Mishra’s son, Ashish,
who is accused of the
farmers’ murder to the
scene, along with his
friend and co-accused

ing cop cars to recreate
the events of that day.
Visuals filmed by
journalists at the scene
showed a police jeep
driving at high speed
and crushing dummies
(meant to represent the
farmers who were run
over) placed on the road.

New Delhi: The Minis-
try of Home Affairs de-
cision to extend the
BSF’s jurisdiction from
15 km to 50 km inside
the international bor-
der along Punjab, West
Bengal and Assam was
meant to “improve op-
erational efficiency”
and “crack down on
smuggling rackets”, of-

New Delhi: Th The Union Home Affairs Ministry is trying to
prioritise use of forensic science in on-the-spot crime inves-
tigations related to cases which attract more than six years
of punishment, Home Minister Amit Shah said on Thursday.
Speaking at a foundation stone-laying ceremony for the
campus of a National Forensic Sciences University (NFSU) in
South Goa, Shah also said that wrongdoers can be brought
to justice and the conviction ratio can be increased only with
better usage of forensic science in investigation.
FARMER LEADER TIKAIT UNHAPPY WITH PROBE
Farmer leader Rakesh Tikait Thursday expressed dissatisfaction over the
ongoing probe into the Lakhimpur violence case and said that the “red-
carpet arrest” of MoS Home Ajay Mishra’s son Ashish has fuelled anger
among protesting farmers. Demanding dismissal of Ajay Mishra, Tikait said
there cannot be a fair investigation in the case if the accused person’s father
continues to hold the chair. Meanwhile, BJP leader Ram Iqbal Singh Thursday
accused Union minister Ajay Mishra of being behind the Lakhimpur violence
and sought his sacking from Prime Minister Narendra Modi. He said that
questions are also being raised about the prime minister for not sacking the
minister. Singh, also a BJP state executive member, said his “threatening
statement” added fuel to the fire.

supply has started in

delkhand. The State
Government has almost
completed the work of
laying the main line for
water supply to the vil-
lages of Bundelkhand
under the ‘Har Ghar
Nal’ Yojana, one of the
most ambitious pro-
jects of the government
which will change the
face of Bundelkhand
facing water crisis for
many decades.
Starting from the last
week of November, the
houses of Bundelkhand
will have water supply
connections. Along
with this, the Namami
Gange and Rural Water
Supply Department are
going to start a trial run
of water supply in the
villages of Bun-
d e l k h a n d .
In all probability, the
UP government will
start a door-to-door sup-
ply of drinking water in
thousands of villages
of Bundelkhand from
December.
“ The piped water
supply is set to start in
the villages of Jalaun,
Hamirpur, Banda, Ma-
hoba and Lalitpur dis-
tricts,” said Anurag
Srivastava, the Princi-
pal Secretary, Namami
Gange.
He has given instruc-
tions to expedite the
work after reviewing
the preparations. Work
is going on day and
night on a total of 467
piped drinking water
schemes in 32 projects

SIT recreates sequence
of events in Tikonia village
Lucknow: The Special
Investigation Team
(SIT) probing the Lakh-
impur Kheri violence
on Thursday took Un-
ion Minister Ajay
Mishra’s son and three
others arrested in the
case to recreate the se-
quence of events lead-
ing to the incident
in Uttar Pradesh’s
Tikonia village.
Amid tight security,
the three accused were
taken to the site of the
incident on the Tiko-
nia-Banbirpur road,
around 60 km from dis-
trict headquarters
Lakhimpur city,
police said.
Eight people died in
the October 3 violence
and of them, four were
farmers, allegedly
knocked down by a ve-
hicle carrying BJP
workers.
Infuriated farmers
then allegedly lynched
some people in the ve-
hicles. The other dead
included two BJP
workers and their driv-
er. In the incident, a
journalist was also
killed.
Farmers claimed
that Union Minister
Ajay Mishra’s son Ash-
ish Mishra was in one
of the vehicles, an al-
legation denied by him
and his father who say
they can produce evi-
dence to prove he was
at an event at that time.

‘Monu’ was arrested in
the case on October 9
after 12 hours of ques-
tioning, and a court
has accepted his police
custody from October
12 to October 15.
The other three —
Shekhar Bharti was ar-
rested on October 12,
and Ankit Das and
Latif alias Kale were
arrested on October 13.
Das, Latif and Bhar-
ti are in police custody
from October 14 to Oc-
tober 17.
On Thursday, inves-
tigators reached the
district jail premises in
the morning to take
Das, Latif and Bharti
into police custody.
The trio were taken
to the crime branch’s
office at the Reserve
Police Lines, which is
near the district jail
where main accused
Ashish Mishra is
lodged.
They were taken to
Tikonia village by the
SIT amid heavy secu-
rity for investigations.

cage set up by Forest

In the village, the
Forest department
team had set up a cage
to catch the leopard on
the instructions of

had troubled locals.

leopard to the safe

sanctuary. Leopard
created panic for a long

Faced with the highly transmis-
sible delta variant, many are now
abandoning it.

Vietnam was once hailed as a
zero-COVID success, but it has
recently experienced a sharp
rise in deaths. Despite a popula-

800,000 cases, and COVID deaths

Zero-COVID has been effective

their borders, and where the geo-
graphical, political and econom-
ic factors were favourable. No
countries in Europe or the
Americas attempted it. But the
huge jump in virus transmissi-
bility and the swift development
of highly effective vaccines has
forced changes in the response.

luctant to supply gas to West-
ern Europe.
Australia’s gas prices are
soaring but might soon
plummet. The crunch in the
gas market is forcing coun-
tries to revert to coal for
electricity generation and
for industry. Thermal coal
prices in Asia keep hitting
record highs.
In Asia, there is not
enough coal to meet expect-
ed demand. A cold winter
followed by a hot summer
and stronger economic
growth has led to greater
Chinese demand. It is the
main cause of an emerging
electricity crisis in China.
China, which eased up on
coal consumption a few
months ago to meet emission
targets, is back in the market
as stockpiles run low.
The crisis suggests the

Christian-Muslim conflict in
the Balkans, Kosov, the ‘ren-
egade pre-dominant Muslim
province’ of Serbia, is being
asked to accommodate pro-
US Afghan refugees, but
America has indicated that
its troops under the NATO
umbrella too would be leav-
ing the conflict zone.
Within nine months of the
inauguration of his innings
in the White House in Janu-
ary this year, the US Presi-
dent Joe Biden decides to
leave the war-torn Afghani-
stan, though causing existen-
tial threat to the pro-US ele-
ments,signsanuclearsubma-
rine deal with Australia at the
cost of America’s NATO ally
,
France. Biden now appears to
be trying to leave the conflict
zone of Southern Europe.
The Indian concern to-
wards the plight of the peo-
ple of the region is natural,
because during the post
World War-II era, the region
was a part of Yugoslavia, a
secular Communist regime
under Martial Josip Broz
Tito, one of the most cele-
brated statesmen and war
heroes of the region. He was
the youngest sergeant –major
in the Austro-Hungarian
Army
. He was one of the few
Communist leaders, who had
refused to toe the diktat of
the USSR’s unquested leader,
Joseph Stalin. He along with
Jawaharlal Nehru and the
Egyptian leader, Nasser had
founded the ‘non-aligned
movement’ and had ushered
in a ‘secular regime’ bring-
ing Orthodox Christians and
Muslims to jointly work for a
united Yugoslavia. However,
after his death Yugoslavia
fragmented and witnessed
communal or ethnic vio-
lence. Tito had successfully
managed to keep ethnic ten-
sions under control by dele-
gating as much power as pos-
sible to each republic.
After the death of Tito and
the collapse of the USSR, eth-
nic violence flared up in the
region. The UNHCR reports
estimated that 3000 to 50,000
Muslim women were raped
by the Serbian forces. It was
also a part of the cleansing of
the minorities in the country
.
The Serb forces set up
“rape camps”, where women
were subjected to being re-
peatedly raped, and only re-
leased when pregnant.
The rapists reportedly
used to tell their victims,
“You are going to have our
children. You are going to
have our little Chetniks”, and
that the reason for their be-
ing raped was to “plant the
seed of Serbs in Bosnia”. The
torture camps at Eraterm,
vilina, vlas, Manjaca, Omar-
ska etc. were noticed by the
various watch-dogs. Even
young men and boys were not
spared. Many male victims
were found to have been os-
tracized from their commu-
nities, often being stripped of
their masculinity or accused
of homosexuality due to the
predominantly masculinity
culture in Bosnia.
The UN Commission of ex-
perts that investigated the
rapes in former Yugoslavia
has concluded. ‘Rape cannot
be seen as incidental to the
main purpose of the aggres-
sion but as serving a strate-
gic purpose in itself,’ reports
the European Community
mission concerned especial-
ly with the situation of Bos-
niak women.
In 1999, the NATO forces
with around 4,000 troops
from 28 countries, after a 78-
day bombing campaign, be-
gan serving as a peace-keep-
ing force. Kosovo’s declara-
tion of independence is
backed by the United States,
Britain, and most EU mem-
ber states, but its member-
ship of the United Nations is
blocked by Russia, Serbia’s
traditional ally
.
European Commission
spokesperson Diana Spinant
on September 27 urged both
sides to “sit down together
and to put an end to the ver-
bal escalation in the region.”
The European Union
hopes Serbian and Kosovar
negotiators will meet, said
the bloc’s spokesman on for-
eign affairs, Peter Stano.
“There are a lot of diplo-
matic activities going on now
both in Brussels and on the
ground,” Stano told report-
ers. Albanian Prime Minis-
ter Edi Rama on September
27 visited Kosovo and criti-
cized Serbia’s “theatrical

a dialogue.”

her govt is formed, she

put into effect by BJP

This is a major shift
in BSP’s politics. Keep

New Delhi: The Cabinet Committee on Economic
Affairs (CCEA) on Thursday announced that the
increased prices of Phosphatic and Potassic
(PK) fertilizers approved earlier will be extended
for the whole of 2021-22.The increased prices,
vide notification dated May 20 this year, would
be applicable from Oct1 till March 31, 2022,
the CCEA, chaired by PM Modi, decided. The
increased international prices of Diammonium
phosphate have been absorbed by the Union
Govt,” a release from the Min of Chemicals and
Fertilizers said. Union Govt has decided to in-
crease the subsidy by Rs 438 per bag of DAP as
a special one-time package so that farmers can
get DAP at the same price.

BJP for the post of deputy
Speaker, the election for the post
would be held on October 18

is elected from among the
members of the main opposition

agents themselves keep the
household items received by
couples and send them away
after paying some money. On
Wednesday, 151 couples got
married in the wedding
ceremony held in Gonda.
Kanhaiya, who came to the
ceremony, told that he had been
married on June 26, 2020. Here
they were just sitting to make
money. At the same time,
Awadhesh, who came from
Nawabganj, told that he was
married on June 3. Here they had
been called to get married again
and would get money. Fatima,

that she was married on July 22.

plan to ensure the de-
feat of those leaders
who have switched over
to other parties during
the last few years. There
has been large-scale mi-
gration of BSP leaders
to Samajwadi Party and
BJP and now they are
expecting to contest
2022 UP poll on the tick-
et on their new parties.
BSP sources said
that the party chief
Mayawati has directed
the leaders to keep
watch on these leaders
and mobilise the cadre
in their respective are-
as for their defeat. The
party has also decided
to field candidates of
the same caste and sub-
caste of these deserters
so the community vote
could be divided. While
the responsibility of
identification of the
candidates for this pur-
pose has been given to
sector incharge,
Mayawati has been per-
sonally monitoring the
progress. The party,

it alone in the poll, have
also planned to field

Thursday over his
tweet wishing people
on the occasion of
“Ram Navami” on a
day when Hindus
worldwide celebrate
“Maha Navami”, with
the ruling party de-
scribing him as “naya
naya Hindu”. In the
tweet, Yadav extended
his greetings to people
on “Ram Navami”.
Prominent among
those who were quick
to respond was Amit
Malviya of the Bharati-
ya Janata Party (BJP),
who pointed out that
Ram Navami is cele-
brated in the month of
“Chaitra” in the Hindu
calendar, which falls in
March-April, and dur-
ing this period, people
celebrate “Maha Nava-
mi”, which is a day of
worshipping goddess
Durga.
“This is what hap-
pens when those who
open fire on kar sevaks
put up the drama of be-
ing Hindus with elec-
tions approaching,” he
said in a tweet in Hin-
di. The official Twitter
handle of the Uttar
Pradesh BJP posted
two pictures side by
side -- one of Yadav and
another of Chief Min-
ister Yogi Adityanath
performing “kanya pu-
jan” -- and said “the dif-
ference is clear -- naya
naya Hindu (new Hin-
du) and Sanatani Hin-
du”. “Akhileshji, who
does not know the dif-
ference between Ram
Navami and Maha Na-
vami, talks about Ram
and Parashuram. Do
not fool the people

The SP had an-
nounced that a 108-foot-
tall statue of Lord Par-
ashuram will be in-
stalled in Lucknow. The

‘mysterious’ fever that
claimed the lives of at
least 3 persons in Agra,
the Chief Medical Of-
ficer of the city said
that the special team
for Malaria is on the
ground and medicines
are being distributed in
the city
. Speaking to re-
porters, the CMO Agra,
Dr Arun Kumar Srivas-
tava said the contami-
nated water has been
found and appropriate
measures are being
taken to contain the fe-
ver. “We have come
across reports suggest-
ing 7-8 deaths. So far we
have verified three con-
firmed deaths, one
Dhanauli, one Fate-
habad and one more
from a nearby village.
We have found larvae,
contaminated water in
houses, fogging being
done and appropriate
measures being taken,”

mission (EC) has direct-
ed the governments of
UP, Goa, Manipur, Pun-
jab, Uttarakhand to
transfer officials posted
in their home districts
and those who have
spent 3 years in a dis-
trict in the last four
years. In a letter to the
chief secretaries and
chief electoral officers
of the poll-bound states
on Wednesday
, the com-
mission pointed out
that the terms of the
legislative assemblies
of Punjab, Uttara-
khand, Manipur Goa
are ending on different
dates in March, 2022,
the term of the Uttar
Pradesh Assembly ends
on May 14 next year.
It is usual for the poll
panel to issue such di-
rections ahead of Lok
Sabha or Assembly elec-
tions to ensure that of-
ficials do not interfere
in the poll process in
any way and the demo-
cratic exercise remains
free fair. “The Com-
mission further desires
that no officer/official,
against whom a crimi-
nal case is pending in
any court of law, be as-
sociated with/deployed
on election-related
duty
,” the letter said.

25 officers from the PCS
cadre and join the IAS
cadre immediately af-
ter receiving the notifi-
cation of the Central
Government. The PCS
officers of UP who have
been selected and ap-
pointed in the IAS cad-
re include PCS Associa-
tion General Secretary
Pawan Gangwar and
Special Secretary Ap-
pointment and Person-
nel Dhananjay Shukla.
The state government
had sent the proposal of
selection of senior PCS
officers in the IAS cadre
to the Union Public Ser-
vice Commission
through the Central De-
partment of Personnel
and Training (DoPT) in
relation to the vacancies
available for promotion
to the UP cadre of the
IAS cadre for the year
2020. The commission,
in consultation with the
state government, had
sent the recommenda-
tion of appointment to
the DoPT after complet-
ing the selection process
from PCS to the IAS cad-
re. DoPT’s Under Secre-
tary Pankaj Gangwar
on Wednesday issued a
notification for the ap-
pointment of 25 PCS
officers in the IAS cad-
re and sent it to the
Chief Secretary. All
these officers have been
appointed on proba-
tion. The promoted offi-
cers are appointed in
the senior pay scale of
the IAS cadre.

he Ramayan is a simple story with
a clear protagonist and antago-
nist, there are hardly any side sto-
ries like in the Mahabharat but it
is magical and life-changing to
read/watch or listen to Ramayan.
I was fortunate enough to hear
the Ramayan from both my grandmothers
and as my granny told me to learn from
Ram about obedience and duty
, I remember
being horrified when my grandfather
passed a remark that there was lots to
learn from Ravan also. For me, at that ten-
der age, Ravan was a villain who forcibly
took away the beautiful Sita and put Ram
and Laxman through such tribulations.
As I grew up and learnt about life, I grew
to respect if not admire Ravan, I fought to
understandalittleof thedepthof theteach-
ings of Ramayan that ‘the victory of good
over evil’ is a fight within ourselves, I for-
gave Kekayi for her desires and even today
.
I am still trying to learn from this greatest
epic of all times.
Today is a special day in the Hindu cal-
endar, after nine days of Navratri, which
is replete with symbolism of vanquishing
evil and reverence, comes Dusshera. Re-
member, Navratri is not just about fasting,
puja and Dandiya – the nine days contrib-
ute to our well-being, knowledge and en-
lightenment, we must dig deep down to
reap these benefits. Pray to Mata Rani to
empower you and finally liberate you! Vi-
jayadashmi, the day of Victory teaches us
that reverence and gratitude in our life
will lead to success and happiness! In our
culture Dussehra was always about danc-
ing, feasting, community get-togethers
and this year- as we have ‘defeated’ corona
(for now) let us bring back the joy and gai-
ety of Vijayadashmi. Shed all inhibitions
and immerse yourself in Ram bhakti and
seek blessings!
