to promote tourism in Pakistan on sustainable basis.
2. Marketing & promotion of tourism potential of Pakistan at national
and international fora by involving Pakistani embassies and
missions.
3. Coordination with EAD to attract grants/loans and investments from
multilateral & bilateral sources for the purpose of boosting tourism
sector in Pakistan. For this purpose, the Board could work closely
with provincial governments.
4. Advocacy and facilitation to develop adequate regulatory
framework for introducing quality standards in tourism and
hospitality sectors.
5. Ensuring participation at international expos and events by
developing a collaborative mechanism for the provinces to promote
projection of Pakistan as a tourism destination of choice.

6. Providing a forum for provinces to discuss and deliberate on
international and national best practices to devise strategies for
tourism projection and promotion.
7. Developing synergies amongst provinces and regions to effectively
role out plans to promote tourism sector.
8. Coordination with national and international institutions and
organizations for developing quality human resource in tourism and
hospitality sectors and providing technical assistance to the
provinces to develop quality institutions for skill training in tourism
and hospitality sectors.
9. Establishing an effective coordination with Federal Departments
such as Ministry of Interior, Foreign office and civil aviation for visa
facilitation and on arrival tourist services.

with reusing/recycling plastic bags, imposing heavy entry fee at
entrance of tourist destination along with provision of an empty bag
and refunding 75 percent ticket amount by returning bag full of waste
while leaving the area.
4. Introducing selective trophy hunting program based on the best
practices of such programs introduced in some areas of GB and KP
to generate revenue for conservation activities and support local
communities (Ibex, Markhor trophy hunting program by KP/GB
Wildlife Deptt).
5. Introducing entry ticket mechanism at entrances of the National
Parks to generate funds to improve the management of these National
Parks and develop more facilities for the visitors.
6. Including more areas in the categories of protected areas such as
National Parks or biosphere reserves to protect the natural landscape
and biodiversity from potential touristic encroachments.
7. All the tourism development activities in the remote areas having
significance of natural or cultural heritage should be based on
principle and international best practice of sustainable tourism
development.
8. Ensuring strict promulgation of environmental protection regulations
for new tourist areas prior to their opening up.

9. Coordination with embassies and foreign missions of other
countries in Pakistan to relax travel advisories for their citizens
on their travel to Pakistan. For this purpose, orientation seminar
and exposure visits can be organized for the concerned staff of
these embassies.
Inadequate tax and
other allied incentives

1. In order to further facilitate tourism sector and improve on existing
incentive package, the possibility of providing further incentives
needs to be explored by the proposed Board in consultation with
FBR, Ministry of Finance, provincial governments and private sector
involved in tourism sector.
2. Enforcement of provisions of National Tourism Policy 1990
regarding tax incentives which are;
A. Duty free import and zero percent sales tax on import of plants
and machinery for setting up, upgrading and expansion of
tourism projects.
B. Allowing 100 percent foreign equity in infrastructure, services
and manufacturing industry.
C. Equal treatment to foreign and domestic investment.
D. Payment of withholding tax at import stage in respect of plant
machinery, equipment and parts - concessionary treatment of
withholding tax @ 1% as available under Income Tax
Ordinance.
E. Allowing full repatriation of capital, capital gains, dividends and
profits
F. Foreigners/local and Overseas Pakistanis can open foreign
exchange accounts
G. Rationalization and simplification of taxes levied on hotel
industry as under;
I. Abolishing Bed Tax levied on hotels by Provincial

III. Rationalizing all other taxes and fees currently being

1. The proposed National Tourism Coordination Board to develop
promotion material in consultation with provincial governments to
be shared with embassies, commercial counselors, foreign missions
to effectively project tourism potential of Pakistan.
2. The performance of foreign missions/commercial sections may also
be reviewed on basis of ability to achieve tourism related objective
in their respective jurisdictions.
3. Pakistani Embassies in abroad should also organize orientation
seminars about Pakistan as a tourist destination for the government
functionaries of their interior ministries and private tour operators to
create soft image of Pakistan.
4. The embassies hosted in top ten tourist producing countries for
Pakistan e.g Japan, South Korea, China, Thailand, Germany, UK,
USA, Austria, Spain, France, Poland and Malaysia should have
dedicated tourist facilitation cells.
5. Pakistani embassies should link foreign tour operators with local
tour operators of Pakistan to formulate and advertise tour packages
tailored for citizen of host countries.

1. The assets presently owned by PTDC in shape of motels/hotels at
various locations may be taken over by the concerned provinces.
2. These motels/hotels may be privatized, leased out or run under
public private partnership by renovating and equipping them with
latest boarding and lodging facilities and by adding additional
recreational facilities such as swimming pools, horse riding, in
house theatres etc. and security system in order to gain popularity
among domestic as well as international tourists.
3. Only qualified and financially strong private sector parties should
be selected on merit-based system to run these properties.

KP collaboration with World Bank may form the prototype to be
followed.
3. The private sector which shall be the end user of trained human
resource should be intimately involved in devising the course and
curriculum. The existing institutions like NAVTTC may be
involved for the purpose.
4. The possibility of strengthening and reviving existing tourism and
hospitality institutions such as PITHM Karachi and PATHOM Swat
and establishing Federal and Provincial Training Institutes should
be explored by Ministry of IPC and the Provincial Governments.
5. Encouraging private sector to establish tourism and hospitality
institutions in various parts of the country and public and private
universities should also be encouraged to introduce undergraduate
and post graduate courses in tourism and hospitality sector.
6. Efforts be made to create linkages of Pakistani universities and
institutions with high ranking institutions and universities in tourism
and hospitality sector to bring quality.

constituted and its recommendations may also be part of proposed

to Latoba, the traditional Base Camp of Nanga

Key Performance Indicators for Organizations Associated with Tourism:
It is important to make our destinations competitive one for tourists which is the ability of the place to optimize its attractiveness for residents
and non-residents, to deliver quality, innovative, and attractive (e.g. providing good value for money) tourism services to consumers and to gain market
shares on the domestic and global market places, while ensuring that the available resources supporting tourism are used efficiently and in a sustainable
way. However, in order to introduce these KPIs in tourism sector and contribution of tourism in GDP, proper mechanism has to be followed based on

Frame work on tourism

  • 1. 1 Tourism Task Force Agency Issue Solution Responsibility Challenge Federal Government Absence of coordination and facilitation at the federal level and decline in the image of Pakistan as tourist destination in the aftermath of 18th amendment whereby tourism is a devolved subject. Formation of National Tourism Coordination Board with following Composition;  Minister IPC (Chairperson)  Provincial Ministers/Secretaries of Tourism Deptts. Including GB/AJK  Chairman Board of Investment  Secretary IPC (Secretary of Board)  JS MOFA  JS Aviation Division  JS Ministry of Interior  Rep. of Tour Operators (PATO)  Rep. of Hotel Association (PHA)  Rep. of Travel Agents Association (TAAP)  4 members from private sector working in the tourism field to be nominated by the PM. The ToRs should be; 1. Coordination with international bodies dealing with tourism sector to promote tourism in Pakistan on sustainable basis. 2. Marketing & promotion of tourism potential of Pakistan at national and international fora by involving Pakistani embassies and missions. 3. Coordination with EAD to attract grants/loans and investments from multilateral & bilateral sources for the purpose of boosting tourism sector in Pakistan. For this purpose, the Board could work closely with provincial governments. 4. Advocacy and facilitation to develop adequate regulatory framework for introducing quality standards in tourism and hospitality sectors. 5. Ensuring participation at international expos and events by developing a collaborative mechanism for the provinces to promote projection of Pakistan as a tourism destination of choice.  Ministry of Inter Provincial Coordination  Provincial Tourism departments and AJK & GB  Private Sector (tour operators, travel agents & hotel association) Tourism being devolved subject; the matter might have to be placed for consideration before Council of Common Interest to seek provincial consensus on establishment of Body. (although GB and AJK are not members of CCI, their consent may be obtained through special arrangement)

Providing a forum for provinces to discuss and deliberate on international and national best practices to devise strategies for tourism projection and promotion. 7. Developing synergies amongst provinces and regions to effectively role out plans to promote tourism sector. 8. Coordination with national and international institutions and organizations for developing quality human resource in tourism and hospitality sectors and providing technical assistance to the provinces to develop quality institutions for skill training in tourism and hospitality sectors. 9. Establishing an effective coordination with Federal Departments such as Ministry of Interior, Foreign office and civil aviation for visa facilitation and on arrival tourist services. Visa, immigration & security issues due to multiple barriers for foreigners in issuance of tourist visas and security check points. 1. Introducing improvements in visa policy regime in place, to ensure maximum tourist facilitation without compromising on security including inter-alia a) Issuance of E-Visa/ Visa on Arrival b) Setting time limits for issuance of tourist visas. c) Reducing the time for issuance of NOCfor security clearance. d) Facilitation of foreign tourists travelling on business visas by allowing them to visit tourist destinations. 2. Police security/clearance at state-of-the-art tourist friendly facilitation centers equipped with all facilities like modern sitting areas, wifi internet, display of tourist destinations on LED TVs with their information and availability of brochures containing communication material and tourist packages. 3. Single entry registration for foreigners at Airport/ entry check-post on pattern of GB with no visit to police station. 4. Ministry of Interior in consultation with Ministry of Foreign Affairs & Defense will come up with proposal comparing existing procedures and workable solution for each of these within two weeks 5.  Ministry of Foreign Affairs.  Ministry of Interior  Provincial Govts along with concerned departments.  Local administration  Police Since some of the most attractive tourist destinations are located in areas which are strategically also very important, mechanism may be established to provide maximum tourist facilitation without compromising security objectives. Exploring possibility of direct international flights to airports like Skardu. 6. Introducing helicopter service to main tourist destinations like Naran, Kalam, Gilgit, Hunza, Kumrat Valley. 7. Exploring possibility of re-introducing mountain air safari. airports in the areas important from tourism view. 2. Availability of finances as capital-intensive activity. Lack of proper communication network 1. Improvement of the condition of roads to ensure that they are all- weather, safe to travel and without bottle necks with provision of adequate snow removing machinery. Some of the roads to be improved are;  Behrain to Kalam Road  Kalam to Kumrat Road  Chakdara to Chitral and Chitral to Shandur-Gahkuch-Gilgit Road  Expediting work on Gilgit-Jaglot-Skardu road  Neelum Valley Road  Access road to Gorakh Hill, Sindh  Soon Sakesar-Kalarkahar road  Fort Munro Road  Loralai to Ziarat Road  Access road to Pir Ghaib, Mach district Balochistan (This list needs to be expanded on periodical basis) 2. Adequate allocation in PSDP on immediate basis for  NHA  Airports  Pakistan Railways However, the quantum of federal government support shall be linked to percentage allocation by the respective provincial government for the purpose. 3. Reinitiate Khyber Steam Safari from Peshawar to Landi Kotal and develop more railway heritage tour products e.g. in Bostan region of Balochistan.  Ministry of Communications  NHA  Pakistan Railways  PTA  PSO  Provincial Govts.  Private Sector
  • 4. 4 Agency Issue Solution Responsibility Challenge 4. Exploring possibility of introducing river cruise in river Indus from Attock downstream. 5. Encouraging private sector to develop tourist standard road side facilities along national and provincial highways. 6. Expansion of mobile and 3G/4G network in GB & other tourist areas. 7. Adequate provision of petrol/diesel and food stock in all tourist destinations especially during tourist seasons. Climate & Environment Sustainability 1. Ensuring that all tourism related development projects are undertaken keeping in view climate & environmental sustainability laws. 2. Promoting eco-tourism in National Parks keeping in view protection and conservation of environment and ecosystem and by involving the local communities in the benefit sharing from the tourism activities. 3. Exploring possibility of introduction of financial incentives linked with reusing/recycling plastic bags, imposing heavy entry fee at entrance of tourist destination along with provision of an empty bag and refunding 75 percent ticket amount by returning bag full of waste while leaving the area. 4. Introducing selective trophy hunting program based on the best practices of such programs introduced in some areas of GB and KP to generate revenue for conservation activities and support local communities (Ibex, Markhor trophy hunting program by KP/GB Wildlife Deptt). 5. Introducing entry ticket mechanism at entrances of the National Parks to generate funds to improve the management of these National Parks and develop more facilities for the visitors. 6. PTDC initiated a Motel 10 years back but due to insufficient funds it didn’t completed. The valley has enough water springs to provide fresh water The valley is very scenic, the pine forest with heavy under growth, natural springs and meadows on hill tops and panoramic views of the surrounding areas is another attraction Most of the people are tourists friendly The valley has a very promising growth potential to be developed into hill station.
