Site Supervision -
Site supervision means the general direction, coordination and
oversight of the onsite work processes. In particularly supervision on
construction sites involves:
• Deciding when particular contractors or phases of the construction
process can commence, and when it is necessary to suspend a
process,
• Providing the necessary coordination and general instruction for work
associated with one process so as not to endanger persons engaged in
other processes,
• upon becoming aware of a dangerous work practice or situation,
issuing prompt directions necessary to safeguard site personnel and/or
the general public from harm, and
• monitoring the general conduct of work for compliance with the
builder’s and/or contractors’ procedures and safe work method
statements.
The builder’s contractors also have a duty to provide the necessary
degree of supervision to their workers to enable them to perform their
work in a manner that is safe and without risks to health.
Site Supervision role -
 Read and understand the drawings came
from the Designer or Architect.
 Help foreman and labours to understand
the problem and give solutions to them.
 Reading and writing reports for inward
and outward of material as well as
maintain labour muster.
 Planning of activities as well as labours.
 Understand quality specifications
 Mediator between Designer and worker
 Maintain co-ordination between other
supervisors and managers.
The respondent agrees that the following are the role and responsibilities
of a supervision on site –
Site Supervisor -
 Supervisor is usually given authority and responsibility for planning
and execution of the work. Supervisors are managers, whose major
activities focus on leading, coordinating and directing the work of
others in order to achieve group goals.
Site Supervisor -
• Site supervisor has an irreplaceable role in the process of the building
realization. He checks the course of the construction, concordance with
the project documentation, technological sequence of contractors work,
quality and identity of utilized materials (this is not always absolutely
possible) and mainly checks the invoices from the contractor, to ensure
that only the items and only in such a quantity in which they were
realized, were also invoiced. Only after signing the invoices by the site
supervisor shall these be subsequently reimbursed by the investor
(should be agreed in writing).
Role of an Architect -
 Architects in construction plays an important role and they are
responsible for visual appearance of the buildings and structures
before final structural design.
 Architect is a person appointed by the client, who develops a
facility as per the design concept and the requirements specified
by the client. The architects develop design that are more creative
in aesthetics.
 The architect makes use of vision and creative ideas to satisfy the
client. But the design evolved by the architects have to satisfy with
the building laws and the regulations of the state.
 The architect’s role during the construction period is usually to carry
out periodic observations of the works to check for compliance with
the contract documents. This often results in amendments to details
or designs to overcome unforeseen site conditions.
 Following the observations, and often in collaboration with a quantity
surveyor, the architect is responsible for issuing the payment
certificates and providing any instructions related to additions or
omissions to the contract works.
Role of Architects in Construction -
 An architect both artistic and functional mind for the design of
structures. Once an architect is approached by a client or a sponsor,
he calls a meeting to know the needs and the wants of the
construction work or project.
 An edifice is designed by the architect that will satisfy the client. The
architect brings more of creativity and artistic elements on the
building. This creation of design will be repeated till both the parties
i.e. the client and the designer are satisfied.
Responsibilities of Architects in Construction -
 The work carried out by the architect have to be properly organized.
This demands to keep the records of different contracts, the details
of the project, the cost and the budget details, the time limit and the
day by day progress report.
 Most of the cases the architects have to work with the civil or
structural engineers for communication and discussion relating the
technical issues faced in the design and the implementation.
Clients’ Role -
The client’s role is essentially defined by the level of risk they wish to
assume. For Time and Material and Cost Plus contracts, the client
defines the schedule and milestones, procures most if not all materials
and may change scope, technical documents and work plan without
schedule delay penalty or charge for out of scope work. For Stimulated
Sum or “Hard” contract, the contractor (be it General Contractor or
Architect) assumes the same risks. The contractor is always
responsible for Quality Control in all types of contracts although the
Client or Client’s manager should always retain the Quality Assurance
role
 Issuing Pay Cheques is not the only work of a client.
 The client should assure weather he is getting the desired Quality
for which he is paying. Quality of a Product varies from person to
person, for me a Rs. 1500 Shirt is quality but for Mr. Tom Cruise,
even an Armani Suit can be lacking quality.
 The client should concentrate on the budget, cash flows & Quality.
Contractors Role -
 A contractor is anyone who directly employs or engages construction
workers or manages construction work. Contractors include sub-
contractors, any individual self-employed worker or business that
carries out, manages or controls construction work. They must have
the skills, knowledge, experience and, where relevant, the
organisational capability to carry out the work safely and without risk to
health.
 Contractors and the workers under their control are most at risk of injury
and ill health from construction work. Contractors therefore have an
important role in planning, managing and monitoring their work to
ensure any risks are controlled.
Contractors Role -
 When working as the only contractor for a domestic client, the
contractor takes on the client duties, as well as their own as
contractor. However, this should involve them doing no more
than they will normally do to comply with health and safety law.
 Where a domestic project involves more than one contractor, the
principal contractor normally takes on the client duties and the
contractor will work to the principal contractor as ‘client’. If the
domestic client does not appoint a principal contractor, the role of
the principal contractor must be carried out by the contractor as
principal contractor and the client duties must be carried out by
the contractor in control of the construction phase and the client
duties must be carried out by the contractor as principal
contractor
Contractors on all projects must:
 make sure the client is aware of the client duties under CDM 2015
before any work starts
 plan, manage and monitor all work carried out by themselves and
their workers, taking into account the risks to anyone who might be
affected by it (including members of the public) and the measures
needed to protect them
 check that all workers they employ or appoint have the skills,
knowledge, training and experience to carry out the work, or are in
the process of obtaining them
 make sure that all workers under their control have a suitable, site-
specific induction, unless this has already been provided by
the principal contractor
 provide appropriate supervision, information and instructions to
workers under their control
 ensure they do not start work on site unless reasonable steps have
been taken to prevent unauthorised access
 ensure suitable welfare facilities are provided from the start for
workers under their control, and maintain them throughout the work

  • 2. Site Supervision - Site supervision means the general direction, coordination and oversight of the onsite work processes. In particularly supervision on construction sites involves: • Deciding when particular contractors or phases of the construction process can commence, and when it is necessary to suspend a process, • Providing the necessary coordination and general instruction for work associated with one process so as not to endanger persons engaged in other processes, • upon becoming aware of a dangerous work practice or situation, issuing prompt directions necessary to safeguard site personnel and/or the general public from harm, and • monitoring the general conduct of work for compliance with the builder’s and/or contractors’ procedures and safe work method statements. The builder’s contractors also have a duty to provide the necessary degree of supervision to their workers to enable them to perform their work in a manner that is safe and without risks to health.
  • 3. Site Supervision role -  Read and understand the drawings came from the Designer or Architect.  Help foreman and labours to understand the problem and give solutions to them.  Reading and writing reports for inward and outward of material as well as maintain labour muster.  Planning of activities as well as labours.  Understand quality specifications  Mediator between Designer and worker  Maintain co-ordination between other supervisors and managers.   • 4. Site Supervisor -  Supervisor is usually given authority and responsibility for planning and execution of the work. Supervisors are managers, whose major activities focus on leading, coordinating and directing the work of others in order to achieve group goals.
  • 5. Site Supervisor - • Site supervisor has an irreplaceable role in the process of the building realization. He checks the course of the construction, concordance with the project documentation, technological sequence of contractors work, quality and identity of utilized materials (this is not always absolutely possible) and mainly checks the invoices from the contractor, to ensure that only the items and only in such a quantity in which they were realized, were also invoiced. Only after signing the invoices by the site supervisor shall these be subsequently reimbursed by the investor (should be agreed in writing).
  • 6. Role of an Architect -  Architects in construction plays an important role and they are responsible for visual appearance of the buildings and structures before final structural design.  Architect is a person appointed by the client, who develops a facility as per the design concept and the requirements specified by the client. The architects develop design that are more creative in aesthetics.  The architect makes use of vision and creative ideas to satisfy the client. But the design evolved by the architects have to satisfy with the building laws and the regulations of the state.
  • 7.  The architect’s role during the construction period is usually to carry out periodic observations of the works to check for compliance with the contract documents. This often results in amendments to details or designs to overcome unforeseen site conditions.  Following the observations, and often in collaboration with a quantity surveyor, the architect is responsible for issuing the payment certificates and providing any instructions related to additions or omissions to the contract works.
  • 8. Role of Architects in Construction -  An architect both artistic and functional mind for the design of structures. Once an architect is approached by a client or a sponsor, he calls a meeting to know the needs and the wants of the construction work or project.  An edifice is designed by the architect that will satisfy the client. The architect brings more of creativity and artistic elements on the building. This creation of design will be repeated till both the parties i.e. the client and the designer are satisfied. Responsibilities of Architects in Construction -  The work carried out by the architect have to be properly organized. This demands to keep the records of different contracts, the details of the project, the cost and the budget details, the time limit and the day by day progress report.  Most of the cases the architects have to work with the civil or structural engineers for communication and discussion relating the technical issues faced in the design and the implementation.
  • 9. Clients’ Role - The client’s role is essentially defined by the level of risk they wish to assume. For Time and Material and Cost Plus contracts, the client defines the schedule and milestones, procures most if not all materials and may change scope, technical documents and work plan without schedule delay penalty or charge for out of scope work. For Stimulated Sum or “Hard” contract, the contractor (be it General Contractor or Architect) assumes the same risks. The contractor is always responsible for Quality Control in all types of contracts although the Client or Client’s manager should always retain the Quality Assurance role
  • 10.  Issuing Pay Cheques is not the only work of a client.  The client should assure weather he is getting the desired Quality for which he is paying. Quality of a Product varies from person to person, for me a Rs. 1500 Shirt is quality but for Mr. Tom Cruise, even an Armani Suit can be lacking quality.  The client should concentrate on the budget, cash flows & Quality.
  • 11. Contractors Role -  A contractor is anyone who directly employs or engages construction workers or manages construction work. Contractors include sub- contractors, any individual self-employed worker or business that carries out, manages or controls construction work. They must have the skills, knowledge, experience and, where relevant, the organisational capability to carry out the work safely and without risk to health.  Contractors and the workers under their control are most at risk of injury and ill health from construction work. Contractors therefore have an important role in planning, managing and monitoring their work to ensure any risks are controlled.
  • 12. Contractors Role -  When working as the only contractor for a domestic client, the contractor takes on the client duties, as well as their own as contractor. However, this should involve them doing no more than they will normally do to comply with health and safety law.  Where a domestic project involves more than one contractor, the principal contractor normally takes on the client duties and the contractor will work to the principal contractor as ‘client’. If the domestic client does not appoint a principal contractor, the role of the principal contractor must be carried out by the contractor as principal contractor and the client duties must be carried out by the contractor in control of the construction phase and the client duties must be carried out by the contractor as principal contractor
  • 13. Contractors on all projects must:  make sure the client is aware of the client duties under CDM 2015 before any work starts  plan, manage and monitor all work carried out by themselves and their workers, taking into account the risks to anyone who might be affected by it (including members of the public) and the measures needed to protect them  check that all workers they employ or appoint have the skills, knowledge, training and experience to carry out the work, or are in the process of obtaining them  make sure that all workers under their control have a suitable, site- specific induction, unless this has already been provided by the principal contractor  provide appropriate supervision, information and instructions to workers under their control  ensure they do not start work on site unless reasonable steps have been taken to prevent unauthorised access  ensure suitable welfare facilities are provided from the start for workers under their control, and maintain them throughout the work
