Donors want their projects to be as
effective as possible and expect the
results to be sustained at a
reasonable level.
ACTION
USAID/Indonesia and the Sub-
Working Group of the DPWGD
commissioned an assessment of
recent project sustainability.
PURPOSE
Inform current and future program
design and implementation by donor
agencies and their implementing
partners & GOI counterparts.
METHODOLOGY
• Review of 7 local governance-
decentralization projects in 4
provinces
• Projects already completed for
one year
• The projects: DFAT ACCESS,
AIPD and AIPHSS, USAID
KINERJA and PROREP, UNDP
PGSP, GAC SIPS)

Signs of Sustainability
• There are some initial sustainability from all assessed projects.
1. Sustainability was not a term used extensively, but often
expressed in consistent terms and Donors and GOI
counterparts did not systematically incorporate concepts into
the projects.
2. All projects showed signs of sustainability: a) counterpart
internalization of practices; and b) impacts of project initiatives.
• Notable variations, but two general categories: process and results.
• Process: Internalization of practices by government partners.
• Results: Lasting impacts on policies, institutions, and skills of
counterparts & beneficiaries.

Factors Contributing to Sustainability Signs
• Local leadership commitment. Middle and upper mananagement from
government partners. Commitment often in the form of strategic
plans and resource allocations. Replicating adopted practices to other
units, institutions, or districts.
• Alignment with policy priorities.Within national or local policy and
regulatory frameworks.
• Stakeholder participation in planning and implementation.
Involvement of government and community stakeholders to share
info & coordinate actions.
• Cost-sharing and cost contributions.Various forms of in-kind or
direct support.
• IP management. Field staff relationships w/ counterparts; close
proximity to partners; use of local expertise and organizations.

Factors Inhibiting Sustainability Signs
• Politically influenced stakeholders. Counterparts controlled by
political party interests. Little space for need-based reform.
• Absence of forward strategy or capacity transfer plan. Commitment
& capacity insufficient to ensure sustainability. Need a plan, detailing
resources, responsibilities, & sequencing.
• Limited involvement of project partners. Need to engage beyond
primary counterpart, to include all partners w/ future implementation
authorities or responsibilities.
• Reliance on donor support. Dependence is not just on funding, but
decision making, management, capacity, technologies.
• Lack of capacity, support, or initiative from mid-level bureaucracy.
Internalization and incorporation require support from and capacity
for middle managers.

LESSONS AND RECOMMENDATIONS
1. Explicitly define and incorporate sustainability in the design and
implementation of projects.
2. Rise the importance of sustainability and adopt formal
guidelines and approaches to pursue project sustainability
[GOI to develop and adopt policies and guidelines to ensure
sustainability]
3. Address the key factors in those locations through stakeholder
inclusion in project designs & work plans, and by creating
explicit sustainability plans & exit strategies.
4. Exit strategies should be in place for at least the final project
year, and ideally from the beginning, include sustainability in any
monitoring and evaluation of projects.
