Health in All Policies is an approach that systematically considers the health implications of decisions across policy sectors to improve population health and health equity. It is based on health-related rights and obligations, and improves accountability of policymakers for health impacts. Key elements for implementing Health in All Policies include identifying health or health equity problems requiring intersectoral solutions, developing feasible cross-sectoral solutions, and establishing structures and processes to identify issues, make decisions, and implement policies across sectors. The success of Health in All Policies depends on careful consideration of implementation feasibility from the start and clear roles for different sectors.

Pre conference workshop Economic Evaluations of Public Health Interventions Amsterdam, EUPHA 2010 Public health economics was one of the themes of a pre conference at the 3rd European Public Health Conference in Amsterdam that took place from 10-13 November of 2010. Around 40 people participated at this pre conference. In four presentations the main topics in Public Health economics were introduced and illustrated. Economics is concerned with allocation of scarce resources in society over alternative uses. Some different types of evaluations were shown. The preference (utility) based health measure QALY (Quality Adjusted Life Years) was explained and discussed. In general methods for economic evaluations can be applied for evaluation of Public Health interventions. This was illustrated by a presentations on the economic impact of prevention strategies in tackling obesity. This study showed some good results in improving population health and decreasing health expenditure. However in many Public Health areas the effectiveness of public health interventions is still limited and should be assessed carefully concerning assumptions, costs calculated and models used. More attention should be paid to inter-sectoral effects, equity considerations and a societal perspective in performing economic evaluations. Finally the involvement of relevant stakeholders is key to the success of Prevention. The chair of this meeting concluded that Public Health and Economics could make a good couple. However for a longstanding relationship, we should put more effort in the evidence base of Public Health interventions. It is important that Public Health interventions demonstrate value for money!

Non-communicable diseases like diabetes, respiratory diseases, cancer and heart disease are taking a severe toll on public health. Countries are developing multisectoral plans, carrying out health promotion campaigns, and curtailing exposure to risk factors like alcohol and tobacco to address this. Primary care facilities are better equipped to provide holistic patient-centered care for preventing and managing NCDs in an equitable way by enhancing access. To bring NCD care to the primary level, national policies must prioritize primary care in NCD action plans. Healthcare workers must be trained, essential medicines and technologies must be available, and funding mechanisms put in place.

Sector-wide approaches (SWAps) in health were developed in the 1990s in response to fragmented donor projects and prescriptive lending. SWAps aim to support government-led health sector policies and strategies through coordinated funding that supports national health plans. The goals of SWAps include increased government leadership, improved donor coordination, strengthened health sector management, and more coherent sector policy and planning. However, implementing SWAps effectively requires strong government commitment and leadership as well as transparent negotiation between donors and government to account for local context. It may take 5-10 years of sustained implementation before SWAps significantly impact health outcomes.

Syftet med lagstiftningsreformen är framför allt att förbättra service som tillhandahålls hemma och boendeservice enligt socialvårdslagen. För socialvårdslagens del gäller reformen utöver äldre personer även andra klienter inom socialvården. Reformen träder i huvudsak i kraft samtidigt som strukturreformen av ordnandet av social- och hälsovårdstjänster, det vill säga den 1 januari 2023. Genom reformen ändras socialvårdslagen och äldreomsorgslagen. Till följd av dessa ändringar medför reformen även tekniska ändringar i klientavgiftslagen och i lagen om privat socialservice.

Lainsäädäntöuudistuksessa parannetaan erityisesti sosiaalihuoltolain kotiin annettavia palveluja ja asumispalveluja. Sosiaalihuoltolain osalta uudistus koskee iäkkäiden lisäksi myös muita sosiaalihuollon asiakkaita. Uudistus tulee pääsääntöisesti voimaan 1.1.2023 yhtä aikaa sosiaali- ja terveyspalveluiden järjestämisen rakenneuudistuksen kanssa. Uudistuksella muutetaan sosiaalihuoltolakia ja vanhuspalvelulakia. Muutosten johdosta uudistuksessa tehdään myös teknisiä muutoksia asiakasmaksulakiin ja yksityisistä sosiaalipalveluista annettuun lakiin. Diaesitykseen on päivitetty 16.12.22 ohjeistus yhteisöllisen asumisen ja ympärivuorokautisen palveluasumisen toteuttamisesta samassa rakennuskokonaisuudessa.
