Yogi govt checkmates Opposition

Lucknow: In a series of deft
moves that caught the oppo-
sition by surprise and
thwarted their design to ex-
ploit the violence in Lakh-
impur to their advantage,
the Yogi Adityanath govern-
ment on Monday put up a
stellar show in Statecraft.
While a team of senior of-
ficers including ACS Devesh
Chaturvedi and ADG (law
and order) Prashant Kumar
worked out a solution to the
crisis in Lakhimpur, in Luc-
know tight security ar-
rangements and police vigil
frustrated the efforts of
leaders of opposition par-
ties who were trying to go to
Lakhimpur.
There was a sense in the
government that assembly
of large number of politi-
cians would worsen the
problem as the issue had al-
ready snowballed into a ma-
jor political controversy.
CM Yogi closely monitored
the situation along with
senior cabinet colleagues.
The government was also in
a tearing hurry to find an
amicable solution in view
of the visit of Prime Minis-
ter Narendra Modi to Luc-
know the next day.
In an early morning
crackdown, the police bar-
ricaded the residence of
party chief Akhilesh Yadav
and stopped him from leav-
ing for Khiri. Later, Yadav
was taken into custody and
freed in the evening.
But AICC general secre-
tary Priyanka Gandhi, who
arrived here late Sunday
night from Delhi, gave slip
to the police and succeeded
in reaching Sitapur, where
she was intercepted by the
police and taken into custo-
dy late Sunday night. The
government also did not al-
low Chattisgarh Chief Min-
ister Bhupesh Baghel and
Punjab Deputy Chief Minis-
ter Sukhjinder Singh Rand-
hawa to land at Lucknow
airport. ACS (Home) Awan-
ish Awasthi wrote to the air-
port authority to not allow
the landing.
Similarly, BSP general
secretary SC Mishra was
also stopped from coming
out of his residence. Rash-
triya Lok Dal president Jay-
ant Chaudhury was arrested
on way to Lakhimpur.

New Delhi: In signs of
truce between the Uttar
Pradesh government
and farmers over the
Lakhimpur Kheri vio-
lence that left eight peo-
ple, including four
farmers, dead on Sun-
day, the state police an-
nounced an ex gratia of
Rs 45 lakh for the kin of
each of the deceased, a
Govt job and Rs 10 lakh
each for the injured.
Appearing in a joint
press conference with
BKU’s Rakesh Tikait on
Monday, UP Additional
DG, Law and Order,
Prashant Kumar, an-
nounced that the state
government after talks
with farmer represent-
atives had decided to
agree to their demands.
“FIRs under relevant
sections will be lodged
as demanded by the
farmers. The incident
will be probed by a re-
tired high court judge
andperpetratorscaught
within eight days,” said
Kumar. The state gov-
ernment may just have
averted a major crisis
in the area.

Sitapur: Congress general secre-
tary Priyanka Gandhi Vadra sat on
a hunger strike on Monday after
being detained in Uttar Pradesh’’s
Sitapur district while she was
en route to Lakhimpur Kheri. As
Vadra began her dharna in a PAC
guest house in the district, Con-
gress leaders protested outside
and raised slogans against the
BJP-led state government over
her “arrest”. A video showed Pri-
yanka Gandhi sweeping a room in
the guest house.
New Delhi: Deputy Chief Minister of Punjab Sukhjinder Randhawa
and Congress leader Kuljit Nagra were detained by UP Police in
Saharanpur along with other party leaders. The Congress leaders
were on their way to Lakhimpur Kheri to meet families of farmers
who lost their lives in violence. Flights of Chhattisgarh Chief Minis-
ter and Punjab Deputy Chief Minister Sukhjinder S Randhawa were
denied permission to land in Lucknow on Monday morning.

which confirmed that a large number of

Mumbai: A local court on Monday extended the NCB custody of Aryan Khan, son of
Bollywood superstar Shah Rukh Khan, and two others till October 7 in connection
with the seizure of banned drugs onboard a cruise ship off the Mumbai coast. The
trio was produced before the court after the end of their one-day custody given to
the Narcotics Control Bureau (NCB) on Sunday.
Sensex and Nifty closed 0.9% higher on Monday with the Sensex closing at
59,299.32, while Nifty settling at 17,691.25. The benchmark indices snapped their
four-day losing streak to end nearly 1 per cent higher on Monday. At close, the
Nifty50 index was up 159 points, near the 17,700-level at 17,691. The BSE Sensex
ended with a gain of 534 points at 59,299.

Officers reach truce with farmers

Lucknow: The Uttar
Pradesh government
on Monday announced
that a retired High
Court judge will probe
the Lakhimpur Kheri
violence and that the
families of the four
farmers killed in the
incident will be given
Rs 45 lakh compensa-
tion by the govern-
ment.
The Uttar Pradesh gov-
ernment will also give
Rs 10 lakh to those in-
jured in the violence,
said Additional Chief
Secretary, Home, Awan-
ish Kumar Awasthi.
“An agreement has
been reached with the
farmers. The govern-
ment will give Rs 45
lakh to the family mem-
bers of the four farm-
ers who were killed in
the violence on Sunday.
Besides, one member
from their families will
be given a government
job at the local level,”
he said.
Additional Director
General (Law and Or-
der) of Uttar Pradesh
Police Prashant Ku-
mar, who is in Lakhim-
pur Kheri, announced
the state government’s
decision regarding the
probe and compensa-
tion in the presence of
Bharatiya Kisan Un-
ion (BKU) leader Rake-
sh Tikait.
“The officials will be
in touch with a com-
mittee of farmers to ad-
dress other issues, if
any,” Kumar said.
The entire incident
will be thoroughly
probed and stringent
action will be taken
against those found
guilty, he said.
“Now, the post-mor-
tem examination of the
bodies will be conduct-
ed after the ‘panchna-
ma’ as per the due legal
process ahead of their
last rites,” he said.

was unfortunate and a
thorough probe will be
conducted.”
The Samyukta Kisan
Morcha (SKM), an um-
brella body of farm un-
ions, has written to
President Ram Nath
Kovind, demanding
that MoS, Home, Ajay
Mishra be sacked and a
murder case filed
against his son with re-
gards to the incident.
Sunday’s violence
was the bloodiest yet in
the prolonged farmers’
protest against the Cen-
tre’s new agri laws that
began last year.

will ensure that the
country’s ‘annadatas’
win this non-violent
fight for justice.”

belongs to the farmers
and not to the BJP. She

Lucknow: The Uttar
Pradesh government is
working on a war foot-
ing to expand the ca-
pacity of sugar mills.
In this regard, the sug-
arcane department has
begun the expansion of
13 sugar mills.
Once completed, it is
likely to benefit over 5
lakh sugarcane farm-
ers in Uttar Pradesh.
Along with this, the
cane crushing capacity
of the mills will also
increase. The depart-
ment has also consti-
tuted a committee for
on-site monitoring of
expansion of these sug-
ar mills.
Aiming to benefit the
sugarcane growers, as
many as 120 sugar mills
are set to be operated in
the current crushing
season. As a result of
the sustained efforts of
the state government
in improving the condi-
tions of existing sugar
industry, the area un-
der sugarcane produc-
tion in Uttar Pradesh
has increased by about
27.75 lakh hectares.
The work of expand-
ing crushing operation
of 13 sugar mills in-
cluding Munderwa
sugar mill has been ini-
tiated to increase
state’s sugarcane
crushing capacity.

ship Mela to give em-
ployment to youth
which was attended by

workers on Monday.
Around 4500 con-
tracts were signed be-
tween the establish-
ments and the skilled
candidates under the
National Apprentice-
ship Promotion
Scheme (NAPS) and
Chief Ministers Ap-
prenticeship Promo-
tion Scheme to provide
employment to youth
from the state.
The fair was organ-
ized at the Nodal ITIs
of all 75 districts across
Uttar Pradesh. The
minister of state for
Vocational Education
Kapil Dev Agarwal in-
augurated the Appren-
ticeship Mela at the
Government Nodal ITI
at Muzzafarnagar.
Speaking on the occa-
sion, he said that the
state government is
committed towards
providing employment
to youth. Such fairs are
really helpful in getting
the youth closer to this

dia) Ms Neelam Shami
Rao inaugurated the
mela at Nodal ITI Noi-
da.
The mela was organ-
ized across all Govern-

Pradesh. More than
80,000 skilled candi-
dates from various gov-
ernment programs at-
tended the Mela. These
included graduates
from various trades of
ITI, certified candi-
dates from UP Skill de-
velopment mission,
PMKVY and DDUKVY.
Over 4700 establish-
ments participated in
the fair and selected
candidates for appren-
ticeship program in
their companies. Over
4500 contracts for ap-
prenticeship were
signed over there.

UP vax record with 11 crore jabs

Lucknow: Uttar
Pradesh on Monday
achieved a major land-
mark in vaccination
with administering
over 11 crore doses so
far. The state has ad-
ministered over one
crore vaccine doses in
less than ten days.
On September 27, UP
also became the first
and only state to admin-
ister over 38 lakh doses,
making it the highest
ever single-day vaccine
coverage by any state.
The most populous
state has also achieved
the milestone of admin-
istering the first dose of
the Covid-19 vaccine to
over 60 per cent of the
eligible adult popula-
tion. Over 8,82,91,495
peoplehavereceivedthe
first dose of the vaccine
so far.
Despite challenges in
terms of a large popula-
tion and sizable rural
population, UP has pro-
activelyworkedtowards
its endeavour of provid-
ing free vaccination to
all eligible beneficiar-
ies, to which the rising
monthly vaccination

As per official estimates based on census and electoral

population. While over 2.21 crore people are fully

OVID-19 is pushing
the world to the
brink. The pandemic
has killed more than
4.7 million people,
caused global GDP to decline by
4.6% in 2020, and pushed 119-124
million more people into ex-
treme poverty
. Today
, nearly one
in three people globally do not
have enough food to eat, while
conflicts and climate-change-in-
duced natural disasters are forc-
ing families from their homes.
And the resulting school disrup-
tions are leaving crisis-affected
children ever-further behind.
When world leaders launched
Education Cannot Wait, the Unit-
ed Nations’ global fund for educa-
tioninemergenciesandprotract-
ed crises, at the 2016 World Hu-
manitarian Summit, 75 million
children and youth globally were
beingdeniedtheirrighttoanedu-
cation as a result of conflict, dis-
placement, and natural disaster.
Fast forward to the present.
As COVID-19 continues to rav-
age the world’s least-developed
countries, and with other crises
on the rise, the number of chil-
dren who are out of school has
increased to an estimated 128
million. This is a rough estimate
that will likely increase as the
world’s multiplying crises deep-
en, and it is already more than
the population of Japan, or the
populations of France and Italy
combined.

founded by JRD
Tata in 1932 as Tata Airlines,
it will be a delayed but much
awaited development. For
Ratan Tata getting the Maha-
raja’s homecoming after dec-
ades will be a moment of
nostalgia. The reported suc-
cessful bid is expected to
bring buoyancy to the airline
sector.
Air India serves over 60
destinations across conti-
nents and is a member of
Star Alliance, a global avia-
tion alliance. The sell-off is
happening because the air-
line is heavily debt-ridden---
Rs 40,000 crore---with the clo-
sure of skies during the pan-
demic being a major contrib-
uting factor. The govern-
ment, it is said, intends to
pass on a debt of only Rs
23,000 crore to the Tata Sons.
There’s no dearth of money
with the Tatas or manage-
ment skill to revive the ailing
airline. If the Tata Sons’ bid
gets a final nod from the gov-
ernment, the Tatas will
merge AirAsia India and
Vistara businesses to bring
them under one entity
.
Air India has the third
largest market share in In-
dia’s aviation sector. Air Asia
India’s 7.1 percent and Vista-
ra’s 6.4 percent of market
share together will make Ta-
tas the second biggest group-
ing in the country’s aviation
sector after Indigo which en-
joys a market share of 55.5
percent. It will then act as a
major disruptor for Spicejet.
For Jet Airways it’s like tak-
ing a bird-hit at the runway
itself. The airline is putting
its nuts and bolts in place for
a possible take-off in 2022.

tions and access to financial
services has potentially been
revolutionized in early Sep-
tember 2021, when a new
technology infrastructure
Account Aggregator (“AA”)
was launched at a virtual
event wherein 8 largest banks
of India namely, State Bank
of India, ICICI Bank, Axis
Bank, IDFC First Bank, Ko-
tak Mahindra Bank, HDFC
Bank, IndusInd Bank and
Federal Bank came together
to join the network for a
smooth and centralized tran-
sition of financial data.
Account aggregators are a
subset of non-banking finan-
cial companies (“NBFCs”),
which function as technology
intermediaries between enti-
ties requiring financial data
of customers (financial infor-
mationusers“FIU”)andthose
holding that data (financial
informationproviders“FIP”).
SIMPLIFYING AA
The whole process has a
three-tier structure and the
license for AAs is issued by
the RBI. These will help in
facilitating financial data of
customers to FIPs and FIUs
which include banks, lenders
who do not delve into bank-
ing, insurance companies
and mutual funds, who seek
financial data and documents
from their customers. Infor-
mation scattered across all of
the financial institutions that
one deals with will be stored
via a centralized mechanism
and shared to an FIU if the
customer consents for the
same. Thus all the digital
footprints of the customer
will be compiled in one place
and facilitate the information
acquisition to lenders.
HOW IS AA
REVOLUTIONARY?
	
z IMPROVED FINANCIAL
UNDERSTANDING: The
most pertinent benefit of an
Account Aggregator ser-
vice is the ease with which
customers can analyze
financial information to make
well-informed decisions with
regards to their banking and
investment choices.
	
z LESS TURNAROUND TIME:
AAs essentially cuts down
the enormous amount of
time that customers have
to undertake in order to
avail of a financial service,
and thus the hassle to run
around and collect all the
financial documents before
availing of financial services
will be done away with. This
time saved could be rather
invested into analyzing the
services provided by various
competitors in the market!
	
z LESS PHYSICAL INTERAC-
TIONS: COVID-19 has been a
major roadblock on physical
restrictions and end-users
are afraid to visit banks and
other financial offices. This
can be potentially solved by
an AA that creates secured
digital access to personal
data. To cite an example,
data sharing through AA to
procure information collat-
eral can be used to access a
small formal loan by MSMEs
who generally ask for physi-
cal collateral.
	
z FRAUD REDUCTION: It
reduces the fraud associ-
ated with physical data by
introducing secure digital
signatures and end-to-end
encryption for data sharing.
Further, the services of third
parties cannot be used for
undertaking the business
of account aggregation.
Moreover, the consent of the
customer is at the core of
the AA ecosystem. Thus, if a
person decides to not share
the financial data, it will stay
with the finance provider.
According to Sahamati, a
collective AA ecosystem, an
AA is “data-blind” which es-
sentially means that all data
transferred is encrypted and
could only be accessed by
the FIU for which the data is
intended.
	
z SYNERGY BETWEEN UNI-
FIED PAYMENTS INTER-
FACE (“UPI”) AND AA: With
the onset of UPI, payments
have become increasingly
accessible and pervasive.
The AA system works on a
similar idea, the only differ-
ence being in the data which
is being exchanged. The
technology-driven payment
services application allowed
customers to exchange pay-
ments on several banking
accounts via a single appli-
cation by a virtual payments
address, with each having
a unique separate identity.
The AA entities will also fol-
low suit of the UPI payment
mechanism and will enable
a user to transfer numerous
financial data held by the
user in multiple accounts
(saving accounts, term de-
posits, mutual and pension
funds etc.) through a single
virtual address exclusive to
each user.
CONCLUDING
REMARKS
The ecosystem has the poten-
tial to serve as the holy grail
of financial services provid-
ers and customers alike, pro-
vided its execution is done
immaculately. AA mecha-
nism can achieve meteoric
success if all financial ser-
vices providers, as well as
government entities such as
Income Tax and GST and
other business entities, are
on the platform. It is not com-
pulsory for every financial
service provider to partake in
the AA ecosystem as of yet.
However, it is mandatory for
an entity that wants to be-
come an FIU and provide
more personalised services to
its customer base to become
a FIP as well that is, it should
be willing to share its cus-
tomer’s data (with customer
consent) with other FIUs.

about Punjab, Kejriwal
says that at the right
time he will announce
the name of the party’s
chief ministerial candi-
date. When elections are
to be held simultane-
ously in both the states,
how come the right time
has come in Uttara-
khand and not in Pun-
jab? In Uttar Pradesh
too, the party has de-
clared Sanjay Singh as
its Chief Ministerial
face.
In fact, Kejriwal is in
a dilemma about Pun-
jab. Earlier he had said
that Jat Sikhs would be
the Chief Minister and
Dalits would be the Dep-
uty Chief Ministers if
AAP formed the govern-
ment. But now Congress
has made a Dalit, CM
and therefore the stake
of Deputy CM will not
attract much to the vot-
ers. On the other hand,
BJP has announced to
make Dalit CM. That’s
when Kejriwal’s dilem-
ma has increased. Ac-
cording to informed
sources, there is also an
opinion in his party that
the Leader of Opposi-
tion of Punjab Assem-
bly Harpal Singh Chee-
ma should be made a
contender. He is a Dalit
and is representing the
party in Assembly
. This
will strengthen the cred-
ibility of the party
.
But this is worrying
forKejriwalasheknows
announcing a name
would result in loosing
the Jat Sikh vote. He is
feeling that if he also de-
clared a Dalit claimant,
then the Jat Sikh vote
will outrightly go to the
Shiromani Akali Dal. In
fact, there is no confu-
sion in SAD about who
will become the CM, as
everyone knows that if
the Akali Dal govern-
ment is formed Sukhbir
Badal will be the CM
and SAD’s ally Bahujan
Samaj Party

peal in Dalits, will be
given the Deputy CM
position. AAP MP Bhag-
want Mann is pressuris-
ing party to declare CM
candidate, but consider-
ing him as a non-serious
politician, Kejriwal is

Sena, which is heading
the Maha Vikas Aghadi
government of Maha-
rashtra, has given some
advice to its ally Con-
gress and has also
passed comments about
its leaders. No one can
deny the advice of Shiv
Sena that Congress
should elect a full-time
president.
However, many Con-
gress leaders have be-
come angry with this
and are advising Sena
not to interfere in their
internal affairs. But
what the Sena has said
is not wrong too and it is
high time that the Con-
gress should elect a full-
time president at the
earliest since not having
a president gives all par-
ties an opportunity to
attack the Congress.
Sena’s second com-
ment is more important
than this advice. Sena
haswritteninitsmouth-
piece ‘Saamana’ that
senior Congress leaders
have joined hands with
the BJP and their aim is
to stop Rahul Gandhi.
There is no doubt that
many senior Congress

Singh, who was Con-
gress’s chief minister

ness to the BJP. Now
they are calling for
their secular conduct
but the question is not
on their conduct. The
question is about his
closeness to the BJP
and its top leaders. As
soon as he stepped
down as CM, national
security became such a
big issue in Punjab that
he met the Home Minis-
ter and the National
Security Advisor. It is
being said that he is go-
ing to form a party to
help the BJP.

Kochi: Kerala HC on Monday quashed Kerala
govt’s order to reduce charges of RT-PCR tests
in private laboratories to Rs 500 from Rs 1,700.
HC also quashed the
order to initiate criminal
proceedings against
those who are not
implementing the order.
In May, the Kerala govt
had issued an order to
reduce the RT-PCR test
rates in the state from
Rs 1700 to Rs 500. A bench of Justice TR Ravi also
directed the state to hold discussions with owners
of private laboratories and take a fresh decision
in this regard. Court’s ruling came on PIL filed by
Accredited Molecular Testing Laboratories and Devi
Scans pvt ltd seeking to set aside the order.

Covid vaccine ZyCov-D between Centre and
Zydus Cadila are still underway. The decision
of pricing is taking time owing to 2 factors;
one is that it is a three-dose vaccine and the
other is its application. A needle-free applica-
tor or a jet injector is used for the application
of the ZyCov-D vaccine, which can be used
to vaccinate 10,000 people. Sources told that
price from the govt is expected to be around
Rs 300/dose. Sources said, “The final cost
has not been finalised yet because cost of
applicator that will be used for vaccine is Rs
90 and jet injector costs Rs 30,000.”

unable to access the ser-
vices WhatsApp, Insta-
gram and Facebook.
Social media users took
to Twitter to report that
they were unable to ac-
cess the services of the
aforementioned sites.
Downdetector.com, a
website that tracks is-
sues related to traffic on
major websites, also
saw a spike in number
of reports which con-
firmed that a large num-
ber of people are unable
to access WhatsApp, Fa-
cebook and Instagram.
Over 20,000 people
have reported that the
WhatsApp is not work-
ing for them. The web.
whatsapp.com is also
displaying this error
message - 5xx Server Er-
ror. Insta is also show-
ing the same message.
The Facebook web-
site shows an error mes-
sage “Sorry, something
went wrong. We’re
working on it and we’ll
get it fixed as soon as we
can.” The WhatsApp
messaging app is unable
to send or receive mes-
sages while Instagram
and Facebook’s messag-
ing platforms are also
facing an outage.
The issue has seem-
ingly affected people
late in the evening, with
outage starting at
roughly 9:15 pm IST.
This is not the first
time apps like What-
sApp have crashed. A
similar outage occurred
in June, while another
in July. “We’re aware
that some people are
having trouble access-
ing our apps and prod-
ucts. We’re working to
get things back to nor-
mal as quickly as possi-
ble, and we apologize for
any inconvenience,” a
Facebook spokesperson

fused to entertain a plea seeking
cancellation of the NEET UG held
on September 12, 2021 on the
ground that the examination was not
conducted in a fair and transparent
manner. The apex court dismissed
the plea saying that cancellation of
the exam cannot be at the cost of
lakhs of students. A bench headed
by Justice L Nageswara Rao, which
stopped short of imposing Rs 5
lakh cost, noted that the petitioner
seeks setting aside NEET-UG Exam
and directing the NTA to conduct the
exam afresh.

New Delhi: The inci-
dent of violence in Ut-
tar Pradesh’s Lakhim-
pur Kheri is resonating
politically in Punjab,
whose farmers have
been protesting at na-

Kolkata: Amajor fire broke out in a four-storey building
in Kolkata’s congested Colootola area on Monday morn-
ing, an official said. No one was injured in the blaze
that erupted on the third floor around 11 am, he said,
adding, 14 fire tenders have been pressed into service
to douse the flames. Huge quantities of garments were
stacked inside the rooms of the building, where two
families also reside, the fire department official said.
“Our efforts are continuing.There are inflammable ma-
terials stocked inside the building, too,” the official said.

DESIGNATION
The word ‘wait’ can
sometimes become
burdensome on someone
especially when a person is
looking forward to something.
Such a thing is happening in
Uttar Pradesh’s bureaucracy
where officers even after
getting promoted to IAS from
PCS are still unable to change
their designation as there has
been no notification. Every
officer has been calling his
colleagues to check if they have
received any news about official
notification of their promotion.
The DPC of PCS officers was
held on September 16th after
which they were informed of
their promotions, but it has
become official as the state
government is to pass an order
which can only take place when
UPSC issues a notification of
the promotion to the state
government. The UPSC has
always issued a notification 10
days after the DPC but for
reasons unknown, it has not
issued the DPC which causing
anxiety among those promoted
to the IAS cadre. Reports have
emerged that the file has been
shutting between UPSC and
DoPT and the officers can not
do much but wait and hope that
the notification for their
promotion is issued soon.

tion to Bidhnu police,
animal trader Zeeshan
Ahmed, resident of
Shuklaganj Gandhi Na-
gar, Unnao, told that on
September 28, he was
going to Moudaha ani-
mal market in Hamir-
pur in a car with Rs 10
lakh which was looted
by two bike-borne mis-
creants who allegedly
attacked him near
Shambhua bridge and
looted cash. The rela-
tives who reached on
information had admit-
ted the injured Zeeshan
to a private hospital in
Kidwai Nagar. From
the very beginning the
incident seemed suspi-
cious to police. After
investigation, it was
found that Zeeshan had
attacked himself by
fabricating a fake rob-
bery along with his
brother Afsaan, child-
hood friend Shubhakit
alias Kanhaiya and
Manish Sharma. He
hid the looted money in
his house.
While disclosing the
incident, police have
recovered cash and
three mobile phones
while arresting ani-
mal trader Zeeshan
and his brother and

New Delhi: The Su-
preme Court on Monday
dismissed a plea of real
estate developer Su-
pertech seeking modifi-
cation of its August 31
order in which it direct-
ed to demolish two of its
40-storey towers at its
Emerald Court housing
project in Noida. A
Bench headed by Justice
DY Chandrachud de-
clined Supertech’s pro-
posal to demolish only
one of the two towers.
“The attempt in the
plea is clear to seek
amendment,theattempt
is not permissible in
miscellaneous applica-
tion and there is no sub-
stance in the same,” the
Bench said while dis-
missing Supertech’s ap-
plication for modifica-
tion of the order. Asking
the top court to stop the
court-ordered demoli-
tion of the two 40-storey
towers, Supertech has
said it has an alternative
plan that could save sev-
eral crores of rupees
from going waste and
also prove to be “benefi-
cial for the environ-
ment”.
It has sought the stay
in the August 31 order of
the SC and claimed that
partialdemolitionof 224
flats of one of the two
towers--fromtheground
floor to the 32nd floor
alongwiththecommuni-
ty area on the ground
floor -- will be sufficient
to bring the structure in
conformity with all the
building norms.

Lakhimpur Kheri vio-
lence in which eight per-
sons died including four
farmers. The petition
has been filed on behalf
of Swadesh NGO and
Prayagraj Legal Aid
Clinic. It appeals that if
CBI investigates the
matter, it should be fully
monitored by the High
Court.
The petition also de-
mands that strict action
be taken against any po-
liceman found guilty in
the case. Advocate
Gaurav Dwivedi has
filed the petition on be-
half of the institutions.
The petition also said
that the role and negli-
gence of police officers
sitting in the state capi-
tal Lucknow to Lakhim-
purshouldbeinvestigat-
ed. In Lakhimpur Kheri,
9 people have lost their
lives so far in the vio-
lence. The deceased in-
clude four farmers, a lo-
cal journalist and 3 BJP

people are said to be in-

trend of participation
of women in elections
and politics is encour-
aging. It is considered
that the participation
of women, both as can-
didate and a voter, in
the upcoming assem-
bly elections will be
more than ever. That is,
women will play a cru-
cial role in deciding the
future of all political
parties.
As per the Election
Commission’s data, in
2017 assembly elec-
tions, 63.26 percent
women cast their votes
while male voters tally
was merely 59.43 per-
cent. Also, in this elec-
tion, all the parties had
given tickets to a total
of 96 women, out of
which 40 women had
successfully made it to
the UP assembly. Al-
though the participa-
tion of women in terms
of numbers was mere-
ly around 10 percent, it
was the highest ever
proportion of female
MLAs in the 403- mem-
ber assembly
.
Dr Anita Bajpai, as-
sociate professor so-
ciology, expressing her
views said, “In the
changing scenario,
women are becoming
aware of their rights
and are demanding
equality with men.
From political activ-
ism to electoral pro-
cesses, women’s partic-
ipation is on a growth
path. If half of the pop-
ulation is to get their
due rights, then large
participation in demo-
cratic processes must
be ensured. Although,
political parties are
still not so liberal in
giving tickets to wom-
en. But these condi-
tions will not prevail
for a long time.” This
view is also bolstered
by the fact that, in the
recently held Pancha-
yat in UP, out of 58,176
posts of Gram Prad-
han, women won 53.7
percent i.e. 31,212 posts.
Last time this figure
was 25,809 women
Gram Pradhans. It is
evident that both the
participation and in-
terest of women in
elections and politics
have increased till the
village level.

he used to be a chirpy
youngwomanwhenever
she visited my clinic
with brilliant eyes and a
radiant smile, full of life
carrying an aura of
dance, music, medita-
tion and fitness. Then came Cov-
id19 and caught her along with
her husband. Both came out vic-
torious against the dangerous
virus but she lost something in
her core. Now she looks vulner-
able and emotionally fragile
with eyes hardly holding back
tears and a visible tremor in her
voice.
Then there is another ex-
ample. A woman of very happy
disposition lost her brother-in-
law, a close lady friend and hus-
band of another close friend to
Covid19 in a very short period.
She always used to plan big for
life and her attitude was also
positive but when's this time she
came to my consultation room, I
failed to recognise her. She aged
by years in these 12 months and
her eyes dribbled tears at fre-
quent intervals. She was ex-
tremely - and insecure for her
husband and children and was
suffering from nightmares re-
garding them. Never did she im-
agined this sort of life and eve-
rything happened as though
lightning has struck.
They are an elderly couple
in their late 70s who lost their
young and brilliant son during
the Indo-Pak war. They forgot to
smile after that. As brave par-
ents, they never wept publicly
but a deep sorrow is noticeable
whenever they enter my consul-
tation room and evident is their
abhorrence to war and violence
as both these human follies con-
clude nothing. War, according to
them,mightbenecessarythough
always a debatable choice but
one thing is beyond doubt - its
futility as far as a conclusive so-
lution of the problem is con-
cerned.
Similar examples can be
seen aplenty in marriage break-
downs, business failures, cheat-
ing by friends and foes, leakages
of examination papers, apathy
and bribe seeking by govern-
ment officials and so many more
fields of life. The human emo-
tional world has become a grand
saga of turmoil.
All these three examples
highlight one thing - gross public
ignorance amounting to apathy
as far as emotional health is con-
cerned. The commonest com-
ment  don't worry, everything
would be fine is indicative of
superficiality of thought process
and casualty of attitude. As the
country is undergoing rapid ur-
banisation, India needs a strong
emotional support system in
place because the traditional so-
cial support system has, by now,
become more or less extinct.
Post Traumatic stress syn-
drome mainly came to the fore
after the 9/11 attack on Ameri-
can civilians by a moron group
of some cruel people. Before
that, it was not a regular diagno-
sis by medical professionals but
after the Covid19 pandemic, it is
now being recognised with all
seriousness. In a pandemic like
Covid19, a sick person feels com-
pletely isolated - no friends, no
relatives, nowhere to go, no one
to share jokes and no one to lend
a comforting shoulder. Such a
situation occurs very rarely and
no one is prepared for this. Even
the doctors are significantly
fearful, anxious or depressed.
Telemedication isn't an option
that a sick person opts for in the
first place, it is the last straw for
him and can not replace the reas-
suring physical checkup by a
known healer.
Urbanization, the forma-
tion of nuclear families, unsus-
tainable expectations amongst
parents and children have cre-
ated a web of mental states
where people start harming each
other within a family
. One exam-
ple can highlight the traumatic
situation. She is an intelligent
mother, highly devoted to her
family, especially to her son but
the son starts blaming her for his
every failure. She isn't at fault at
anything but the son sees every-
thing from a different angle and
heeds no counsel from anyone.
The mother is unnecessarily
forced to live in a mental quag-
mire for the rest of her life. She
has only one option to lead a rea-
sonably normal life and that is if
she dares to detach from every-
thing called family
. Would she be
able to do so? Most probably, not.
These are the examples that
tell us that emotional health
should be taken as seriously as
physical and mental health. Con-
trary to common belief, emotion-
al health is not a psychiatric is-
sue and needs no medicine and
psychiatrist but the requirement
is that of a counsellor or psychol-
ogist. But once again, there is a
big dilemma - our country has
very few established and well-
recognised psychologists. Psy-
chology is a difficult art to prac-
tice as the vast majority of the
population is unaware of its use-
fulness, doesn't want to pay for
it. Thus, only very few opting
this as a career. Except for very
few, almost all psychologists are
dependent upon referral from
psychiatrists which limits their
capacity to innovate and im-
prove and this is seen by the pub-
lic as a money-making plan. In
itself, this system of referral
would never allow psychologists
and counsellors to gain individ-
ual recognition and identity. It
appears that India's emotionally
disturbed people won't be able to
reach a state of cloud 9 with the
help of their counsellors.
Finally, a few words for the
art of counselling. These days I
have seen psychologists being
trained to evaluate their clients
by a type of protocol. They give
a sheet of questions to a client,
evaluate the answers and draw
their inference. This is just like
a high school examination and
is almost mechanical, monoto-
nous and repetitive. A counsel-
lor has to have a philosophical
depth of understanding human
emotions, a lot of compassion
and plentiful patience to listen,
contemplate and comfort. These
are the reasons we don't find
many dedicated psychological
counsellors, their place is al-
most completely taken over by
Gurus who may or may not be
capable of individual healing.
Counselling is not a profession
in itself, it has to be a mission for
someone capable of being a
friend, philosopher and guide.

Yogi govt checkmates Opposition First India Bureau Lucknow: In a series of deft moves that caught the oppo- sition by surprise and thwarted their design to ex- ploit the violence in Lakh- impur to their advantage, the Yogi Adityanath govern- ment on Monday put up a stellar show in Statecraft. While a team of senior of- ficers including ACS Devesh Chaturvedi and ADG (law and order) Prashant Kumar worked out a solution to the crisis in Lakhimpur, in Luc- know tight security ar- rangements and police vigil frustrated the efforts of leaders of opposition par- ties who were trying to go to Lakhimpur. Later, Yadav was taken into custody and freed in the evening. But AICC general secre- tary Priyanka Gandhi, who arrived here late Sunday night from Delhi, gave slip to the police and succeeded in reaching Sitapur, where she was intercepted by the police and taken into custo- dy late Sunday night. The government also did not al- low Chattisgarh Chief Min- ister Bhupesh Baghel and Punjab Deputy Chief Minis- ter Sukhjinder Singh Rand- hawa to land at Lucknow airport. Farmers and government reach agreement as opposition parties ‘fan fire’ New Delhi: In signs of truce between the Uttar Pradesh government and farmers over the Lakhimpur Kheri vio- lence that left eight peo- ple, including four farmers, dead on Sun- day, the state police an- nounced an ex gratia of Rs 45 lakh for the kin of each of the deceased, a Govt job and Rs 10 lakh each for the injured. Appearing in a joint press conference with BKU’s Rakesh Tikait on Monday, UP Additional DG, Law and Order, Prashant Kumar, an- nounced that the state government after talks with farmer represent- atives had decided to agree to their demands. “FIRs under relevant sections will be lodged as demanded by the farmers. The Uttar Pradesh gov- ernment will also give Rs 10 lakh to those in- jured in the violence, said Additional Chief Secretary, Home, Awan- ish Kumar Awasthi. “An agreement has been reached with the farmers. The govern- ment will give Rs 45 lakh to the family mem- bers of the four farm- ers who were killed in the violence on Sunday. Besides, one member from their families will be given a government job at the local level,” he said. Additional Director General (Law and Or- der) of Uttar Pradesh Police Prashant Ku- mar, who is in Lakhim- pur Kheri, announced the state government’s decision regarding the probe and compensa- tion in the presence of Bharatiya Kisan Un- ion (BKU) leader Rake- sh Tikait. “The officials will be in touch with a com- mittee of farmers to ad- dress other issues, if any,” Kumar said. The entire incident will be thoroughly probed and stringent action will be taken against those found guilty, he said. “Now, the post-mor- tem examination of the bodies will be conduct- ed after the ‘panchna- ma’ as per the due legal process ahead of their last rites,” he said. FIRS LODGED AGAINST UNION MINISTER’S SON Lucknow: Two FIRs have been registered in connection with Sunday’s violence. Ashish Mishra, the son of Union Minis- ter of State for Home Ajay Mishra has also been booked. Sources in Lakhim- pur Kheri said the FIR against Ashish Mishra and a few oth- ers was registered by a man called Jagjit Singh, probably a farmer. During a press conference, some farmers alleged that Ashish Mishra also opened fire on farmers. In this regard, the sug- arcane department has begun the expansion of 13 sugar mills. Once completed, it is likely to benefit over 5 lakh sugarcane farm- ers in Uttar Pradesh. Along with this, the cane crushing capacity of the mills will also increase. The depart- ment has also consti- tuted a committee for on-site monitoring of expansion of these sug- ar mills. Aiming to benefit the sugarcane growers, as many as 120 sugar mills are set to be operated in the current crushing season. As a result of the sustained efforts of the state government in improving the condi- tions of existing sugar industry, the area un- der sugarcane produc- tion in Uttar Pradesh has increased by about 27.75 lakh hectares. UP vax record with 11 crore jabs First India Bureau Lucknow: Uttar Pradesh on Monday achieved a major land- mark in vaccination with administering over 11 crore doses so far. The state has ad- ministered over one crore vaccine doses in less than ten days. On September 27, UP also became the first and only state to admin- ister over 38 lakh doses, making it the highest ever single-day vaccine coverage by any state. The most populous state has also achieved the milestone of admin- istering the first dose of the Covid-19 vaccine to over 60 per cent of the eligible adult popula- tion. Account aggregators are a subset of non-banking finan- cial companies (“NBFCs”), which function as technology intermediaries between enti- ties requiring financial data of customers (financial infor- mationusers“FIU”)andthose holding that data (financial informationproviders“FIP”). SIMPLIFYING AA The whole process has a three-tier structure and the license for AAs is issued by the RBI. These will help in facilitating financial data of customers to FIPs and FIUs which include banks, lenders who do not delve into bank- ing, insurance companies and mutual funds, who seek financial data and documents from their customers. Infor- mation scattered across all of the financial institutions that one deals with will be stored via a centralized mechanism and shared to an FIU if the customer consents for the same. Thus all the digital footprints of the customer will be compiled in one place and facilitate the information acquisition to lenders. HOW IS AA REVOLUTIONARY? z IMPROVED FINANCIAL UNDERSTANDING: The most pertinent benefit of an Account Aggregator ser- vice is the ease with which customers can analyze financial information to make well-informed decisions with regards to their banking and investment choices. z LESS TURNAROUND TIME: AAs essentially cuts down the enormous amount of time that customers have to undertake in order to avail of a financial service, and thus the hassle to run around and collect all the financial documents before availing of financial services will be done away with. This time saved could be rather invested into analyzing the services provided by various competitors in the market! z LESS PHYSICAL INTERAC- TIONS: COVID-19 has been a major roadblock on physical restrictions and end-users are afraid to visit banks and other financial offices. According to Sahamati, a collective AA ecosystem, an AA is “data-blind” which es- sentially means that all data transferred is encrypted and could only be accessed by the FIU for which the data is intended. z SYNERGY BETWEEN UNI- FIED PAYMENTS INTER- FACE (“UPI”) AND AA: With the onset of UPI, payments have become increasingly accessible and pervasive. The AA system works on a similar idea, the only differ- ence being in the data which is being exchanged. The technology-driven payment services application allowed customers to exchange pay- ments on several banking accounts via a single appli- cation by a virtual payments address, with each having a unique separate identity. The AA entities will also fol- low suit of the UPI payment mechanism and will enable a user to transfer numerous financial data held by the user in multiple accounts (saving accounts, term de- posits, mutual and pension funds etc.) through a single virtual address exclusive to each user. CONCLUDING REMARKS The ecosystem has the poten- tial to serve as the holy grail of financial services provid- ers and customers alike, pro- vided its execution is done immaculately. AA mecha- nism can achieve meteoric success if all financial ser- vices providers, as well as government entities such as Income Tax and GST and other business entities, are on the platform. It is not com- pulsory for every financial service provider to partake in the AA ecosystem as of yet. However, it is mandatory for an entity that wants to be- come an FIU and provide more personalised services to its customer base to become a FIP as well that is, it should be willing to share its cus- tomer’s data (with customer consent) with other FIUs. The payment will be from SDRF, it added. No State shall deny the Rs 50,000 benefit on the ground that cause of death in death cer- tificate is not Covid, Bench ordered, adding that district authori- ties to take remedial steps to have cause of death corrected. New Delhi: Why are farmers continuing their protests even after challenging farm laws in court, the SC questioned sharply today after eight people, including four farmers, were killed in violent protests in an UP district. The DPC of PCS officers was held on September 16th after which they were informed of their promotions, but it has become official as the state government is to pass an order which can only take place when UPSC issues a notification of the promotion to the state government. The rela- tives who reached on information had admit- ted the injured Zeeshan to a private hospital in Kidwai Nagar. From the very beginning the incident seemed suspi- cious to police. After investigation, it was found that Zeeshan had attacked himself by fabricating a fake rob- bery along with his brother Afsaan, child- hood friend Shubhakit alias Kanhaiya and Manish Sharma. He hid the looted money in his house. While disclosing the incident, police have recovered cash and three mobile phones while arresting ani- mal trader Zeeshan and his brother and both friends. First India Bureau New Delhi: The Su- preme Court on Monday dismissed a plea of real estate developer Su- pertech seeking modifi- cation of its August 31 order in which it direct- ed to demolish two of its 40-storey towers at its Emerald Court housing project in Noida. A Bench headed by Justice DY Chandrachud de- clined Supertech’s pro- posal to demolish only one of the two towers. “The attempt in the plea is clear to seek amendment,theattempt is not permissible in miscellaneous applica- tion and there is no sub- stance in the same,” the Bench said while dis- missing Supertech’s ap- plication for modifica- tion of the order. Asking the top court to stop the court-ordered demoli- tion of the two 40-storey towers, Supertech has said it has an alternative plan that could save sev- eral crores of rupees from going waste and also prove to be “benefi- cial for the environ- ment”. It has sought the stay in the August 31 order of the SC and claimed that partialdemolitionof 224 flats of one of the two towers--fromtheground floor to the 32nd floor alongwiththecommuni- ty area on the ground floor -- will be sufficient to bring the structure in conformity with all the building norms. Then came Cov- id19 and caught her along with her husband. Both came out vic- torious against the dangerous virus but she lost something in her core. Now she looks vulner- able and emotionally fragile with eyes hardly holding back tears and a visible tremor in her voice. Then there is another ex- ample. A woman of very happy disposition lost her brother-in- law, a close lady friend and hus- band of another close friend to Covid19 in a very short period. She always used to plan big for life and her attitude was also positive but when's this time she came to my consultation room, I failed to recognise her. She aged by years in these 12 months and her eyes dribbled tears at fre- quent intervals. She was ex- tremely - and insecure for her husband and children and was suffering from nightmares re- garding them. Never did she im- agined this sort of life and eve- rything happened as though lightning has struck. They are an elderly couple in their late 70s who lost their young and brilliant son during the Indo-Pak war. They forgot to smile after that. As brave par- ents, they never wept publicly but a deep sorrow is noticeable whenever they enter my consul- tation room and evident is their abhorrence to war and violence as both these human follies con- clude nothing. War, according to them,mightbenecessarythough always a debatable choice but one thing is beyond doubt - its futility as far as a conclusive so- lution of the problem is con- cerned. Similar examples can be seen aplenty in marriage break- downs, business failures, cheat- ing by friends and foes, leakages of examination papers, apathy and bribe seeking by govern- ment officials and so many more fields of life. The human emo- tional world has become a grand saga of turmoil. All these three examples highlight one thing - gross public ignorance amounting to apathy as far as emotional health is con- cerned. The commonest com- ment don't worry, everything would be fine is indicative of superficiality of thought process and casualty of attitude. As the country is undergoing rapid ur- banisation, India needs a strong emotional support system in place because the traditional so- cial support system has, by now, become more or less extinct. Post Traumatic stress syn- drome mainly came to the fore after the 9/11 attack on Ameri- can civilians by a moron group of some cruel people. Before that, it was not a regular diagno- sis by medical professionals but after the Covid19 pandemic, it is now being recognised with all seriousness. In a pandemic like Covid19, a sick person feels com- pletely isolated - no friends, no relatives, nowhere to go, no one to share jokes and no one to lend a comforting shoulder. Such a situation occurs very rarely and no one is prepared for this. Even the doctors are significantly fearful, anxious or depressed. Telemedication isn't an option that a sick person opts for in the first place, it is the last straw for him and can not replace the reas- suring physical checkup by a known healer. Urbanization, the forma- tion of nuclear families, unsus- tainable expectations amongst parents and children have cre- ated a web of mental states where people start harming each other within a family . One exam- ple can highlight the traumatic situation. She is an intelligent mother, highly devoted to her family, especially to her son but the son starts blaming her for his every failure. She isn't at fault at anything but the son sees every- thing from a different angle and heeds no counsel from anyone. The mother is unnecessarily forced to live in a mental quag- mire for the rest of her life. She has only one option to lead a rea- sonably normal life and that is if she dares to detach from every- thing called family . Would she be able to do so? Most probably, not. These are the examples that tell us that emotional health should be taken as seriously as physical and mental health. Con- trary to common belief, emotion- al health is not a psychiatric is- sue and needs no medicine and psychiatrist but the requirement is that of a counsellor or psychol- ogist. But once again, there is a big dilemma - our country has very few established and well- recognised psychologists. Psy- chology is a difficult art to prac- tice as the vast majority of the population is unaware of its use- fulness, doesn't want to pay for it. Thus, only very few opting this as a career. Except for very few, almost all psychologists are dependent upon referral from psychiatrists which limits their capacity to innovate and im- prove and this is seen by the pub- lic as a money-making plan. In itself, this system of referral would never allow psychologists and counsellors to gain individ- ual recognition and identity. It appears that India's emotionally disturbed people won't be able to reach a state of cloud 9 with the help of their counsellors. Finally, a few words for the art of counselling. These days I have seen psychologists being trained to evaluate their clients by a type of protocol. They give a sheet of questions to a client, evaluate the answers and draw their inference. This is just like a high school examination and is almost mechanical, monoto- nous and repetitive. A counsel- lor has to have a philosophical depth of understanding human emotions, a lot of compassion and plentiful patience to listen, contemplate and comfort. These are the reasons we don't find many dedicated psychological counsellors, their place is al- most completely taken over by Gurus who may or may not be capable of individual healing. Counselling is not a profession in itself, it has to be a mission for someone capable of being a friend, philosopher and guide. WHAT TO WHAT TO DO WITH DO WITH EMOTIONS? EMOTIONS?
