This document discusses the development of guidance and counseling instruments for vocational education. It describes a project between schools in Romania, Turkey, and other partner countries to adapt best practices in career guidance. 1. Studies research in terms of labor market insertion of graduates in
the labor market, the correlation between training and the craft.
1. Description of the project
Most of the students who are on the edge of selecting their ways for their
future education are unsure and indecisive about which occupation is
convenient for themselves and which school to attend. They choose their
vocations with inadequate guidance and without tests, questionnaires or with
weak implementations. Also they don't know which career opportunities they
have in front of them. Any wrong decision that they have made effects their Life
Long Learning Process negatively.To avoid from such situations, we would like
to realize a project to develop a methodology how to assist students to choose
the right profession for their future.
On the other hand,we know that every individual has their own personal
skills, potential and different powers and abilities. No doubt that if the students'
abilities are cultivated properly, this will lead to a greater success in their lives.
Man wants to use and develop these talents in Life Long Learning period
consciously need to know new methods to revive innate force and assist
individual students’ assessing their own strengths & weaknesses.
Via this project, "Development of guidance and counselling instruments
in vocational education",we are planning to adapt and transfer of Good
Practices&State of the art into each partner organizations.
We will learn about the legislations, regulations, instructions in each
partner country as well as methods, activities, studies, documents and we will
put together in an e-multilingual platform.
This project will be an opportunity to guide students, identify their
capabilities and skills and will help the organizations establish a guidance
methodology.
2. 2. Presentation of our school and its specializations
Romania
“Tudor Arghezi” high school is situated in the city of Craiova, in the
south-eastern part of Romania.The school is situated in the north part of
Craiova,we have a total of 1297 students and 84 teachers. The age of our
students ranges between 7 and 19 years old. Our school provides
primary(24%),secondary(26%) and high school classes(50%),but 11% of them
are students enrolled at the Maximum Security Penitentiary present a high risk
of social exclusion;they are aged and have learning difficulties school there are
specializations:literature,social sciences,mathematics and computer science and
natural sciences. Every year about 60 students give exam for professional
certificate in computer science.
Informatics department compose by three teachers, we have
psychological department and four graduates of the Faculty of Psychology which
collaborate for counseling and guidance to our students. Of project
implementation committee will include:psychological counselor, teachers
graduates of the Faculty of Psychology,professor of computer science, English
teachers,guidance and counseling teachers,teachers in career guidance
committee and other teachers motivated. In this project, our school will create
instruments for counseling and guidance for students who choose computer
profile. We will implement these instruments in our school, in the north and
center part of the county to a number of 100 students to tests their abilities.
For our school this project:
-will be a bridge between all participants who will share their experience
about counseling and guidance,culture and traditions and development
communication skills in English.
-will give to the students the opportunity to receive information, advice,
counseling and guidance in choosing the route in the context of individual
professional curriculum.
The teachers and students in our school took part in national and
international projects, as well as in partnerships with other schools from the
Oltenia region. Such projects range from Comenius,to e-Twinning,to European
spring day and to Grundtvig. The teachers in our school are permanently
preoccupied with improving their project management skills. Thus they have
graduated from topic-related master programmes,attended different trainings
at a regional level and managed to improve these skills by actually taking part
in international projects.
3. Liceul Tehnologic de Transporturi Auto as an institution that provides
education and trains students of all levels; pre-primary, primary, secondary,
high school, evening class. 1602 students are coordinated by more then 100
teachers. In our school there is a Technological department and there are 25
teachers who teach technical subjects and they are in cooperation with two
counselors and psychologists. Each year our teachers visit every secondary
schools from the south county and discuss with the students, present them the
qualifications in order to motivate them to attend our school and trained.
The school is located in Craiova in a neighborhood isolated where the
average income of people is generally below the minimum wage and most of
them are Roma people. The students from high school are prepared in:
computer technician qualifications, car electrician electronics, transportation
technician, auto mechanics, auto diagnostician.
After the first year of high school, professional orientation in secondary
school became mandatory in Romania last year. Curriculum included only 5
hours of career counseling/school year by teachers of different subjects helped
of two psychologists. Although there are some useful material in training, they
are insufficient, inappropriate to the specific age and personality of students,
are particularly difficult to enforce and interpret by the teachers of various
subjects which are not specialized in this sense.
The short time allocated to professional guidance does not allow
presentation of a wide range of jobs required in our area. In addition, students
have no access to a free online platform which can be access from home by
parents and pupils. This platform will help them to form a clear image of the
activities and to apply himself various guidance vocational tests and receive a
qualify feedback.
In this project our school will organize study visits and shadow days in
auto services and auto enterprise, will create guidance tests regarding auto
field, short videos about auto crafts taking in consideration our field, will
implement these tests in the south part of the county to a number of 100
students which are in various stages of professional training.
This project, through its activities and its structure, will support
development of modern and efficient tools for professional guidance which can
then be implemented by teachers and students in county schools. Many
teachers and psychologists will work in this project.
TURKEY
AVANOS KIZ TEKNIK VE MESLEK LISESI- is a technical and vocational
high school in the middle of Anatolia in Avanos/Turkey.In our school we have
child development branch, catering, ICT, handicrafts and clothing
manufacturing branch. We also have a nursery school where our students
study. Avanos district is developing rapidly in tourism sector and there is job
vacancy in the private sector in the area. We are in cooperation with Turkish
employment organization because of this reason and we organise courses
regularly to meet this need. As a result of these courses we have an
employment rate of 50%.
4. The mission of our school: To be able to have individuals; following the
technological and vocational innovations, applying and promoting the
knowledge and skills, eager to develop herself/himself, open to change for
better, take roles in group work, self-confident, willing to solve his/her
problems and the result of all these qualifications having good job
opportunities.
We consider that it is essential to choose a job that one likes to work for
all his life. It is actually one of the turning points in one’s life. In a job that one
is not eager to work, it will not only affect the person himself and his family but
also the job provider, the sector, and the national economy. So it is better to
talk about the rights and wrongs, advantages and disadvantages of a job from
the very beginning.
We plan to make surveys, brochures, guidance counselling and will
evaluate them which will be upload in the project platform, so that students will
have proper choices. We want to reach our own institutional goals straight away
by using the outcomes of this project.

A brief history
A prestigious institution of local and national education, “Elena Cuza” National
College was founded in 1833, under the name of “Lazaro-Otelisianu Girl Pension” –
the first school in the country destined solely for girls. The name of this institution
changed regularly:

“Elena Cuza” National College extends across an 8600 square meter surface,
as it is made up of 5 buildings, containing 47 modern classrooms, equipped with
appropriate teaching material, all of which is integrally and efficiently utilized by the
school’s students.
The central building contains 19 classrooms for high school students, and 9
laboratories.
In the building set in front of the school, there are 13 classrooms for both
primary school students (morning schedule) and middle school students (afternoon
schedule). This building also houses 2 classrooms dedicated to the “Step By Step”
teaching programme.
Lastly, there is an older building which contains 2 classroom s for middle school
students.
9. 3.4.“Nicolae Romanescu” Middle School
A short history
Founded on the 1st
of September 1970, Primary School No. 29 opened its gates
on the 15th
of September 1970, with a number of 22 classrooms and 705 students.
Starting in the year of 2001, Primary School No. 29 got the name of Nicolae
Romanescu, a prestigious man of our county, who lived between the years 1853 and
1931. The decision for this name was determined by the fact that Nicolae Romanescu,
a communal counselor of the city of Craiova, then a deputy and a senator, he made
an important contribution for the reorganizing of primary schools. Alongside his
utmost care for the educational network, Nicolae Romanescu contributed to the city’s
modernization, through infrastructural improvements, such as: the addition of
drinkable water, public lighting, paving the streets and refurbishing the central plaza.
On his initiative, between 1901 and 1902, Romanescu Park is built, based on the
blueprints of the French landscape designer E. Redont. This park was inaugurated in
1903, and the project receives the Gold Medal at the Universal Exposition from Paris
in 1900.
In the memory and honor of this great character, whose love for culture is
also demonstrated through his gesture of donating his personal book collection and
his art collection to the Alexander and Aristia Aman Foundation, our school is
honored to have his name.

“Nicolae Romanescu” Middle School promotes an educational step
forward, which assures that its students reach the highest standards of education and
that European values are highly regarded, within a physically and mentally safe
environment. The large variety of extracurricular activities will ensure that your child’s

The students of our school have a morning-scheduled learning programme
(which applies to both the primary and middle-school students), and then the
classrooms are available for the afternoon-scheduled “School after school”
programme, which is lead by a specialized teaching staff.
During the said “after school” programme, the students will take part in a
variety of activities, which are suited to fit the talents and wishes of each child. Thus,
through a tightly-knit collaboration with the Childen’s Pallace, children take part in
activities destined to teach and exercise foreign languages, the Romanian language,
Mathematics, Environment Studies, Theatre Studies, and dance.
Lastly, the “after school” programme also consists of sports and music, all
of it being provided for free, as supported by the school’s teachers.

Most of the 112 students at the “Tudor Arghezi” Theoretical High School who
filled in the questionnaire will choose the theoretical branch (83%). 32% of them
prefer Informatics, and their options for the other specialties mentioned in the
questionnaire are:
- Automotive: 25%,
- Electrical equipment: 19%,
- Trade and services: 16%,
- Textiles:11%.
As for their appreciation of the high schools in town, 33% of the responding
students think that Tudor Arghezi is a very competitive school.
63% of the responding students are interested in having career tests applied.
Conclusions for the school in Avanos
Most of the responding students will choose the vocational education: 78%.
Range of specialties, according to the students’ choices:
- Automotive: 87%;
- Electrical equipment: 54%;
- Textiles: 50%;
- Informatics: 35%;
- Trade and services: 33%.
87% of the responding students are interested in having career tests applied.
