The 2011 floods in Thailand severely strained government resources. While some officials had been trained in the U.S. National Incident Management System (NIMS) and Incident Command System (ICS), these principles and processes had not been fully incorporated into the emergency response. The disaster specialist observed that response efforts included some successes but also shortcomings like a lack of unified command and overreliance on old methods rather than ICS. To strengthen future responses, the specialist recommends more fully adopting ICS principles and separating command and coordination functions, as well as conducting reviews and providing continued training.
