The Ukrainian Sea Ports Authority (USPA) manages Ukraine's state-owned sea port infrastructure and is responsible for efficient port operations. USPA oversees 13 sea port authorities and two specialized branches. The five major ports handling over 90% of cargo are Pivdennyi, Mykolaiv, Chornomorsk, Odesa, and Mariupol. USPA is working to implement public-private partnership projects to attract investment and modernize ports.

The report summarizes the main results of the container and RORO traffic analysis of the port of Ancona implemented by Isfort in the project Intermodadria.
The report was drafted with the support of the Development, Promotion and Statistics Unit of Ancona Port Authority, that made available the statistic records of the port and the results of the survey on truck drivers embarking in the port of Ancona. The results of the survey are included in this report.

Concept Note for Public Discussion.
The Strategic Plan (hereinafter referred to as – Corporate Strategy) addresses the role of the Ukrainian Sea Ports Authority (hereinafter referred to as – USPA) in the future development of Ukraine’s port sector. It is being introduced at a critical time in the organization’s transitions from a traditional inward-looking administrative role to a more outward-looking management role consistent with that of modern port authorities. The idea behind this Corporate Strategy is to improve the quality of the USPA staff and increase the scope of its efforts to improve the performance of the port sector. This scope includes not just managing the USPA’s assets but, more importantly, improving the quality of services provided by the ports in collaboration with its stakeholders.

Вона впроваджується у відповідальний час переходу підприємства від традиційної адміністративної ролі, зосередженої на своїх інтересах, до більш відкритої зовнішньому середовищу управлінської ролі, що є характерною рисою для сучасних адміністрацій портів. Метою цієї Корпоративної стратегії є підвищення якісних показників роботи ДП «АМПУ» та збільшення обсягів зусиль його персоналу для підвищення ефективності роботи портового сектору. USPA: Key facts
The “Ukrainian Sea Ports Authority” State Enterprise (USPA) belongs to the largest
enterprises of the state sector and is of strategic importance to the economy
and security of Ukraine.
USPA was founded in 2013 under the Law of Ukraine “On Sea Ports of Ukraine”
as a result of the Ukrainian maritime industry reform to manage state-owned
strategic port infrastructure. USPA is responsible for the efficient operations of
the Ukrainian sea ports, maintenance of passport depths of the port water
areas and safety of navigation as well as encouragement of investments into
the port infrastructure for its development and sustainable functioning.
USPA falls under the scope of management of the Ministry of Infrastructure
of Ukraine.
USPA is located in the Odesa city and comprises 13 branches – sea ports
authorities – as well as two specialized branches of “Delta-pilot” and
“Dredging fleet”.
With the reference to the volumes of cargo throughput, there are five major
ports of national importance – Pivdennyi, Mykolaiv, Chornomorsk, Odesa and
Mariupol, which account for 91% of the total cargo throughput. The share of
four medium-sized ports – Izmayil, Kherson, Olvia and Berdiansk – amounts to
about 8%. The remaining four smaller ports of Reni, Bilhorod-Dnistrovskyi, Ust-
Dunaisk and Skadovsk handle less than 1% of total cargo volumes. All the ports
operate in the mode of year-round.

Role of USPA: Participant of the concession
agreements with obligations to maintain

The implementation of the project in the
specialized sea port of Olvia involves the transfer
to a concessionaire of an integral property
complex for a period of 35 years.
QTerminals, the leading port operator of the State
of Qatar, won the concession tender in the Olvia
port to allow:
• attract UAH 3,4 bln of foreign direct investments
into the port industry;
• receive by the state at least UAH 82 mln of annual
concession payments;
• raise UAH 80 mln for the development of
infrastructure of the Mykolaiv city.
The implementation of the project in the sea port of Kherson envisages the transfer
to a concessionaire of an integral property complex for a period of 30 years.
The Risoil Kherson company – a consortium of Petro
Oil and Chemicals LLC – 60% (incorporated in the
Georgian Industrial Group, GIG, group of companies)
and a Ukrainian port operator of RISOIL S.A. JSC
(Switzerland) – 40%), won the concession tender in
the Kherson port to allow:
• attract about UAH 300 mln of direct investments
into the port infrastructure;
• receive by the state at least UAH 12 mln of annual
concession payments;
• raise UAH 18 mln for the development of the local
infrastructure of the Kherson city.
The pilot projects have been prepared through the joint
efforts of the Ministry of Infrastructure, EBRD, IFC, USPA and
a consortium of international consultants in accordance with

7. The “Dredging fleet” branch provides navigation
support on inland waterways (IWWs), classified
as navigable, and water areas of sea ports. The
subject of the branch’s activity is to perform
functions to ensure the guaranteed fairway
dimensions on IWWs and water areas of sea ports,
as well as to arrange and carry out measuring,
trawling, dredging and grounding works on IWWs
and water areas of sea ports etc.
The “Delta-pilot” branch provides services for
pilotage and regulating the traffic of vessels in
water areas and channels of all sea ports and
terminals of Ukraine, on the Buzko-Dniprovsko-
Limansky and Kherson sea channels and the
deep-water Danube-Black Sea fairway.
The key production units of the branch
include the pilotage service, the vessel traffic
control service, the pilot and technical fleet,
the center for training and
re-training of pilots and
pilot-operators of vessel
traffic control services, as
well as the River Information Service.
Pilot service areas include water areas and port raids,
navigable channels and river fairways, where pilotage is
mandatory.
The own specialized fleet of the branch comprises 26
vessels, including 16 pilot boats, a multi-purposed ice
tugboat, a “Rion” dredging convoy, “Tiligulsky”, “Ingulsky”
and “Meotida” self-propelled dredgers.

Construction of the port began in 1973, 30 km
fromOdesaonthewestcoastoftheAdzhalykskyi

left bank of the Pivdennyi Bug river. The port
is connected to the Black Sea by the Buzko-
Dniprovsko-Lymanskyi channel 44 miles long

One of the largest ports of the Black Sea
basin, located in the northwestern part of the
Black Sea at the intersection of the historically
shaped trade routes of East and West. The
port’s technical capacities make it possible
to handle more than 25,5 mln tons of dry
cargo and 25 mln tons of bulk cargo annually.
Container terminals are designed to handle
more than 1 mln TEU per year. The passenger
complex is capable of serving more than 1 mln
tourists per year.

part of Taganrog bay of the Azov Sea, 14 miles
from the bay entrance. The port water area
includes internal and external raids. The port
accepts vessels up to 250 m long with a draft

cargoes have been operating in the port.
The water area of the Izmayil port includes
the water space of the Kiliyskyi mouth of the
Danube river from 81 to 97 kilometers, counting
from the left bank to the conditional line of the
state border of Ukraine, which runs along the
fairway of the Danube river.

The Berdiansk sea port is the only maritime
transport facility of the Zaporizhzhya region
and one of the ports that is dynamically
developing on the Azov Sea. In July 2008 a
separatestructuralsubdivisionoftheHenichesk
port site was merged with the Berdiansk port.
The port is located in the northeast part of
the Berdiansk gulf, consists of an external raid,
an internal raid (the Berdiansk harbor), and an
approach channel.

The Bilhorod-Dnistrovskyi sea port is located in
the southwestern part of the Odesa region, 20
km from the Black Sea on the right bank of the
Dniester estuary. It also includes the port station
of Bugaz. Roads to Odesa, Izmayil, Reni, as well
as the Odesa-Izmayil railway line are passing
through the port.

the Zhebriyanska bay of the Black Sea. The
port was constructed initially to serve a lighter
ship transportation system. A Kiliya port site
