UN ESCAP (2002) governance means the process of decision-making and the
process by which decisions are implemented.
Kooiman (2002)
governance is all those interactive arrangements in which public
as well as private actors participate aimed at solving societal
problems, or creating societal opportunities, attending to the
institutions within which these governance activities take place.
