  Advancement Study (BIBS):
   Provides a list of TRAMAN for all ratings
    and other publications for personnel to
    meet OCC and Naval standards.
   Are available ONLY in electronic form.
   Used by exam writers to prepare tests.
   Are posted in March and September for
    the E-4/5/6 exams.
   Are posted in July for the E-7 exam.
   Ensure you always study the most recent
    BIBs.

Performance Mark Average (PMA)

How is PMA calculated?
 Evaluations/FITREPs used for
  candidates:
   E-4 - As per NAVADMIN (past 8 or 9 mos)
   E-5 - As per NAVADMIN (past 14 or 15 mos)
   E-6/7 - Past 36 months

 Only the advancement recommendation
  (Block 45) of the evaluation is used to
  compute the PMA.

 What are they, and how are they
  determined?
   Passed-Not-Advanced points come
    from two sources:
      Performance Mark Average (PMA)
      Final Exam Standard Score (SS)

PNA Point Criteria

 Sustained superior performance.
 Awarded to those who pass the exam but
  are not advanced due to quota limitations.
 Points awarded each exam cycle based on
  combination of Performance Mark Average
  (PMA) and Exam Standard Score (SS).
 Up to 3.0 PNA points awarded per exam
  cycle up to 5 cycles (1.5 points max each
  for PMA and SS).

 PMA (max 1.5 points per cycle) awarded
  based on ranking relative to peers:
   Top 25%     = 1.5 PNA Points
   Next 25%    = 1.0 PNA Points
   Next 25%    = 0.5 PNA Points
   Bottom 25% = 0 PNA Points

 Be recommended by CO/OIC.
 Have minimum Time-In-Rate (TIR).
 Be in proper path of advancement.
 Meet special requirements (citizenship,
  security, medical, ASVAB) for certain
  ratings.
 If required, complete service schools.
 Evaluation completed within computation
  period for advancement cycle.

    reclassification into programs.

 Recruiter Command Advancement Program
  (RCAP):
   Sailors can be advanced up to and including
    CPO while on recruiting duty.

Command Advancement Program
(CAP)
 Background:
   CAP was created in 1978 as an
    incentive for seagoing personnel to
    be recognized for superior
    performance.

CAP Policies

 The number of personnel advanced
  depends on the total number of
  authorized enlisted billets.
 Command not authorized to CAP non-
  designated personnel into ratings
  requiring special selection process.
 If desired, a lower grade may be
  advanced. Meaning 3 E-5s and no
  E-6s could be advanced.
 Personnel selected are advanced
  between 1 January and 31 December.

CAP Eligibility Requirements

 Must be active duty for a minimum of
  30 consecutive days and assigned to
  a command designated as sea duty
  (type 2 or 4).
 Must meet advancement requirements
  for the next higher pay grade, with the
  exception of advancement exam
  participation.
 Must meet health and physical
  readiness requirements.

 Sailors filling these billets may be
  eligible for late exams and/or
  waived from exam, yet
  advancement-eligible.

Enlisted Advancements Enabling Objectives Upon successful completion of this topic, the trainee will be able to:  IDENTIFY the documentation used in the enlisted advancement process.  LIST the Final Multiple Score (FMS) contributing factors for all enlisted candidates.  IDENTIFY the FMS breakdown and maximum possible points for all enlisted candidates.  IDENTIFY the process for calculating Performance Mark Average (PMA). 2

Enlisted Advancements Enabling Objectives (cont.)  DETERMINE the PMA contribution to FMS.  IDENTIFY the format and scheduling of enlisted advancement exams for all enlisted candidates.  LIST the Time-In-Grade advancement requirements for all enlisted candidates.  IDENTIFY the sources for Passed-Not- Advanced (PNA) points and how they are awarded.  IDENTIFY advancement eligibility requirements for all enlisted candidates. 3
