VISION:
Developing the potential of Khyber Pakhtunkhwa Province as a tourist-friendly destination and to deepening visitors'
understanding of the region while bringing new economic development to the province. TCKP seeks to make the province's beauty, culture and
history accessible and understandable to a diverse public to foster a sense of identity, place for the people.

The department has successfully demonstrated vide the measures taken in the last five years to reactivate Galiyat Development
Authority, beautify Kalam, Naran with plans for shangla and Chitral. The current five year plan is a continuation of the previous five
years where in Tourism has emerged as a vibrant sector to create income for all the people at grass root level.Building a framework
for private sector investment to develop new and upgrade existing facilities .Initiate conversion of all government rest houses into hotels
open to the public and identifying 04 new tourism destinations within the frame work of the five year plan.site The Tourism vision
encompasses “developing an internationally competitive tourism sector to fully realize its diverse potential, making tourism a leading
economic sector for the province through PPP”.The Government of Khyber Pakhtunkhwa is aware of the unique provincial edge of
tourist attractions. These include tourism sites with natural, scenic beauty, sites with unique historical and religious significance, and
sites for eco-tourism, cultural and religious tourism, sports and festivals.
Some of tourists’ attractions are:
• Swat Valley
• Kaghan Valley
• Chitral Valley
• Dir Valley
• Abbottabad and Galiyat
• Peshawar and surroundings
• Khyber Pass and surroundings
• Kohistan region along KKH
Despite insecurity and the resulting poor infrastructure, which had greatly limited the influx of foreign and domestic tourism in the
province, Khyber Pakhtunkhwa witnesses about 8.8 million, which is 19 percent of total national domestic traffic.

Incentives:
• Government will also offer land on long lease on subsidized rates for tourism projects in less developed areas especially, in
Kohat, Bannu, D.I Khan, Lower and Upper Dir, Kohistan and remote areas of upper Swat and upper Chitral.
• In order to facilitate speedy approval of the tourism projects, the government will introduce a fast track clearance to touri sm
project for investment above Rs.100 million.
• Special efforts to promote winter tourism, incentives packages to facilitate& support hotel sector, tax rebates, lowering the ceiling
of bed tax for hotels.
• Government will give priority for small & medium level investment.
The investors are encouraged to meet their Corporate Social Responsibility in and around their region of investments inclusive of
environment protection and improvements, integration of the inhabitants of the region in the development plans, vocation and
educational training and capacity building of the youth, improving the lives of the inhabitants by setting up schools, health care centres
and other civic amenities.The plan is based on the assumptions tested in last five years that to make tourism a source of income we
have to firm up process of selection of consultants or private firms for sourcing out pre feasibilities forpublic private partnership projects. This
Department intends to hire consultants for pre-feasibilities. The prefeasibility should incorporate / encompass the probable proposed facility at a
particular site. The site should also be scientifically justified for the proposed project. The land for the project with basic amenities should be the
responsibility of the public sector in the Tourism Department. The private sector should be investing in the project after transparent process of
expression of interest, prequalification, invitation for technical and financialproposals for the prospective project. The consultants engaged should
be on bound with the Department till the determination of tentative project costs, its process of offering to the private sector and their final
selection. The inking of agreement with the private sector for construction and operationalizing of the project should be part of the consultant’s
task. The IDA through KITE project is also facilitating the Department with the provision of 100 million
US$ and USAID is also in principle keenly interested to review and concise the Tourism initiativesinto
a Tourism Policy augmented by Tourism Authority and PPP Act for streamlining investment in
tourism.
Tourism benefitsthe local public at large. The tourist rupee is indeedavery busy rupee and changes many hands. Considerwhere it came from, and
where it’s goingnext and what it will achieve before itis done.For the busy tourist rupee will not remain quietlyinthe service stationmoney till,neither
will it remain inthe restaurant nor in the hotel drawer. For instance,it helpsto pay the bowser boy,the waiter and the cook, who can then pay theirrent
to their landlords,who in turn can clear theirown chemistbills.Resultantly,the chemistshop assistant collectsthe weeklywage and is able to buy the
desiredclothfor his wife from the local shop, whilstthe shop ownerbuys some paint to keepbusinesssprucedand evenhires a plumberto fixthe leaking
roof. The plumberpays his grocery bill,the grocer remunerateshis staff,the grocery attendant behindthe checkoutcounter buys some shoes,and the
owner ofthe shoe shop goes up the street for the paper to read the latest news.Hence the busy tourist rupee goesround and round the town in and out
of shops,up and down the town providingthe necessitiestoall ofwhom it meets.Any investmentthat brings ina tourist brings infurther tourist rupees.
So take into account the tourist money and its multipliereffectall around and that too without the bane of corruption. It is the easiestway to jump-start
the economy.All stakeholders,starting from governmentcircles,needto take a note of this point.
It is worth mentioningthat :

The coordinationthroughthe taskfor constitutedforcoordinationontourismpromotionandprivate sectorinvestmentwouldenable the grassroot
populationtoearnmore income tosupportthemselvesandengage intourismrelatedactivities. These measures wouldturnaroundthe tourism
industrytoimprove Pakistan’sinternationalimage andincrease itsdirectcontributiontoGDP.TourisminPakistanhasundoubtedlyimmense
potential givenourdiverse culture,heritageandnatural endowment.However,fornowitisa missedopportunityowingtomultiplereasonsincluding
the war-on-terror,minimal marketing,poorpublicandprivate sectorinfrastructure andservices.Inordertoboosttourismwe will:
Promote andpositionPakistanas“Asia’sBestKeptSecret”in the global tourismmarket.
Championtourisminplacesincludingandbeyondthe northernareasof Pakistan –especiallyalongthe Indusandthe historicSufi sitesof Punjab,
SindhandBalochistan.
Develop20 newtouristdestinationsin5years;4 eachyear.
Implementaframeworktoincentivise privatesectorinvestmentsinupgradationanddevelopmentof newfacilitieswhichinparticularwould
encourage “themed”tourismsuchaseco-tourismandotherspecial incentives.
Openall governmentguesthousestothe public.
Undertake the upliftof ouraccommodationinfrastructure andtransportservicesacrossall,fromhostelsto5 star facilities.
Aggressivelyencourage entrepreneurship,especiallybySMEs,to boosteconomicvalue andjobcreationinthe tourismindustry.
Improve processestoissue touristvisas,inparticularforgroupsand championinitiatives,whichstrengthenourvisaonarrival programme.
Eliminate NOCconditionforhighpotentialtouristdestinations(ashasalreadyhappenedinMalakand).
SupportTVET curriculumandinstitute developmenttoupskill humancapital inhospitalitytofill the supplyside deficitof skilledlabour.
romote and develop the tourism industry by involving both SUB-SECTOR: SPORTS

The current five year plan is a continuation of the previous five years where in Tourism has emerged as a vibrant sector to create income for all the people at grass root level.Building a framework for private sector investment to develop new and upgrade existing facilities .Initiate conversion of all government rest houses into hotels open to the public and identifying 04 new tourism destinations within the frame work of the five year plan.site The Tourism vision encompasses “developing an internationally competitive tourism sector to fully realize its diverse potential, making tourism a leading economic sector for the province through PPP”.The Government of Khyber Pakhtunkhwa is aware of the unique provincial edge of tourist attractions. These include tourism sites with natural, scenic beauty, sites with unique historical and religious significance, and sites for eco-tourism, cultural and religious tourism, sports and festivals. Some of tourists’ attractions are: • Swat Valley • Kaghan Valley • Chitral Valley • Dir Valley
  • 3. • Abbottabad and Galiyat • Peshawar and surroundings • Khyber Pass and surroundings • Kohistan region along KKH Despite insecurity and the resulting poor infrastructure, which had greatly limited the influx of foreign and domestic tourism in the province, Khyber Pakhtunkhwa witnesses about 8.8 million, which is 19 percent of total national domestic traffic. Incentives: • Government will also offer land on long lease on subsidized rates for tourism projects in less developed areas especially, in Kohat, Bannu, D.I Khan, Lower and Upper Dir, Kohistan and remote areas of upper Swat and upper Chitral. • In order to facilitate speedy approval of the tourism projects, the government will introduce a fast track clearance to touri sm project for investment above Rs.100 million. • Special efforts to promote winter tourism, incentives packages to facilitate& support hotel sector, tax rebates, lowering the ceiling of bed tax for hotels. • Government will give priority for small & medium level investment. The investors are encouraged to meet their Corporate Social Responsibility in and around their region of investments inclusive of environment protection and improvements, integration of the inhabitants of the region in the development plans, vocation and educational training and capacity building of the youth, improving the lives of the inhabitants by setting up schools, health care centres and other civic amenities.The plan is based on the assumptions tested in last five years that to make tourism a source of income we have to firm up process of selection of consultants or private firms for sourcing out pre feasibilities forpublic private partnership projects. This Department intends to hire consultants for pre-feasibilities. The prefeasibility should incorporate / encompass the probable proposed facility at a particular site. The site should also be scientifically justified for the proposed project. The land for the project with basic amenities should be the responsibility of the public sector in the Tourism Department. The private sector should be investing in the project after transparent process of expression of interest, prequalification, invitation for technical and financialproposals for the prospective project. The consultants engaged should be on bound with the Department till the determination of tentative project costs, its process of offering to the private sector and their final selection. The inking of agreement with the private sector for construction and operationalizing of the project should be part of the consultant’s task. The IDA through KITE project is also facilitating the Department with the provision of 100 million US$ and USAID is also in principle keenly interested to review and concise the Tourism initiativesinto
  • 5. a Tourism Policy augmented by Tourism Authority and PPP Act for streamlining investment in tourism. Tourism benefitsthe local public at large. The tourist rupee is indeedavery busy rupee and changes many hands. Considerwhere it came from, and where it’s goingnext and what it will achieve before itis done.For the busy tourist rupee will not remain quietlyinthe service stationmoney till,neither will it remain inthe restaurant nor in the hotel drawer. For instance,it helpsto pay the bowser boy,the waiter and the cook, who can then pay theirrent to their landlords,who in turn can clear theirown chemistbills.Resultantly,the chemistshop assistant collectsthe weeklywage and is able to buy the desiredclothfor his wife from the local shop, whilstthe shop ownerbuys some paint to keepbusinesssprucedand evenhires a plumberto fixthe leaking roof. The plumberpays his grocery bill,the grocer remunerateshis staff,the grocery attendant behindthe checkoutcounter buys some shoes,and the owner ofthe shoe shop goes up the street for the paper to read the latest news.Hence the busy tourist rupee goesround and round the town in and out of shops,up and down the town providingthe necessitiestoall ofwhom it meets.Any investmentthat brings ina tourist brings infurther tourist rupees. So take into account the tourist money and its multipliereffectall around and that too without the bane of corruption. It is the easiestway to jump-start the economy.All stakeholders,starting from governmentcircles,needto take a note of this point. These measures wouldturnaroundthe tourism industrytoimprove Pakistan’sinternationalimage andincrease itsdirectcontributiontoGDP.TourisminPakistanhasundoubtedlyimmense potential givenourdiverse culture,heritageandnatural endowment.However,fornowitisa missedopportunityowingtomultiplereasonsincluding the war-on-terror,minimal marketing,poorpublicandprivate sectorinfrastructure andservices.Inordertoboosttourismwe will: Promote andpositionPakistanas“Asia’sBestKeptSecret”in the global tourismmarket.
