VIETNAM COTTON AND SPINNING ASSOCIATION_______________________NOV 2021 – MONTHLY REPORT
Remarkable information in the Textile-Garment industry
Domestic market
The domestic economy has shown a more positive signal of recovery after the Covid-19
epidemic situation in many localities was basically under control.
The reopening of the economy has spurred a sharp increase in consumer demand. Total retail
sales of goods and services in October 2021 increased by 18.5% after 9 consecutive months of
decline due to the impact of the Covid-19 epidemic. Ending the first 10 months of 2021, the total
retail sales of goods and services still decreased by 19.52% over the same period last year.
In October 2021, the whole country had 8,233 newly established enterprises with a registered
capital of 108.6 trillion VND and registered employees of 58.8 thousand employees, an increase
of 111.2% in the number of enterprises, an increase of 73.9% in registered capital and 17.9%
in number of employees compared to September 2021. Generally, in the first 10 months of 2021,
the whole country has 93.7 thousand newly registered enterprises with a total registered
capital of nearly 1,304.4 trillion VND and a total registered labor force of 707.7 thousand
employees. down 15.7% in the number of enterprises, 18.2% in the registered capital and
16.8% in the number of employees over the same period last year.
Although recording a recovery trend, in general industrial production is still facing many
difficulties in restoring to the previous normal state. In this context, businesses need to make
efforts to adapt to the " new normal " and resume production chains while focusing on disease
control.
As for state management agencies, the Ministry of Industry and Trade will continue to closely
monitor the situation of industrial production to guide the Departments of Industry and Trade,
industrial zones and clusters to develop plans to restore production and business at each level.
level in the context of the Covid-19 epidemic continues to develop complicatedly.
Reference of World economy from Vietnam
Last week, the global economy recorded positive developments in the context of the global
epidemic situation "calming down" with a sharp drop in the number of new cases and deaths
globally. Most economies are gradually returning to a "normal" state, removing controls and
reopening. Along with a better outlook for the global economy, new macro data released last
week showed that key economies are accelerating across most of the key sectors.
In the US, the world's top economy last week recorded an improvement in the job market as
well as in the manufacturing and service sectors. According to data from the US Department of
Labor, in October 2021, the non-agricultural sector in the US added 571 thousand jobs,
exceeding the forecast of about 400,000 jobs and higher than the level of 523 thousand
employment in the previous month. Meanwhile, the purchasing managers' index (PMI) in the
non-manufacturing sector rose to 66.7 points in October 2021, higher than the level of 61.9
Page | 13
VIETNAM COTTON AND SPINNING ASSOCIATION_______________________NOV 2021 – MONTHLY REPORT
points in September 2021 and the level of forecast is 62 points. In the manufacturing sector, the
manufacturing index calculated by the Institute of Supply Management (ISM) in October 2021
continued to be expanded with 60.8 points, higher than expected level of 60.5 points. This result
shows that orders in the business, manufacturing and service sectors are increasing strongly,
reinforcing the solid recovery trend of the US economy.
The positive developments of the US economy made investors worry that the US Federal
Reserve (FED) would accelerate the process of gradually tightening monetary policy. In the
policy meeting in the first week of November 2021, although the FED announced that it will
continue to keep interest rates at a low level of 0 - 0.25% in the near future to continue
promoting the growth momentum of the economy, but at the same time this agency also
signaled that it will soon change monetary policy towards tightening. Accordingly, the FED
Chairman said that it is time to narrow the economic stimulus packages, but it is not time to
raise the USD interest rate but wait for the labor market to stabilize. The Fed also forecasts that
inflation will gradually decrease in the second and third quarters of 2022.
In Europe, the continent's economy continues to maintain its post-pandemic recovery,
supported by the gradual reopening of economies in the continent and the Bank of China's
support package of up to 1,850 billion euros. European Central Bank (ECB). According to
preliminary calculations of the European Statistics Agency (Eurostat), the EU economy in the
third quarter of 2021 increased by 2.1% compared to the previous quarter and increased by
3.9% compared to the third quarter of 2020. In which, the Eurozone economy achieved 2.2%
and 3.7% growth respectively.
However, the EU's recovery is facing many risks in the context of high inflation. Accordingly,
inflation in the Eurozone in September 2021 increased to 3.4% over the same period in 2020,
far exceeding the ECB's estimate of 2.2% increase, marking the highest level of the index. this
number for more than 10 years. In October 2021, it is estimated that regional inflation increased
to 4.1% over the same period last year. This is a record high in the past 13 years and is nearly
double the ECB's 2% increase target set in the context of continuously escalating energy prices.

experiencing stagnant growth and escalating inflation. Specifically, factory activity in October
2021 declined more sharply than forecast and marked the second consecutive month of decline
in the context of factory output weakening due to rotating power cuts, lack of Raw materials
and input costs increase. According to data from the National Bureau of Statistics of China, the
manufacturing PMI in October 2021 reached 49.2 points, continuing to decrease from 49.6
points in September 2021 and below the threshold of 50. point. In addition, China's non-
manufacturing PMI dropped from 53.2 points in September 2021 to 52.4 points in October
2021. The producer price index (PPI) in September 2021 of this country increased by 10.7%

In September 2021, the import price of raw yarn from Taiwan market reached a low level of
2,792 USD/ton; followed by Indonesia with USD 2,870/ton and the import price of raw yarn
from Hong Kong market reached the highest level, reaching USD 10,294/ton.
The sharp increase in the price of raw materials imported into Vietnam has significantly
affected the production and business activities of Vietnam's textile industry because most
businesses are dependent on imported raw materials, so production costs are also high,
meanwhile, Vietnam's textile enterprises have not been able to raise finished product prices in
the short term. This is one of the difficulties for Vietnamese textile enterprises in the context of
high world raw material prices.

The complicated developments of the Covid-19 epidemic in many countries around the world
have affected the supply chain of goods in both supply and demand directions.
Now is the time for textile enterprises to step up production to complete year-end export
orders. However, the price of textile raw materials in the world has increased simultaneously

in recent years, including raw fiber, which have directly affected the import price of raw
materials for the textile and garment industry of Vietnam.
Currently, most of the textile enterprises have had orders by the end of the fourth quarter of
2021, even the first quarter of 2022, however, over the past time, garment enterprises in the
southern provinces and cities have fallen into moderate production, factory closure due to
complicated developments of the epidemic. Many businesses apply the "3-on-the-spot" working
mode to complete orders, causing high costs and losses.
The high price of imported input materials in recent years is a big challenge for businesses,
especially those that have signed with customers at low prices since last year.
The slight decrease in the price of imported fiber in the last 3 months will help Vietnam's textile
and garment manufacturing enterprises have a plan to balance production resources,
restructure products and markets to have a good solution. for production and business in the
context of volatile markets.

3. Cotton Outlook 11-2021
China and India Lead 2021/22 Global Cotton Mill Use Increase
The latest U.S. Department of Agriculture (USDA) estimates indicate that world cotton mill use
in 2021/22 (August–July) is projected at 123.4 million bales, 3 percent above 2020/21. China
and India lead the way, accounting for a combined 53 percent of the total. In addition, gains are
seen for Pakistan, Bangladesh, Turkey, and others.
Global cotton production is forecast at 120.3 million bales in 2021/22, 7 percent above the year
before, as a rebound in harvested area and a forecast record yield combine for the higher output.
World cotton trade is projected at 46.4 million bales this season, second to 2020/21’s record
and supportive of the higher mill use estimate. Global cotton mill use remains forecast above
production, reducing 2021/22 ending stocks to 87.1 million bales, the lowest in 3 years.
Likewise, the world stocks-to-use ratio is expected at its lowest since 2018/19, strengthening
world cotton prices to levels not seen in a decade.
World Cotton Mill Use Forecast to Increase in 2021/22
Global cotton consumption in 2021/22 is forecast to increase nearly 3 percent this season as

percent of the world total. In 2021/22, China is forecast to spin 40 million bales of raw cotton,
the same as in 2020/21, which was the highest since 2017/18. China is expected to account for
nearly one-third of total global cotton consumption in 2021/22. India’s mill use, on the other
hand, is projected to increase 5 percent from 2020/21 as the textile industry there expands.
Cotton mill use in India is forecast at a record 25.5 million bales in 2021/22, or 21 percent of
the global total.
Cotton mill use is forecast to rise for Pakistan and Bangladesh in 2021/22, reaching 11.2 million
bales (+6 percent) and 8.7 million bales (+2 percent), respectively. In addition, cotton mill use
is expected to reach 8.4 million bales (+9 percent) in Turkey, while mill use in Vietnam is
forecast unchanged at 7.3 million bales in 2021/22. As with the other major spinners, these
countries’ 2021/22 share of global mill use is near last season’s level.

Six fashion materials that could help save the planet
Bbcearth
From fast fashion to cotton, the list of ways we consume fashion that have an adverse effect on
our environment and other species is a long one. But is there hope?
Apart from consuming less, recycling and repairing, can we find clothes and textiles which are
more sustainable? And if you have to buy new clothes, which fabrics should you look out for?
Here are six materials or innovations which could help in the drive for a more sustainable way
of life.
Pineapple 'leather'
Plant or fruit “leathers”, made from waste materials, are starting to gain traction. Piñatex, for
example, is a material made from the leaves of pineapples grown in the Philippines. Its
production is much more sustainable than traditional leather and is completely animal-free. It
requires less water and no harmful chemicals that are ecologically toxic to wildlife. The leftover
leaf waste is recycled and used for fertiliser or biomass. Currently the material is being used for
upholstery in the first vegan hotel suite in London.
Squid’s in
Biomimicry - looking to the natural world for direct inspiration - is on the rise in many different
fields such as engineering, architecture and medicine. Now textile manufacturers and fashion
designers are finding ways to incorporate or mimic natural processes in their own work.
Processes in nature often need less energy to achieve results, for example, there are only about
five polymers, or long chains of molecules, commonly used in the natural world, whereas in our
commercial world we have manufactured more than 350. Most recently, scientists at
Pennsylvania State University have discovered that a protein in squid ring teeth - in the suckers
in their tentacles - can be engineered in a lab to be of wider use. For example, coating a fibre in
the protein makes it much more durable. The protein also has self-healing properties. It could
be used to create garments which are recyclable, biodegradable and last longer.
Wool
Although not all wool farms have adequate welfare standards, and many activist organisations,
such as PETA, argue that it isn’t ethical, wool is a sustainable fabric: renewable, durable and
biodegradable. Additionally, some sheep farmers produce wool using techniques which
sequester carbon from the atmosphere to reduce the environmental impact. The strength and
resilience of the fabric - it is both flame-resistant and water-repellent - means that it lasts for a
long time, reducing the need for fast fashion replacements.

VIETNAM COTTON AND SPINNING ASSOCIATION_______________________NOV 2021 – MONTHLY REPORT
Linen
Linen is made from the fibres of the flax plant. It was used by cultures as far back as the ancient
Egyptians because of its durability and ability to keep people cool and absorb water. These days,
when it is grown in geographically suitable areas, such as Europe (almost three-quarters of flax
is grown in the EU), there is no need for pesticides or fertilisers and it requires much less water
than cotton and is good for soil health. The material itself is hard-wearing so doesn’t need to be
replaced for years and dries quicker than cotton and other fabrics.
Better cotton
Cotton farming requires intensive use of pesticides and chemicals as well as gallons of water to
produce just one item of cleaning. However, there are more sustainable ways of producing the
fabric, which take into account the wider environment and habitats of the rest of nature. The
Better Cotton Initiative, for example, supports farmers across the world to care for water, soil
health and natural habitats with certain specifications. It covers 12.5 per cent of the market.
Another way of knowing what impact your T-shirt has already had is by looking out for retailers
that are certified organic cotton with the GOTS (Global Organic Textile Standard) label. This
means that the manufacturing process doesn’t use toxic fertilisers or pesticides which are
harmful for our environment, including the workers.
Lyocell and other natural fibres
There is an increasing awareness that when we wash clothes made from man-made fibres they
release microfibres into waterways via our washing machines. As these microfibres are harmful
to other species, the drive to find natural, environmentally sustainable fibres is at an all-time
high. One such material is Lyocell. The raw material is cellulose from wood pulp. It is produced
under the trade name Tencel owned by a company in Austria. The fibres are biodegradable and
compostable and the production process has a low environmental footprint. Wastewater is
recycled, for example, and no toxic chemicals are used. Hemp, of course, is another natural fibre
with a low environmental impact. Conscious designers also use cork, bamboo and even seaweed
to make ethical, vegan clothes.
PYMA urges govt to cut duty on polyester yarn
Business Recorder
Nov 02, 2021
They said that the government had announced in the budget 2021-22 to reduce the Customs
duty at nine percent on polyester yarn, the main raw material of the textile industry, but after
many months, neither Customs duty nor the anti-dumping duty has been reduced.
At the first meeting of the Managing Committee, PYMA office-bearers urged the Prime Minister
Imran Khan, Advisor on Trade & Investment, Abdul Razak Dawood, and Finance Adviser,
Shaukat Tarin that the government should fulfil promise to reduce Customs duty from 11

percent to nine percent on polyester yarn. Similarly, the anti-dumping duty should be abolished
in the best interest of the textile industry, especially SMEs.
M Usman, Khurshid Shaikh, Hanif Lakhany, Saqib Goodluck, Farhan Ashrafi, Jawed Khanani,
Altaf Haroon, Noman Ilyas, Asif Amanullah, Behroze Kapadia, Shoaib Sharif, Rizwan Almas,
Sohail Nisar and Rizwan Diwan also attended the meeting.
Saqib Naseem, Junaid Teli further said that the prices of polyester yarn have gone up due to
rising oil prices, excess freight charges and shortage of containers in the global market. As a
result, the textile industry, SMEs, especially power looms, are suffering from high costs. They
are having difficulty making cloth while it is becoming extremely difficult for them to run the
units.
PYMA office-bearers added that the steady rise in production costs has forced SMEs and small
businesses to consider whether to continue their production activities in the current dire
economic situation, as the high cost, continuing to work for SMEs and small businesses is
nothing but a loss-making.

Secretary-General.
The RCEP agreement taking effect from January next year is expected to multilateralise free
trade agreements that ASEAN signed with partner countries, harmonise commitments and
regulations in the trade pacts, maximise economic interests, particularly origin principle and
trade facilitation, and strengthen regional supply chains and economic recovery in the post-
pandemic period.
The agreement, gathering the 10 ASEAN member nations and Australia, China, Japan, New
Zealand and the Republic of Korea, will cover a market of 2.2 billion people, accounting for
about 30 percent of the world’s population, and a total GDP of 26.2 trillion USD.

Cabinet approves price support to Cotton Corporation of India
The Hindu
Nov 10, 2021
The Cabinet Committee on Economic Affairs (CCEA) on Wednesday gave approval for
committed price support of ₹17,408.85 crore to the Cotton Corporation of India (CCI) for the
cotton seasons (October to September) from 2014-2015 to 2020-2021.
Since the cotton prices touched Minimum Support Price (MSP) levels, the CCI had procured
cotton at MSP prices during these years.
During the COVID-19 pandemic in the last two cotton seasons (2019-2020 and 2020-2021), the
CCI procured around one third of the cotton production in the country, i.e. about 200 lakh bales,
and disbursed more than ₹55,000 crore directly in the bank accounts of around 40 lakh farmers.
According to a press release, during cotton season 2020-2021 (October to September), area
under cotton cultivation was 133 lakh hectares with estimated production of 360 lakh bales,
which account for around 25% of total global cotton production.
For the current cotton season (October 2021 to September 2022), the CCI has made adequate
arrangements in all 11 major cotton growing States to meet MSP operations if needed, the press
release futher added.
The CCEA also approved reservation norms for mandatory use of jute in packaging for the Jute
Year 2021 - 2022 (July 1, 2021 to June 30, 2022). The mandatory packaging norms approved
provide for 100% reservation of the foodgrains and 20% of sugar to be compulsorily packed in
jute bags.
The reservation norms will further protect the interest of domestic production of raw jute and
jute packaging material in the country as packaging in jute packaging material consumed
around 66.57% of the raw jute produced in the country (in 2020-2021). By bringing into effect
the provision of Jute Packaging Material (JPM) Act, the Government will provide relief to 3.7
lakh workers employed in jute mills and ancillary units as well as support the livelihood of
around 40 lakh farm families, the press release said.
The average Production of Jute Sacking Bags is about 30 lakhs bales and the Union government
purchases jute sacking bags worth approximately ₹8,000 crore every year for packing of
foodgrains, ensuring guaranteed market for the produce of jute farmers and workers, the press
release added.

Turkey's cotton consumption to increase as production rises
Fibre2fashion
Oct 14, 2021
Turkey’s cotton business is expected to strengthen in the upcoming period due to an expected
rise in the cotton harvested area, production, imports and total domestic consumption. Cotton
harvested area is likely to increase due to favourable weather conditions, rising global cotton
prices, better yield and increased incentives from the Turkish government.
The total domestic cotton consumption of the country will rise owing to high domestic demand
during winter and festival season, which along with an insufficient supply, has augmented the
country’s cotton imports. The US is a major supplier of cotton to Turkey.
Turkey’s cotton area harvested was 0.57 million hectares in market year (MY) 2019-20 (August
2019 to July 2020), according to Fibre2Fashion’s market analysis tool TexPro. It dropped by
38.60 per cent to 0.35 million hectares in MY 2020-21 due to the pandemic but is expected to
rise again by 28.57 per cent to reach 0.45 million hectares in MY 2021-22.
Cotton production of the country was 0.75 million metric tons in MY 2019-20, which diminished
by 16 per cent to 0.63 million metric tons in MY 2020-21. Now it is expected to rise by 19.05
per cent to 0.75 million metric tons in MY 2021-22.
As for the imports, the country imported 1.02 million metric tons of cotton in MY 2019-20 and
1.16 million metric tons in MY 2020-21. Turkey is now expected to import 1.18 million metric
tons in MY 2021-22.
Turkey’s total consumption of cotton in MY 2019-20 was 1.45 million metric tons, which shot
up by 13.79 per cent to 1.65 million metric tons in MY 2020-21, according to TexPro. The
consumption may expand further by 10.61 per cent to 1.83 million metric tons in MY 2021-22.

  • 16. Page | 12 VIETNAM COTTON AND SPINNING ASSOCIATION_______________________NOV 2021 – MONTHLY REPORT Remarkable information in the Textile-Garment industry Domestic market The domestic economy has shown a more positive signal of recovery after the Covid-19 epidemic situation in many localities was basically under control. The reopening of the economy has spurred a sharp increase in consumer demand. Total retail sales of goods and services in October 2021 increased by 18.5% after 9 consecutive months of decline due to the impact of the Covid-19 epidemic. Ending the first 10 months of 2021, the total retail sales of goods and services still decreased by 19.52% over the same period last year. In October 2021, the whole country had 8,233 newly established enterprises with a registered capital of 108.6 trillion VND and registered employees of 58.8 thousand employees, an increase of 111.2% in the number of enterprises, an increase of 73.9% in registered capital and 17.9% in number of employees compared to September 2021. Generally, in the first 10 months of 2021, the whole country has 93.7 thousand newly registered enterprises with a total registered capital of nearly 1,304.4 trillion VND and a total registered labor force of 707.7 thousand employees. down 15.7% in the number of enterprises, 18.2% in the registered capital and 16.8% in the number of employees over the same period last year. Although recording a recovery trend, in general industrial production is still facing many difficulties in restoring to the previous normal state. In this context, businesses need to make efforts to adapt to the " new normal " and resume production chains while focusing on disease control. As for state management agencies, the Ministry of Industry and Trade will continue to closely monitor the situation of industrial production to guide the Departments of Industry and Trade, industrial zones and clusters to develop plans to restore production and business at each level. level in the context of the Covid-19 epidemic continues to develop complicatedly. Reference of World economy from Vietnam Last week, the global economy recorded positive developments in the context of the global epidemic situation "calming down" with a sharp drop in the number of new cases and deaths globally. Most economies are gradually returning to a "normal" state, removing controls and reopening. Along with a better outlook for the global economy, new macro data released last week showed that key economies are accelerating across most of the key sectors. In the US, the world's top economy last week recorded an improvement in the job market as well as in the manufacturing and service sectors. According to data from the US Department of Labor, in October 2021, the non-agricultural sector in the US added 571 thousand jobs, exceeding the forecast of about 400,000 jobs and higher than the level of 523 thousand employment in the previous month. Meanwhile, the purchasing managers' index (PMI) in the non-manufacturing sector rose to 66.7 points in October 2021, higher than the level of 61.9
  • 17. Page | 13 VIETNAM COTTON AND SPINNING ASSOCIATION_______________________NOV 2021 – MONTHLY REPORT points in September 2021 and the level of forecast is 62 points. In the manufacturing sector, the manufacturing index calculated by the Institute of Supply Management (ISM) in October 2021 continued to be expanded with 60.8 points, higher than expected level of 60.5 points. This result shows that orders in the business, manufacturing and service sectors are increasing strongly, reinforcing the solid recovery trend of the US economy. The positive developments of the US economy made investors worry that the US Federal Reserve (FED) would accelerate the process of gradually tightening monetary policy. In the policy meeting in the first week of November 2021, although the FED announced that it will continue to keep interest rates at a low level of 0 - 0.25% in the near future to continue promoting the growth momentum of the economy, but at the same time this agency also signaled that it will soon change monetary policy towards tightening. Accordingly, the FED Chairman said that it is time to narrow the economic stimulus packages, but it is not time to raise the USD interest rate but wait for the labor market to stabilize. The Fed also forecasts that inflation will gradually decrease in the second and third quarters of 2022. In Europe, the continent's economy continues to maintain its post-pandemic recovery, supported by the gradual reopening of economies in the continent and the Bank of China's support package of up to 1,850 billion euros. European Central Bank (ECB). According to preliminary calculations of the European Statistics Agency (Eurostat), the EU economy in the third quarter of 2021 increased by 2.1% compared to the previous quarter and increased by 3.9% compared to the third quarter of 2020. In which, the Eurozone economy achieved 2.2% and 3.7% growth respectively. However, the EU's recovery is facing many risks in the context of high inflation. Accordingly, inflation in the Eurozone in September 2021 increased to 3.4% over the same period in 2020, far exceeding the ECB's estimate of 2.2% increase, marking the highest level of the index. this number for more than 10 years. In October 2021, it is estimated that regional inflation increased to 4.1% over the same period last year. This is a record high in the past 13 years and is nearly double the ECB's 2% increase target set in the context of continuously escalating energy prices. Meanwhile, in China, there are many signs that the world's second-largest economy is experiencing stagnant growth and escalating inflation. Specifically, factory activity in October 2021 declined more sharply than forecast and marked the second consecutive month of decline in the context of factory output weakening due to rotating power cuts, lack of Raw materials and input costs increase. According to data from the National Bureau of Statistics of China, the manufacturing PMI in October 2021 reached 49.2 points, continuing to decrease from 49.6 points in September 2021 and below the threshold of 50. point. In addition, China's non- manufacturing PMI dropped from 53.2 points in September 2021 to 52.4 points in October 2021. The producer price index (PPI) in September 2021 of this country increased by 10.7% over the same period last year, strongest since this index began to be included in the statistics in October 1996.

Import price of yarn 9 months 2021 (USD/ton) In September 2021, the import price of raw yarn from Taiwan market reached a low level of 2,792 USD/ton; followed by Indonesia with USD 2,870/ton and the import price of raw yarn from Hong Kong market reached the highest level, reaching USD 10,294/ton. The sharp increase in the price of raw materials imported into Vietnam has significantly affected the production and business activities of Vietnam's textile industry because most businesses are dependent on imported raw materials, so production costs are also high, meanwhile, Vietnam's textile enterprises have not been able to raise finished product prices in the short term. This is one of the difficulties for Vietnamese textile enterprises in the context of high world raw material prices.

Now is the time for textile enterprises to step up production to complete year-end export orders. However, the price of textile raw materials in the world has increased simultaneously
  • 29. Page | 25 VIETNAM COTTON AND SPINNING ASSOCIATION_______________________NOV 2021 – MONTHLY REPORT in recent years, including raw fiber, which have directly affected the import price of raw materials for the textile and garment industry of Vietnam. Currently, most of the textile enterprises have had orders by the end of the fourth quarter of 2021, even the first quarter of 2022, however, over the past time, garment enterprises in the southern provinces and cities have fallen into moderate production, factory closure due to complicated developments of the epidemic. Many businesses apply the "3-on-the-spot" working mode to complete orders, causing high costs and losses. The high price of imported input materials in recent years is a big challenge for businesses, especially those that have signed with customers at low prices since last year. The slight decrease in the price of imported fiber in the last 3 months will help Vietnam's textile and garment manufacturing enterprises have a plan to balance production resources, restructure products and markets to have a good solution. for production and business in the context of volatile markets. • 35. Page | 31 VIETNAM COTTON AND SPINNING ASSOCIATION_______________________NOV 2021 – MONTHLY REPORT Reference from Newspapers Six fashion materials that could help save the planet Bbcearth From fast fashion to cotton, the list of ways we consume fashion that have an adverse effect on our environment and other species is a long one. But is there hope? Apart from consuming less, recycling and repairing, can we find clothes and textiles which are more sustainable? And if you have to buy new clothes, which fabrics should you look out for? Here are six materials or innovations which could help in the drive for a more sustainable way of life. Pineapple 'leather' Plant or fruit “leathers”, made from waste materials, are starting to gain traction. Piñatex, for example, is a material made from the leaves of pineapples grown in the Philippines. Its production is much more sustainable than traditional leather and is completely animal-free. It requires less water and no harmful chemicals that are ecologically toxic to wildlife. The leftover leaf waste is recycled and used for fertiliser or biomass. Currently the material is being used for upholstery in the first vegan hotel suite in London. Squid’s in Biomimicry - looking to the natural world for direct inspiration - is on the rise in many different fields such as engineering, architecture and medicine. Now textile manufacturers and fashion designers are finding ways to incorporate or mimic natural processes in their own work. Processes in nature often need less energy to achieve results, for example, there are only about five polymers, or long chains of molecules, commonly used in the natural world, whereas in our commercial world we have manufactured more than 350. Most recently, scientists at Pennsylvania State University have discovered that a protein in squid ring teeth - in the suckers in their tentacles - can be engineered in a lab to be of wider use. For example, coating a fibre in the protein makes it much more durable. The protein also has self-healing properties. It could be used to create garments which are recyclable, biodegradable and last longer. Wool Although not all wool farms have adequate welfare standards, and many activist organisations, such as PETA, argue that it isn’t ethical, wool is a sustainable fabric: renewable, durable and biodegradable. Additionally, some sheep farmers produce wool using techniques which sequester carbon from the atmosphere to reduce the environmental impact. The strength and resilience of the fabric - it is both flame-resistant and water-repellent - means that it lasts for a long time, reducing the need for fast fashion replacements.
  • 36. Page | 32 VIETNAM COTTON AND SPINNING ASSOCIATION_______________________NOV 2021 – MONTHLY REPORT Linen Linen is made from the fibres of the flax plant. It was used by cultures as far back as the ancient Egyptians because of its durability and ability to keep people cool and absorb water. These days, when it is grown in geographically suitable areas, such as Europe (almost three-quarters of flax is grown in the EU), there is no need for pesticides or fertilisers and it requires much less water than cotton and is good for soil health. The material itself is hard-wearing so doesn’t need to be replaced for years and dries quicker than cotton and other fabrics. Better cotton Cotton farming requires intensive use of pesticides and chemicals as well as gallons of water to produce just one item of cleaning. However, there are more sustainable ways of producing the fabric, which take into account the wider environment and habitats of the rest of nature. The Better Cotton Initiative, for example, supports farmers across the world to care for water, soil health and natural habitats with certain specifications. It covers 12.5 per cent of the market. Another way of knowing what impact your T-shirt has already had is by looking out for retailers that are certified organic cotton with the GOTS (Global Organic Textile Standard) label. This means that the manufacturing process doesn’t use toxic fertilisers or pesticides which are harmful for our environment, including the workers. Lyocell and other natural fibres There is an increasing awareness that when we wash clothes made from man-made fibres they release microfibres into waterways via our washing machines. As these microfibres are harmful to other species, the drive to find natural, environmentally sustainable fibres is at an all-time high. One such material is Lyocell. The raw material is cellulose from wood pulp. It is produced under the trade name Tencel owned by a company in Austria. The fibres are biodegradable and compostable and the production process has a low environmental footprint. Wastewater is recycled, for example, and no toxic chemicals are used. Hemp, of course, is another natural fibre with a low environmental impact. Conscious designers also use cork, bamboo and even seaweed to make ethical, vegan clothes. PYMA urges govt to cut duty on polyester yarn Business Recorder Nov 02, 2021 They said that the government had announced in the budget 2021-22 to reduce the Customs duty at nine percent on polyester yarn, the main raw material of the textile industry, but after many months, neither Customs duty nor the anti-dumping duty has been reduced. At the first meeting of the Managing Committee, PYMA office-bearers urged the Prime Minister Imran Khan, Advisor on Trade & Investment, Abdul Razak Dawood, and Finance Adviser, Shaukat Tarin that the government should fulfil promise to reduce Customs duty from 11

Similarly, the anti-dumping duty should be abolished in the best interest of the textile industry, especially SMEs. M Usman, Khurshid Shaikh, Hanif Lakhany, Saqib Goodluck, Farhan Ashrafi, Jawed Khanani, Altaf Haroon, Noman Ilyas, Asif Amanullah, Behroze Kapadia, Shoaib Sharif, Rizwan Almas, Sohail Nisar and Rizwan Diwan also attended the meeting. Saqib Naseem, Junaid Teli further said that the prices of polyester yarn have gone up due to rising oil prices, excess freight charges and shortage of containers in the global market. As a result, the textile industry, SMEs, especially power looms, are suffering from high costs. They are having difficulty making cloth while it is becoming extremely difficult for them to run the units. PYMA office-bearers added that the steady rise in production costs has forced SMEs and small businesses to consider whether to continue their production activities in the current dire economic situation, as the high cost, continuing to work for SMEs and small businesses is nothing but a loss-making. RCEP agreement to take effect in January 2022 Vietnamplus Nov 09, 2021 The Regional Comprehensive Economic Partnership (RCEP) Agreement will officially take effect starting January 1 next year, according to the Ministry of Industry and Trade. The trade pact was signed by 10 ASEAN members and their five partner countries on November 2020 on the sidelines of the 37th ASEAN Summit chaired by Vietnam. It will come into effect 60 days after it is ratified by at least six ASEAN members and three other signatory countries. As of November 2, six ASEAN nations, including Vietnam, and four signatories - China, Japan, Australia and New Zealand - had submitted documents ratifying the agreement to the ASEAN Secretary-General. The RCEP agreement taking effect from January next year is expected to multilateralise free trade agreements that ASEAN signed with partner countries, harmonise commitments and regulations in the trade pacts, maximise economic interests, particularly origin principle and trade facilitation, and strengthen regional supply chains and economic recovery in the post- pandemic period. The agreement, gathering the 10 ASEAN member nations and Australia, China, Japan, New Zealand and the Republic of Korea, will cover a market of 2.2 billion people, accounting for about 30 percent of the world’s population, and a total GDP of 26.2 trillion USD.

Page | 34 VIETNAM COTTON AND SPINNING ASSOCIATION_______________________NOV 2021 – MONTHLY REPORT Cabinet approves price support to Cotton Corporation of India The Hindu Nov 10, 2021 The Cabinet Committee on Economic Affairs (CCEA) on Wednesday gave approval for committed price support of ₹17,408.85 crore to the Cotton Corporation of India (CCI) for the cotton seasons (October to September) from 2014-2015 to 2020-2021. Since the cotton prices touched Minimum Support Price (MSP) levels, the CCI had procured cotton at MSP prices during these years. During the COVID-19 pandemic in the last two cotton seasons (2019-2020 and 2020-2021), the CCI procured around one third of the cotton production in the country, i.e. about 200 lakh bales, and disbursed more than ₹55,000 crore directly in the bank accounts of around 40 lakh farmers. According to a press release, during cotton season 2020-2021 (October to September), area under cotton cultivation was 133 lakh hectares with estimated production of 360 lakh bales, which account for around 25% of total global cotton production. For the current cotton season (October 2021 to September 2022), the CCI has made adequate arrangements in all 11 major cotton growing States to meet MSP operations if needed, the press release futher added. The CCEA also approved reservation norms for mandatory use of jute in packaging for the Jute Year 2021 - 2022 (July 1, 2021 to June 30, 2022). The mandatory packaging norms approved provide for 100% reservation of the foodgrains and 20% of sugar to be compulsorily packed in jute bags. The reservation norms will further protect the interest of domestic production of raw jute and jute packaging material in the country as packaging in jute packaging material consumed around 66.57% of the raw jute produced in the country (in 2020-2021). By bringing into effect the provision of Jute Packaging Material (JPM) Act, the Government will provide relief to 3.7 lakh workers employed in jute mills and ancillary units as well as support the livelihood of around 40 lakh farm families, the press release said. The average Production of Jute Sacking Bags is about 30 lakhs bales and the Union government purchases jute sacking bags worth approximately ₹8,000 crore every year for packing of foodgrains, ensuring guaranteed market for the produce of jute farmers and workers, the press release added.
