What we are focusing on is institution-wide accessibility. I will use our experience at Penn State to illustrate the requirements that federal laws and regulations place on institutions of higher education. Specifically, these are the benchmarks that the Department of Justice uses when it opens an investigation of an institution like yours.
These benchmarks are derived from a number of sources: mostly comparing the terms of settlements and consent decrees of investigations by DoJ, OCR, and activist groups like NFB and NAD; presentations by DoJ trial lawyer Eve Hill and others active in investigations; and our own settlement with the NFB.
Penn State:
Appoint a planning committee responsible for planning and implementing remediation initiatives.
Appoint accessibility coordinators for each unit; train them. At Penn State we call them the Web Liaisons, though now their responsibilities go well beyond websites.
The goal is development of Communities of Practice; includes all content, IT and web professionals.
Develop relationships in administrative units:
