• Rapid political changes raised serious discussion: how a

development i.e. Discussion of good governance
started.
• In 1989, World Bank’s study on “African region: from
crisis to sustainable growth” analyzed development
problems in Africa.
• In this study the term “governance” was first used to
describe the need for institutional reform and a better
and more efficient public sector in countries.
