It has been since 1918 of the spreading of the Great Influenza epidemic or the 1918 influenza pandemic (Spanish flu) that the world had never experienced the same scale of the pandemic before until the Covid-19. Both the governments and its citizen around the world have been response to the phenomenon up to their own capacities and performances. The paper will examine how the Thai grassroots can endure during the ongoing pandemic and how the government’s policies have posed significant impacts on their daily life. It’s however an investigation of an understanding by employing qualitative approach via interviewing method as the main instrument to pave the way regarding the better understanding of the phenomenon especially on how efficient the contradictory policies enacted to combat with the pandemic on one hand and to secure the economic activities on the other hand.

The aim of this research is to generate a web application from an inedited methodology with a series of
instructions indicating the coding in a flow diagram. The primary purpose of this methodology is to aid
non-profits in disseminating information regarding the COVID-19 pandemic, so that users can share vital
and up-to-date information. This is a functional design, and a series of screenshots demonstrating its
behaviour is presented below. This unique design arose from the necessity to create a web application for
an information dissemination platform; it also addresses an audience that does not have programming
knowledge. This document uses the scientific method in its writing. The authors understand that there is a
similar design in the bibliography; therefore, the differences between the designs are described herein; it
is very important to point out that this proposal can be taken as an alternative to the design of any web
application.

Social media platforms enable people exchange their thoughts, reactions, emotions regarding all aspects of their lives. Therefore, sentiment analysis using textual data is widely practiced field. Due to large textual content available on social media, sentiment analysis is usually considered a text classification task. The high feature dimension is an important issue that needs to be resolved by examining text meaningfully. The proposed study considers a case study of coronavirus (COVID) vaccination to conclude public opinions about prospects for vaccination. Text corpus of tweets is collected, published between December 12, 2020, and July 13, 2021 is considered. The proposed model is developed considering phase-by-phase data analysis process, followed by an assessment of important information about the collected tweets on coronavirus disease (COVID-19) vaccine using two sentiment analyzer methods and probabilistic models for validation and knowledge analysis. The result indicated that public sentiment is more positive than negative. The study also presented statistics of trends in vaccination progress in the top countries from early 2021 to July 2021. The scope of study is enormous regarding sentiment analysis based on keyword and document modeling. The proposed work offers an effective mechanism for a decision-making system to understand public opinion and accordingly assists policymakers in health measures and vaccination campaigns.

This is the presentation for our ongoing study "Barriers to Openly Sharing Government Data: Towards an Open Data-adapted Innovation Resistance Theory" (Anastasija Nikiforova, Anneke Zuiderwijk) presented at ICEGOV2022 conference – 15th International Conference on Theory and Practice of Electronic Governance (nominated to the Best Paper Awards).
In short, the study aims to develop an Open Government Data-adapted Innovation Resistance Theory model to empirically identify predictors affecting public agencies’ resistance to openly sharing government data. Here we want to understand:
💡what are functional and behavioural factors that facilitate or hamper opening government data by public organizations?
💡does IRT provide a new and more complete insight compared to more traditional UTAUT and TAM? – IRT has not been applied in this domain, yet, so we are checking whether it should be considered, or rather those models we are familiar so much are the best ones?
💡and additionally – does the COVID-19 pandemic had an [obvious/significant] effect on the public agencies in terms of their readiness or resistance to openly share government data?
Based on a review of the literature on both IRT research and barriers associated with open data sharing by public agencies, we developed an initial version of the model. Once the model is refined in a qualitative study (interviews with public agencies), we will validate it to study the resistance of public authorities to openly sharing government data in a quantitative study.

Athenaeum21 (A21) is pleased to announce the public release of the “Digital Strategy Environmental Scan” report. The report was commissioned by the Concordia University Digital Strategy Committee, and has been publicly shared via its website. The committee is charged with creating a path-breaking digital strategy for Concordia University and has undertaken work “to determine what actions we need to take to become a next-generation university that embraces the digital reality of our students, faculty, researchers, staff and life in general.”
Concordia University selected A21 to research higher education institutions’ and industries’ approaches to strategically managing all aspects of digital transformation. The committee charged A21 with conducting a broad and deep examination of how and why digital strategies in a range of organizations succeed, and also why they “fail.” A21 conducted a literature review, web review, and interviews with thought leaders and practitioners in digital transformation and digital literacy in higher education, non-profits, and corporations. Interviewees included Dr. Jill Leafstedt, of Teaching and Learning Innovations, California State University, Channel Islands; digital literacy researcher and expert Dr. Monica Bulger; Michael Edson of the UN Live Museum; Dr. Gerald Kane, digital transformation researcher and professor of business at Boston College; Daniel Greenstein of the Bill and Melinda Gates Foundation; Dr. Melissa Highton, of the University of Edinburgh; Sarah Knight, Jisc; and Tore Burheim, University of Bergen.

The corona virus is one of the most unprecedented events of recent decades. Countries struggled to identify
appropriate COVID-19 policies to prevent virus spread effectively. Although much research has been
done, little focused on policy effectiveness and their enforcement levels. As corona virus cases and death
numbers fluctuated among countries, questions of which policies are most effective in preventing corona
virus spread and how strict they should be implemented have yet to be answered. Countries are prone to
making policy and implementation errors that could cost lives. This research identified the most effective
policies and their most effective enforcement levels through data analysis of 12 common coronavirus
policies. A monthly case increase rate prediction model was developed to enable decision makers to
evaluate the effectiveness of COVID-19 policies and their enforcement levels so that they can implement
policies efficiently to save lives, time, and money.

Amidst an evolution of public administration and policy making process, scenario planning has been recognized as one of the most important instrument both in policy analysis and conducting inclusive planning and participatory approach. It has been used among think tanks, a de facto track II actors to reach to their intermediary role between the governmental agencies (track I) and a grassroots sector (track III). There are some studies to address an attempt to equip itself with postpositivist research methodology in modern think tank, called think tank 2.0. Such modification is possible because of three major driving forces: an evolution of governance, design technology and a paradigm shift in epistemology of public administration as a backdrop of this transformation. The bigger picture of this transformation is about to adopt simulation methodology in social science as found in agent-based model (ABM) approach as a new epistemic paradigm. However, I’ll demonstrate from my experience on various national policy research efforts that the scenario planning is a handy instrument suitable for the new challenges with low cost that can attain better result even without a sophisticated technique such as ABM.

satisfactory score)
• Differences between the grassroots vs the middle-class toward the government’s
subsidies (also the optimizability problem with budget)
• Grassroots have difficulties in accessing the subsidies, esp the SMEs
• High possibility on perception of government’s performance according to political
polarization. Neutral population tend to be more very rational on the performance
(i.e. Covid-19 is the global pandemic, it’s difficult for any government)
• Should start with a “small talk” to build rapport, money as incentives might have a
problem in building a rapport
