THE GOAL
• To maintain and to narrow down the gap between food production and consumption; and
• To exploit the ecological comparative and competitive advantages for increasing farm
income.
OBJECTIVES
 Productivity enhancement of major field crops (maize, wheat, pulses, millets and forages)
 Development of horticulture sector
 Substitution of high value crops to increase the farm income and harnessing the potential
of Diversification.
 Sustainable management of land and water resources.
 Capacity Building for community participation.

• The Department of Agriculture (DOA) was established in 1952 with the
primary focus on:
• Demonstration of improved farm practices and promoting the use of
agri. inputs (improved seed, chemical fertilizers, pesticides & planting
material).
• After that, need based efforts were made for establishing required
facilities/labs from time to time through various development projects like;
establishment of entomology lab, soil science lab, fruit plant nurseries for
promotion of horticultural activities, agri. inputs procurement and supplies
wing etc.

• The DOA was re-organized in 1995 by:
• Separating the Extension wing under a newly established Extension,
Training & Adaptive Research Directorate (ETAR).
• While, the Soil Lab, IPM Lab, Horticulture and Agronomy sections were
consolidated under newly organized Directorate of Agriculture Research
and Technical Support Services (RTS).
• The responsibility of agri. inputs and planting material supply was shifted
to private sector and subsidies on agri. inputs were withdrawn*.

* The strategy has been reviewed by adopting Public Private Partnership concept in to the supply of agricultural inputs.

PREVIOUS ACHIEVEMENTS
1. Successfully introduced commercial production of Cut flowers by providing technical
guidance and professional facilitation to more than 35 commercial floriculture/cut flower
farms in private sector. The business turnover from this activity amounts to about Rs. 10.000
million.
2. Introduced the successful production of English vegetables through private sector investment
and technical facilitation of the department.
3. Launched, as a first initiative, a project to promote Farm Mechanization in AJK by
encouraging farmers to benefit from Agricultural/Farm machinery loans offered by banks,
where the project/DOA will pay the amount of mark-up.
4. Enactment of AJK Seed Act for regulation of seed business in the State.

PREVIOUS ACHIEVEMENTS
5. Conceptualized, initiated, started the designing & construction work for the first ever
initiative of a formal Fruit & Vegetable Market at Arja; Co-Financed by , MINFA and
AJK-PSDP
6. Successfully launched and maintained Plant Quarantine System at Chakothi and Tetrinote
Entry Points (a requirement for Cross LOC Trade) in 2008
7. Conducted a State level study with the technical assistance of Pakistan Horticulture
Development and Export Board for assessment of Fruit and Vegetable Production,
Consumption and Marketing Trends in AJK
8. Formulation of “AJ&K Horticultural Policy”- a guideline document for future horticulture
development of the State.

ISSUES / CONSTRAINTS
• PSDP share of Crops & Horticulture sub sector is only 0.5% that shows its least priority
in the development Programme.
• Non and un-timely release of funds contrary to the allocated development budget.
• New positions of Deputy Directors and allied staff are required for District Neelum,
Hattian, Haveli, Sudhanoti and Bhimber.
• A trend of illegal occupation of the department’s assets i.e. nursery and farm land, office
buildings etc.
• Lack of legislation on land utilization.

25. Recommendations
• Increase the PSDP share of Crops and Horticulture from 0.5%
to at least 5.0%
• Ensure timely release of allocated funds in the ADP
• Creation of required post in the newly created districts
• Compensate/Substitute the transferred assets and
discourage future transfer by adopting a strict policy

26. Recommendations…..
• Legislation on land use---discouraging construction on
agricultural lands, encourage vertical construction design,
penalty to non cultivators.
