The NAP Expo at Sharm El Sheikh focused on transformational change in the National Adaptation plan process. FAO’s regional representation presented at the forum “Parallel session 8C: Lessons learned from the NAPAs” titled “FAO’s Support from NAPAs to NAPs” highlighting that transformative role FAO has in adapting agriculture to Climate Change.   2. 2. • After a prolonged decline, in 2016 the number of chronically undernourished people in the world increased to 815 million, up from 777 million in 2015. • Exacerbated by climate-related shocks, conflicts seriously affect food security and are a cause of much of the recent increase in food insecurity.   3. 3. • 98 percent of developing countries included adaptation in the agricultural sectors in their Intended Nationally Determined Contributions (INDCs), now NDCs. • 47 NAPAs have been prepared so far, in all of them food security and agriculture are highlighted as a climate vulnerable sectors. • FAO recognizes that its goals can not be achieved without decisive action on climate change. • To address this challenge, it has developed the FAO Strategy on Climate Change. FAO NAPA Project in Nepal: Nepal: Reducing Vulnerability and Increasing Adaptive Capacity in Agricultural Sector (GCP/NEP/071/LDF) Component 1: Strengthening of technical and institutional capacities and integrating adaptation into national food and agriculture policies, strategies and plans. Selected Outputs: •Technical and institutional capacities enhanced at national and district level. •Cross-sectoral coordination mechanism strengthen to integrate agriculture in climate change adaption. •Updated national adaptation strategies for agricultural sector. Component 2: Assessment, monitoring and providing advance early warning information on vulnerabilities, risks of climate change and agrometeorological forecasts to assist better adaptation planning. FAO NAPA Project in Nepal: Nepal: Reducing Vulnerability and Increasing Adaptive Capacity in Agricultural Sector (GCP/NEP/071/LDF) Component 3: Improving awareness, knowledge and communication on climate impacts and adaptation. Selected Outputs: •Comprehensive and multi-stakeholder climate knowledge management and communication strategies formulated. •Knowledge and awareness on climate change increased and improved adaptation practices and livelihood strategies disseminated for location specific context. Component 4: Prioritizing and implementing local investment by promoting Community Based Adaptation (CBA) to strengthen livelihood strategies and transfer of adaptation technology in targeted areas. Integrating Agriculture in National Adaptation Plans Objective | To identify and address climate change adaptation measures for the agriculture sectors in relevant national planning and budgeting processes through the formulation and implementation of a National Adaptation Plan (NAP). NAP-Ag Activities in Nepal  Assessment to identify gaps and entry points to improve climate budgeting in agriculture- related ministries, by improving systems and capacities to undertake more robust expenditure classification and tracking.  Review domestic data sources for climate finance - To better understand how much the countries are allocating to climate change through their national public expenditures.  Economic appraisal of adaptation options and strengthening of capacities to carry out vulnerability and impact assessments - To enable the framing of priority options and programmes on agriculture and ecosystem–based adaptation and to support the mobilisation of national and international finance.  Boosting capacity to conduct gender analysis within the context of field-level vulnerability assessments and adaptation planning.  Upcoming: Guidelines for integrating climate change into M&E protocols for prioritized adaptation-sensitive programmes will be elaborated along with a training package and tool kit for officers at both central and sub-national levels. Key activities include supporting countries: Develop integrated adaptation approach and roadmap for national adaptation plans Strengthen gender-responsive adaptation planning for the agriculture sectors; Define a baseline on adaptation and improve evidence-based results in the agriculture sector; Strengthen technical and institutional capacity on cost-benefit analysis, impact evaluation, gender mainstreaming, and monitoring and evaluation; Identify climate finance for adaptation/GCF; and Enhance regional and global dialogues through peer-to-peer exchanges Globally advocating: Integration of agriculture and food security in NAPs as instrument to for implementing NDCs and achieving SDG 2 “Zero Hunger” and SDG 13 “Climate Action”; NAPs negotiation during UNFCCC sessions; and Country support in the UNFCCC work streams and with Expert Groups including on regional trainings and outreach and knowledge sharing. NAP-Ag Programme Highlights Global  Launch of a Massive Open Online Course (MOOC) jointly with UNITAR/UNDP on agriculture, climate change and food security (12,000 registered, 9,200 participants from 180 countries, 30,000 forum posts);  Capacity building and awareness on gender mainstreaming, planning and budgeting, institutional arrangements and other key technical topics via six webinars;  Launch of guidelines Addressing Agriculture, forestry and fisheries in National Adaptation Plans -Supplementary guidelines;  Launch of a Knowledge Tank containing 120 adaptation relevant tools, methods, case studies on climate change adaptation for national planners, development actors and decision makers.   13. 13. 13 • FAO is an GCF Accredited Entity. • FAO and GCF also have signed Readiness Framework Agreement. • FAO as a readiness delivery partner will engage through National Designated Authorities (NDAs) to develop requests under the Readiness and Preparatory Support Programme. • Under the Readiness and Preparatory Support Programme, countries may also request support to develop National Adaptation Plans (NAPs).
