The document provides guidelines for enhancing quality in open and online flexible learning. It discusses several international frameworks and models for quality, including the UNESCO Education 2030 Framework for Action and three levels (micro, meso, macro) for quality enhancement. Key dimensions of quality in open and flexible learning are identified as flexibility, interactivity, accessibility, personalization, transparency and participation.
