3. CSA Programme in Tanzania
The Vision is
“Agricultural sector that sustainably increases productivity
enhances climate resilience and food security for the
national economic development in line with Tanzania Vision
2025”.
Objectives
1. Increase productivity of the agricultural sector through
(appropriate) climate smart agriculture practices that
consider gender.
2. Enhance climate resilience of agricultural and food
systems.

3. Strengthen policy, legal and institutional
framework to increase efficiency and effective
implementation of climate smart agriculture.
4. Improve infrastructure to support value
addition, marketing, trade and postharvest
management.
5. Develop financing mechanisms to solicit
resources through national, international and
public private partnerships to support climate
smart agriculture.
5. Mainstreaming CSA
Programme into ASDP-2
ASDP-2 is a proposed 10 year programme:
2015/16 – 2024/25.
• Programme development objective:
‘Transform the agricultural sector (crops,
livestock & fisheries) towards higher
productivity, commercialization level and
smallholder farmer income for improved
livelihood, food security and nutrition’.
6. Mainstreaming CSA Programme
into ASDP-2…
ASDP-2 interventions will be undertaken with climate
change considerations factored in the interventions,
including:
• Climate Smart Agriculture in sustainable ‘landscapes’
• Appropriate climate change mitigation strategies
• Research and technology development will focus on
extremes in temperature and precipitation
• Strengthening farmers’ adaptive capacities to ensure
understanding and integration of CC impacts into
farming systems/activities.
7. Result Area 1. Improved
Productivity and Incomes
Improve productivity, resilience, CC adaptation & mitigation
• Under ACRP Action 2: Accelerate uptake of Climate
Smart Agriculture; better farming practices will increase
yields, safeguard natural resources, and build resilience
against climate variability especially to smallholder farmers
who are among the most vulnerable to climate
• In ASDP-2 improved productivity is factored to be
implemented under Component 2: Enhanced agricultural
productivity and profitability with Focus in Agricultural
Research for Development (Crop/livestock/fisheries);
Extension training and information services; Access to
agricultural Inputs; and Access to mechanisation services
8. Result Area 2. Building resilience and
associated mitigation co-benefits
CSA will help reduce vulnerability of
Tanzania’s agriculture sector by increasing
productivity, enhancing adaptation and
resilience of the farming systems and reducing
emissions intensity in the context of achieving
food and nutrition security, sustainable
development and poverty reduction
9. Result Area 2. Building resilience ….
• In line with ACRP Action 3: To reduce impacts of
climate-related shocks through improved risk
management
• Under ASDP-2 building resilience will be
achieved through Component 1: Sustainable
Water and Land Use Management (NRM) under
Sub-component 1.3 of Mainstreaming resilience
for climate variability/change and natural
disasters
10. Result Area 3: Value Chain
Integration
Considers input supply, production, agricultural services,
traceability, marketing and business support services as
necessary building blocks
• The ACRP Action 3: To reduce impacts of climate-related
shocks through improved risk management include
investment to develop a program to establish value adding
industries for farm products
• Under ASDP-2 the value chain integration will be
implemented under Component 3: Rural Commercialization
and Value Addition through Stakeholder empowerment &
organization; Agribusiness development: value addition &
agro-processing; Rural marketing and access to rural
financing
11. Result Area 4: Research for
Development and Innovations
The role of research will be re-oriented to support innovations
that facilitate the transition to climate-smart agriculture by
smallholder farmers.
• The ACRP Action 3: To reduce impacts of climate-related
shocks through improved risk management include
investments to undertake a research program on building
resilience through postharvest processing and value addition
• In ASDP-2 research for development will be implemented
under Component 2: Enhanced agricultural productivity and
profitability
– The focus will be Agricultural Research for Development
(Crop/livestock/fisheries)
12. Result Area 5: CSA Knowledge, Extension
and Agro-weather Services
• Agro-advisory services that include climate applications
for agriculture will help farmers to better make informed
decisions in the face of risks and uncertainties, in
addition to the integrated management of present and
emerging pests and disease challenges.
• In ACRP Action 4 is about Strengthening knowledge and
systems to target climate action
• In ASDP-2 improved productivity can be implemented
under Component 2: Enhanced agricultural productivity
and profitability through extension and information
services
13. Result Area 6: Improved Institutional
Coordination
Is crucial for achievement of horizontal and vertical
integration required for effective discharge of the
CSA Programme
• In ACRP Action 4 is about Strengthening
knowledge and systems to target climate action
• In ASDP-2 improved institutional coordination
can be implemented under Component 4:
Strengthening Sectors enablers at National,
regional and local levels

Inclusive Green Growth of the Smallholder
Agriculture Sector in SAGCOT
• A Programme by AGRA and Yara International that
intends to support CSA piloting in the three districts
(Mbozi, Chunya and Momba) of Mbeya Region with
Target crops: Cereal (maize & sorghum); legume
(beans & soybeans); oilseeds (sesame & sunflower) in
the SAGCOT Region in order to enable SH Farmers
transit towards more productive and commercial
agriculture so as to improve their own livelihoods and
the efficiency and the sustainability of the sector
15. Other Initiatives
• Preparation of Concept notes – proposals that will be
submitted to different Funding Agents (bilateral,
multilateral, international, individual, etc. USDA)
• Govt. policies on climate change adaptation in
productive sectors, that for projects and programs,
they have to embrace implementing Climate Smart
projects and programs
• Breakfast Meeting with INGOs ( spearheaded by Ruth
Junkin from Catholic Relief Services) as well as DPs
and other Donor Agencies immediately after coming
back from COP21
• Researches from SUA through Early warning &
forecasting project in the Northern& Central Tanzania
