Skittle Act Tax Simulation
- 1. Do Now The USA has been fighting wars in Iraq and Afghanistan. The wars cost money. 1. How does Congress pay for the war? 2. How does this connect to our unit? (We will wash hands.)
- 2. Do Now Answered • They pay for the war with revenue collected from TAXES. • In the unit, the colonists are being TAXED by Parliament to help pay for their defense.
- 3. OBJECTIVE [SW:] - learn about the colonists being taxed without a vote in Parliament - Make connections to the colonists by engaging in a simulation - Use prior knowledge to advance their learning
- 4. AGENDA 1. Tax Simulation 2. Written reflection 3. Debriefing – Class Discussion 4. Wrap Up -- Vote
- 5. Tax Simulation – The Year is 1763 • Roles: King, Parliament, Messenger (in England) 2 tax collectors (in the Colonies-Boston, MA) • Parliament is passing a law called the “Skittles Act” • Everyone will now get 10 skittles for your hard work. You represent the Colonists. • You will be taxed by Parliament for items that you have. • For each item that applies to you, you must pay 1 Skittle.

- 8. Hear Ye, Hear Ye! Attention Colonists…. Your Parliament in London has voted. You will be taxed by Parliament on items you use every day. You will pay me, the tax collector. Parliament will use this money to pay for war debt and for the 10,000 British troops who are protecting you.
- 9. For each item you have, you must pay one Skittle. • Jeans T- Shirt • Pen/pencil • Any jewelry item • Sneakers
- 10. Debriefing 1. How do you feel as your role (colonists, tax collector)? 2. Why did the Parliament tax YOU -- the people of the Colonies? 3. What types of items were taxed? In the colonies, what was really taxed? Do these 3 together BEFORE passing out the paper. Let them use the experience, not the book. Then pass out papers and they do all Qs.
