The Measureable News we had a bibliography of BIM papers. Here are some more.
Building Information Models are data-rich, object-based, intelligent and parametric digital
representations of building structures. Management of the physical attributes of a building is
necessary, but not sufficient for project success. For Federal acquisition, here are the elements
of a BIM based program planning and control system.
The question for the members of the College of Performance Management is how to integrate
the architecture of BIM into the acquisition of non-building programs.
The General Services Administration has mandated that new buildings designed through its
Public Buildings Service use building information modeling in the design stage. BIMis an
technology that creates a structure as a 3-D virtual model and linking it with data. GSA’s
mandate covers the design phase, but advocates of the technology say it has far-ranging
potential for use in ongoing facility management.
The 3-D design is primary aspect of BIM, but only one attribute. Connecting the spatial
representation to data, procurement leaders can have access to other information about the
building.
Vertical construction as well as horizontal construction is not the same as weapon systems
development, information technology development, or similar developmental items found in
Federal Acquisition. But, the program planning and controls process have strong connections

Integration of cost and schedule control systems has been an issue of great concern
for researchers and practitioners in the construction industry. This concept has not
been popular enough to maximize the benefits that this integration has to offer. A
major barrier is the overhead effort to collect and maintain detailed data. This paper
proposes a flexible work breakdown structure (WBS) that optimizes the overhead
effort by means of reducing the amount of data to be controlled. To have a flexible
structure, the WBS numbering system needs to utilize standard classification codes
and should not have a common strict hierarchy for all components.
