2. SWAYAM – an initiative by the Government of India – is the world’s largest Massive Open Online Course (MOOC)
platform. The Ministry of Human Resources and Development (MHRD) and the All India Council for Technical Education
(AICTE) have jointly created this learning solution with Microsoft as a technology partner. While Microsoft has handled
the strategic planning and business delivery aspects of the project, WizIQ – a global online learning delivery company –
has partnered with Microsoft to manage the technical development and oversee the successful implementation of this
project.
SWAYAM successful execution is resulting in the fulfillment of the vision of Government of India – to improve the state
of education in India. At the same time, it is also an unequalled demonstration of the technological robustness of
Microsoft Azure and WizIQ’s online education delivery platform. With SWAYAM, the Government of India has put a step
in the right direction to consolidate the apex educational bodies, lower cost of education delivery, improve reach and
make workforce employable.

Executive Summary
SWAYAM’s vision is to achieve the three fundamental principles of the education policy of India: access, equality and
quality, by providing the best learning resources of the country to all via a Massive Open Online Course (MOOC)
platform. Developed by 1,000 specially chosen teachers from across the country, the e-courses offered by the platform
are free, interactive, and available for all Indian citizens.
SWAYAM also aims to bring the education governing bodies of the nation under one umbrella. The platform will host
over 2,000 online courses pertaining to the subjects taught in Indian schools and colleges along with e-content of
80,000 hours which will be consumable by 30 million learners across India.
SWAYAM – Introduction
India’s education system has 260 million students enrolled in more than 1.5 million schools and approximately 39000
colleges with 27.5 million undergraduates and four million post-graduates (Online Education in India report by KPMG and
Google). However, India still has a long way to go in assuring quality education to all. India’s Gross Enrollment Ratio (the
percentage of people in 18-23 age group enrolled in college) is still 24.5%1
. Also, the college density, i.e. the number of
colleges per lakh eligible population varies at a state level from 7 to 602
. Additionally, with a whopping 175% increase in
the cost of offline education from 2008 to 2017 (Online Education in India report by KPMG and Google), providing
affordable, accessible and quality education is still a far-fetched goal in India.
Online education will provide a sustainable solution to remove this disparity in Indian education system, and this is
where SWAYAM comes in. With minimal setup cost, unlimited capacity and nation-wide accessibility, SWAYAM aims to
solve the key issues associated with providing education in India:

3. WizIQ
The Government of India’s vision of enabling 30 million learners to access video-based courses was a tough ask and
had never been attempted. To add to the challenge, the platform had to be built to support 1 million concurrent user
logins – a herculean task in itself. While only a few leading technology companies had the capability of delivering such a
solution, none of the technology pioneers had a concrete solution to the massive scalability challenges and feature
requirements of the project.
Microsoft Azure with WizIQ proved to be the most reliable and robust option for the Government of India to proceed
with the pilot and implementation.
SWAYAM Technology Partner Selection
Microsoft and WizIQ joined forces to build SWAYAM from the ground up. Microsoft introduced the technological
strength of Azure which was necessary to strengthen the foundation of SWAYAM. WizIQ learning delivery platform
leveraged the robustness of Microsoft Azure to deliver powerful course creation tools for SWAYAM’s registered
faculties and a seamless learning experience for students.
Using the WizIQ platform, professors and instructors from leading Indian Educational Institutions are coming together
to create courses by using the platform features such as Course Builder, Integrated Content Library, Advanced Grading
Options, Discussion Forums and many more. The learners/students get access to flexible self-paced learning and can
connect to top educators in the country. Students get credits and certification via WizIQ on completing a course with
satisfactory results. Most importantly, with WizIQ, students have the freedom to access the courses on any
Internet-enabled computing device, such as desktops, laptops, tablets, and smartphones and on all the major
operating systems.
The development of SWAYAM took off in June 2016 and was delivered in three phases:
The Solution
Phase 1 was a pilot run to test the feasibility of the vision. The project kick-off happened in June 2016 and at the end of this
phase support for 50,000 students and 50 courses on SWAYAM was achieved. The strength of WizIQ on Azure was established
during the pilot. As an addition, phase 1 was also a test for mobile readiness of the platform, which was ensured successfully.
Phase 2 proved to be a confidence building phase on the scalability of the platform. As many as 250,000 students were ready to
be supported on SWAYAM and 100s of courses were ready to be built on the platform at the end of phase 2.
Phase 3 (Go Live target March, 2018) is ongoing with the final vision for the Government of India within reach. At the end of the
phase 3, support for 30 million learners will be unlocked with 2000 courses available and one million concurrent users
serviceable.
