Global research partnership efforts: tackling food and environmental challenges in sub-Saharan Africa

  1. 1. Global research partnership efforts: tackling food and environmental challenges in sub-Saharan Africa Dr Harold Roy-Macauley Director General, AfricaRice “Future of Food in Africa" World Bank side event at TICAD VI 26 Aug 2016, Nairobi, Kenya
  2. 2. CGIAR is the only worldwide research partnership addressing agricultural research for development, whose work contributes to the global efforts to tackle poverty, food and nutrition insecurity, and environmental degradation. CGIAR research is carried out by the 15 Centers with hundreds of partners, including national and regional research institutes, civil society organizations, academia, development organizations and the private sector. What is CGIAR?
  3. 3. NERICA varieties • Cover an estimated area of 1.7 million ha in 2015 in Africa. • Lifted about 8 million out of poverty in 16 countries (incl. Benin, Ghana, Guinea, Mali, Nigeria, Sierra Leone, Gambia...) Sahel varieties • Sahel varieties in Senegal increased yields and incomes by an average of 872 kg per ha and $227 per cropping season respectively • Present value of net benefits estimated at U$ 24.6 million Cutting edge research products: transforming lives in SSA
  4. 4. AfricaRice WAAPP-Liberia project coordinator showing to Liberian President the locally produced aromatic rice (she bought all the rice that was exhibited!) Reviving rice sector in Liberia and Sierra Leone, under World Bank facilitated WAAPP • Aromatic rice produced, processed and packaged in Liberia ready for market • National scientists and extension staff trained in breeding, land & water management technologies, seed production and data management • Five rice varieties released for lowland ecologies in Sierra Leone • Improved rice seed made available to farmers to jump-start agriculture after Ebola crisis
  5. 5. Provitamin A-enriched maize • 1500 tons of seed of provitamin A-enriched certified seed produced per year • Number of households growing pro-vitamin A maize in Africa in 2013: 10,000 • Total number of pro-vitamin A varieties released: 4 in Malawi, 3 in Zambia and 1in Zimbabwe
  6. 6. Developing the seed industry in Malawi 4,500 tons or 54% of seed: Contribution to the Farm Input Subsidy Program (FISP) of the government in 2013, translated to: • US$ 5.7 million per annum from seed and grain sales • US$ 3.3 million worth of consumed legumes and grain in households • 10-fold increase (42 tons in 2008 to 400 tons in 2014) in groundnut foundation seed production • 8308 tons of improved groundnut and pigeonpea seed sold by the private sector local seed companies through the FISP
  7. 7. 0 5000 10000 15000 20000 25000 2010 2020 2030 2040 2050 Value of milk imports USD million Sub Saharan Africa Combining policy, technology, institutions and market research solutions: • More milk, higher quality milk • More jobs in milk production and marketing In Kenya: benefits for small-‐scale producers, traders and consumers over USD33 million a year. Baseline over 1997-2039 NPV: USD 230 million; IRR 55% Impact on smallholder dairy production in SSA Meeting demand through importation is bad news - For foreign exchange bill - For employment - And livelihoods
  8. 8. Different models for scaling • Nigeria: AgResults farmers to produce 260,000 tons of Aflasafe maize; Public-private partnership model • Senegal: Area-wide treatment in 2013 and 2014 with 16 tons; 20 tons use projected in 2015; private sector led model • Kenya: Government buy-in; about 230 tons procured; excellent support; public model • Africa-wide: >500K ha by 2018 Senegal Kenya Fighting aflatoxins: Aflasafe
  9. 9. IFPRI, 2012 FAO, 2012 Altchenko and Villholth, 2014 Resource potential (e.g., groundwater) Production and Livelihood Potential (e.g., from motorized pumps) AgWater solutions: investing in increased access and sustainable business models SSA: motor pumps • 185 million potential rural beneficiaries • Net revenues up to US$22 billion/yr.
  10. 10. Managing banana disease in East and Central Africa The ‘single diseased stem removal’ technique is reducing Banana Xanthomonas Wilt incidence from 90% to less than 1% in 6-10 months Before After
  11. 11. Advisory support to SSA on agroforestry Where to plant – trees suitable for your area Which to plant – sources of tree seeds How to plant – good tree nursery practices What to plant – trees suitable for your purposes How to engage communities and scale up
  12. 12. The “second generation” CGIAR strategy 2016–2030 • Guides the development and implementation of an ambitious portfolio of “second-generation” CGIAR Research Programs (CRPs) • Focuses on selected grand challenges, and is articulated in 3 strategic goals, or System Level Outcomes (SLOs), which by 2030 will contribute significantly to the achievement of key Sustainable Development Goals (SDGs) • Highlights a return on investment evaluated at US$17 for every US$1 put into CGIAR over its lifetime
