On first day of nomination for nail-biter UP
election, only SP’s Nahid Hasan shows up
Lucknow: Sitting Sa-
majwadi Party MLA
from Kairana assembly
constituency Nahid
Hasan on Friday be-
came the first candidate
to file his nomination
papers for the Uttar
Pradesh Assembly polls
beginning next month.
Hasan was the lone
candidate who filed his
nomination papers on
the first day of issuance
of notification on the
UP Assembly elections.
He is a two-time SP
MLA from Kairana
constituency in Shamli
district.
According to the
Election Commission,
in the first phase, 58 as-
sembly constituencies
spread over 11 districts
of Uttar Pradesh will go
to polls on February 10.
The last date for fil-
ing nomination papers
is January 21. Scrutiny
of nomination papers
will be done on January
24, while January 27 is
the last date for with-
drawal of nominations.
Counting of votes
will be held on March
10.
The districts which
are going to polls in this
phase are Shamli, Mu-
zaffarnagar, Baghpat,
Meerut, Ghaziabad,
Gautam Buddh Nagar,
Hapur, Bulandshahr,
Aligarh, Mathura and
Agra.
In all, 2,27,83,739
(over 2.27 crore) voters
— including 1,23,31,251
(over 1.23 crore) male
voters, 1,04,51,053 (over
1.04 crore) female vot-
ers and 1,435 third gen-
der voters are eligible to
exercise their voting
rights in the first phase
at 25,849 polling booths
located in 10,766 polling

New Delhi: An impro-
vised explosive device
(IED) was discovered
inside an attended bag
at East Delhi’s Ghaz-
ipur market on Friday,
sending the security
agencies into high alert.
According to officials,
some locals first discov-
ered a suspicious iron
box inside the bag today
morning, and alerted
the police.
A senior official said
they first received a call
at 10.19 am about the
bag. Officers found that
it was an iron box and
they also called the
NSG’s bomb disposal
squad. NSG’s bomb de-
tection and disposal
team carried out a con-
trolled explosion.
5-KG IED FOUND IN
PUNJAB VILLAGE
An IED weighing five
kg and some Indian
currency notes were on
Friday found concealed
in a bag lying on the
Attari-Bachiwind road in
Punjab’s Amritsar, close
to the India-Pakistan
border, police said.
Based on a specific input
about drugs and explo-
sives, the Punjab Police
STF recovered the bag
during search operation.

Covid-19 Delta variant stole 240,000 lives in India

Kochi: A trial court in
Kerala Friday acquitted
Franco Mulakkal, the
former Jalandhar Bish-
op of the Catholic
Church, of all charges
in the alleged rape of a
nun in a high-profile
case that had led to an
unprecedented public
protest in the state
more than three years
ago by other nuns in
support of the com-
plainant.
Mulakkal was pre-
sent in the courtroom
when Kottayam Addi-
tional Sessions Judge G
Gopakumar pro-
nounced the verdict. He
later broke down in the
corridor outside,
hugged his lawyers, and
told reporters before
leaving the premises:
“Daivathinu sthuthi’
(Praise the Lord).”
However, one of the
nuns who had spear-
headed the protest
against Mulakkal, Sis-
ter Anupama, ex-
pressed disbelief at the
verdict. “We cannot be-
lieve this verdict. We
will continue this fight
until the day our fellow
sister gets justice even
if it means we have to
die,” she said.
New Delhi: An unex-
pected change in weath-
er that disoriented the
pilot who then probably
hit the aircraft at a sur-
face had led to the De-

After having meal at
Amritlal Bharti’s home
on Makar Sankranti,
Yogi told reporters,
“Only 18,000 houses
were given to people un-
der PM Awas Yojna in
full five-year term of
the Akhilesh Yadav gov-
ernment in UP, whereas
the present BJP govern-
ment has given 45 lakh
houses to the poor and
the deprived under the
scheme.”
“It was ‘samajik sho-
shan’ (social exploita-
tion) and not ‘samajik
nyay’ (social justice)
during SP rule in UP,”
he said, taking a swipe
at Akhilesh Yadav.
He said 2.61 crore
households got toilets
and 1.36 crore families
benefitted from the
Ujjwala Yojana under
the “double engine”
government, referring
to BJP rule at the Cen-
tre and in Uttar

a jibe at the Chief Min-
ister saying that he does
not know how to play
cricket and has dropped

Addressing a press
conference here, Yadav
said, “BJP wickets are
falling one after the
other, but our CM does
not know how to play
cricket. He has already
dropped the catch now.
As Swami Prasad Mau-
rya said, wherever he
goes, the government is
formed. Even this time
he brought a huge num-
ber of leaders along
with him.”

The Samajwadi Party
chief, said that when
the Samajwadi and
Ambedkarwadi have
come together, no one
can stop their winning
the upcoming Assem-
bly elections.
“Who can forget the

The spate of resigna-
tions began with Swami
Prasad Maurya quit-
ting the cabinet. Mau-
rya, a prominent leader
from the OBC commu-
nity, had joined the BJP
from BSP.
Dara Singh Chauhan
had resigned as minis-
ter on Wednesday
. Dhar-
am Singh Saini became
the third minister on
Thursday. BJP MLAs
Mukesh Verma, Vinay
Shakya, Avtar Singh
Bhadana, Roshan Lal
Verma, Brijesh Praja-
pati and Bhagwati Sa-
gar also resigned from
the party
.
Samajwadi Party has
stitched a coalition of
smaller parties for the
assembly polls and has
emerged as the main ri-
val of the ruling BJP in
the state.
Lucknow: Ahead of
joining the Samajwadi

MLA from Shikohabad
constituency of Firo-
zabad district, Mukesh
Verma, on Friday went
vocal against the ruling
party and alleged that
the Bharatiya Janata
Party (BJP) wants to de-
stroy the Constitution.
Mukesh Verma re-
signed from the BJP on
Thursday, following the
resignation of Swami
Prasad Maurya who re-
signed from the Yogi
Adityanath cabinet re-
cently
.
Speaking to ANI, the
former Bharatiya Janta
Party leader said, “BJP
wants to destroy the
Constitution.” He fur-
ther added, “Educated
people who are cunning
and clever are deliber-
ately destroying the
Constitution of the
country

Yadav had offered his

circle to connect with

The political message
of such gesture is loud
and clear to Krishna Pa-
tel’s daughter Anupriya
Patel, who is an ally of
BJP and a junior minis-
ter in Modi ministry.
Krishna Patel’s alliance
with the SP has come as
a major move for the SP
which has been trying
to widen its reach in
Kurmi community
.
Late last year moves
were afoot to patch-up
differences between
mother and daughter
but it could not yield
positive results.

Former UP minister Dara Singh Chauhan, who
recently quit the state council of ministers,
is likely to join the Samajwadi Party (SP) on
Sunday.Chauhan, a resident of Azamgarh, is the
sitting MLA from Madhuban Assembly seat in
Mau district.Sources said that the ex-minister is
likely to join the SP on January 16.Chauhan did
not attend a Samajwadi Party event on Friday. A
source said, “It was already decided in advance
that Chauhan will join the SP on January 16, and
hence he did not turn up today.”

years that such a large
number of leaders from
backward communities
have rebelled against
state leadership.
The BJP, which is in
a state of shock at a
time when tickets are
being finalised, has
seen these desertions as
major setback to “social
coalition” which Union

Shah had sewed during
the last nine years.
With more than 300
MLAs the party was ex-
pecting fissures in the
rank during ticket dis-
tribution, but never saw
the problems from
those who were unlike-
ly to be axed from the
BJP’s candidates lists.

Chauhan and Dharma
Pal Saini, who had re-
signed from the minis-
try and the BJP- were
sulking because of
their utter neglect in
government.
Swami Prasad Mau-
rya claimed that Depu-
ty Chief Minister Kes-
hav Prasad Maurya,
who was strong claim-
ant of the chief minis-
tership, was “unhappy”
under the present dis-
pensation.
“Woh to Bechara
hain (he is pitiable),
Swami Prasad com-

Prasad Maurya. Other
ministers also were
facing the same issue,”
he said.

old ex-revenue
staff is all set to
contest his 94th
election, as he
filed his nomina-
tion on Friday for
the Uttar Pradesh
assembly polls.
H a s n u r a m
Ambedkari, a for-
mer revenue de-
partment clerk,
has already con-
tested and lost 93
elections since
1985.
Ambedkari told
PTI that in 1985 he
quit his job as an
Amin’ in the dis-
trict administra-
tion after he was
promised a ticket
from Fatehpur
Sikri seat.
But when the time
came, the party re-
fused to honour its
end of the bargain
and instead made
fun of him, he
said.
As I left my job,
the party refused
to give me the tick-
et and mocked me
saying I would not
be able to get a sin-
gle vote in the elec-
tion.
“After that I de-
termined to con-
test the election
independently to
send them a mes-
sage. I contested
my first election
from Fatehpur
Sikri for the state
assembly in the
year 1985, he said,
adding with pride
that he came third.
“And since then
I have been con-
testing every poll
despite knowing
that I would lose”,

Lucknow: Lucknow’s
most well-known and
soft-spoken TV journal-
ist Kamal Khan passed
away at the age of 61
after suffering a sudden
heart attack on Friday
morning at his home in
Butler Palace Colony.
He is survived by his
wife, Ruchi Kumar, also
a senior journalist, and
their son, Aman.
Khan was NDTV’s
executive editor and a
recipient of several
awards, including the
Ramnath Goenka
Award and the Ganesh
Shanker Vidyarthi
Award, which he re-
ceived from the Presi-
dent of India.
In a statement,
NDTV said, “Kamal’s
reportage over the last
decades stood out for
its perceptiveness, in-
tegrity & the way he
delivered hard truths
with poetic dexterity. ...
he was a wonderful hu-
man being, who
touched the lives of all
those who knew him.”
Khan did his MA in
English from Lucknow
University and an ad-
vance diploma in Rus-
sian language. In an
interview he had said
that he had plans to go
to Russia but when he
had to stay back be-
cause of his mother, his
heart began inclining
towards journalism. He
began his career in 1990
from the Lucknow of-
fice of Nav Bharat
Times, where editor Vi-
nod Shukla gave him
his first job opportuni-
ty
. When the newspaper
closed down three years
later, he joined NDTV
in December 1994.
When asked about
his marriage to fellow
journalist Ruchi Ku-
mar, Khan said his
mother questioned her
about Ruchi’s caste 6
months into their mar-
riage. However, both
his and Ruchi’s family
supported their mar-
riage. He said Ruchi’s
father wrote the wed-
ding card himself, as he
didn’t want anyone to
say that she had eloped
with Khan.
Khan said he was a
complete family man
who liked to spend time
with his wife and chil-
dren instead of going to
the Press Club. “I am a
very simple man who
does journalism with
the utmost sincerity.
Otherwise, I remain
lost in my world of fam-
ily and children. I do
not go to parties or din-
ners unnecessarily. I
would give my all for
any creative work and
given any chance to do
something creative, I
would do it,” Khan said.
Dehradun: Major
ghats of the River Gan-
ga in Haridwar and Ri-
shikesh wore a deserted
look on the occasion of
Makar Sankranti on
Friday with a ban on
ritual bathing in the
river owing to a surge
in COVID-19 cases.
Har ki Pairi Ghat in
Haridwar and Triveni
Ghat in Rishikesh,
which generally receive
lakhs of devotees from
Uttarakhand and the
neighbouring states on
the auspicious occa-
sion, were completely
sealed even as police
personnel stood guard
to ensure that the ban
was effective.
Patrolling and check-
ing along Haridwar’s
borderswereintensified
so that people unaware
of the ban did not enter
the Har ki Pairi area for
a bath, a police official
in Haridwar said.
People proceeding for
a holy dip in the Ganga
due to lack of informa-
tion about the ban were
convinced and made to
return from the bor-
ders, he said.

Lucknow: Uttar
Pradesh reported 16,016
fresh COVID-19 cases,
taking the tally of ac-
tive cases in the state to
84,440, while three more
fatalities pushed the
death toll to 22,949, ac-
cording to an official
statement released on
Friday evening.
Of the three deaths,
two were reported from
Meerut and one from
Gautam Buddh Nagar,
it said.
Of the fresh cases,
2,209 cases were report-
ed from Lucknow, 1,887
cases reported from
Ghaziabad, 1,817 cases
from Gautam Buddh
Nagar and 1,203 cases
from Meerut among
others, it said.
In 24 hours ending
Friday evening, 2,554
COVID-19 patients were
cured, taking the total
number of recoveries to
16,93,842, the statement

Plea to prevent hate speech
in Aligarh, Haridwar meets
New Delhi: A journal-
ist, one of the petition-
ers in the Supreme
Court seeking probe
and action against
those who allegedly
made hate speeches
during two events held
in Haridwar and Delhi,
has written to District
Magistrates (DMs) of
Aligarh and Haridwar
to take preventive ac-
tion to ensure that no
such speeches are
made there.
A bench headed by
Chief Justice NV Ra-
mana had on January
12 asked the Centre,
Delhi Police and Utta-
rakhand Police to re-
spond to the plea of
journalist Qurban Ali
and former Patna HC
judge and senior advo-
cate Anjana Prakash.
The apex court had
said the petitioners are
at liberty to make a
representation to the
local authorities con-
cerned regarding such
events, after senior ad-
vocate Kapil Sibal, ap-
pearing for the peti-
tioners, had said a
‘Dharam Sansad’ is
scheduled in Aligarh.
In his letters sent to
the DMs of Aligarh
and Haridwar, Ali has
said a public event
styled as a ‘Dharam
Sansad’ was held in
Haridwar and Delhi
from December 17-19
last year where such
speeches were made.
Ali, while referring
to the apex court’s Jan-
uary 12 order, has said
the letters are being
sent pursuant to the
liberty granted by the
top court.
The letters said if
such events are held in
the states of Uttar
Pradesh and Uttara-
khand, it will not only
disturb the public or-
der but will amount to
various criminal of-
fences as well.
The letter addressed
to DM Aligarh said
there are news reports
that another ‘Dharam
Sansad’ is being organ-
ised in Aligarh on Jan-
uary 22-23, wherein the
speakers who partici-
pated in the events of-

New Delhi: Prominent Muslim body Jamiat Ulema-
e-Hind on Thursday said it has written to the
Election Commission and the district magistrate,
seeking a ban on the proposed ‘dharma sansad’
in Aligarh. The Jamiat, in its letter, said that the
‘dharam sansad’ to be organised in Aligarh on
January 22 and 23 or on any other dates at other
places when the election process is on, be prohib-
ited. It sought action against persons “habitually”
indulging in hate speech and unlawful behaviour,
and stated that it is the primary responsibility of
the Election Commission to ensure peaceful and
fair elections.

co-accused Jitendra Narayan Singh Tyagi was
arrested yesterday. Jitendra Tyagi, who was Wa-
seem Rizvi before he converted, is the first ac-
cused to be arrested in the hate speech case in
which provocative remarks were made against
Muslims at a “Dharma Sansad”. Uttarakhand
Police have summoned Yati Narsinghanand and
another accused, Sadhvi Annapurna. In a video
circulating on social media, police officers are
seen requesting Narsinghanand to cooperate as
they take Jitendra Tyagi into custody.

he nation celebrates the 74th
Army Day on Saturday, Janu-
ary 15. Armed Forces are the
last instrument of statecraft
of any nation state; therefore
they can’t afford to fail. It is
this zero error professional-
ism that sets the military
leaders as a class above the
rest. In India, the Armed
Forces have a great history of
providing excellent and
praiseworthy military lead-
ership. The Royal Army left
behind a great legacy of so-
cially deep-rooted and well
established military culture
for Indian Armed Forces,
when they left in 1947.  Once
a coveted profession, the Ser-
vices today are no longer the
preferred career option for
the millennials.
CHALLENGES IN
21ST CENTURY
The 21st Century brings in
large amount of challenges
for military leaders. The
working environment within
the Armed Forces is rapidly
changing with paradigm
changes in social value sys-
tems and technological ad-
vancements. The dynamic
nature of modern warfare
and expansion of national in-
terests sans frontiers have
placed fresh challenges on
military leadership. Materi-
alism and economic progress
have exerted their own pres-
sures on the moderately paid
soldiers and officers. Several
pay commissions have taken
away the privileges and spe-
cial status of soldiers. The
swag of being elite class and
privileged is slowly fading
away
. Soldiering is no longer
in fashion. Service to the Na-
tion no longer motivates the
youth to undergo a hard life
as soldiering demands. In the
rapidly changing socio-eco-
nomic environment in the
country, the military leader-
ship has to be transformed
and matured to the next level
of competence. Some of the
major challenges faced by
military leadership on 74th
Army Day, are discussed
hereafter.
CHANGED
SOCIO-ECONOMIC
BACKGROUND
The society is undergoing a
rapid  transformation on ac-
count of the high growth in
economy and other related
factors including prolifera-
tion of multiple social media
platforms. It also results in
significant changes in the
value system and percep-
tions. Military leadership
need to be responsive to such
changing environment. Given
the higher levels of IQ, it calls
for improved transparency in
functioning. Decision mak-
ing need to be made more in-
clusive to integrate all ranks
in military matters. Despite
these social changes, the need
for military leaders with
strong fundamentals- charac-
ter, integrity and ethics will
never change.
WOMEN IN THE COMBAT
Induction of women into
Armed Forces is the new fla-
vour of 21st Century, which
has brought in winds of
change in this male-dominat-
ed establishment. The gender
bias will slowly fade away, as
we move further in this cen-
tury. The implementation
must be deliberate, progres-
sive and adaptable to all
ranks without sacrificing
training standards. The en-
try of female cadets to NDA
adds a new ‘co-ed’ dimension
to the army training. Induc-
tion of women officers and
their rise to ranks of com-
manding officers and beyond
will harbinger a paradigm
shift in military leadership
styles.
POLITICO-CIVIL-
MILITARY DYNAMICS
Politico-civil-military rela-
tionship in India has been a
low point in the last 75 years.
In fact, much that is amiss in
India’s national security
framework today, could be at-
tributed a civil–military rela-
tionship which has failed to
grow and mature in step with
the needs of modern-day se-
curity challenges. The result-
ant dissonance has severely
impaired the national secu-
rity discourse and strategic
decision-making process.
In the near future, senior
leaders of Armed Forces will
have to also cope up with in-
creasing political pressures.
Ambitious military leader-
ship can be the bane of de-
mocracy, if some leaders,
whose ambition exceeds their
ability, lend themselves to po-
litical manipulations. In the
arena of national security
, the
consequences of moral fail-
ure can be grave. Future mili-
tary leaders will have to deal
with such political pressures
and stand tall for the national
pride and for the welfare of
the men, that they command.
MORAL VALUES
AND ETHICS
Degradation of value system
in society as a whole has had
a profound effect on the mili-
tary leaders. Individualism,
materialism, economic gains
and ‘success at all costs’ are
all traits embedded in the pre-
sent day society
. The individu-
als joining the service also
come from same society and
therefore, cannot totally es-
cape from its effects. However,
a class apart, military leader-
ship demands highest level of
ethics and values to be able to
lead in war. Military Leader-
ship will be able to withstand
all pressures if they adhere to
fundamental values and eth-
ics of army culture.
CONCLUSION
India is going through a
transformation to claim its
rightful place as super power
in the present century
. As the
Indian Armed Forces chart
their way through the 21st
century, the victory in future
battles will be largely depend-
ent on the quality of astute
leadership displayed by our
armed forces senior leaders.
In the changing kaleidoscope
of 21st Century, reform and
reinvention may well be the
only options for the Armed
Forces to retain their superla-
tive standards of leadership
at all times.

ized a meeting for ob-
servers, who will be
deployed for the up-
coming Assembly elec-
tions of Uttar Pradesh,

The ECI had an-
nounced the schedule
for the five poll-bound
states on January 8. As-
sembly elections in Ut-
tar Pradesh, Uttara-
khand, Punjab, Ma-
nipur and Goa will be
held between February
10 and March 7. The
counting of votes will
be held on March 10.
Officers from IAS,
IPS, IRS and other Cen-
tral Services have been
included to be de-
ployed as General, Po-
lice and Expenditure
Observers.

As per electoral roll
data with regard to Jan-

seat on BJP ticket.

from where are the IAS
and IPS officers getting
the inspiration to con-
test elections by taking
VRS? How are execu-
tives, who are worried
about their career,
transfer-posting and se-
cure future, suddenly
choosing an insecure
field like politics?
Officers have been con-
testing elections in the
pastaswell,butitseems
that the large number
of retired and voluntar-
ily retired officers,
whom the BJP has
brought on important
position, seems to have
been the inspiration for
other officers and per-
haps that is why most
are joining the BJP.
Last year, Arvind Shar-
ma, an additional secre-
tary level officer in
PMO took VRS in a
hurry and was sent to
Uttar Pradesh. A few
days after reaching Luc-
know, he became a
member of the Legisla-
tive Council and also
became party’s Vice
President. It is every
bureaucrat’s dream to
get a job in PMO but
Sharma left PMO and
went to do politics in
UP! Although he could
not become a minister,
but it is believed that if
the BJP government
comes to power yet
again in UP, he will get
a big role because he
has been a close officer
of the PMO from Guja-
rat to Delhi.
Last year, when the
Prime Minister expand-
ed the first Cabinet of
his second government,
Ashwini Vaishnaw, an
IAS officer of Odisha
cadre, was given three
huge ministries like
Railways, Communica-
tions and IT. He is a 1994
batch IAS.
Aparajita Sarangi, an
IAS officer of batch and
cadre similar to
Vaishnaw, is currently
a Lok Sabha MP of the
BJP. It is not surprising
then that the same IAS
officer of his batch and
Kanpur Commissioner
Aseem Arun also wants
to contest the elections.
Apart from Vaishnaw,
many former bureau-
crats like RK Singh, S
Jaishankar, Hardeep
Singh Puri, who are
ministers in Modi’s gov-
ernment, are also the
inspiration for new of-
ficers to quit their jobs
and contest elections.

was the last CM who

the seat.
BSP chief
Mayawati became
CM in 2007  instead
of going through the
electorate, she re-
mained a member of
the Legislative Coun-
cil. Akhilesh Yadav,
who became CM in
2012, was an MP and
he also became a
member of the Leg-
islative Council.
Then in 2017,
when Yogi Adity-
anath became the
CM, he was also an
MP at that time and
after becoming CM,
he became a member
of the Legislative
Council.
Therefore, the
question is, will this
tradition be broken
this time around?

Election Committee
held a meeting on
Thursday to decide
the names of the can-
didates.
It is being said that
this time the party
wants CM Yogi Adi-
tyanath and both the

ma—to contest the
Assembly elections.
With this, the tradi-
tion of contesting
the election by Chief
Ministers can be re-

mer Chief Ministers

now, BSP chief

has announced that
she will not contest
polls. There is no in-
formation if SP
chief Akhilesh Ya-

Omicron variant-led
third wave of Covid-19

wrote.
Research shows that
the Indian economy has
entered the third wave
in a far healthier state
relative to the second

of state restrictions are
starting to bite. Private
airline IndiGo recently
cut back on 20% of its
flights while IRCTC re-
duced the frequency of
the Mumbai-
Ahmedabad Tejas Ex-
press from five days a
week currently to three
days between 12 Janu-
ary and 11 February
.
The media reported
on Thursday that con-
sumers have started to
load their pantries
with essentials to avoid
stepping out frequent-
ly amid a spike in Cov-
id-19 infections and
state-level curbs.
Nomura says the re-
imposition of restric-
tions is likely to delay
the recovery in the ser-
vicessector,whicheven
prior to the third wave,
was still trailing pre-
pandemic levels, but it
believes that manufac-
turing and non-contact-
intensive services
should hold up.
Nomura further
says that the previous
waves of the Covid-19
pandemic led to sup-
ply-side disruptions
and a flare-up in infla-
tionary pressures,
which it says, to per-
sist even after the wave
ends, adding another
headwind to house-
holds’ balance sheets.
The research firm
believes that that third
wave will adversely af-
fect India’s growth in
the fourth quarter of
the current fiscal but
that the loss in momen-
tum could be much less
than during the second
wave and largely con-
centrated in services
for a shorter duration.
It has lowered its Q4
GDP growth forecast to
3.2% year-on-year from
5.2% earlier.
Although, Nomura
has also said that the
slowdown in Q4FY22
should lead to a faster
catch-up in Q1FY23,
owing to recovery from
the third wave.
When it comes to in-
flation, Nomura says
that while the third
wave will be inflation-
ary
, it won’t be as bad as
it was during the earli-
er two waves. It expects
headline inflation to
rise from 5.6% year-on-
year in December to
6.0-6.5% in January
. Do
note, MPC’s mandated
tolerance band for in-
flation is 2-6%.
On the policy front,
Nomura expects the Re-
serve Bank of India to
delay the reverse repo
rate hike from its cur-
rent expectation of Feb-

New Delhi: The Border Security Force (BSF) has res-
cued 140 green parrots from clutches of smugglers
and foiled wildlife smuggling along the Indo-Bang-
ladesh border. On the basis of specific information,
the BSF troops in the South Bengal frontier nabbed a
smuggler on Thursday along with these parrots in the
North 24 Parganas district. “All these birds were being
smuggled from India to Bangladesh through the area
of Border Out Post Tarali, North 24 Parganas district
in Bangladesh,” the BSF said.

of the Indian Penal Code, the Supreme Court has said.
A bench of Justices Indira Banerjee and JK Maheshwari
said that failure to control an adult brother, living indepen-
dently, or giving advice to adjust to sister-in-law to avoid
retaliation cannot constitute cruelty to the bride within the
meaning of Section 498A of the IPC. Section 498 A refers
to husband or relative of husband of a woman subjecting
her to cruelty. The case was lodged by a woman against
her husband and in-laws for subjecting her to cruelty.

Lok Dal (RLD) has cho-
sen educated candidates
hailing from the con-
stituency and with no
criminal background,
while partner the Sama-
jwadi Party picked
them on their ‘winnabil-
ity’ factor as the alli-
ance announced the
first list of nominees for
the Uttar Pradesh As-
sembly polls.
The alliance of Akh-
ilesh Yadav’s and Jay-
ant Chaudhary’s par-
ties, which was stitched
last year, on Thursday
announced candidates
on 29 seats 10 from the
SP and 19 from the RLD
in western Uttar
Pradesh which will go
to polls on February 10.
These seats across dis-
tricts like Muzaffarna-
gar, Shamli, Aligarh,
Agra, Ghaziabad,
Meerut, Hapur, Ghazi-
abad were largely won
by the BJP candidates
in the 2017 elections but
have now seen a consid-
erable influence of the
recent farmers’ agita-
tion and changing caste

background. Of the can-
didates announced by
the RLD today, no one
has a criminal back-
ground. They are all
educated and qualified
candidates having a

agitation of farmers

tious central farm laws,

repealed, have dented

have registered a case
against 3 miscreants for
thrashing  other
charges, and it was also
reported that accom-
plices freed the prime
accused after attacking
the police team. Police
sources said that Ram-
garhtal police regis-
tered a case against Ni-
tin Tewari  3 unidenti-
fied miscreants under
an attempt to murder,
clash, threaten,  other
charges on complaint
of Sunil Nishad. It was
alleged that Nitin along
with other accomplices
had thrashed vegetable
sellers in the Vivek-
puram area on January
7. When the police
nabbed Nitin in
the Charuchandrapuri
colony, their accomplic-
es attacked the police
team  freed the ac-
cused. Police have reg-
istered another case
under interruption in
government duties
charges and against Ni-
tin and his accomplices.
Police have launched a
manhunt  further in-
vestigations is on.

Shravasti: Six antique
idols of Hindu deities
were stolen from Ran
Janaki temple in Ek-
gharva village under
the Bhigna area. It was
reported that stolen
idols were weighed
about 15 kilograms.
More than 12 antique
idols were situated in
the ancient Ram Janaki
temple in Ekgharwa
village. When the tem-
ple was fallen two years
back, the idols were
kept in a room under
the supervision of a
priest.
Arvind Kumar Mau-
rya, superintendent of
police reached the spot
after information and
case were registered
into the matter. He said
that the crime branch
was deployed to nab the
thieves.
Earlier, idols were
stolen from the temple
in the same area in
which the police were
able to nab the two ac-
cused into the matter.
They had smuggled
the idols to Nepal
where they got a huge
amount of antique
idols.
Dehradun: The hue
and cry raised by the
Congress over the re-
constitution of the
Badrinath-Kedarnath
temple committee
shows its party’s “anti-
Hindu” mindset, the
BJP alleged on Friday.
The saffron party’s re-
buttal comes days after
the Congress lodged a
complaint with the
Election Commission
alleging that the tem-
ple committee had been
reconstituted in viola-
tion of model code of
conduct.
“By raking up this is-
sue, the Congress has
proved that it is against
the Sanatana Dharma 
it does not want the
next season of the
Chardham Yatra to be
carried out smoothly,”
BJP spokesman Suresh
Joshi said. He said the
order to reconstitute
the temple committee
was issued a day before
the election dates were
announced  hence the
question of violating
the model code of con-
duct did not arise.
Joshi said the process
to reconstitute the com-
mittee took off immedi-
ately after the dissolu-
tion of the Chardham
Devasthanam Board.
“However, by moving
the Election Commis-
sion and making an is-
sue out of nothing, the
Congress has proved its
anti-Hindu mindset,”

registered an FIR in
connection with the
matter of bomb threat
to Kedarnath temple in
which Uttarakhand po-
lice were informed.
Police sources said
that a threat call was
received on December
22 which threatened to
blow up the Kedarnath
temple with a bomb.
During the investiga-
tion, it was revealed
that Raj Dhruv Kumar
had called  police
have launched a man-
hunt to nab the ac-
cused. Lucknow police
informed the Uttara-
khand police about the
matter and the location
of the accused was ini-
tially found in Luc-
know and later in
Hardwar.
Earlier, threat calls
were received to threat-
en to kill PM Narendra
Modi  CM Yogi Adity-
anath.
Also, threat letters
were received in tem-
ples in the state capital
and it was threatened to

tion seems to have
changed for Mayawati
ahead of the assembly
elections as she is nei-
ther attacking the BJP
nor is seen making any
strong preparations for
elections. If the passive
nature of Mayawati an-
gers the Dalits, who will
they turn to and who
will they choose as their
leader have become the
biggest questions. The
state has 21% Dalit pop-
ulation which plays a
major role in the UP
politics and used to
stronghold of Congress
but this vote bank shift-
ed to BSP as it enjoyed a
relevanceinthestatefor
three decades due to the
Dalit vote bank.
The past election re-
sults though have made
it clear that the Dalit
vote bank has now shift-
ed from the BSP as BJP
was able to make a dent
in the Dalit vote bank
and now SP and Con-
gress are also engaged
in bringing the Dalit
into their fold. The 21%
Dalit vote bank consti-
tutes of 11.7% Jatavs,
3.3% Pasi, 3.15% are val-
mikis, 1.05% Dhanuk,
Gond, Khatik and 1.57%
are other Dalit castes.
The sooner political
parties understand the
equation, the easier it is
for them to get their key
to power just how
Mayawati was able to do
it for the past 3 decades.
The reason for Mayawa-
ti to lose the 2012 elec-
tion and BSP not having
a single elected member
in2014electionswasdue
to her loosening grip on
the Dalit vote bank.
The BJP was able to
win in majority of the
reserved seats last time
around and even for the
upcoming elections,
many Dalit leaders
have been given the
power. The scenario
though is a tad differ-
ent from last time
around as the SP is also
eyeing the Dalit vote
bank in its quest to re-
gain its lost credibility
.

and Ghaziabad constit-
uencies have obtained
nomination forms, Ad-
ditional district infor-
mation officer Gaurav
Dayal said in an official
statement. To ensure se-
curity two deputy su-
perintendents of police,
four inspectors, two
dozen sub-inspectors
and two hundred police-
men have been deputed,
apart from the PAC
force. CCTV cameras
and metal detector gates
and fire tenders have
been installed and the
local intelligence unit
will also keep a vigil on
the activities, the state-

New Delhi: Private
Schools in Uttar
Pradesh that violate
the rules of the Right to
Education (RTE) Act
will now face action for
doing so. As per the re-
port, the Department
of Basic Education has
decided to begin the
process of revoking
recognition from
schools that do not
comply to the rules set
by the RTE Act.
Additional Director,
Basic Education, Lali-
ta Pradeep conveyed
this decision. She said
that complaints had
been received against
several schools for not
complying with RTE
guidelines.
As per the RTE Act,
children belonging to
economically weaker
sections (EWS) and dis-
advantaged groups are
enrolled in recognised
unaided private schools
up to 25% of the entire
capacity of their entry-
level classes, either
pre-primary or Class 1.
The department has
received complaints re-
garding school admin-
istration harassing
parents for unneces-
sary documents, strik-
ing children’s names
off without reason, re-
fusing to allow children
to attend school even
after their names had
been approved by the
government, and
charging money from
students without pro-
viding receipts.
Under RTE rules, pri-
vate schools are re-
quired to submit a rec-
ognition certificate
from the state educa-
tion department in or-
der to seek affiliation
from any board (CBSE
or ICSE), Pradeep said.
“Action will be taken
against schools that do
not admit children un-
der RTE rules,” she
said.

(IIT), Roorkee, have
identified the role of
white blood cell mark-
ers in sepsis-related
complications which
will help in detecting
stages of sepsis and de-
ciding appropriate
treatment.
The results from the
research work have
been published in The
Journal of Immunolo-
gy, the official journal
of the American Asso-
ciation of Immunolo-
gists (AAI), and pre-
sented at the interna-
tional conferences or-
ganised by the Indian
Immunology Society.
According to the team,
neutrophils, mono-
cytes, and macrophages
are white blood cells
that act as scavengers
of dead cells and for-
eign bodies such as bac-
teria and other patho-
gens. They move from
the blood to the site of
infection to mop up the
disease-causing foreign

Makar Sankranti marks the
beginning of Uttarayan, which
lasts for six months, and the
starting of the month of Magh
in the Hindu calendar. The fes-
tival suggests the movement of
the sun towards the northern
hemisphere, signifying the on-
set of warmer and longer days.

making clusters of

Participants were

Hasan was the lone candidate who filed his nomination papers on the first day of issuance of notification on the UP Assembly elections. He is a two-time SP MLA from Kairana constituency in Shamli district. According to the Election Commission, in the first phase, 58 as- sembly constituencies spread over 11 districts of Uttar Pradesh will go to polls on February 10. The last date for fil- ing nomination papers is January 21. Scrutiny of nomination papers will be done on January 24, while January 27 is the last date for with- drawal of nominations. Counting of votes will be held on March 10. The districts which are going to polls in this phase are Shamli, Mu- zaffarnagar, Baghpat, Meerut, Ghaziabad, Gautam Buddh Nagar, Hapur, Bulandshahr, Aligarh, Mathura and Agra. In all, 2,27,83,739 (over 2.27 crore) voters — including 1,23,31,251 (over 1.23 crore) male voters, 1,04,51,053 (over 1.04 crore) female vot- ers and 1,435 third gen- der voters are eligible to exercise their voting rights in the first phase at 25,849 polling booths located in 10,766 polling centres.—PTI Nahid Hasan, MLA from Kairana IED found in bag in Delhi,NSG carries out controlled explosion New Delhi: An impro- vised explosive device (IED) was discovered inside an attended bag at East Delhi’s Ghaz- ipur market on Friday, sending the security agencies into high alert. According to officials, some locals first discov- ered a suspicious iron box inside the bag today morning, and alerted the police. A senior official said they first received a call at 10.19 am about the bag. Officers found that it was an iron box and they also called the NSG’s bomb disposal squad. NSG’s bomb de- tection and disposal team carried out a con- trolled explosion. 5-KG IED FOUND IN PUNJAB VILLAGE An IED weighing five kg and some Indian currency notes were on Friday found concealed in a bag lying on the Attari-Bachiwind road in Punjab’s Amritsar, close to the India-Pakistan border, police said. Mulakkal was pre- sent in the courtroom when Kottayam Addi- tional Sessions Judge G Gopakumar pro- nounced the verdict. He is survived by his wife, Ruchi Kumar, also a senior journalist, and their son, Aman. Khan was NDTV’s executive editor and a recipient of several awards, including the Ramnath Goenka Award and the Ganesh Shanker Vidyarthi Award, which he re- ceived from the Presi- dent of India. In a statement, NDTV said, “Kamal’s reportage over the last decades stood out for its perceptiveness, in- tegrity & the way he delivered hard truths with poetic dexterity. ... he was a wonderful hu- man being, who touched the lives of all those who knew him.” Khan did his MA in English from Lucknow University and an ad- vance diploma in Rus- sian language. In an interview he had said that he had plans to go to Russia but when he had to stay back be- cause of his mother, his heart began inclining towards journalism. He began his career in 1990 from the Lucknow of- fice of Nav Bharat Times, where editor Vi- nod Shukla gave him his first job opportuni- ty . When the newspaper closed down three years later, he joined NDTV in December 1994. When asked about his marriage to fellow journalist Ruchi Ku- mar, Khan said his mother questioned her about Ruchi’s caste 6 months into their mar- riage. However, both his and Ruchi’s family supported their mar- riage. He said Ruchi’s father wrote the wed- ding card himself, as he didn’t want anyone to say that she had eloped with Khan. Khan said he was a complete family man who liked to spend time with his wife and chil- dren instead of going to the Press Club. “I am a very simple man who does journalism with the utmost sincerity. Otherwise, I remain lost in my world of fam- ily and children. I do not go to parties or din- ners unnecessarily. I would give my all for any creative work and given any chance to do something creative, I would do it,” Khan said. Dehradun: Major ghats of the River Gan- ga in Haridwar and Ri- shikesh wore a deserted look on the occasion of Makar Sankranti on Friday with a ban on ritual bathing in the river owing to a surge in COVID-19 cases. Har ki Pairi Ghat in Haridwar and Triveni Ghat in Rishikesh, which generally receive lakhs of devotees from Uttarakhand and the neighbouring states on the auspicious occa- sion, were completely sealed even as police personnel stood guard to ensure that the ban was effective. Of the three deaths, two were reported from Meerut and one from Gautam Buddh Nagar, it said. A bench headed by Chief Justice NV Ra- mana had on January 12 asked the Centre, Delhi Police and Utta- rakhand Police to re- spond to the plea of journalist Qurban Ali and former Patna HC judge and senior advo- cate Anjana Prakash. The apex court had said the petitioners are at liberty to make a representation to the local authorities con- cerned regarding such events, after senior ad- vocate Kapil Sibal, ap- pearing for the peti- tioners, had said a ‘Dharam Sansad’ is scheduled in Aligarh. In his letters sent to the DMs of Aligarh and Haridwar, Ali has said a public event styled as a ‘Dharam Sansad’ was held in Haridwar and Delhi from December 17-19 last year where such speeches were made. Ali, while referring to the apex court’s Jan- uary 12 order, has said the letters are being sent pursuant to the liberty granted by the top court. The letters said if such events are held in the states of Uttar Pradesh and Uttara- khand, it will not only disturb the public or- der but will amount to various criminal of- fences as well. The working environment within the Armed Forces is rapidly changing with paradigm changes in social value sys- tems and technological ad- vancements. The dynamic nature of modern warfare and expansion of national in- terests sans frontiers have placed fresh challenges on military leadership. Materi- alism and economic progress have exerted their own pres- sures on the moderately paid soldiers and officers. Several pay commissions have taken away the privileges and spe- cial status of soldiers. The swag of being elite class and privileged is slowly fading away . Soldiering is no longer in fashion. Service to the Na- tion no longer motivates the youth to undergo a hard life as soldiering demands. In the rapidly changing socio-eco- nomic environment in the country, the military leader- ship has to be transformed and matured to the next level of competence. Some of the major challenges faced by military leadership on 74th Army Day, are discussed hereafter. CHANGED SOCIO-ECONOMIC BACKGROUND The society is undergoing a rapid  transformation on ac- count of the high growth in economy and other related factors including prolifera- tion of multiple social media platforms. It also results in significant changes in the value system and percep- tions. Military leadership need to be responsive to such changing environment. Given the higher levels of IQ, it calls for improved transparency in functioning. Decision mak- ing need to be made more in- clusive to integrate all ranks in military matters. Despite these social changes, the need for military leaders with strong fundamentals- charac- ter, integrity and ethics will never change. WOMEN IN THE COMBAT Induction of women into Armed Forces is the new fla- vour of 21st Century, which has brought in winds of change in this male-dominat- ed establishment. The gender bias will slowly fade away, as we move further in this cen- tury. The implementation must be deliberate, progres- sive and adaptable to all ranks without sacrificing training standards. The en- try of female cadets to NDA adds a new ‘co-ed’ dimension to the army training. Induc- tion of women officers and their rise to ranks of com- manding officers and beyond will harbinger a paradigm shift in military leadership styles. POLITICO-CIVIL- MILITARY DYNAMICS Politico-civil-military rela- tionship in India has been a low point in the last 75 years. In fact, much that is amiss in India’s national security framework today, could be at- tributed a civil–military rela- tionship which has failed to grow and mature in step with the needs of modern-day se- curity challenges. The result- ant dissonance has severely impaired the national secu- rity discourse and strategic decision-making process. In the near future, senior leaders of Armed Forces will have to also cope up with in- creasing political pressures. Ambitious military leader- ship can be the bane of de- mocracy, if some leaders, whose ambition exceeds their ability, lend themselves to po- litical manipulations. In the arena of national security , the consequences of moral fail- ure can be grave. Future mili- tary leaders will have to deal with such political pressures and stand tall for the national pride and for the welfare of the men, that they command. MORAL VALUES AND ETHICS Degradation of value system in society as a whole has had a profound effect on the mili- tary leaders. Individualism, materialism, economic gains and ‘success at all costs’ are all traits embedded in the pre- sent day society . The individu- als joining the service also come from same society and therefore, cannot totally es- cape from its effects. However, a class apart, military leader- ship demands highest level of ethics and values to be able to lead in war. Military Leader- ship will be able to withstand all pressures if they adhere to fundamental values and eth- ics of army culture. CONCLUSION India is going through a transformation to claim its rightful place as super power in the present century . As the Indian Armed Forces chart their way through the 21st century, the victory in future battles will be largely depend- ent on the quality of astute leadership displayed by our armed forces senior leaders. Sharat K Verma Lucknow: The poli- tics of Uttar Pradesh is bizarre compared to the rest of the na- tion, as in this state, there is no tradition, for the past 20 years, of Chief Ministers contesting Assembly polls. Rajnath Singh was the last CM who had fought the As- sembly elections in 2002 and in that elec- tion too he contested by getting an Opposi- tion MLA to vacate the seat. BSP chief Mayawati became CM in 2007 instead of going through the electorate, she re- mained a member of the Legislative Coun- cil. Akhilesh Yadav, who became CM in 2012, was an MP and he also became a member of the Leg- islative Council. Then in 2017, when Yogi Adity- anath became the CM, he was also an MP at that time and after becoming CM, he became a member of the Legislative Council. Therefore, the question is, will this tradition be broken this time around? The BJP’s Central Election Committee held a meeting on Thursday to decide the names of the can- didates. It is being said that this time the party wants CM Yogi Adi- tyanath and both the Deputy CMs—Kes- hav Prasad Maurya and Dinesh Shar- ma—to contest the Assembly elections. GDP growth to take a hit; RBI may delay reverse repo rate hike New Delhi: While the Omicron variant-led third wave of Covid-19 inIndiamightbearound forashorterduration,it may mildly increase the inflationary pressures andmaycauseadelayin a reverse repo rate hike from February to April, research firm Nomura wrote. Research shows that the Indian economy has entered the third wave in a far healthier state relative to the second wavebutvoluntarypull- backs and reimposition of state restrictions are starting to bite. Private airline IndiGo recently cut back on 20% of its flights while IRCTC re- duced the frequency of the Mumbai- Ahmedabad Tejas Ex- press from five days a week currently to three days between 12 Janu- ary and 11 February . The media reported on Thursday that con- sumers have started to load their pantries with essentials to avoid stepping out frequent- ly amid a spike in Cov- id-19 infections and state-level curbs. Nomura says the re- imposition of restric- tions is likely to delay the recovery in the ser- vicessector,whicheven prior to the third wave, was still trailing pre- pandemic levels, but it believes that manufac- turing and non-contact- intensive services should hold up. Nomura further says that the previous waves of the Covid-19 pandemic led to sup- ply-side disruptions and a flare-up in infla- tionary pressures, which it says, to per- sist even after the wave ends, adding another headwind to house- holds’ balance sheets. The research firm believes that that third wave will adversely af- fect India’s growth in the fourth quarter of the current fiscal but that the loss in momen- tum could be much less than during the second wave and largely con- centrated in services for a shorter duration. It has lowered its Q4 GDP growth forecast to 3.2% year-on-year from 5.2% earlier. Although, Nomura has also said that the slowdown in Q4FY22 should lead to a faster catch-up in Q1FY23, owing to recovery from the third wave. When it comes to in- flation, Nomura says that while the third wave will be inflation- ary , it won’t be as bad as it was during the earli- er two waves. It expects headline inflation to rise from 5.6% year-on- year in December to 6.0-6.5% in January . Do note, MPC’s mandated tolerance band for in- flation is 2-6%. Section 498 A refers to husband or relative of husband of a woman subjecting her to cruelty. The case was lodged by a woman against her husband and in-laws for subjecting her to cruelty. SC: TAKING CUSTODY OF BRIDE’S JEWELLERY FOR SAFETY NOT CRUELTY CRUCIAL READ New Delhi: The gov- ernment’s Subject Ex- pert Committee (SEC) on Friday sought more data from Bharat Bio- tech and Serum Insi- tute of India (SII) be- fore granting complete market approval for their Covid-19 vaccines, Covaxin and Cov- ishield, respectively . Sources said the SEC asked both the compa- nies to come back with specific conditions backed with data for the full market approv- al. The SEC, according to sources, was of the view that it cannot al- low SII and Bharat Bio- tech to sell Covaxin and Covishield in the open market till the govern- ment is mapping vac- cination through spe- cific nationwide drives via the Cowin app. Sources also added that the data, which has been sought from both the companies, has been asked in the compiled form, rather than ongoing rolling data. First India Bureau New Delhi: Private Schools in Uttar Pradesh that violate the rules of the Right to Education (RTE) Act will now face action for doing so. As per the re- port, the Department of Basic Education has decided to begin the process of revoking recognition from schools that do not comply to the rules set by the RTE Act. Additional Director, Basic Education, Lali- ta Pradeep conveyed this decision. She said that complaints had been received against several schools for not complying with RTE guidelines. As per the RTE Act, children belonging to economically weaker sections (EWS) and dis- advantaged groups are enrolled in recognised unaided private schools up to 25% of the entire capacity of their entry- level classes, either pre-primary or Class 1. The department has received complaints re- garding school admin- istration harassing parents for unneces- sary documents, strik- ing children’s names off without reason, re- fusing to allow children to attend school even after their names had been approved by the government, and charging money from students without pro- viding receipts. Under RTE rules, pri- vate schools are re- quired to submit a rec- ognition certificate from the state educa- tion department in or- der to seek affiliation from any board (CBSE or ICSE), Pradeep said. “Action will be taken against schools that do not admit children un- der RTE rules,” she said. Being the first festival of the year, it was celebrated with great enthusiasm, people were seen en- joying with their family and friends all day long, with ‘vo kaaate’ and lots of prayers and laughter across. The festival was enjoyed with the sweetness of rewri, moongfa- li, and popcorn. People not only enjoyed the delicacies but had fun with colourful kites, bal- loons, music and wonderful com- pany around. Makar Sankranti marks the beginning of Uttarayan, which lasts for six months, and the starting of the month of Magh in the Hindu calendar. The fes- tival suggests the movement of the sun towards the northern hemisphere, signifying the on- set of warmer and longer days. This camp took place at the kite making clusters of Rampur, Bareilly, Luc- know, Prayagraj, Agra, Mathura, Luc- know, Cuttack, Ahmedabad, Surat, Baroda, Jodhpur, Udaipur, and Imphal among others. Participants were taught kite-making techniques in this workshops and pro- vided with a great time for families and friends to come to- gether and get close .
