Mumbai: Elections to
the six Rajya Sabha
seats from Maharash-
tra may witness all the
four Maha Vikas Agha-
di candidates of the
Shiv Sena, Nationlist
Congress Party (NCP)
and Congress alliance,
coasting to victory
. The
polls, which were ne-
cessitated after the
Bharatiya Janata Party
(BJP) introduced a
third candidate, had
promptedtheShivSena
to propose a second
candidate itself.
Ironically, the BJP
was not expected to be
able to lure MVA MLA
votes in favour of its
three candidates, par-
ticularly to get a third
Member of Parliament
– Dhananjay Mahadik
– elected. In Rajasthan,
it was a BJP MLA Baby
Rani who switched her
vote to the Congress
partyatthelastminute.
A senior politician
told First India, “While
Rani has stated that she
voted for the Congress
candidate by mistake,
the truth is that state
assembly elections are
due in Rajasthan in
2023 and she may not be
expecting to be given a
ticket by the BJP.
Hence, she may have
chosen to vote for the
Congress party that is
headed by jadugar (ma-
gician) Chief Minister
Ashok Gehlot.”
In Maharashtra,
Chief Minister Uddhav
Thackeray’s stamp of
authority over the state
is expected to be vindi-
cated, if the two Shiv
Sena candidates—San-
jay Raut and Sanjay Pa-
war-- are elected to the
Upper House, along
with the NCP’s Praful
Patel and Congress’ Im-
ran Pratapgarhi.
Thackeray was ably
bolstered in his bid to
elect the four MVA can-
didates in the fray
thanks to smaller po-
litical parties and inde-
pendent MLAs in Ma-
harashtra, as 17 such
MLAs allied with the
MVA.
The Vasai-Virar
based Bahujan Vikas
Aghadi (BVA) led by Hi-
tendra Thakur (three
MLAs) simplified how
the MVA was able to
sway crucial votes for
the six Rajya Sabha
seats in its favour.
Thakur told mediaper-
sons right after casting
his ballot, “We have
votedforthecandidates
based on the principle
of the development
works we will be able to
get done in our region
of influence.”
Thakur’s statement
was honest and this
practice has been the
same even when Con-
gress Chief Minister
Vilasrao Deshmukh
ruled the roost in Ma-
harashtra, 22 years ago.
Thakur was able to se-
cure water pipeline
projects for the Vasai-
Virar belt on the
strength of support
from the Democratic
Front alliance govern-
ment between the Con-
gress and NCP in Ma-
harashtra back then.
MVA alliance part-
ner NCP’s Chief
Sharad Pawar, while
maintaining a stoic si-
lence in the initial
phase of the RS pre-
poll political dialogues,
called up Thakur (as
reported in the June 10,
2002 issue of First In-
dia), who was already
being courted by BJP’s
former medical educa-
tion minister Girish
Mahajan.

Mumbai: The counting
of 285 votes cast by Ma-
harashtra’s legislators
was frozen after the
Bharatiya Janata Party
(BJP) cited alleged poll
code violations by Maha
Vikas Aghadi (MVA)
cabinet ministers Jiten-
dra Awhad of the NCP
and Yashomati Thakur
of the Congress, as well
as, Shiv Sena MLA Su-
has Kande.
In a tit-for-tat move,
the MVA has also moved
the Election Commis-
sionof India(ECI),mak-
ing an identical demand
to have the vote cast by
BJP MLA and erstwhile
Maharashtra Finance
Minister Sudhir Mun-
gantiwar declared as in-
valid. The alliance al-
leged that the MLA
showed his ballot paper
to two persons.
The MVA complaint
also cited independent
MLA Ravi Rana for hav-
ing released a video of
his recitation of the Ha-
numan Chalisa, before
reaching the Vidhan
Bhavan to cast his vote.
Rana, according to the
MVA complaint, had
tried to influence other
voters (along religious
lines), thereby violating
the poll code.
In the BJP’s com-
plaint addressed to the
ECI, both Awhad and
Thakur had breached
the code of secrecy by
showing their ballot to
two persons, including
the polling agent. The
opposition party also
claimed that Sena MLA
Kande had handed over
his ballot paper to two
persons, which was also
in clear violation of the
poll code of conduct.
While the ECI has
sought video footage of
the voting process cap-
tured at Vidhan Bhavan
for examination, an
MVA leader told First
India, “The fact is that
objections were raised
by the BJP and exam-
ined by the ECI-appoint-
ed returning officer at
the voting centre imme-
diately
. After the return-
ing officer was satisfied
with the procedure, he
rejected the objections
raised by the BJP and al-
lowed the three MLAs to
cast their votes. These
votes were duly deposit-
ed into the ballot box
and it would be impos-
sible to retrieve them
now.”
While the BJP insist-
ed that the three votes
should be discounted in
the counting process,
the ruling MVA govern-
ment in Maharashtra
has claimed that, even
their candidates would
win even without those
votes.
MVAleadershavealso
insistedthattheBJPwas
playing spoilsport and
deliberately trying to de-
lay the poll process. The
counting of the votes
will commence only af-
ter the ECI gives its rul-
ing on the complaints. It
is expected to resume
late on Friday night it-
self, it was learnt at the
time of going to print.

Mumbai: The Maha-
rashtra government
has appointed a three-
member panel to study
and recommend eligi-
ble convicted inmates
for remission of sen-
tence under the Azadi
Ka Amrit Mahotsav.
In a government reso-
lution issued on Thurs-
day
, the state home de-
partment said, “As part
of 75th Indian independ-
ence anniversary cele-
brations, the Centre had
come up with a pro-
gramme for remission
of sentences of jailed
inmates belonging to
specific categories.
They asked to focus
specificallyonthosewho
could be released on Au-
gust 15, 2022, January 26,
2023,andAugust15,2023.
The Centre had written
to the state government
in April 2022 to imple-
ment it.”
Sources said those
convicted for serious of-
fences such as murder
andcrimesagainstwom-
en will not be eligible for
specialremissionof sen-
tence. Those eligible for
a remission will include
six categories of con-
victssuchaswomenand
transgender activists of
age 50 years and above,
those who have complet-
ed 50% of their total sen-
tence, male convicts of
age 50 years and above,
who have already served
half their sentence.
Under the pro-
gramme, physically
challengedconvictswith
more than 70% disabili-
ties and who have com-
pleted half their terms
will also be considered.
Convicts with terminal
illness, who have com-
pletedtwo-thirdsof their
sentence, poor prisoners
who have completed
their sentence, but con-
tinue to serve in jail due
to inability to pay corre-
sponding fines for their
crimes, will also be
looked at.

elections. But, the total
votes have come down
to 285, since there is a
vacancy due to the
death of Shiv Sena
MLA Ramesh Latke and
a special court on
Thursday rejecting the
pleas filed by Malik and
Deshmukh seeking a
day’s bail to vote in the
elections.

On Friday morning, the
All India Majlis-e-Ittehadul
Muslimeen (AIMIM) party
announced that it would
vote in favour of the
Congress candidate. The
announcement was made
by AIMIM Lok Sabha mem-
ber from Aurangabad Imtiaz
Jaleel, hours before the
polling began. Describing
AIMIM as the ‘B team’ of
the ruling alliance, BJP leg-
islator Atul Bhatkalkar said
that was the reason why its
two legislators were sup-
porting MVA candidates.

British era bunker
discovered below
the Raj Bhavan
lawns in 2016, when
he visits Mumbai
and Dehu near Pune
on June 14.
Modi will visit the
Shila Mandir in Dehu,
where the idol of 17th
century saint Sant
Tukaram and stone
on which he did a
13-day meditation
has been installed. He
will also flag off
the annual procession
of warkaris, which
culminates on Asha-
dhi Ekadashi day in
Tuljapur.
The prime minister
will then travel to
Mumbai, where he
will dedicate the gal-
lery at Raj Bhavan at
around 4 pm. The his-
toric bunker at the
Governor House has
been converted into a
gallery of various
known and unsung
revolutionaries from
Maharashtra. It has
been curated by writ-
er/historian Dr
Vikram Sampath.
According to offi-
cials, the bunker was
built sometime before
World War I, when Raj
Bhavan served as the
Government House of
Bombay Presidency
.
Spread over 15,000
sq ft, the bunker was
built as an under-
ground ammunition
store. When opened in
2016, its rooms bore
names such as shell
store, gun hell, car-
tridge store, shell lift,
pump, central artil-
lery store, workshop,
etc. The bunker opens
with a 20-ft tall gate
resembling a fort and
has a ramp on its west
end, just opposite the
Darbar Hall. It has
long passages and 13
small to medium-
sized rooms. It is a
unique piece of archi-
tecture, unlikely to
have been created an-
ywhere in India.
Named ‘Kranti Ga-
tha’, the first-of-its-
kind gallery will
honour revolutionar-
ies of Maharashtra
from the First War of
Indian Independence
in 1857 to the Naval
Uprising in Mumbai
in 1946.
‘Gallery of Revolutionaries’ will
depict feats of unsung
revolutionaries from Maharashtra
HISTORICAL JOURNEY
The gallery will take
visitors through the
time and tell the
story of the armed
struggle against Brit-
ish rule in Maharash-
tra (then Bombay
Presidency) through
exhibits, sculptures,
and rare archival
photographs gath-
ered from the State
Archives, Asiatic So-
ciety, Kesari Archives
Pune, and Savarkar
Rashtriya Smarak,
Mumbai. Scenes of
the coronation of
Chhatrapati Shivaji
Maharaj have also
been recreated in the
gallery.
State government to build 2
ITIs to rehabilitate naxalites

Skill Development de-
partment on Friday
announced that it will
start two new Indus-
trial Training Insti-
tutes (ITIs) in two vil-
lages located in Naxal-
affected Gadchiroli
and Gondia districts.
The institutions will
be aimed at providing
vocational training to
those Naxalites who
have surrendered on a
priority basis and help
their rehabilitation into
mainstreamcivilsociety
.
Skill Development
Minister, Rajesh Tope,
who also handles the
public health portfolio,
made the announce-
ment on Friday. “The
Skill Development de-
partment has decided to
start new ITIs in Jimal-
gatta in Gadchiroli dis-
trict and Palandur in
Gondia district from
academic year 2022-23.
Together, both ITIs can
accommodate 360 stu-
dents and offer courses
in four key trades—elec-
trician, wireman, motor
mechanic, and sewing
technology
. Seats will be
reserved for young men
and women from the
Naxal movement, who
surrendered arms and
want to return to the
mainstream civil socie-
ty. If seats remain va-
cant, they will be of-
fered to general catego-
ry students.”
“The ITI building at
Palandur has already
been completed, while a
proposal to provide
`13.18 crore to construct
the workshop building
at Jimalgatta is at an
advanced stage of gov-
ernment approval. This
ITI will temporarily op-
erate from the ITI build-
ing at Etapalli sub-divi-
sion in Gadchiroli dis-
trict,” said Tope.

young men and women
in the Naxalite move-
ment to surrender arms
and return to the main-

Muslim community

ty staged protests
in several cities of
Maharashtra on

They demanded
action against sus-

their alleged objec-
tionable remarks
against Prophet Mo-
hammad.
No untoward inci-
dent was reported
from anywhere dur-
ing the protests, po-
lice said.
Protests were
staged by various or-
ganizations follow-
ing the Friday
prayers after 3 pm,
said a police official.
In Panvel city of
neighbouring Navi
Mumbai, at least
3,000 protesters, in-
cluding around 1,000
women, took out a
protest march, seek-
ing the arrest of
Sharma and Jindal.
A delegation submit-
ted a memorandum
to Panvel tehsildar
and the protest was
over peacefully by 4
pm, said a local po-
lice official.
A protest was also
held at Shivaji
Chowk in Vashi,
where a delegation
submitted their de-
mands to the Vashi
police station.
Mumbai (PTI): The
Maharashtra govern-
ment has introduced
an online system for
the transfer of teach-
ers of Zilla Parishad
schools to ensure
transparency in the
process.
Earlier, the system for
the transfer of these
teachers was manual
and there used to be al-
legations that certain
teachers were influenc-
ing the process in their
favour. Political inter-
vention was also an is-
sueintheearliersystem.
Rural Development
Minister, Hasan Mush-
rif, on Thursday
launched the online sys-
tem at Mantralaya, the
state secretariat in
Mumbai. The new on-
line system will handle
the database of around
two lakh ZP teachers in
the state. The govern-
ment had earlier formed
a study group of ZP offi-
cials, which gave inputs
to develop the software
totwoprivatecompanies
hiredbythedepartment.
“This system will en-
sure maximum trans-
parency in the transfer
of teachers. The trans-
fers will be made in a
manner that would en-
sure that the students
would get quality teach-
ers,” said Mushrif.
Additional chief sec-
retary of the Rural De-
velopment Department
Rajesh Kumar said,
“Once a teacher fills in
hisorherinformationin
the state database, it can
beseenbyotherteachers
as well. It will thus put a
check on teachers who
may fill in false informa-
tion to influence the
transfer system.” Every
teachereligiblefortrans-
fer will have to give a list
of 30 schools of his or
her preference, he said.
The online database
comprises information
about two lakh teach-
ers, including physical-
ly-challenged ones,
widows, divorcees or
single and those who
are nearing retirement.
These factors will be
considered at the time
of transfer, said the sen-
ior official.

vest in deep tech
startups from the
state, which are pref-
erably led by women
and socially rele-
vant, a senior offi-
cial said on Friday.

while addressing a TI-
CON event here said
that the “Maharashtra
Innovation and Tech-
nological Development
Fund” will be a `200
crore corpus for
early-stage start-
ups in the state.

summit, Verma said,

villagers in Maharash-
tra’s Khadial village
hurling their plastic
and metal cans, buck-
ets and bottles strung
with ropes down a
deep well to fetch wa-
ter is now a common
sight. In the peak of
summer, the parched
residents of the vil-
lage in Melghat dis-
trict are facing a se-
vere water crisis.
According to the vil-
lagers, they are ‘risking
their lives for a bucket
of water’.
Speaking to the me-
dia, a villager said,
“There are only two
wells in the village
which have almost
dried up. A village of
1,500 population is de-
pendent on 2-3 tankers
for water every day
.”
With the onset of
summer, the water cri-
sis has been reported
from different parts of
the country, including
Maharashtra.
“Water is supplied to
the village through two
tankers that pour water
into dry wells. People
risk their lives to
draw water from wells.
Diseases are increasing
after drinking dirty
water,” said another
villager.
According to the peo-
ple, the road condition is
also bad. “If a person
getssick,thereisnoroad
totakethemtothehospi-
tal,” added a villager.
Last week, people re-
ported about acute wa-
ter scarcity in Nashik.
In the Chichlekhaire
village in Igatpuri, Na-

Mrinal Tai Gore Flyo-
ver in Goregaon West
up to the Link Road—
that aims cut down
travel time from 40-50
minutes to seven min-
utes from Western
Express Highway,
Goregaon to Link
Road in Oshiwara—is
now stalled after
work order was is-
sued on March 2019.
It was first proposed
in 2016. The construc-
tion work has become a
major problem for the
commuters due to long
traffic snarls caused by
ongoing work.
The revised deadline
for the completion has
now been set as 2023.
BMC said for over a
year, the work came to a
standstill due to the
COVID-19-induced lock-
down. The design for
the 800-metre arm of
the flyover was can-
celled after the then
municipal commission-
er Ajoy Mehta rejected
the design stating that
the pillars of the bridge,
which are to be built on
SV Road, would further
narrow the congested
arterial road.
Satish Thosar, chief
engineer (BMC bridg-
es), said that the work is
now continuing at full
pace. “Initially, there
was a change in the pil-
lar design. We had three
site visits to alter the
design of the pillar. We
received approval from
the BMC standing com-
mittee in October 2018
and the work order was
given in 2019. After we
received permission
from the traffic depart-
ment, the construction
commenced but was
stalled due to the pan-
demic,” he explained.
This is not the first
delay involving the con-
struction related to the
flyover. The flyover was
to be completed by 2012
originally, for `250
crore. However, a 1.2 km
long flyover was com-
pleted only in May 2016,
escalating the construc-
tion cost to `450 crore.
The revised deadline
for the completion has
now been set as 2023.
The BMC said for
over a year, the work
came to a standstill
due to the Covid-19-
induced lockdown.
Experts call for better blood screening to
reduce infections through transfusions

cent incident in which
four children with
thalassemia were al-
legedly infected with
HIV following blood
transfusions in Nag-
pur, medical experts
in Pune have stated
that better blood
screening standards
are needed to reduce
the burden of trans-
fusion-transmitted
infections (TTIs).
Jankalyan Chain of
Blood Banks and Medi-
cal Services on Friday
said that they were able
to save 198 lives by us-
ing nucleic acid testing
(NAT) technology to
identify contaminated
blood from 66 units,
citing a study they have
been conducting since
2013.

vices Dr. Atul Kulkarni
said, “We’ve been con-
ducting this study since
2013, and we’ve tested
approximately 1.6 lakh
blood units at our
bank. To protect against
TTIs, we implemented
NAT technology at our
blood bank. We detected
the presence of Hepati-
tis B virus in 64 blood
units and HIV in two
units so far. These
were discarded right
away
.”
He also stated that in
India, blood screening
for HBV (Hepatitis B),
HIV and HCV (Hepati-
tis C) by serological
tests is mandatory. Se-
ro-nonreactive blood
donations are still at
risk of transmitting
TTIs. Hence, there is a
need for an additional
layer of safety with a
higher sensitivity
.

Thane: Police rescued two
teenage girls, who were
allegedly forced into flesh
trade, from Kashimira area
of Mira Road in Thane
district, and arrested two
women in this connection,
officials said on Friday. One
of the arrested women is
an aunt of the girls. The
action was taken by the an-
ti-human trafficking cell of
the Mira Bhayandar-Vasai
Virar police commissioner-
ate. Acting on a tip-off
that some persons were
pushing minor girls into
sex trade, the police laid
a trap on Wednesday at a
roadside eatery in Kashi-
mira. After sending a fake
customer, the police team
arrested the two women.
Mumbai: A 70-year-old
man from Mumbai was
recently extorted into pay-
ing `57.50 lakh by a gang
of cyber-fraudsters, who
first posed as executives
of a friendship club and
engaged him into sexually
explicit conversation with
a woman and later posed
over the phone as a
police officer and extorted
money from him. An FIR
was registered with the
BKC cyber police station
on June 7. The man told
police that he received a
message on the phone on
March 15. The message
read, “if you need a
friendship in your local
area please contact this
mobile number.”

Mumbai: A taxi ploughed into two people on the
Bandra-Worli Sea Link, killing one and leaving the
other grievously wounded. The latter succumbed
to his injuries during treatment. According to
police, 43-year-old Amar Manish Jariwala was
going to Malad via the Bandra-Worli Sea Link
route on May 30 when an eagle came under his
car. Jariwala and his driver Shyam Sundar Kamat
attempted rescue the eagle when a speeding taxi
on the adjacent lane rammed into them.
Mumbai: A 16-year-old boy was killed after he
jumped in front of a train between Kandivali and
Malad railway stations on Wednesday night. The
boy left behind a suicide note stating that he was
being pressured by his parents to concentrate
on his studies. The note also mentioned that the
boy had suicidal thoughts for the last two years.
The student had gone missing on Wednesday
evening.
Suved Parkar, who scored 252 runs on his debut, was adjudged as the player of the match.

ies took the police by
surprise when they
staged huge unan-
nounced protests af-
ter Friday prayers against BJP
spokespersons Nupur Sharma
and Naveen Jindal’s remarks
against Prophet Muhammad
and the government’s perceived
inaction. The protests were held
in Delhi, Moradabad, Saharan-
pur, Prayagraj, Hyderabad, Kol-
kata and Srinagar. Barring
Prayagraj, the protests were
peaceful. Who gave the call for
these protests is not known.
While an FIR has been regis-
tered against Nupur Sharma
and Naveen Jindal, the Muslims
are demanding their arrest.
These demonstrations follow
protests by almost every Muslim
country which forced an embar-
rassed Indian government to
describe Sharma and Jindal as
“fringe” elements.
These protests may die down
but they signal a change in the
Muslim response. The usual
Muslim bashing in TV debates
and at dharma sansad’s was still
tolerable, but the right wing
leaders crossed the threshold
when they made objectionable
remarks against the Prophet.
They could have done without it.

Information Tech-
nology Act holds a
special appeal for

of India. Grossly misused by
law enforcement agencies to
clamp down on right to ex-
pression in the country, the
controversial section was
struck down by the Supreme
Court in 2015 as “unconstitu-
tional” for being in violation
of Article 19 (1)(a). This Arti-
cle gives people the right to
free speech and expression.
Despite the Supreme Court
scrapping the section it con-
tinued to be used by security
agencies of various states.
This invited the wrath of the
top court which called it a
“shocking state of affairs”.
Although there is now no
legal validity of Section 66A
the government wants to in-
troduce it through the back
door---a UN ad-hoc committee
which is supposed to submit
a draft convention on check-
ing cyber crime in member
states. India has proposed
that measures similar to
those contained in the de-
funct section be adopted by
the member countries to take
on cyber crime. Reports sug-
gest that so far there are no
takers of India’s proposal
which, if adopted, will make
it legally binding on member
states.
It is surprising that India
has gone to this extent to
bring back a discredited law
that strikes at an individual’s
freedom of speech and ex-
pression. Fortunately, there
are countries which, unlike
India, respect these freedoms
and have so far rejected the
proposal. The proposal in-
cludes “Sending offensive
messages through communi-
cation devices etc.” which
was used to hound activists,
students and journalists in
the country
. The ad-hoc com-
mittee is still discussing and
debating various proposals
and India hasn’t given up yet.

one opportunity, to seize eve-
rything you ever wanted, in
one moment, would you cap-
ture it, or just let it slip?” –
these famous lines by a sing-
er describe an opportunist
who sees an opportunity and
takes advantage of it.
We may have heard some-
one say after a meeting, “he is
just an opportunist!” One has
often seen how an individual
seems to get a cushy assign-
ment while others seem to get
the heavy load or are com-
pletely pushed into the back-
ground. The opportunist had
quietly lobbied for the assign-
ment. He had spoken with a
couple of people ahead of the
meeting to ask for the specific
work. He did not do anything
unfair. While being alone
with the vice president, he
managed to steer the conver-
sation in his favour. It was a
quiet campaign. This is an
example / case of an honest
opportunist.
The label, ‘an opportunist’
usually has negative connota-
tions. It implies that people
take an unethical, unprinci-
pled, unfair or even illegal
advantage of situations for
selfish ends. Such persons are
also regarded as exploitative.
An opportunist is consid-
ered as one who is self-cen-
tred, unconcerned with the
feelings of others and always
looks out for his own inter-
ests often at the expense of
others.
All of us need to be on
guard against misuse of pow-
er. In almost every human
relationship, there are situa-
tions where one person has
an advantage over others in
terms of wealth, learning,
physical strength, position,
physical charm and many
others. The greater the ad-
vantage, the greater may the
temptation to use it for per-
sonal benefit.
There are ways to be genu-
inely opportunistic without
rubbing people the wrong
way, in fact, helping them
alongtheway
.Beinganoppor-
tunist is about our mindset. It
is looking ahead and deciding
which opening is worth ac-
cepting by weighing the pros
and cons of a situation.
An opportunist can also be
called an initiative taker, vi-
sionary, strategist and a far-
sighted person. He / she fol-
lows the maxim, ‘It is the lit-
tle things that add up to make
a big difference.’
Being a successful oppor-
tunist also requires a wider
perspective. That is, focusing
on all aspects of one’s life –
business, professional, fami-
ly, community and personal
development. How much bet-
ter would my life be if I took
more opportunities to spend
time with my family? And
how much more meaningful
would my life be if I look for
opportunities to help others?
Using any opportunity re-
quires balance. Venturing
into a different area can lead
to a new, previously unseen
and unidentified field. Suc-
cess in one area feeds suc-
cesses in other areas. One
can become a visionary, able
to differentiate between op-
portunities of the moment
and sustainable opportuni-
ties for the future.
Taking advantage of op-
portunities is proper, when it
means any action that takes
place because of a combina-
tion of favourable circum-
stances, time and suitable
place.
One can also think about
the opportunities when one
has to make good and healthy
choices throughout the day
like choosing low calorie
bites, drinking enough water,
reading books that inspire
and doing something useful
for others.
When do we find a task
most easy to do, while deal-
ing with problems or when
our life is relatively peaceful?
Using the time of peace or
calm, is like taking advan-
tage of the opportunity to ac-
complish the most.
Any period of peace is not
a time to relax but it is a time
to strengthen and prepare
oneself for future stress and
to devise strategies. It is a fa-
vourable opportunity to com-
plete one’s pending tasks.
Tranquil intervals that
one experiences now may not
continue for long. So, one can
ask oneself, how am I using
this time of quietness today?
Making the most of the fa-
vourable opportunity is like
making the most in the given
set of circumstances. Taking
full advantage of the calm
before the storm is a proac-
tive approach to life.
Opportunities that one has
today may be gone tomorrow.
None of us are immune to
unforeseen events and dis-
tractions. Seizing the unique
opportunity without hesita-
tion will reap benefits as time
appears to fly when we are
busy and pre-occupied with
what we are doing.
Since there is always more
to do than what we can han-
dle, it is wise to spend time in
line with our objectives in
life. Time well spent is an op-
portunity encashed.
So, let’s be a fair opportun-
ist, opening our mind and
heart to new ideas. It is the

New Delhi: Union Min-
ister Dr Jitendra Singh
on Friday lauded Cen-
tral Information Com-
mission (CIC) for
achieving consistent
decline in pendency
with corresponding
rise in disposal of the
Right To Information
(RTI) appeals.
The Minister said he
was pleased to note that
the pendency reduced
from about 40,000 cases
last year to around
27,000 cases at present,
while the disposal of
cases increased from
17017 in 2020-21 to 28901
in 2021-22.

Bhawan here, Dr Jiten-
dra Singh said, “Ever
since Modi Govern-
ment came into power
in 2014, Transparency,

yet and his party Janata
Dal (U) did not give him
a Rajya Sabha ticket. He
was hoping that the
BJP could send him to
the Upper House from
somewhere but the par-

not resigning. Chief
Minister Nitish Kumar
did not give him a ticket
and said that if his term
is not over yet, then he
does not need to resign.
Think, his term is
till July but isn’t it a
moral requirement
that he should resign
when he is not nomi-
nated to the Upper
House? If he continues,
he can stay for six
months even after the
term of the Rajya Sab-
ha is over. If the Prime
Minister wants, he can
keep him as a minister
for six months even af-
ter July or can also
nominate him to the
Rajya Sabha. But this
will happen only when
the BJP thinks that it
has to break ties with
Nitish Kumar in Bihar.
However, RCP Singh
has been a government
official and leaving the
post even a day before
the completion of his
term will not be an
easy decision for him.
Apart from RCP, the
suspense about JD(U) is
whether the party will
remain in the govern-
ment? At present,
JD(U)’s only represent-
ative in the central gov-
ernment is RCP Singh.
It is said that he had
joined the government
against the wishes of
Nitish Kumar, so Nitish
did not send him to the
Rajya Sabha. JD(U) has
17 MPs in Lok Sabha
and five in Rajya Sabha.
Based on the number of
Lok Sabha members,
JDU had demanded
three ministerial posts.
BJP, on the other hand,
made a formula that an
ally with one MP would
also have a minister
and an ally with 17 MPs
would also have only
one minister.
This formula of one
minister from every
ally was not acceptable
to Nitish Kumar. De-
spite this, RCP had be-
come a minister. Now
again it is being specu-
lated whether BJP will
agree to Nitish’s formu-
la and if BJP does not
agree then what will
JD(U) do? According to
informed sources,
JD(U) may agree on one
cabinet and one MoS
post. If this happens,
this time BJP’s national
president Rajiv Ranjan
Singh alias Lallan Sin-
gh can become a cabinet
minister and Santosh
Kushwaha can become
a minister of state
(MoS). RCP Singh had
also become a minister
at the Center as the na-
tional president and
later resigned from the
post of president.

protests demanding

vealed that she has
declared in the court
about the involve-
ment of the CM, his
wife and daughter in
the crime.
On Friday morn-
ing, police in Kannur
served a notice to
State Congress presi-
dent K.Sudhakaran
saying that they sus-
pect violence during
the party’s march to
the District Collec-
torate office, and if
so strict action would
be taken against him.
This was taken up
by each leader who
inaugurated the
protest in front of
the remaining 12
district collector-
ates and also in
front of the State
secretariat here.
In most of the dis-
trict headquarters,
there were exchange
of force between the
protesters and the
police.
At several places,
the police were
forced to resort to
water cannons and
lathi charge to dis-
perse them.

had reserved the order on

Bombay High Court on Friday refused
to grant any relief to Maharashtra
Cabinet Minister Nawab Malik on his
plea seeking permission to vote in the
Rajya Sabha polls, voting for which is
underway. Malik’s legal team gave up by
afternoon, while the former Maharash-
tra Home Minister Anil Deshmukh’s
lawyers have not mentioned his plea to
vote before the court so far. Voting for
six seats of Rajya Sabha in the state,
which began at the Vidhan Bhavan here
at 9 am, continued till 4 pm. The bench
of Justice PD Naik, before whom Malik’s
plea first came up for hearing, asked
his lawyers to amend his petition. The
plea before the High Court was filed as
a writ petition invoking Article 227 of
the Constitution and Section 482 of the
CrPC to quash the order of the special
judge who had refused relief to Malik.

(MT) of coal from over-

tive’ after two years, cit-
ing diminishing down-

Fitch Ratings kept
the rating unchanged at
‘BBB-’.
“The Outlook revi-
sion reflects our view
that downside risks to
medium-term growth
have diminished due to
India’s rapid economic
recovery and easing fi-
nancial sector weak-
nesses, despite near-
term headwinds from
the global commodity
price shock,” it said.
The agency
, however,
cut the economic
growth forecast to 7.8%
for the current fiscal
from the 8.5% predic-
tion it made in March
due to the inflationary
impact of the global
commoditypriceshock.
“India’s economy
continues to see a solid
recovery from the COV-
ID-19 pandemic shock,”
Fitch said.
Indian economy
grew 8.7% in the last fis-
cal, and the country’s
central bank RBI ex-
pects growth to be 7.2%
this fiscal.
Stressing that India’s
medium-term growth
prospects remain solid,
Fitch said India’s
strong growth outlook
relative to peers is a key
supporting factor for
the rating, and will sus-
tain a gradual improve-
ment in credit metrics.
“We forecast growth
of around 7% between
FY24 and FY27, under-
pinned by the govern-
ment’s infrastructure
push, reform agenda
and easing pressures in
the financial sector.
Nevertheless, there are
challenges to this fore-
cast, given the uneven
nature of the economic
recovery and imple-

frastructure spending
and reforms,” Fitch
said.

translates into an in-

` FALLS 11 PAISE TO RECORD LOW OF
77.85 AGAINST US DOLLAR
Mumbai (PTI): The rupee tumbled 11 paise to close at
a fresh lifetime low of 77.85 (provisional) against the
US dollar on Friday as a sell-off in domestic equities and
stronger greenback overseas weighed on investor senti-
ment. At the interbank foreign exchange market, the local
currency opened at 77.81 and witnessed an intra-day
high of 77.79 and a low of 77.87 against the US dollar.
The local unit finally settled at its all-time low of 77.85,
down 11 paise over its previous close of 77.74.
IMF concerned by
food export restrictions
Washington (PTI):
The IMF has said that it
is concerned by the use
of food and fertilizer ex-
port restrictions by
some nations which can
exacerbate global price
increases and market
volatility and welcomed
India’s recent decision
to relax its originally
announced ban on
wheat exports and al-
low some shipments to
proceed.
A senior IMF official
observed that some 30
countries have cur-
tailed exports of com-
modity goods including
food and fuel since the
war in Ukraine began.
“We are very con-
cerned by the use of
food and fertilizer ex-
port restrictions, which
can exacerbate global
price increases and
market volatility. So,
this goes beyond India,”
IMF spokesperson Ger-
ry Rice told reporters.
“Our monitoring in-
dicates that some 30
countries, in fact, have
curtailed exports of
commodity goods, in-
cluding food and fuel,
and that since the war
in Ukraine began. So,
we are very concerned
about this” he said.

has exported 2.47 lakh
metric tonnes of alco-
holic products, worth
$322.12 million, during
2020-21, the commerce
ministry said on Friday

The major export des-
tinations of Indian al-
coholic products in-
clude the UAE, Ghana,
Singapore, Congo, and
Cameroon.
It said that the de-
mand of India’s prod-
ucts like beer made
from malt, wine, white
wine, brandy, whisky,
rum, and gin has in-
creased manifold in the
global market.
Duty on solar modules, cells to continue
New Delhi (PTI):
There are “no plans” to
review the basic cus-
toms duty (BCD) levied
on solar modules and
cells, Union Power Min-
ister R K Singh has
said.
“I don’t want any Chi-
nese imports and want
everything Made in In-
dia,” Singh, who is also
the Minister of New
and Renewable Energy
said in reply to a ques-
tion related to the duty
levied on the two items.
Last year, the govern-
ment had announced
imposing 40% BCD on
solar modules and 25%
on solar cells with effect
from April 1, 2022.
Singh said as a result
of the duty, the domes-
tic manufacturing
capacity of modules
and cells has started
going up.
However, developers
of renewable energy
projects have been rais-
ing concerns that the
domestic capacity is not
enough to meet their
needs of modules and
cells, and were expect-
ing relief from the govt.
More pain for consumers as milk prices may rise further
New Delhi (Agen-
cies): Commodities
for which the average
Indian consumer is
now paying a higher
buck are increasing,
including the ubiqui-
tous milk, that plays
an essential role in
most Indian house-
holds. Wholesale milk
prices have increased
5.8% on an annual ba-
sis in India, and ana-
lysts believe that as
demand picks up, con-
sumers will have to
shell out more, in the
coming months.
The demand for milk
in India saw an uptick
as multiple parts of
the country experi-
enced a searing heat-
wave. Milk prices in
south India saw an up-
tick of 3.4% on a year-
on-year basis. Analysts
at ICICI Analysts be-
lieve that the rise in
wholesale prices is at-
tributable to the end of
the flush season, in-
creasing consumption,
and intense summer.
Milk procurement
prices have been
pushed upwards on ac-
count of an increase in
cattle feed prices as
well. “We believe the
dairy companies need
to raise prices again in
coming quarters to
pass on higher milk
procurement prices,”
the brokerage firm
wrote in a note.

try of Road Trans-
port and Highways
(MORTH) recently
released a report em-
phasising the impor-
tance of wearing a
helmet when riding a
two-wheeler. Accord-
ing to statistics, more
than 39,000 peo-
ple died in road
accidents in
2020 because
they did not
wear a
h e l -
met.
Maharashtra alone
accounted for 12% of
these fatalities.
According to the re-
port, 83% of all the
bikers that were killed
in road accidents in
Maharashtra in 2020
were not wearing a
helmet. A total of 4,878
two-wheeler riders
died because they did
not wear helmets. Of
these, 69% were found
riding in the vehicle,
while 31% were pillion
passengers.
Riders often wear
helmets out of safety
concerns or fear of
getting fined. But, pil-
lions are mostly seen
without helmets on
Indian roads.
According to the lat-
est data, 2,625 pillions
were injured in Maha-
rashtra in 2020 as a re-
sult of not wearing
helmets. During the
pandemic, road acci-
dent fatalities in Mum-
bai and Maharashtra
reduced sharply
. While
fatalities decreased by
22% in Mumbai, cases
decreased by 10% in
Maharashtra.
In a bid to curb the
rising number of
deaths due to road ac-
cidents, the Mumbai
police are encourag-
ing people to wear hel-
met even when they
are riding pillion.

to identify the reasons
and record stressed
coral zones along the
Maharashtra coast-
line, the CSIR-Nation-
al Institute of Ocean-
ography (NIO) has
been appointed by the
state Mangrove Cell,
on Thursday, to con-
duct a baseline study
to identify potential
sites for restoration of
corals. NIO will also
be recording the rea-
sons that are stressing
the ecosystems.
Corals, though exhib-
iting characteristics of
plants, are animals and
relatives of jellyfish.
Coral polyps are tiny,
soft-bodied organisms.
Coral reefs are like un-
derwater cities and sup-
port marine life.
The goal of the one-
yearprojectistoidentify
and record stressed cor-
al zones, to highlight the
causesthatarestressing
theecosystemandstrive
to reduce stressors. It
will also look for suita-
ble recipient sites for
coral restoration in sub-
tidal regions along the
Maharashtra coast, as
well as prospective do-
nor sites for restoration
along the state coast and
on other Indian reefs.
“The overarching
purposeof thisresearch
is to understand the key
biological characteris-
tics of the reef habitat
throughout the Maha-
rashtra coast,” said
Virendra Tiwari, addi-
tional principal chief
conservator of forest,
Maharashtra Mangrove
Cell, adding that the
study is a major step to-
wardsclimateresilience
with the ocean and cor-
als being some of the
largest carbon sinks.
GPS coordinates of
the sites with reef for-
mations will be identi-
fied using remote sens-
ing tools, and these sites
will be further evaluat-
ed for the presence of
corals and other flora
and fauna, as well as
their current status and
extent of degradation,
using remotely operated
vehicles (ROVs) and
scuba divers. The same
process will be used to
choose places for resto-
ration and continuous
monitoring.
According to the UN
environment pro-
gramme, corals provide
at least half a billion
people with food securi-
ty and livelihood. Coral
reefs also act as ‘wave
breaks’ between the sea
and the coastline and
minimise impact of
coastal erosion. In In-
dia, they garner the
same protection as a ti-
ger or elephant under
Schedule I of the Wild-
life Protection Act
(WPA), 1972.
Climate change is one
of the biggest threats to
corals. Bleaching is a
process in which corals,
under stress from warm
weather,expelalgaethat
givecoralstheircolours,
live in their tissues and
produce their food. Ex-
perts have documented
bleaching of the corals
along Mumbai’s coast-
line.
Under the India–Unit-
edNationsDevelopment

report said. The sharp-
shooter was sent by the

Bishnoi, the report fur-
ther said. The sharp-
shooter was about to
strike, when he spotted
a police vehicle outside
the actor’s house and
abandoned the plan, the
report said.

jasthan and one of them

“While it is compul-

129 of the Motor Vehi-
cles Act, 1988, it is seen

ingly, today we took
action against 2,334
two-wheeler riders,
3,421 pillion riders and
516 where both were
challaned, bringing
the total to 6,271,” said
