SUMMARY FOR THE CHIEF MINISTER KHYBER PAKHTUNKHWA
Subject: - PESHAWAR UPLIFT PROGRAM (PUP)
1. The rapid increase in population and ill planned construction of new buildings in and around
the provincial capital are main sources of plethora of civic and health problems. Irrigation
channels are being used for sewer, which is a source of many water borne diseases. As there is
no water treatment plant in the capital city, some drain water falls into the rivers, which pollutes
them and pose threat to aquatic life. As per KP Multiple Indicator Cluster Survey, only 9% of
the Peshawar population is linked to main sewer line while 76% of the population is linked to
drain outside their houses. The position of solid waste disposal is not very different with only
21% of the population are using solid waste disposal facility of municipal committees while
rest are dumping the solid waste in open streets, grounds, and dig holes.
2. In past, the development schemes for improving the community infrastructure were being
carried out in isolation by various stakeholder including city Government, Municipal, Town
Committees, PDA, Municipal Services Delivery Program etc, which resulted in poor quality of
civic amenities and municipal services in Peshawar. In order to carry out the development
activities in an integrated manner, the present Government has resolved to address these issues
by initiating a mega project with the nomenclature of, “PESHAWAR UPLIFT PROGRAM” at
a total cost of Rs. 1000 million with an allocation of Rs. 500 million during the current financial
year. The following objectives have been envisaged to be accomplished:-
 Improvement of civic amenities in Peshawar
 Awareness raising for proper dumping of house-waste and garbage
 Improvement of the environment of housing, Industrial development, traffic,
transportation, health, education, water supply, sewerage, drainage, solid waste disposal
and matter connected with these.
3. Implementation Strategy: As per implementation strategy, the Peshawar Uplift Program will
be housed at Planning and Development Department and will be implemented in a program
mode instead of project mode in order to follow a flexible, transparent and accountable service
delivery. The activities and works will be executed in a close coordination of all stakeholders
including city government, Municipal Corporation, Town Committees, PDA, Municipal
Services Delivery Program etc.
4. The Honorable Chief Minister Khyber Pakhtunkhwa may be requested to accord approval to
the implementation strategy proposed at para 3 above.

The Finance Department has informed through PUC that the subject titled as
“Budget Call Circular for the year 2013-14 (Budget Estimates), 2012-13 (Revised Estimates)
and medium Term Budgetary Framework/out Based Budgeting (MTBF/OBB) 2013-16 along
with enclosure addressed to all administrative Secretaries with the request to furnished to the
requisite information to the Finance Department
The Finance Department letter along with enclosures was circulated to all Chief

The response received from Chief of Section is placed below vide F/B, along with
consolidated report prepared by the consultant in light of the response of Chief of Sections report
has been placed below vide F/C, for perusal and approval of the Secretary P&D and for onward

09 The point “5” was regarding Southern Area Development Project as such the RD
section was requested to provide views/comments. The RD section of P&DD have already
responded to the EAD Islamabad in this regard and a copy endorsed to the Principal Secretary

LESS DEVELOPED AREAS.
Through PUC, Senator Mr. Mohammad Yousaf Badini, Chairman, Functional
Committee on Problems of Less Developed Areas has desired to convene a meeting of the said
committee on 23rd July,2013 at 10.30 AM in the committee Room No.4 Parliament House,
Islamabad with the following agenda.
1. Province wise detail of amounts allocated under N.F.C award during 2010-2013.
2. Detail of amounts specified / released/ spent for the uplift of the less developed areas
of the country during 2010-13 with province wise break up.
3. Future plane for the uplift of the less developed areas with allocation of budget for
each plan.
4. Any other item with the permission of the chair.
They have further informed that the information received up to 15th July, 2013
will be appreciated and in case no reply is received till the target date, it will be assumed that
you have no objection to holding of the said meeting.
They have further informed that notice of the proposed meeting will be
issued accordingly.

To resolve the issue, it was suggested that the Umbrella PC-1sbe prepared on typical estimate/quantities,
for the broad scope of work and get it administratively approved by the PDWP/competent fourm.
The sub works will be finalized by the concerned department and got approved by the conce ned forum as
per the respective delegation of Financial Powers of the forum.
Subject: INCLUSION OF VARIOUS SCHEMES IN RESPECT OF PK-47
DISSTRICT ABBOTTABAD IN NEXT FINANCIAL YEAR ADP 2014-15
PUC is the letter received from Section Officer-III, Chief Minister’s Secretariat,
forwarding the demands of Sardar Aurangzeb Nelotha, MPA PK-47, District
Abbottabad for inclusion of the following projects in the Next Financial Year ADP
2014-15.
i. Construction of Tehsil Building Hawailian.
ii. Construction of Water Supply Schemes for Nalota village, Kiyala, Chango,
Gohar, hajia, Thaise Balko and kangar Hotar
iii. Construction of 16 Kilometer road from Bhartham to Bara Gali.
The above mentioned schemes pertaining to Roads, LG&RD and Water sectors,
therefore, it is suggested that we may forward the same to Chief Infrastructure and
Chief RD for further necessary action, please.

As per damage Rs. 9360/- expenditure have been carried out in the
above vehicle (original voucher enclosed).
Besides the above during inspection of the vehicle it was observed
that wheel alignment and balancing is OK. However, the front 2 tires are out of
order and need replacement to avoid further damage.
Repair expenditure of Rs. 9360/- and replacement of front 2 tire may

The Cabinet approved the Khyber Pakhtunkhwa
Public Procurement Regulatory Authority Act, 2012.
It was decided by the Cabinet that in future all
Acts/Bills/Regulations/Amendment in Rules of
Business need to prepared and approved within
specified specific time so as to avoid unnecessary
delay.
2 The Cabinet directed that in future all the
Advertisement/Budget should be routed through
Information Department and showed concerned over
the non-implementation of the Cabinet Decisions.

It is worth mentioning that the ADP 2016-17 has been printed and at
this stage it is impossible to include the subject Police Chauki in ADP 2016-17.
If agree, we may forward the PUC to the Chief Economic Analysis
for consideration/feasibility/inclusion in any umbrella scheme of Police Chauki

Peshawar High Court Peshawar along with the order sheet dated 13-12-2016.
Wherein the letter states that the member Provincial Assemly Wali Muhammad
Khan constituency no.PK-59 Battagram from Pakistan Muslim League (Nawaz)
has submitted writ Petition in Peshawar High Court, Peshawar verses Government
of Khyber Pakhtunkhwa through Chief Secretary including P&D Department etc.
The PHC order sheet further states that funds for executing the ADP
schemes of the petitioner under the enabling provision of Khyber Pakhtunkhwa
Act No.IV of 1989 have illegally be diverted by the Government for executing the
works intimated onthe instruction of the advice ofthe District Nazim. Furthermore
the Court directed in the order sheet that the respondents file the relevant record
and to come up for further proceeding on dated 22-12-2016.
In this regard resource center informed that the present Government
has not in the favor of discretionary funds to MPA however funds
allocation/release to scheme in different constituency of the province through
Chief Minister’s Directives has related to Finance Department and will be in better
Position to provide the relevant information.

70 years of development across Pakistan and being a high priority projects to
launch and celebrates 70 years ofPakistan’s independence and informed to identify
three other pieces of data, information or themes that may consider a development
success story of Pakistan Independence/ (Government of Khyber
Pakhtunkhwa) as per annexure-I which is self-explanatory.
The PUC further informed that the subject issue is extremely
important and requested for cooperation in the matter that a comprehensive draft
may be furnished by 31st May, 2017 to present the Ministry for planning,
development and reform for approval.
