products from the areas reclaimed within the realization
of the Program is expected to be not less 5160,7
thousand tons of fodder units
Ensure crop productivity, independently on climatic

13. MEASURES ON INCRESING THE CONCERNMENT
OF AGRICULTURAL PRODUCERS
IN APPLYING THE SYSTEM OF SUSTAINABLE SOIL MANAGEMENT

COSTS SUBSIDIZATION FOR AGRICULTURAL PRODUCERS (up to 70%) for applying
the measures on recovering the fertility of agricultural lands
REGULATION OF RENTAL PAYMENTS that should decrease along with increasing
the soil fertility and increase along with decreasing the soil fertility; decreasing
the bank credit rate due to compensating the budgetary share of the rate;
providing the profitable agrarian enterprises with the high priority on purchasing
the reclaimed lands and lands under reclamation; carrying out the purchasing
and commodity interventions, etc.
IMPROVEMENT OF LEGAL BASIS FOR AGRO-INDUSTRIAL COMPLEX that defines
the unified admissions for agricultural producers to get the governmental
support independently on forms of ownership, eliminates the price disparity
among the branches of agro-industrial complex, limits the threshold prices and
import quotes, etc.
14. BARRIES PREVENTING SUSTAINABLE SOIL MANAGEMENT APPLICATION

Lack of mechanism on governmental encouragement of agricultural producers
for effective land usage and adaptation of advanced technologies for recovering
soil fertility;
Not appropriate governmental regulation ineffective usage of land funds and
reclaimed lands;
Break by the land owners the regulations on preventing the negative impact on
the lands;
Deficiency of the technologies, widely adopted in production conditions, on the
service market; generally they have been tested only at the level of scientific
researches and only in some cases were used in production conditions
The problem of not sufficient efficiency of Sustainable Rural Management in CIS
countries has large scale format, and its reasons have trans boundary aspects.
Solving the questions on effective application the system of Sustainable Soil
Management demands the multilateral cooperation among CIS countries and
the participation of the international organizations, first of all, in the sphere of
experience exchange on development and realization of legal basis and staff
training.
