The Ukraine-Russia crisis has led to a gradual decline in energy stockpiles with crude oil prices
trading at their highest since July 2008, at around $139 a barrel. This affects not only stock
markets and commodity prices worldwide, but the global cotton market as well. According to
the assessment, the world price of cotton will continue to fluctuate in an upward direction due
to high demand and high energy prices. Therefore, enterprises that import Vietnam's cotton
need to plan to reserve raw materials to face short-term fluctuations in the market.

Cotton Outlook 4-2022
PRICE OUTLOOK
The latest USDA report featured a small increase to 2021/22 production (+342,000 bales to
120.2 million) and a small decrease to 2021/22 milluse (-467,000 bales to 124.1 million). There
were few historical revisions this month, and the figure for 2021/22 beginning stocks was
relatively unchanged (+31,000 bales to 87.4 million). The net result for ending stocks was an
increase of +806,000 bales to 83.4 million, which contributed to a 0.9 point increase to the
global stocks-to-use ratio (to 67.2%). The current value for the ratio is close to levels from
2017/18 (65.7%) and 2018/19 (66.5%), crop years when prices for the NY/ICE Nearby
respectively averaged 79 and 74 cents/lb.
The United Nations’ Food and Agricultural Organization (UN FAO) reported that their global
index of food production set a new all-time high in March. Year-over-year, the index was 33%
higher. While geopolitical issues tie into export availability, the organization indicated that
energy, fertilizer, and feed costs were primary drivers for recent increases.
For the global cotton market, there are several implications. Both food and energy are
necessities, and there is limited ability to substitute away from these goods. As a result,
purchases for more discretionary items like clothing and home furnishings may suffer. This is
particularly true in developing and emerging markets, where the proportion of global end-use
has increased in recent decades and where budget shares devoted to food are higher.
Higher prices for food-related commodities imply greater competition for cotton acreage. The
USDA recently issued a new estimate for planting in 2022/23, which suggested cotton acreage
would increase 9% for the upcoming crop year. The planting window in the U.S. can extend as
late as June. While planting should be unambiguously higher in most countries, weather
conditions and the movement in relative crop prices for the next several months can be
Page | 20
VIETNAM COTTON AND SPINNING ASSOCIATION_______________________APR 2022 – MONTHLY REPORT
expected to affect acreage allocations in the U.S. and elsewhere until seeds are put into the
ground.
The availability and cost of inputs for growers could also factor into planting decisions.
Fertilizer prices, in particular, have risen by multiples of their historical averages, and the FAO
identified rising input costs as a principal driver of increases in commodity prices. In 2022/23,
high input costs and a potential lack of physical availability may affect yields. Implications for
production should vary by commodity and field, but if the effects are negative and widespread,
they may inhibit relief from supplyrelated concerns for several crops.
Next month, the USDA will release its first full set of forecasts for 2022/23 supply, demand, and
trade. The figures will provide a comprehensive early look at the upcoming crop year. However,
recent years have proven that market-shaking developments are difficult to predict. Many of
the major developments that surfaced over the past few years still pose major questions for the
global cotton industry. Examples lingering over the market include whether or not COVID and
its threats to economic activity will fade, whether the war in Europe will be contained, and what
the evolution of U.S.-Chinese trade relations might be.
Beyond these macro issues, there are perennial questions about cotton and the weather. A
current concern is the drought in West Texas. Whether or not rains fall in this region of
concentrated acreage in the U.S. can add or subtract several million bales to production. With
stocks in the U.S. already tight, the volumes involved can be enough to determine whether the
U.S. might be able to build stocks or will have to ration exports next crop year.

Govt exempts all customs duties on cotton imports till 30 Sept
Businesstoday
Apr 13, 2022
Import of cotton has been fully exempted from customs duties till September 30, 2022, a move
which will benefit the textile industry and lower prices for consumers, the Ministry of Finance
on Wednesday said in a notification.
"This notification shall come into effect on the 14th April, 2022, and will remain in force up to
and inclusive of the 30th September, 2022," the government said in the notification.
This exemption would benefit the textile chain- yarn, fabric, garments and made ups and
provide relief to consumers, the ministry noted.
Previously, the import of cotton attracted a 5 per cent basic customs duty and another 5 per
cent agriculture infrastructure development cess (AIDC).
The industry has been demanding waiver of duty to lower domestic prices.
The Central Board of Indirect Taxes and Customs (CBIC) notified the exemption from customs
duty and agriculture infrastructure development cess for import of cotton.
Since last year, the cotton industry was urging the government to withdraw both the basic
customs duty and the AIDC levied on cotton to create a level playing field on the raw material
front for the Indian textile and clothing Industry.
India generally imports only extra-long staples, organic and sustainable cotton, but the removal
of import duty will also lead to more import of medium and short-staple cotton.
Xinjiang plans to plant 5,333 hectares of cotton in 2022
Textileexcellence
Apr 19, 2022
Cotton sowing is underway in Toksun County, Xinjiang Uyghur Autonomous Region, and a total
of 80,000 mu (about 5,333 hectares) cotton field will be sowed as planned by unmanned
seeders.
Unmanned cotton seeders equipped with Beidou Navigation Satellite System (BDS) have been
widely used in the county. They can complete filming, laying drip irrigation belt, sowing, and
covering at one time, which has greatly improved efficiency while keeping the sowing lines
straight.

VIETNAM COTTON AND SPINNING ASSOCIATION_______________________APR 2022 – MONTHLY REPORT
According to a cadre of the village, a total of 117 households who grow cotton have already
begun to sow since early April. Fifteen large cotton seeders keep working every day, which can
cover nearly 3,000 mu a day, and the work is expected to finish before April 20. Toksun plans
to plant 80,000 mu of cotton this year, among which 64,000 mu are in Kumishi town.
Indian spinning mills plan reduction in lower counts yarn production
Fashionatingworld
Apr 19, 2022
Spinning mills in India plan to reduce production of lower counts yarn to cope with low
availability of cotton. However, this may squeeze supply of thick yarn in domestic market and
make fine yarn of higher counts more available. Cotton supply is not expected to improve till
October this year despite the government removing the 11 per cent import duty on cotton. This
is attributed to lower production in the last season and declining supply in mandis. Cautious
buying by weavers and garment manufacturers is also slowing yarn demand in India. But prices
are unlikely to decline as supply will be lower, say experts.
Given this scenario, spinning mills will focus on producing thinner yarn of higher counts. This
will enable them to continue production by limiting consumption of cotton in off-peak season
of arrival.
Future yarn prices will be determined by the demand from the weaving and garment industry,
say industry sources. Currently, mills and stockists are facing demand-supply gap in yarns of
various counts as yarn of demanded counts is unavailable at times and yarn of few counts is
over supplied amid lower buying. This gap in yarn is expected to continue for a little while more.

  • 17. Page | 16 VIETNAM COTTON AND SPINNING ASSOCIATION_______________________APR 2022 – MONTHLY REPORT price of cotton material imported from the US market reached the highest level at 2,859 USD/ton. The Ukraine-Russia crisis has led to a gradual decline in energy stockpiles with crude oil prices trading at their highest since July 2008, at around $139 a barrel. This affects not only stock markets and commodity prices worldwide, but the global cotton market as well. According to the assessment, the world price of cotton will continue to fluctuate in an upward direction due to high demand and high energy prices. Therefore, enterprises that import Vietnam's cotton need to plan to reserve raw materials to face short-term fluctuations in the market. There were few historical revisions this month, and the figure for 2021/22 beginning stocks was relatively unchanged (+31,000 bales to 87.4 million). The net result for ending stocks was an increase of +806,000 bales to 83.4 million, which contributed to a 0.9 point increase to the global stocks-to-use ratio (to 67.2%). The current value for the ratio is close to levels from 2017/18 (65.7%) and 2018/19 (66.5%), crop years when prices for the NY/ICE Nearby respectively averaged 79 and 74 cents/lb. The United Nations’ Food and Agricultural Organization (UN FAO) reported that their global index of food production set a new all-time high in March. Year-over-year, the index was 33% higher. While geopolitical issues tie into export availability, the organization indicated that energy, fertilizer, and feed costs were primary drivers for recent increases. For the global cotton market, there are several implications. Both food and energy are necessities, and there is limited ability to substitute away from these goods. As a result, purchases for more discretionary items like clothing and home furnishings may suffer. This is particularly true in developing and emerging markets, where the proportion of global end-use has increased in recent decades and where budget shares devoted to food are higher. Higher prices for food-related commodities imply greater competition for cotton acreage. The USDA recently issued a new estimate for planting in 2022/23, which suggested cotton acreage would increase 9% for the upcoming crop year. The planting window in the U.S. can extend as late as June. While planting should be unambiguously higher in most countries, weather conditions and the movement in relative crop prices for the next several months can be
  • 21. Page | 20 VIETNAM COTTON AND SPINNING ASSOCIATION_______________________APR 2022 – MONTHLY REPORT expected to affect acreage allocations in the U.S. and elsewhere until seeds are put into the ground. The availability and cost of inputs for growers could also factor into planting decisions. Fertilizer prices, in particular, have risen by multiples of their historical averages, and the FAO identified rising input costs as a principal driver of increases in commodity prices. In 2022/23, high input costs and a potential lack of physical availability may affect yields. Implications for production should vary by commodity and field, but if the effects are negative and widespread, they may inhibit relief from supplyrelated concerns for several crops. Next month, the USDA will release its first full set of forecasts for 2022/23 supply, demand, and trade. The figures will provide a comprehensive early look at the upcoming crop year. However, recent years have proven that market-shaking developments are difficult to predict. Many of the major developments that surfaced over the past few years still pose major questions for the global cotton industry. Examples lingering over the market include whether or not COVID and its threats to economic activity will fade, whether the war in Europe will be contained, and what the evolution of U.S.-Chinese trade relations might be. Beyond these macro issues, there are perennial questions about cotton and the weather. A current concern is the drought in West Texas. Whether or not rains fall in this region of concentrated acreage in the U.S. can add or subtract several million bales to production. With stocks in the U.S. already tight, the volumes involved can be enough to determine whether the U.S. might be able to build stocks or will have to ration exports next crop year.

  • 23. Page | 22 VIETNAM COTTON AND SPINNING ASSOCIATION_______________________APR 2022 – MONTHLY REPORT Reference from Newspapers Govt exempts all customs duties on cotton imports till 30 Sept Businesstoday Apr 13, 2022 Import of cotton has been fully exempted from customs duties till September 30, 2022, a move which will benefit the textile industry and lower prices for consumers, the Ministry of Finance on Wednesday said in a notification. "This notification shall come into effect on the 14th April, 2022, and will remain in force up to and inclusive of the 30th September, 2022," the government said in the notification. This exemption would benefit the textile chain- yarn, fabric, garments and made ups and provide relief to consumers, the ministry noted. Previously, the import of cotton attracted a 5 per cent basic customs duty and another 5 per cent agriculture infrastructure development cess (AIDC). The industry has been demanding waiver of duty to lower domestic prices. The Central Board of Indirect Taxes and Customs (CBIC) notified the exemption from customs duty and agriculture infrastructure development cess for import of cotton. Since last year, the cotton industry was urging the government to withdraw both the basic customs duty and the AIDC levied on cotton to create a level playing field on the raw material front for the Indian textile and clothing Industry. India generally imports only extra-long staples, organic and sustainable cotton, but the removal of import duty will also lead to more import of medium and short-staple cotton. Xinjiang plans to plant 5,333 hectares of cotton in 2022 Textileexcellence Apr 19, 2022 Cotton sowing is underway in Toksun County, Xinjiang Uyghur Autonomous Region, and a total of 80,000 mu (about 5,333 hectares) cotton field will be sowed as planned by unmanned seeders. Unmanned cotton seeders equipped with Beidou Navigation Satellite System (BDS) have been widely used in the county. They can complete filming, laying drip irrigation belt, sowing, and covering at one time, which has greatly improved efficiency while keeping the sowing lines straight.
  • 24. Page | 23 VIETNAM COTTON AND SPINNING ASSOCIATION_______________________APR 2022 – MONTHLY REPORT According to a cadre of the village, a total of 117 households who grow cotton have already begun to sow since early April. Fifteen large cotton seeders keep working every day, which can cover nearly 3,000 mu a day, and the work is expected to finish before April 20. Toksun plans to plant 80,000 mu of cotton this year, among which 64,000 mu are in Kumishi town. Indian spinning mills plan reduction in lower counts yarn production Fashionatingworld Apr 19, 2022 Spinning mills in India plan to reduce production of lower counts yarn to cope with low availability of cotton. However, this may squeeze supply of thick yarn in domestic market and make fine yarn of higher counts more available. Cotton supply is not expected to improve till October this year despite the government removing the 11 per cent import duty on cotton. This is attributed to lower production in the last season and declining supply in mandis. Cautious buying by weavers and garment manufacturers is also slowing yarn demand in India. But prices are unlikely to decline as supply will be lower, say experts. Given this scenario, spinning mills will focus on producing thinner yarn of higher counts. This will enable them to continue production by limiting consumption of cotton in off-peak season of arrival. Future yarn prices will be determined by the demand from the weaving and garment industry, say industry sources. Currently, mills and stockists are facing demand-supply gap in yarns of various counts as yarn of demanded counts is unavailable at times and yarn of few counts is over supplied amid lower buying. This gap in yarn is expected to continue for a little while more.
