Key institutions: summits, councils, secretariats
ASEAN establish in 8 Aug 1967, there were only two ASEAN summits, in Manila 1987
and in Singapore 1992.
Council tries to harmonies the policies of the tree ASEAN Community Councils such as
the political-security, economic and socio-cultural communities while ASEAN Summits
are responsible for directions and core initiatives.66
The ASEAN secretariat (1976) responsible for enhancing coordination and
implementation of policies, projects and activities an ASEAN, headed by the Secretary-
General. Also it was support by CPR; they have met frequently, creating a positive and
informal working climate among its members.
The ASEAN Secretariat with the Community Councils for accelerated decision-making
and the common good of the peoples of ASEAN.
Intergovernmental commission on Human Right
AICHR established in 2009, it’s should promote and protect human rights, shape and
raise human rights standards and act as a channel for constructor cooperation on the
issue of human rights.
AICHR such as a “paper tiger” it has no power to use force, only talk. It is unclear
decision making for AICHR of human right.
The AICHR needs a clear mandate to take the Member State to task for violating human
rights and should serve as an intermediary in filling cases before international courts.
ASEAN should lend its voice in protecting and upholding human rights and the AICHR is a
step toward a rules based organization.
Supporting bodies: From regional security to community-building.
ASEAN Regional Forum (ARF) in 1994 is to promote peace and stability.

ASEAN Foundation in 1997 promotes greater awareness of ASEAN, people to people
interaction, bushiness collaboration. ASEAN Committees in Third countries, handling
external relations with host countries.
The ASEAN way: consensus and question of face
Refers to tree distinct, a ways of resolving regional dispute, a specific decision-making
process and a process of identity building.
All members have to agree before make any decision, if one of members disagrees-
decision cannot make.
It avoid confrontational topic and pursuer only issues with some degree of acceptability
at the regional lever, they protect their face so ASEAN as a mere talk shop.
An ASEAN identity can be created only if the citizens of the ASEAN Member States think
that they have voice in ASEAN.
