“On the basis of spot

Ghaziabad (PTI): A
32-year-old computer

for allegedly raping a
minor girl over two

on Tuesday
.
The girl confided
in her parents about
the assault after the
accused, identified
as Saurabh Gupta,
threatened that she
would meet the
same fate as Shrad-
dha Walkar, who
was allegedly killed
and dismembered
by her live-in part-
ner, they said.
DCP (City) Nipun

cused lured the girl
when she was a Class
9 student on the pre-
text of improving her
grades in school. She
started talking to
Gupta, who took ad-
vantage of the situa-
tion and allegedly
raped her. Whenever
the girl protested, he
threatened to fail her
and warned her of
dire consequences,
he said.
After the Shraddha

came into the lime-
light, Gupta threat-
ened her that if she
disclosed the abuse to
anyone, he would

HC UPHOLDS ‘WOMAN’S CHOICE’
TERMINATION OF 33-WEEK PREGNANCY
Judgment says court acknowledges parents’ mental trauma, dilemma
First India Bureau
New Delhi: The Delhi
High Court on Tuesday
allowed a 26-year-old
married woman to un-
dergo medical termina-
tion of her 33-week
pregnancy. The peti-
tioner sought to termi-
nate her pregnancy af-
ter she found out that
the foetus was suffering
from certain cerebral
abnormalities.
The court said the
‘ultimate decision’ in
matters of abortion
ought to recognise a
woman’s choice to give
birth and the possibili-
ty of dignified life of
the unborn child.
In a 33-page judg-
ment, a single judge
bench of Justice Prat-
ibha Singh said, “The
Court has clearly been
able to gauge the mental
trauma affecting the
parents, their economic
and social conditions,
as also, the fact that the
Petitioner is taking a
cautious and well-in-
formed decision, while
seeking termination of
pregnancy. She has un-
derstood as to what ter-
mination of pregnancy
entails at such an ad-
vanced stage.”
The judge, while per-
mitting the woman to
immediately undergo
medical termination of
pregnancy, noted that
the medical board un-
fortunately did not give
a ‘categorical opinion’
on the degree of handi-
cap or the quality of the
life of the foetus after
birth and thus opined
that “such unpredicta-
bility ought to weigh in
favour of the woman
seeking termination of
pregnancy
.
“In conclusion, the
court holds that the ulti-
mate decision in such
cases ought to recognise
the choice of the mother
as also the possibility of
a dignified life of the un-
born child...This court
holds that medical ter-
mination of pregnancy
ought to be permitted in
the present case,” the
court ruled.
“The right of a preg-
nant woman to termi-
nate her pregnancy or
abort her foetus has
been the subject matter
of debate across the
world. This right gives
the woman the ultimate
choice as to whether she
wants to give birth to
the child she has con-
ceived. India is among
the countries which rec-
ognises this choice of a
woman in its law,” the
court said.
“The court comes to
the conclusion that the
mother’s choice is being
made in a bonafide man-
ner”, it added while al-
lowing the petitioner to
undergo medical termi-
nation of pregnancy im-
mediately at LNJP
, GTB
or any other approved
medical facility of her
choice as per law.
The court clarified
that prior to undergoing
termination, the in-
formed consent of the
petitioner would be tak-
en and she would un-
dergo the procedure at
her own risk.
In its order, the court
also acknowledged ‘se-
vere dilemma’ women
undergo while taking a
decision to terminate
pregnancy in such cas-
es, adding even judges,
in such cases, grapple
with issues that are not
merely factual or legal
but also involve ethical
and moral factors.
Emergence of
modern tech-
nology to de-
tect abnormalities in
an unborn child, the
issues surrounding
termination are
bound to become more
and more complex.

New Delhi: The Supreme
Court on Monday said that
a wife’s convenience is
paramount when it comes
to petitions for transfer of
matrimonial cases.
A bench of Justices MR
Shah and Justice Hima
Kohli said this on a trans-
fer petition filed by a wife
on the grounds that she
was suffering from cancer.
The court rejected the
husband’s argument that
the wife’s claim cannot
be believed since there
were photographs of her
travelling, vacationing and
scuba diving.
Justice Hima Kohli asked
how will court know when
those photographs were
taken? She further asked
that such photos should
no more be filed.
Justice Shah added that
convenience of the wife
matters equally.
The bench then proceeded
to allow the wife’s plea for
transfer.

allowed another transfer
plea while emphasising
that wife’s convenience is
paramount.

New Delhi: A 24-yr-old man was arrested for al-

objectionable videos viral if they did not meet
him, police said on Tuesday. Aman Yadav created
a fake Instagram profile about one and a half years
back and had gathered around 1,100 followers,
most of them women, they said. From his fake
profile, he would send messages to women and
later, threaten to throw acid on them and make
their obscene videos viral in a bid to force them
to meet him in person, police said. The matter
came to light after a woman, a resident of Farsh

acid would be thrown on her and her videos would

ECONOMY IS ON RIGHT TRACK
he World
Bank’s forecast
for India’s
growth pros-
pect in 2023 has
come as a boost for the
economy and the Central
government. Those doubt-
ing the performance of the
Indian economy amidst
global gloom would be ef-
fectively silenced unless
numbers prove them right.
From its earlier projection
of 6.5 percent the World
Bank in its India Develop-
ment Update has revised
the growth rate for 2022-23
to 6.9 percent with the gov-
ernment meeting the fiscal
deficit target of 6.4 per-
cent. India is also projected
as one of the fastest grow-
ing economies by the
World Bank’s Update.
At 6.9 percent the growth
will be lower th an finan-
cial year 2021-22 when it
stood at 8.7 percent. The
lower growth can be attrib-
uted to high commodity
prices and the Reserve
Bank of India’s tightening
of monetary policy like
other central banks.
Given the resilience of
India’s economy the pro-
jection is neither surpris-
ing nor improbable. What
may need to be factored in
is inflation. At 7.1 percent
it will, however, be a spot
of bother for the Reserve
Bank of India and consum-
ers in the current fiscal. It
had dropped from 7.41 per-
cent to 6.77 percent in Oc-
tober but was considered
high above the RBI’s com-
fort level.
The RBI’s monetary pol-
icy committee is expected
to further hike interest
rates to fight inflation.
Some of the Indian econo-
my’s performance will
hinge on global develop-
ments based on the
Ukraine war. With cheap
Russian oil India has been
able to face the headwinds
so far, though the benefit
of the deal has accrued
more to oil companies and
not ordinary consumers.
T
SPIRITUAL SPEAK
Amongst thousands of persons, hardly one
strives for perfection; and amongst those
who have achieved perfection, hardly one
knows me in truth. —Bhagavad Gita
n our presentation this
week when we talk about
the exit polls of different
agencies which have pre-
dicted massive win by the
BJP in Gujarat, we also
focus on how these exit
polls have shown the posi-
tion of the Grand Old Par-
ty vis-à-vis the AAP and
thereby what is means for
the Opposition politics in
the country given the fact
that the Lok Sabha is
scheduled for 2024.
Aam Aadmi’s entry in
the fray in 2022 has made
the election all the more
interesting as the party is
on an upswing since win-
ning Punjab early in 2022
especially post the results
which were announced on
march 10. While the exact
picture and the perfor-
mance of AAP (in the Gu-
jarat Assembly Elections
2022) will be known only on
December 8, let’s present a
percentage vote share, rise
and dip scenario thereby
as predicted by these exit
polls. It will also give a pic-
ture of how the Opposition
parties are placed and
what it means during the
2024 Lok Sabha elections.
While News24 -Today’s
Chanakyahaspredictedbig
gains for the Saffron might
compared to other parties,
the survey predicts BJP
may be headed for a mas-
sive win with around 50%
votes. Congress may get up
to 26% votes while AAP
may get up to 20% votes.
N e w s 2 4 - T o d a y ’ s
Chanakya has predicted
that BJP may win around
150 seats while Congress
may be reduced to 19 seats.
AAP may win 11 seats. If
BJP manages to win over
150 seats, it will be its big-
gest-ever win in the state.
However, a closer look
will clearly reveal that the
lion’s share of AAP’s in-
crease in vote share in Gu-
jarat appears to have come
at the expense of the Con-
gress itself rather than
that of the BJP.
While psephologists pre-
dict through several exit
polls that the Saffron
might’s vote share will not
drop much, the Congress,
as per the exit polls, is esti-
mated to witness a severe
dropinvoteshare,matched
by a boosted rise in vote
share for Arvind Kejri-
wal’s Aam Aadmi Party
.
Compared to 2017, the
Congress, as per exit poll
outcomes, may see a sig-
nificant reduction in vote
share. Axis MyIndia and
ETG predict the most dras-
tic decrease for the Con-
gress, pegging the fall at
15.4 and 18 percentage
points in respective orders.
ETG estimates a 24.2%
vote share for AAP, pre-
dicting a larger vote share
for Kejriwal’s party than
even the Congress, which
has been pegged at 23.4%.
While the Axis MyIndia
is giving AAP a 20% vote
share in the Gujarat elec-
tion, the Congress has been
given only 6 percentage
points ahead of AAP
. CVot-
erandPMARQhavemarked
AAP’s vote share around
15% and Jan Ki Baat pegs it
at a 12-19% range.
Axis MyIndia pegs the
Congress’ decrease in vote
share from 2017 at 15.4 per-
centage points, which
equals 77.4% of AAP’s in-
crease in vote share.
ETG places the Con-
gress’ decrease in vote
share from 2017 at 18 per-
centage points, which is
74.7% of AAP’s increase
in vote share. In compari-
son, the scale of BJP’s vote
share decrease is only 10%
of the scale of AAP’s vote
share increase.
CVoter puts the Con-
gress’ decrease in vote
share from 2017 at 8.4 per-
centage points, which is
56.4% of AAP’s increase in
vote share. As per the same
exit poll, the amount that
the BJP’s vote share has
decreased by is only 0.7%
of the amount AAP’s vote
share has increased by
.
Going by the exit polls
and the massive outcome
of the Saffron might and
thefractured“mandate”of
the Opposition Congress
and AAP… basically par-
tieseatingintoeachother’s
votes would only indicate
that before the 224 Lok Sab-
ha, it would be an uphill
task for the Opposition
parties to come together to
give a fight of any kind to
the BJP. Even 2023’s poll
calendar is impressive, but
Opposition parties are
fragmented as far as the
third front is concerned.

The AAP has emerged as
a landslide winner in the

Today-Axis My India and
Times Now. MCD exit polls
reveal that the BJP stands a

could be reduced to single

wards, AAP is predicted to
win 149-171 seats, accord-

whereas Congress has been

The Jharkhand Muk-

Ayodhya: Barbed-wire

are the only indicators
that a mosque complex
is set to come up at this
spot in Dhannipur vil-
lage near Ayodhya.
The board bears an
illustration of the pro-
posed mosque for which
the Supreme Court had
ordered allocation of a
five-acre plot.
But three years after
the apex court settled
the Ram Janmabhoomi-

pute, there are no signs
of any building activity

The Ayodhya Devel-

proposal. But the trust
expects that this will
now happen soon.
The Indo-Islamic Cul-
tural Foundation is a
trust tasked by the UP

Board with the
mosque’s construction.

a month ago, as a steep discount to rival soyoil and sunoil made
buying of the tropical oil lucrative for local
refiners. Higher imports by India reached
1.14 million tonnes last month, the average
estimate from five dealers with trading
firms showed. In November 2021, India had
imported 539,639 tonnes of palm oil. For
November shipments, buyers mostly placed
orders in October, when palm oil was nearly
$500 per tonne cheaper than rival soyoil and sunflower oil. —FIB

World Bank raises India’s
GDP forecast to 6.9 percent
New Delhi (PTI): The
World Bank on Tuesday re-
vised upwards its GDP
growth forecast for India to
6.9% for 2022-23, saying the
economy was showing
higher resilience to global
shocks.
In its India Development
Update, the World Bank
said the revision was due to
higher resilience of the In-
dian economy to global
shocks and better-than-ex-
pected second quarter
numbers. India’s economy
grew at 6.3% in September
quarter 2022-23 as com-
pared to 13.5% in the pre-
ceding June quarter, main-
ly on account of contrac-
tion in output of manufac-
turing and mining sectors.
This is the first upgrade
of India’s growth forecast
by any international agen-
cy amid the global turmoil.
In October, the World
Bank had cut India’s GDP
growth forecast to 6.5%
from 7.5% earlier. Now, it
has upgraded the projec-
tion to 6.9% for 2022-23
(April 2022 -March 2023).
The report titled ‘Navi-
gating the Storm’, said
while the deteriorating ex-
ternal environment will
weigh on India’s growth
prospects, the economy is
relatively well positioned
to weather global spillo-
vers compared to most
other emerging markets.
Impact of a tightening
global monetary policy cy-
cle, slowing global growth
and elevated commodity
prices will mean that the
Indian economy will expe-
rience lower growth in
2022-23 compared to 2021-22
(8.7%), it said.
Despite these challenges,
it said, the update expects
India to register a strong
GDP growth and remain
one of the fastest growing
major economies in the
world, due to a robust do-
mestic demand.
“The World Bank has re-
vised its 2022-23 GDP fore-
cast upward to 6.9% from
6.5% (in October 2022), con-
sidering a strong outturn
in India in second quarter
(July-September) of 2022-23
financial year,” the India
Development Update said
on Tuesday
.
The report projected that
the Indian economy will
grow at slightly lower rate
of 6.6% in 2023-24.

‘Eco growth to slip to
4-4.5% in 2HFY23’
First India Bureau
New Delhi: Economic re-
covery in FY23 has been
resilient and encouraging,
but challenges such as
high inflation and weak
demand (both internal and
external) are expected to
pull down the economic
growth to 4-4.5% in 2HFY23
from 9.7% in 1HFY23, In-
dia Ratings and Research
(Ind-Ra) said.
The agency says as per
the latest estimates of the
National Statistical Organ-
isation, the GDP grew 6.3%
yoy during July-September
2022 (2QFY23). “The data
indicates that despite the
geopolitical uncertainty
and fear of a global growth
slowdown, the Indian econ-
omy has shown resilience.
In fact, the 2QFY23 GDP
growth print remains next
only to Saudi Arabia (8.6%
yoy) among the major econ-
omies,” says, Paras Jasrai,
Analyst, Ind-Ra. Given that
Saudi Arabia is a key ben-
eficiary of the current oil
price boom, India’s GDP
growth is indeed a shining
spot across the globe.
The biggest worry stems
from India’s merchandise
exports that contracted by
a massive 16.7% yoy to
$29.8 billion in October
2022. This is the first con-
traction in 19 months. Mer-
chandise imports grew
5.7% yoy in the month, tak-
ing the trade deficit in
goods to a three-month
high of $26.9 billion in Oc-
tober 2022. Favourably, the
trade surplus of services
continues the buoyancy
reaching a record high of
$12.3 billion, growing by
40.7% yoy (10-month high)
in October 2022.
New Delhi (PTI): Fitch
Ratings on Tuesday said it
expects the five-month-old
tax on windfall profits
made by oil companies to
be phased out in 2023 on the
back of moderating oil
rates.
The government had on
July 1 levied a new tax on
domestically-produced
crude oil as well as on the
export of petrol, diesel and
jet fuel (ATF) to take away
windfall gains accruing to
oil companies from a global
surge in energy prices fol-
lowing Russian invasion of
Ukraine.
The tax rates are revised
every fortnight based on
prevailing international
rates. The levy on petrol
export has since been abol-
ished. “We expect the wind-
fall taxes on domestic
crude oil production levied
by the government in 2022
to be phased out in 2023
with moderating prices,”
Fitch said in its APAC Oil
 Gas Outlook 2023.

SAYS KIRIT PARIKH PANEL
Cut excise duty on CNG
till gas is included in GST
New Delhi (PTI): The Un-

moderate the excise duty it
levies on CNG till such
time that the environment-
friendly natural gas is in-
cluded in the one-nation-
one-tax GST regime, Kirit
Parikh Committee has rec-

Natural gas is currently
outside the ambit of GST,
and existing legacy taxes
—central excise duty, state
VAT and central sales tax
—continue to be applicable
on the fuel.
While the central gov-
ernment does not levy ex-
cise duty on natural gas
when sold in gaseous form,
it charges a 14% tax on
CNG. States levy VAT as
high as 24.5% on gas.
The Parikh Committee,
which was formed to rec-
ommend fair price of gas to
the end consumer and a
“market-oriented, trans-
parent and reliable pricing
regime”, in its report to the
Oil Ministry last week sug-
gested that “gas should be
brought under the GST re-
gime”. “The committee rec-
ognise that this requires
consensus among the
states,” it said.

IN FIRST INDIA-CENTRAL ASIA SECURITY CHIEFS’ MEETING
New Delhi (PTI): The
NSAs of India and Cen-
tral Asian countries on
Tuesdaycalledforcollec-
tive action to combat
challenges like terror fi-
nancing, radicalisation
anduseof terroristprox-
ies for cross-border ter-
rorism, while asserting
that Afghanistan must
not become a safe haven
for terrorist activities.
The meeting hosted
by NSA Ajit Doval also
emphasised the need for
respecting Afghani-
stan’s sovereignty
, unity
and territorial integrity
and urged non-interfer-
ence in its internal af-
fairs. A joint commu-
nique said the officials
agreed that the expan-
sion of terrorist propa-
ganda, recruitment and
fund-raisingeffortshave
serious security impli-
cations for the region,
and therefore, a collec-
tive and coordinated re-
sponse is essential.
“The misuse of new
and emerging technolo-
gies, arms and drugs
trafficking, using ter-
rorist proxies for cross-
border terrorism, abuse
of cyber space to spread
disinformation and un-
manned aerial systems
present new challenges
in counterterrorism ef-
forts and call for collec-
tive action,” it said.
The mentioning of
cross-border terrorism
is seen as a reference to
Pakistan’s support to
various terror groups
which have been target-
ing India. The meeting
also strongly called for
an early adoption of the
UN Comprehensive
Convention on Interna-
tional Terrorism to ef-
fectively deal with the
menace. It also reiterat-
ed that greater connec-
tivity could be a force
multiplier for enhanc-
ing trade and commerce
as well as for ensuring
closer interactions be-
tween India and Central
Asian countries.
“They agreed that
connectivity initia-
tives should be based
on the principles of
transparency, broad
participation, local pri-
orities. financial sus-
tainability and respect
for sovereignty and ter-
ritorial integrity of all
countries,” it said in
remarks seen as an
oblique reference to
China’s Belt and Road
Initiative. In his inau-
gural address, Doval
said financial support
is the “lifeblood” of
terrorism and greater
priority should be
accorded to counter
terror financing.
Describing Central
Asia as India’s “extend-
ed neighbourhood”,
Doval said New Delhi
accords “highest prior-
ity” to this region, add-
ing Afghanistan is an
important issue “con-
cerning all of us”.
Doval hosted the con-
clave with a focus on
evolving a common
framework to deal with
challenges of terrorism
in the region including
Afghanistan and ways
to bolster overall secu-
rity cooperation in sync

DCP (City) Nipun Agarwal said the ac- cused lured the girl when she was a Class 9 student on the pre- text of improving her grades in school. She started talking to Gupta, who took ad- vantage of the situa- tion and allegedly raped her. Whenever the girl protested, he threatened to fail her and warned her of dire consequences, he said. HC UPHOLDS ‘WOMAN’S CHOICE’ TERMINATION OF 33-WEEK PREGNANCY Judgment says court acknowledges parents’ mental trauma, dilemma First India Bureau New Delhi: The Delhi High Court on Tuesday allowed a 26-year-old married woman to un- dergo medical termina- tion of her 33-week pregnancy. The peti- tioner sought to termi- nate her pregnancy af- ter she found out that the foetus was suffering from certain cerebral abnormalities. The court said the ‘ultimate decision’ in matters of abortion ought to recognise a woman’s choice to give birth and the possibili- ty of dignified life of the unborn child. In a 33-page judg- ment, a single judge bench of Justice Prat- ibha Singh said, “The Court has clearly been able to gauge the mental trauma affecting the parents, their economic and social conditions, as also, the fact that the Petitioner is taking a cautious and well-in- formed decision, while seeking termination of pregnancy. She has un- derstood as to what ter- mination of pregnancy entails at such an ad- vanced stage.” The judge, while per- mitting the woman to immediately undergo medical termination of pregnancy, noted that the medical board un- fortunately did not give a ‘categorical opinion’ on the degree of handi- cap or the quality of the life of the foetus after birth and thus opined that “such unpredicta- bility ought to weigh in favour of the woman seeking termination of pregnancy . “In conclusion, the court holds that the ulti- mate decision in such cases ought to recognise the choice of the mother as also the possibility of a dignified life of the un- born child...This court holds that medical ter- mination of pregnancy ought to be permitted in the present case,” the court ruled. “The right of a preg- nant woman to termi- nate her pregnancy or abort her foetus has been the subject matter of debate across the world. This right gives the woman the ultimate choice as to whether she wants to give birth to the child she has con- ceived. India is among the countries which rec- ognises this choice of a woman in its law,” the court said. “The court comes to the conclusion that the mother’s choice is being made in a bonafide man- ner”, it added while al- lowing the petitioner to undergo medical termi- nation of pregnancy im- mediately at LNJP , GTB or any other approved medical facility of her choice as per law. The court clarified that prior to undergoing termination, the in- formed consent of the petitioner would be tak- en and she would un- dergo the procedure at her own risk. In its order, the court also acknowledged ‘se- vere dilemma’ women undergo while taking a decision to terminate pregnancy in such cas- es, adding even judges, in such cases, grapple with issues that are not merely factual or legal but also involve ethical and moral factors. Emergence of modern tech- nology to de- tect abnormalities in an unborn child, the issues surrounding termination are bound to become more and more complex. —Justice Pratibha Singh, Delhi High Court New Delhi (PTI): Delhi HighCourtsaidonTues- day it will hear on April 24 a batch of petitions to recognisesame-sexmar- riage under various laws. A bench of Justices MR Shah and Justice Hima Kohli said this on a trans- fer petition filed by a wife on the grounds that she was suffering from cancer. Justice Hima Kohli asked how will court know when those photographs were taken? She further asked that such photos should no more be filed. Justice Shah added that convenience of the wife matters equally. The bench then proceeded to allow the wife’s plea for transfer. Aman Yadav created a fake Instagram profile about one and a half years back and had gathered around 1,100 followers, most of them women, they said. From his fake profile, he would send messages to women and later, threaten to throw acid on them and make their obscene videos viral in a bid to force them to meet him in person, police said. The matter came to light after a woman, a resident of Farsh Bazaar, lodged a police complaint. She alleged that on November 27, she on her Instagram chat was threatened by an user, anshikasharma188, that acid would be thrown on her and her videos would be made viral, according to police. DCP (Shah- dara) R Sathiyasundaram said the IP address of the Instagram page (anshikasharma188) and some call records were analysed. The page was being allegedly operated by Yadav, he said. Police conducted a raid and Yadav was arrested from Subhash Nagar, Sathiyasundaram said. In a letter to the TRS MLC, the CBI said that it would visit her resi- dence on December 11 and record her state- ment in connection with the case. It also sought confirmation of her availability at her residence on the said date and time. New Delhi (ANI): The Centre in an affidavit told the Supreme Court that allegations of DyCM Manish Sisodia of non-cooperationfrom officials were false. Sisodia had filed an affidavit saying bureau- crats in Delhi were not cooperating with AAP government, thereby, paralysing the imple- mentation of policies of the elected government. Disputing his claim, Un- ion home secretary Ajay Bhalla said he could havefileddetailsof each incident alleged by Siso- dia to prove him wrong. • 4. PERSPECTIVE NEW DELHI | WEDNESDAY, DECEMBER 7, 2022 04 www.firstindia.co.in I www.firstindia.co.in/epapers/delhi I twitter.com/thefirstindia I facebook.com/thefirstindia I instagram.com/thefirstindia ECONOMY IS ON RIGHT TRACK he World Bank’s forecast for India’s growth pros- pect in 2023 has come as a boost for the economy and the Central government. Those doubt- ing the performance of the Indian economy amidst global gloom would be ef- fectively silenced unless numbers prove them right. From its earlier projection of 6.5 percent the World Bank in its India Develop- ment Update has revised the growth rate for 2022-23 to 6.9 percent with the gov- ernment meeting the fiscal deficit target of 6.4 per- cent. India is also projected as one of the fastest grow- ing economies by the World Bank’s Update. At 6.9 percent the growth will be lower th an finan- cial year 2021-22 when it stood at 8.7 percent. The lower growth can be attrib- uted to high commodity prices and the Reserve Bank of India’s tightening of monetary policy like other central banks. Given the resilience of India’s economy the pro- jection is neither surpris- ing nor improbable. What may need to be factored in is inflation. At 7.1 percent it will, however, be a spot of bother for the Reserve Bank of India and consum- ers in the current fiscal. It had dropped from 7.41 per- cent to 6.77 percent in Oc- tober but was considered high above the RBI’s com- fort level. The RBI’s monetary pol- icy committee is expected to further hike interest rates to fight inflation. Some of the Indian econo- my’s performance will hinge on global develop- ments based on the Ukraine war. With cheap Russian oil India has been able to face the headwinds so far, though the benefit of the deal has accrued more to oil companies and not ordinary consumers. T SPIRITUAL SPEAK Amongst thousands of persons, hardly one strives for perfection; and amongst those who have achieved perfection, hardly one knows me in truth. —Bhagavad Gita n our presentation this week when we talk about the exit polls of different agencies which have pre- dicted massive win by the BJP in Gujarat, we also focus on how these exit polls have shown the posi- tion of the Grand Old Par- ty vis-à-vis the AAP and thereby what is means for the Opposition politics in the country given the fact that the Lok Sabha is scheduled for 2024. Aam Aadmi’s entry in the fray in 2022 has made the election all the more interesting as the party is on an upswing since win- ning Punjab early in 2022 especially post the results which were announced on march 10. While the exact picture and the perfor- mance of AAP (in the Gu- jarat Assembly Elections 2022) will be known only on December 8, let’s present a percentage vote share, rise and dip scenario thereby as predicted by these exit polls. It will also give a pic- ture of how the Opposition parties are placed and what it means during the 2024 Lok Sabha elections. While News24 -Today’s Chanakyahaspredictedbig gains for the Saffron might compared to other parties, the survey predicts BJP may be headed for a mas- sive win with around 50% votes. Congress may get up to 26% votes while AAP may get up to 20% votes. N e w s 2 4 - T o d a y ’ s Chanakya has predicted that BJP may win around 150 seats while Congress may be reduced to 19 seats. AAP may win 11 seats. If BJP manages to win over 150 seats, it will be its big- gest-ever win in the state. However, a closer look will clearly reveal that the lion’s share of AAP’s in- crease in vote share in Gu- jarat appears to have come at the expense of the Con- gress itself rather than that of the BJP. While psephologists pre- dict through several exit polls that the Saffron might’s vote share will not drop much, the Congress, as per the exit polls, is esti- mated to witness a severe dropinvoteshare, matched by a boosted rise in vote share for Arvind Kejri- wal’s Aam Aadmi Party . Compared to 2017, the Congress, as per exit poll outcomes, may see a sig- nificant reduction in vote share. Axis MyIndia and ETG predict the most dras- tic decrease for the Con- gress, pegging the fall at 15.4 and 18 percentage points in respective orders. ETG estimates a 24.2% vote share for AAP, pre- dicting a larger vote share for Kejriwal’s party than even the Congress, which has been pegged at 23.4%. While the Axis MyIndia is giving AAP a 20% vote share in the Gujarat elec- tion, the Congress has been given only 6 percentage points ahead of AAP . CVot- erandPMARQhavemarked AAP’s vote share around 15% and Jan Ki Baat pegs it at a 12-19% range. Axis MyIndia pegs the Congress’ decrease in vote share from 2017 at 15.4 per- centage points, which equals 77.4% of AAP’s in- crease in vote share. ETG places the Con- gress’ decrease in vote share from 2017 at 18 per- centage points, which is 74.7% of AAP’s increase in vote share. In compari- son, the scale of BJP’s vote share decrease is only 10% of the scale of AAP’s vote share increase. CVoter puts the Con- gress’ decrease in vote share from 2017 at 8.4 per- centage points, which is 56.4% of AAP’s increase in vote share. As per the same exit poll, the amount that the BJP’s vote share has decreased by is only 0.7% of the amount AAP’s vote share has increased by . Going by the exit polls and the massive outcome of the Saffron might and thefractured“mandate”of the Opposition Congress and AAP… basically par- tieseatingintoeachother’s votes would only indicate that before the 224 Lok Sab- ha, it would be an uphill task for the Opposition parties to come together to give a fight of any kind to the BJP. The Jharkhand Muk- ti Morcha, a major ally of the Congress, sent its leader to join the yatra. Keep in mind that Bharat Jodo Yatra is not going to Jharkhand. That’s why Jharkhand Congress leaders had reached Madhya Pradesh to join the yatra. The board bears an illustration of the pro- posed mosque for which the Supreme Court had ordered allocation of a five-acre plot. But three years after the apex court settled the Ram Janmabhoomi- Babri Masjid land dis- pute, there are no signs of any building activity . In its India Development Update, the World Bank said the revision was due to higher resilience of the In- dian economy to global shocks and better-than-ex- pected second quarter numbers. India’s economy grew at 6.3% in September quarter 2022-23 as com- pared to 13.5% in the pre- ceding June quarter, main- ly on account of contrac- tion in output of manufac- turing and mining sectors. This is the first upgrade of India’s growth forecast by any international agen- cy amid the global turmoil. In October, the World Bank had cut India’s GDP growth forecast to 6.5% from 7.5% earlier. Now, it has upgraded the projec- tion to 6.9% for 2022-23 (April 2022 -March 2023). The report titled ‘Navi- gating the Storm’, said while the deteriorating ex- ternal environment will weigh on India’s growth prospects, the economy is relatively well positioned to weather global spillo- vers compared to most other emerging markets. Impact of a tightening global monetary policy cy- cle, slowing global growth and elevated commodity prices will mean that the Indian economy will expe- rience lower growth in 2022-23 compared to 2021-22 (8.7%), it said. Despite these challenges, it said, the update expects India to register a strong GDP growth and remain one of the fastest growing major economies in the world, due to a robust do- mestic demand. “The World Bank has re- vised its 2022-23 GDP fore- cast upward to 6.9% from 6.5% (in October 2022), con- sidering a strong outturn in India in second quarter (July-September) of 2022-23 financial year,” the India Development Update said on Tuesday . The report projected that the Indian economy will grow at slightly lower rate of 6.6% in 2023-24. MAJOR HIGHLIGHTS z In October, the World Bank had cut India’s GDP growth forecast to 6.5% from 7.5% earlier. Now, it has upgraded the projection to 6.9% for 2022-23 z This is the first upgrade of India’s growth forecast by any international agency amid the global turmoil ‘Eco growth to slip to 4-4.5% in 2HFY23’ First India Bureau New Delhi: Economic re- covery in FY23 has been resilient and encouraging, but challenges such as high inflation and weak demand (both internal and external) are expected to pull down the economic growth to 4-4.5% in 2HFY23 from 9.7% in 1HFY23, In- dia Ratings and Research (Ind-Ra) said. The agency says as per the latest estimates of the National Statistical Organ- isation, the GDP grew 6.3% yoy during July-September 2022 (2QFY23). “The data indicates that despite the geopolitical uncertainty and fear of a global growth slowdown, the Indian econ- omy has shown resilience. In fact, the 2QFY23 GDP growth print remains next only to Saudi Arabia (8.6% yoy) among the major econ- omies,” says, Paras Jasrai, Analyst, Ind-Ra. Given that Saudi Arabia is a key ben- eficiary of the current oil price boom, India’s GDP growth is indeed a shining spot across the globe. The biggest worry stems from India’s merchandise exports that contracted by a massive 16.7% yoy to $29.8 billion in October 2022. This is the first con- traction in 19 months. Mer- chandise imports grew 5.7% yoy in the month, tak- ing the trade deficit in goods to a three-month high of $26.9 billion in Oc- tober 2022. Favourably, the trade surplus of services continues the buoyancy reaching a record high of $12.3 billion, growing by 40.7% yoy (10-month high) in October 2022. New Delhi (PTI): Fitch Ratings on Tuesday said it expects the five-month-old tax on windfall profits made by oil companies to be phased out in 2023 on the back of moderating oil rates. The government had on July 1 levied a new tax on domestically-produced crude oil as well as on the export of petrol, diesel and jet fuel (ATF) to take away windfall gains accruing to oil companies from a global surge in energy prices fol- lowing Russian invasion of Ukraine. The tax rates are revised every fortnight based on prevailing international rates. The levy on petrol export has since been abol- ished. “We expect the wind- fall taxes on domestic crude oil production levied by the government in 2022 to be phased out in 2023 with moderating prices,” Fitch said in its APAC Oil Gas Outlook 2023. Fitch expects windfall tax on oil to be phased out in next year SAYS KIRIT PARIKH PANEL Cut excise duty on CNG till gas is included in GST New Delhi (PTI): The Un- ion government should moderate the excise duty it levies on CNG till such time that the environment- friendly natural gas is in- cluded in the one-nation- one-tax GST regime, Kirit Parikh Committee has rec- ommended. Natural gas is currently outside the ambit of GST, and existing legacy taxes —central excise duty, state VAT and central sales tax —continue to be applicable on the fuel. While the central gov- ernment does not levy ex- cise duty on natural gas when sold in gaseous form, it charges a 14% tax on CNG. States levy VAT as high as 24.5% on gas. The Parikh Committee, which was formed to rec- ommend fair price of gas to the end consumer and a “market-oriented, trans- parent and reliable pricing regime”, in its report to the Oil Ministry last week sug- gested that “gas should be brought under the GST re- gime”. “The committee rec- ognise that this requires consensus among the states,” it said. The meeting hosted by NSA Ajit Doval also emphasised the need for respecting Afghani- stan’s sovereignty , unity and territorial integrity and urged non-interfer- ence in its internal af- fairs. A joint commu- nique said the officials agreed that the expan- sion of terrorist propa- ganda, recruitment and fund-raisingeffortshave serious security impli- cations for the region, and therefore, a collec- tive and coordinated re- sponse is essential. “The misuse of new and emerging technolo- gies, arms and drugs trafficking, using ter- rorist proxies for cross- border terrorism, abuse of cyber space to spread disinformation and un- manned aerial systems present new challenges in counterterrorism ef- forts and call for collec- tive action,” it said. The mentioning of cross-border terrorism is seen as a reference to Pakistan’s support to various terror groups which have been target- ing India. The meeting also strongly called for an early adoption of the UN Comprehensive Convention on Interna- tional Terrorism to ef- fectively deal with the menace.
