) and the main Op-
position TMC, increased
creating widespread politi-
caltremors.Andastheysay,
history repeats itself, when
the TMC came to power, its
workers retaliated and tar-
geted CPM workers. With
change in time and the
emergence of the BJPin the
state and its challenge to the
TMC’s dominance resulted
in clashes between TMC
and the saffron party work-
ers right from the grassroots
levels to the top.
There are several reasons
which contribute to the cul-
ture of violence and it is an
attempt to decode the same.
Panchayats control the ru-
ral economy and 70 per
cent of the state’s popula-
tion considering the de-
mography.With decentrali-
sation of power and the
panchayati-raj system, pan-
chayats have over the dec-
ades gained immense po-
litical and economic power.
They receive substantial
funds from central and state
allocations for welfare
schemes and finance com-
mission allotments.
Funds allocated for
schemes like MGNREGS,
PM Awas Yojana, Jal Jee-
van Mission, and rural
electrification create a loy-
al group of beneficiaries
and obviously a committed
vote bank. Although direct
bank transfers to benefi-
ciaries have bypassed the
role of panchayats in the
case of central schemes,
they still play a crucial role
in determining who would
be the beneficiaries.
Another reason that has
driven the fierce fight for
panchayat seats is the con-
trol they offer over politics
at the grassroots level. The
stakes at these levels are
very high and candidates, it
is alleged, have to spend
vast sums of money to have
an impact during election
campaigns. Panchayat-lev-
el politics and votes in these
polls become crucial even-
tually during the Assembly
and Lok Sabha elections.
The culture of violence
in panchayat polls has been
there no matter which party
has been in power. Stats
from the last two panchayat
elections under TMC rule
show that 39 people died in
2013 and 29 people died in
2018 due to poll-related
violence. In 2018, 34 per
cent of panchayat poll seats
went uncontested, alleged-
ly due to the atmosphere of
fear created among opposi-
tion candidates.
The stats under the
CPI(M) government were
even worse.About 70 peo-
ple were killed in 2003.
The toll was 36 in 2008.
The same story has been
repeated since the 1960s. It
involves blood, blasts,
murders and abductions. If
a panchayat can show so-
cial control, a voter will be
forced not to support an-
other party because by do-
ing so he/she would sever
the link between the pan-
chayat and the state. In this
way,itiscommonlyknown
that influencing panchay-
ats will influence the re-
sults of upcoming elec-
tions. Simple equation.

However, this doesn’t mean
the things remain constant.
As they say only change is
permanent, and hence despite
being in control for over 34
years, Left lost the panchayats
first as a result of the unrest
in Nandigram and Singur and
then the Left was defeated hol-
low in the Assembly and the
Lok Sabha polls. As a result,
the panchayats also depict a
level as to where and how the
parties are placed as far as
power play is considered. It
also serves as a clear marker.
Scarcity of opportunities,
rising unemployment is used
as tools to woo the young
brigade to influence, terrorise
and intimidate voters. And
when politics becomes a
wholesome livelihood, netas,
in order to keep their young
force in order, spend their
money and resources to win
over voters and this then
becomes a regular affair till
another political unheval hap-
pens to usher in another party
but the script and the players
keep changing their jerseys
quite easily as in political is a
game of strange bedfellows.
Sadly, things haven’t improved
in West Bengal even with
electoral reforms which have
changed the scenario in some
states. Political violence has
almost been thrusted upon
West Bengal like an unwanted
legacy. If there were frequent
clashes between CPM cadres
and Congress workers in the
Seventies and Eighties, by
the end of the Nineties, the
Congress took a back seat
and the TMC began emerging
as a main Opposition force.
How can one forget Nandi-
gram after 14 people were
killed during clashes between
CPM and TMC supporters in
2007. This catapulted Mamata
and her TMC to become a ma-
jor force to reckon with in West
Bengal’s Opposition politics.
As Bengal prepared for the
2011 Assembly elections, 14
persons were killed in West
Midnapore and one must men-
tion about the most significant
instances of political violence
in Nanoor in July 2000.

With changing times, political parties seem to lose
relevance and sink into oblivion. And that is what hap-
pened to the Left. In the 2021 Assembly election, the
Saffron party was the main Opposition to the TMC and before
that in the 2019 Lok Sabha, the BJP won 18 seats up from
two in the 2014 Lok Sabha. In 2021, the Assembly election
was conducted over the course of eight phases with a huge
deployment of central forces. However, there was widespread
post-election violence. In August 2021, the Calcutta High Court
ordered the CBI to investigate the post-election violence, and
by January 2022, the central organisation had registered more
than 50 cases, including murder and sexual assault.
WHY THIS PANCHAYAT POLLS WERE CRUCIAL?
The polls at this juncture are crucial and will serve
as a litmus test for the TMC, BJP, and Left-Congress
coalition ahead of the 2024 general elections. Also,
even as the TMC, Left and Congress fought as Oppositions
in the Panchayat elections, at the national level, these parties
are trying to stitch together a political alliance with Bihar CM
Nitish Kumar at the helm to take on the Saffron might.

Addressing the com-
pany’s 31st Annual Gen-
eralMeeting(AGM)2023
on Tuesday, Adani told
investors that in January
this year the US-based
group had published a re-
port to short the compa-
ny’s stocks just as they
were planning to launch
the largest Follow-on
Public Offering in India’s
history. “The report was a
combination of targeted
misinformation and dis-
credited allegations, the
majority of them dating
from 2004 to 2015. They
were all settled by the ap-
propriate authorities at
that time. This report was
a deliberate and malicious
attempt aimed at damag-
ing our reputation and
generating profits through
a short-term drive-down
of our stock prices,” Ada-
nisaidinavideomessage.
“Subsequently, despite
a fully subscribed FPO,
we decided to withdraw
and return the money to
our investors to protect
their interests. While we
promptly issued a com-
prehensive rebuttal, vari-
ous vested interests tried
to exploit the claims
made by the short seller.
These entities encour-
aged and promoted false
narratives across various
news and social media
platforms,” Adani said.
The Hindenburg re-
port, which came out this
January 24, alleged stock
manipulation and fraud,
among other charges, by
the conglomerate.
The Adani Group had
then termed Hindenburg
as “an unethical short
seller”, stating that the
report by the New York-
based entity was “noth-
ing but a lie”.

Bengaluru: The 26 Opposition parties decided to
call their alliance the Indian National Developmen-
tal Inclusive Alliance (I-N-D-I-A) at a mega meeting
in Bengaluru on Tuesday. After the meeting Congress
leader Rahul Gandhi said, “This is a fight for India’s voice
and that is why we have chosen this name - Indian Na-
tional Developmental Inclusive Alliance (India). The fight
is between NDA and India, between Narendra Modi and
India and their ideology and India. We are defending the
Indian constitution, the voice of our people and the idea of
this great country, the idea of India. We all know who wins
when someone takes on the idea of India.”

in 2024, West Bengal Chief Minister Mamata
Banerjee said after attending the Opposition par-
ties meeting in Bengaluru on Tuesday. “NDA, BJP, can
you challenge I.N.D.I.A.?” Mamata Banerjee said at a
press conference after the meeting ended. “We love our
motherland. We are the patriotic people of the country. We
are for the country, the world, farmers, for all,” she said,
adding that people — Hindus, Dalits, minorities, farmers,
in Bengal, and Manipur — are under threat from the BJP,
whose only job is “buying and selling governments”. The
two-day meeting of Opposition parties ended on Tuesday.
Patna: The Opposition Bharatiya Janata Party
(BJP) in Bihar on Tuesday accused the the Con-
gress of putting up posters in Bengaluru defaming
Bihar Chief Minister Nitish Kumar. The Congress hit back
saying it was the BJP which indulged in “posterbaazi” and
claimed that the saffron party, which had secured a brute
majority in last Lok Sabha polls despite a small vote share,
was in a state of “desperation” over opposition unity. The
posters, which described Kumar as an “unstable PM con-
tender” and blamed his government squarely for a recent
bridge collapse, were put up in the vicinity of the venue of
the Opposition meeting.

Tuesday said that a cy-
clonic circulation is like-
ly to form over the Bay of
Bengal in next 24 hours.
IMD Bhubaneswar Di-
rector HR Biswas said
that heavy to very heavy
rains are likely to occur
due to the development
of cyclonic circulation.
“Acyclonic circulation
is likely to form over the
northwest Bay of Bengal
in the next 24 hours. Un-
der its influence, wide-
spread rains and heavy to
very heavy rains are ex-
pected in Odisha from 19
to 22 July,” he said.
IMD also mentioned
that cyclonic circulation
may turn into low pres-
sure from July 20-22.
“Fishermen have been
warned not to venture
into deep sea areas,”
IMD said.
Earlier on July 17,
Binika in Sonepur dis-
trict recorded the highest
rainfall of 165.2 mm and
Dhankauda in Sambalpur
155.5 mm. Jujumara in

Thane: At least six persons were killed and three
injured when a speeding container truck rammed into
a passenger jeep on the Mumbai-Nashik Highway near
Bhiwandi, district officials said on Tuesday. The accident
took place when the Mumbai-bound container carrier
collided with the passenger jeep at the treacherous
Khadavali Phata in morning. As an impact of the collision,
the jeep was flung at least 50 feet away from the highway.
New Delhi: A 25-year-old man was stabbed to death
in Delhi’s Jafrabad on Monday in an attack allegedly
carried out by the family of a woman he was in a relation-
ship with, the police said. The victim, Salman, was
allegedly attacked by the woman’s father and brothers. He
suffered fatal stab wounds to the neck and chest and died
at the scene of the crime. The entire incident was caught
by CCTV cameras in the area. According to the police,
Salman had been friends with a woman for the past two
years, but her family was opposed to their relationship.

the forest department has
so far distributed more
than 50 lakh saplings,
and trees have been
planted in all the districts
of the state outside the
traditional forests.

A Border Security Force
(BSF) jawan allegedly
killed himself by using his
service rifle in the
Jaisalmer district on
Tuesday, police said.
Police informed the
jawan, Sandeep
Baradar, was on
duty at Dhanana post in
Jaisalmer on Tuesday
morning when he shot him-
self dead. “Sandeep Bara-
dar belonged to Karnataka
and was posted in the 154th
Battalion of the BSF. He
had rejoined his duty three
days ago after returning
from his home. After
the incident, Sandeep
was rushed to Jawa-
har hospital where he
was declared dead by
the doctors,” police
said. The reason behind his
suicide is being ascertained
by the Sam Thana Police.

45 NEW SUBJECTS WILL BE
INTRODUCED IN 36 SCHOOLS
CM Gehlot has approved
the proposal to start 45 new
subjects in 36 schools of
the State and to create necessary
posts for teaching these subjects.
One subject each will be started in
27 out of 36 schools in Raj and two
subjects each in 9 schools. Of these,
6 schools in Jaipur, 4 in Alwar,
three each in Bharatpur, Dausa
and Jalore; two each in Banswara,
Churu, Jhunjhunu, Hanumangarh
and Nagaur; one each in Ajmer,
Bhilwara, Sriganganagar, Karauli,
Sikar, Tonk  Udaipur are included.
In these, one post of school lecturer
per subject will be created.

The State government
will have to reimburse
schools for admissions
under the RTEAct in pre-
primary schools. This
order was issued by the
Rajasthan HC while
hearing a petition filed by
the School Kranti Sangh
and other private schools
on Tuesday. The schools
had challenged a rule in
the government’s circu-
lar, which stated that pri-
vate schools must pro-
vide admissions under
the RTE Act in pre-pri-
mary classes. The gov-
ernment refused to reim-
burse schools for this.
Justice Indrajit Sin-
gh’s court revoked this
rule of State government.
The govt has been di-
rected to reimburse pri-
vate schools for admis-
sions in pre-primary edu-
cation as well.
During the hearing, the
State govt told Court that
Centre isn’t paying State
for admission in pre-pri-
mary classes. So, we
can’t give money to
schools. Lawyers repre-
senting private schools,
including Prateek Kasli-
wal, stated that the Act
states that responsibility
for teaching in pre-pri-
mary classes lies with the
State government.

Rajasthan has become the fourth state after Maharashtra, Karnataka and Gujarat to pass such bill. He said that the provisions of this Act would prove effective in controlling organized crime in the State. Dhari- wal was replying to the discussion on the Bill in the House on Tuesday. After discussion, the House passed the bill by voice vote. Dhariwal said that along with confisca- tion of property acquired by criminals, provisions have been made for estab- lishment of special courts and appointment of spe- cial public prosecutors. In this, provisions have also been made for the criminals to not have bail. “ C r i m i n a l have established organized net- works involving shoot- ers, informers and arms suppliers. In a joint action by the medical and police de- partment, the accused woman Shanta Devi, hospital owner Dr Ma- hendra Kumar and doctor Deepak Kumar Patel were held while perform- ing the illegal sex deter- mination test. “Based on specific inputs, a decoy operation was planned to trap the accused. The ac- cused demanded Rs. 10,000 to perform the test. A sonography ma- chine was also seized,” police said. Notably, this is the third such action taken by the PCPNDT cell within a month. Satyanarayan Sharma Jaipur A man killed his wife by attacking her with a screwdriver multiple times owing to a domes- tic dispute, police said Tuesday. The incident happened in Shastri Na- gar area late night on Monday when accused Kanaram got into a fight with his wife Mamta, Shastri Nagar SHO Dilip Singh said. After the attack, the accused took his wife to the nearest hospital, where she was referred to SMS Hospital. Doctors at the hospital declared her brought dead. When it blamed Afghanistan for providing safe haven to the TTE and reminded it of the Doha agreement, Kabul responded with a strong snub to add insult.Afghan- istan literally questioned its locus standi on Doha agreement for establishing the Taliban government. When the Taliban moved back into Kabul there were scenes of jubilation in Pakistan as there was a “friendly” government in its neighbourhood. Rela- tions between the two are now getting soured. On July 12 there was an attack on a Pakistani military garrison at Zhob, Balochistan, “by five highly- trained and well-equipped TTP terrorists. The TTP are known to have “spiritual and operational link- ages with the Afghan Taliban”. Weapons and gadg- ets left behind by the Americans were allegedly used by the TTP. The Pakistan military brass be- lieves that its neighbour was involved in the attack. Pakistan, therefore, warned Afghanistan and asked it to abide by the Doha agreement and not let the TTP use its soil for launching attacks. Afghanistan responded in equal measure. It said that the deal was signed between the Taliban and the US and that Pakistan had nothing to do with it. It also denied any role in attacks by the TTP. And the re- cently concluded panchay- at polls was no different.At least 18 people died across eight districts of West Ben- gal as the three-tier pan- chayat elections were marred by widespread vio- lence. There were reported incidents of looting ballot boxes, rigging. The State Election Com- mission and the commis- sion’s chief will certainly have to do a lot of explana- tion thanks to the current spate of violence during the run-up to the panchayat elections and the unpleas- ant incidents after the polls. Notwithstanding that vio- lence could take place, the poll panel was initially op- posed to the idea of deploy- ing additional forces and was also pulled up by the Calcutta High Court. It is needless to say that when political violence is witnessed at almost all forms of elections and that too at the micro level, the poll panel’s reported atti- tude has received wide- spread criticism. In the 2018 panchayat polls, 23 people died across Bengal, with 12 of them losing their lives on the day of polling. WHY THIS VIOLENCE Considered to be the cradle of power, parties are well aware of the potential of the three-tier structure and the voter connect and consider it to be their route to suc- cess. Hence rural polls have always witnessed intense and cut-throat (in figurative terms) competition be- tween parties thus leading to clashes and bloodbath which in turn have led to voter intimidation, booth capturing, rigging, and at- tacks on rival candidates. Tracking the violent past or the roots to the violence in this cradle of political presence, a flashback is important. Realising the political potential of these institutions, the Left Front tried and was successful in strengthening its hold on them by providing the pan- chayats the “much-need- ed” political influence. Over the years, panchayats became crucial tools for distribution of resources among the needy and the poor and thus an equation development between the “powerful” and the ones at the end of the supply chain. However, with the enact- ment of the 73rd Constitu- tional Amendment in the 1990s, more power and re- sources were allocated to the panchayats thus making them veritable grounds for political parties to plough on and this also meant es- tablishing supremacy at the panchayat and zilla levels would eventually make the parties invincible especial- ly at the grassroots level and in the Big Picture level, this strength would mean a lot for the bigger forms of polls... which in simplified terms meant that support at the grassroots level(s) would be a catalyst for the party in power to quite eas- ily make it to the top. SCIENTIFIC RIGGING Talking of the past, it has been evident that in order to maintain dominance over the panchayats, the Left cadres resorted to violence against their rivals and in- timidation, which in politi- cal parlance was known as “scientific rigging”, during panchayat-level polls also. Unfortunately, whenever a party in Bengal won elec- tions, it attacked and sought revenge on the workers of the defeated or weaker par- ty or parties. During the early 2000s, clashes between the ruling CPI(M) and the main Op- position TMC, increased creating widespread politi- caltremors.Andastheysay, history repeats itself, when the TMC came to power, its workers retaliated and tar- geted CPM workers. With change in time and the emergence of the BJPin the state and its challenge to the TMC’s dominance resulted in clashes between TMC and the saffron party work- ers right from the grassroots levels to the top. There are several reasons which contribute to the cul- ture of violence and it is an attempt to decode the same. Panchayats control the ru- ral economy and 70 per cent of the state’s popula- tion considering the de- mography.With decentrali- sation of power and the panchayati-raj system, pan- chayats have over the dec- ades gained immense po- litical and economic power. They receive substantial funds from central and state allocations for welfare schemes and finance com- mission allotments. Funds allocated for schemes like MGNREGS, PM Awas Yojana, Jal Jee- van Mission, and rural electrification create a loy- al group of beneficiaries and obviously a committed vote bank. Although direct bank transfers to benefi- ciaries have bypassed the role of panchayats in the case of central schemes, they still play a crucial role in determining who would be the beneficiaries. Another reason that has driven the fierce fight for panchayat seats is the con- trol they offer over politics at the grassroots level. The stakes at these levels are very high and candidates, it is alleged, have to spend vast sums of money to have an impact during election campaigns. Panchayat-lev- el politics and votes in these polls become crucial even- tually during the Assembly and Lok Sabha elections. The culture of violence in panchayat polls has been there no matter which party has been in power. Stats from the last two panchayat elections under TMC rule show that 39 people died in 2013 and 29 people died in 2018 due to poll-related violence. In 2018, 34 per cent of panchayat poll seats went uncontested, alleged- ly due to the atmosphere of fear created among opposi- tion candidates. The stats under the CPI(M) government were even worse.About 70 peo- ple were killed in 2003. The toll was 36 in 2008. The same story has been repeated since the 1960s. It involves blood, blasts, murders and abductions. If a panchayat can show so- cial control, a voter will be forced not to support an- other party because by do- ing so he/she would sever the link between the pan- chayat and the state. In this way,itiscommonlyknown that influencing panchay- ats will influence the re- sults of upcoming elec- tions. Simple equation. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL CHANGE IS PERMANENT BUT VIOLENCE REMAIN CONSTANT However, this doesn’t mean the things remain constant. As they say only change is permanent, and hence despite being in control for over 34 years, Left lost the panchayats first as a result of the unrest in Nandigram and Singur and then the Left was defeated hol- low in the Assembly and the Lok Sabha polls. As a result, the panchayats also depict a level as to where and how the parties are placed as far as power play is considered. It also serves as a clear marker. Scarcity of opportunities, rising unemployment is used as tools to woo the young brigade to influence, terrorise and intimidate voters. And when politics becomes a wholesome livelihood, netas, in order to keep their young force in order, spend their money and resources to win over voters and this then becomes a regular affair till another political unheval hap- pens to usher in another party but the script and the players keep changing their jerseys quite easily as in political is a game of strange bedfellows. Sadly, things haven’t improved in West Bengal even with electoral reforms which have changed the scenario in some states. Political violence has almost been thrusted upon West Bengal like an unwanted legacy. If there were frequent clashes between CPM cadres and Congress workers in the Seventies and Eighties, by the end of the Nineties, the Congress took a back seat and the TMC began emerging as a main Opposition force. How can one forget Nandi- gram after 14 people were killed during clashes between CPM and TMC supporters in 2007. This catapulted Mamata and her TMC to become a ma- jor force to reckon with in West Bengal’s Opposition politics. As Bengal prepared for the 2011 Assembly elections, 14 persons were killed in West Midnapore and one must men- tion about the most significant instances of political violence in Nanoor in July 2000. With changing times, political parties seem to lose relevance and sink into oblivion. And that is what hap- pened to the Left. In the 2021 Assembly election, the Saffron party was the main Opposition to the TMC and before that in the 2019 Lok Sabha, the BJP won 18 seats up from two in the 2014 Lok Sabha. In 2021, the Assembly election was conducted over the course of eight phases with a huge deployment of central forces. However, there was widespread post-election violence. In August 2021, the Calcutta High Court ordered the CBI to investigate the post-election violence, and by January 2022, the central organisation had registered more than 50 cases, including murder and sexual assault. WHY THIS PANCHAYAT POLLS WERE CRUCIAL? The polls at this juncture are crucial and will serve as a litmus test for the TMC, BJP, and Left-Congress coalition ahead of the 2024 general elections. Also, even as the TMC, Left and Congress fought as Oppositions in the Panchayat elections, at the national level, these parties are trying to stitch together a political alliance with Bihar CM Nitish Kumar at the helm to take on the Saffron might.

They were all settled by the ap- propriate authorities at that time. This report was a deliberate and malicious attempt aimed at damag- ing our reputation and generating profits through a short-term drive-down of our stock prices,” Ada- nisaidinavideomessage. “Subsequently, despite a fully subscribed FPO, we decided to withdraw and return the money to our investors to protect their interests. While we promptly issued a com- prehensive rebuttal, vari- ous vested interests tried to exploit the claims made by the short seller. These entities encour- aged and promoted false narratives across various news and social media platforms,” Adani said. The Hindenburg re- port, which came out this January 24, alleged stock manipulation and fraud, among other charges, by the conglomerate. The Adani Group had then termed Hindenburg as “an unethical short seller”, stating that the report by the New York- based entity was “noth- ing but a lie”. Renovation and repair of the roof of the dining hall of Vishranthi Bhawan will be done. These will cost Rs 68.47 lakh. Also, the dining hall will be renovated at RTC Udaipur at a cost of about Rs.39.81 lakh. This order was issued by the Rajasthan HC while hearing a petition filed by the School Kranti Sangh and other private schools on Tuesday. The schools had challenged a rule in the government’s circu- lar, which stated that pri- vate schools must pro- vide admissions under the RTE Act in pre-pri- mary classes. The gov- ernment refused to reim- burse schools for this. Justice Indrajit Sin- gh’s court revoked this rule of State government. The govt has been di- rected to reimburse pri- vate schools for admis- sions in pre-primary edu- cation as well. During the hearing, the State govt told Court that Centre isn’t paying State for admission in pre-pri- mary classes. So, we can’t give money to schools. Lawyers repre- senting private schools, including Prateek Kasli- wal, stated that the Act states that responsibility for teaching in pre-pri- mary classes lies with the State government.
