Delivering information for national low-emission development strategies: action plan for scaling out research outputs in Vietnam

  1. Le Hoang Anh, Hoang Thi Thien Huong, Le Thi Thanh Huyen, and Nguyen Thi Lien Huong April 2020 Delivering Information for National Low-Emission Development Strategies Acton Plan for Scaling the Research Outputs in Vietnam
  2. Progress in Work Plan What have been done: 1. Report on reviewing impact of EC LEDS research outputs to the national dairy development strategy and propose the suitable adjustments. • The first feed library officially formed in the dairy industry that matches PC Dairy software program and has up to 1154 records. • Improved livestock feed ration software has considered as a tool to formulate feed rations for dairy at the household level in different regions in Vietnam. 2. Report on policy brief and infographic showing LED strategy information needs and opportunities • The Government expected to reduce greenhouse gas emissions in the agriculture sector by 8% by 2030, as compared to the BAU and possible reduction of 25% under international support. • The low emission targeted to reduce at least 1.5-2% per year in the period 2020-2050. • These research outputs have a considerable contribution to sustainable dairy development and low emission development strategies.
  3. Progress in Work Plan What have been done: 3. Report on engagement and use of research outputs to inform Vietnam’s NDC (DLP) • EC-LEDS research outputs have significantly contributed to developing the sustainable dairy sector in line with low emission strategies that can be achieved by improving dairy farmers’ income, prosperous community, friendly environmental farming. 4. Make livestock forage database and feed ration formulation software open access 5. Action plans and impact pathways for Vietnam to better integrate research outputs and LEDS decision making.
  4. Development of Action Plan 1. Review of EC LEDS research outputs: feed ration formulation software and forage database 2. Review of low emission development policies and program in agriculture 3. Consultation with key stakeholders of EC LEDS research outputs in Ministry of agriculture and Ministry of Environment 4. Identification of key activities for the action plan in consultation with next users
  5. Key Gaps • Feed data base need to include prevalent feedstuffs and forages used regionally and seasonally in dairy farms. • The feed rations formulated by the software need to align to the dairy farming conditions in Vietnam in terms of nutrition requirements and digestibility.
  6. Activities 1. Collecting and analyzing more feed samples currently used for dairy and beef Output Further development of livestock feed ration software Next users Outcomes Scaling use of improved livestock feed ration software 2. Collecting data of chemical composition and nutrient values from published papers and research works 3. Update the database and reprogram PC software for beef and dairy Further development of seasonal and regional feed ration guidance Technicians Training, Capacity building, informing to NDC and open access 4.Training on the feed formulation software • Policies on how to use effectively local forage resources and improve feeding management in dairy and beef farming. • Building up the MRV system in the dairy and beef industry prioritized • Policies and legal framework to track back carbon footprint for livestock products, priority for the beef and dairy products. Policy makers Researchers Dairy and beef producers Increase access to livestock forage database and seasonal and regional feed ration guidance Further development of livestock forage database 5. Open access software and guidance Contribute to NDC implementation Improved impact pathway for EC LEDS Project
  7. No Activities Objectives Outcome Stakeholders 1. Strengthening feed library by Collecting and analyzing more feed samples currently used and can be used for dairy and beef cattle. Collecting data of chemical composition and nutrient values of dairy and beef feed from published research papers and research works. Establish a national feed library for dairy and beef cattle Development of national feed library for formulation of feed rations in the dairy and beef industry DLP, VNUA, NIAS 2. Assessment of the accuracy of the rations formulated by the PC Dairy VN 2019 software in terms of optimum rations and milk production in real practice Propose suitable adjustments for the formulation program software Modified PC Dairy VN software in line with the practical in Vietnam DLP, VNUA, NIAS 3. Improve the software for beef and dairy Develop feed formulation tools for dairy and beef cattle Introduce the software as national tools for feed ration formulation. DLP, UC Davis 4. Policies on how to use effectively local forage resources and improve feeding management in dairy and beef farming Improve the efficiency of the locally available feed and fodder resources The better feeding management applied on farm in the dairy and beef industry The livestock producers’ income will improve by applying better feeding management. Improved feeding management contributes to reducing GHG emissions in the livestock industry DLP ACTION PLAN
  8. No Activities Objectives Outcome Stakeholders 5. Building up the MRV system in the dairy and beef industry priotized Take part in the national GHG inventory Building up the national GHG inventory DLP, DOSTE, MONRE 6. Policies and legal framework to track back carbon footprint for livestock products, priority for the beef and dairy products The livestock producers adopt better practices that reduce emissions and help future – proof their business. Building up a traceability system in terms of carbon footprint tracking for the livestock products, priority for the beef, and dairy products DLP, DOSTE, MONRE 7. Building up policies on subsidizing for the livestock producers take part in green growth strategy, low emission strategies Subsidies with environmental priorities could improve through cross-compliance regulations, under which conditions direct payments can be made to livestock producers and other stakeholders in the livestock value chains for reducing emission by adopting good practices Building up a traceability system in terms of carbon footprint tracking for the livestock products, priority for the beef, and dairy products DLP, DOSTE, MONRE 8. Policies on livestock waste management including biogas development, insect rearing fed with livestock waste, circular livestock economy and treated manure as organic fertilizers 70% of livestock waste will be treated by appropriate methods Developing friendly environmental livestock farming DLP, livestock producers and other stakeholders 9. Studies on feed digestibility and nutrient requirements for ruminants in Vietnam that can match TAURUS and PC Dairy software program requirements Building up the nutrient requirements for ruminants as national standards Adoption the nutrient requirements for ruminants as national standards DLP, DOSTE, VNUA, NIAS ACTION PLAN
  9. No Activities Objectives Outcome Stakeholder s 10. Research and development on technological innovations on feeding, breeding production, breeding, farming management Technological innovations will apply in the livestock industry Livestock farming efficiency will improve by applying the technological innovations Multiple stakeholders in the livestock value chain 11. Training on the feed formulation software and measures applied to reduce GHG emissions for the technicians, local vets, AI inseminators who work closely dairy and beef producers, and other stakeholders in the livestock value chains Feed formulation tools and measures to reduce GHG emissions will be introduced to the technicians, local vets, AI inseminators, and other stakeholders in the livestock value chains Awareness of stakeholders in the livestock value chains on the feeding management and GHG emission reduction will improve Multiple stakeholders in the livestock value chain 12.
