1. Project Management Unit for KITE Project
The project will be managed through an independent Project Management Unit (PMU) at the
Department of Tourism i.e. PMU KITE. The PMU shall be supported by a Project Implementation
Unit established at the Department of C&W, GoKP to specifically implement Component 2 of
KITE project. The PMU KITE will be housed at the DoT, and will be headed by a Project Director
(PD) who will report directly to the Secretary Tourism. . The Project Director will have all
fiduciary, approving authority/powers through the Administrative Approval (AA). The PIU that
will be established at the Department of C & W (Abbotabad Chief Engineer Office) will be headed
by Project Manager. The staff/consultants of PMU and PIU will be trained in the relevant field by
the World Bank to ensure compliance with polices.
Key responsibilities of PMU for implementation of the Project:
Develop the key project documents, such as PC-I.
Operate the DA and hence assume entire fiduciary responsibility and authority.
Undertake all the procurement activities under the project components through the project’s
DA.
Perform overall oversight functions and implement the Grievance Redressal Mechanism
(GRM).
Undertake all the necessary activities as per the agreed work plans to ensure that the Project
will successfully meet the set targets.
The PMU shall work as Secretariat for Project Steering Committee.
