Duties & Responsibilities:
 Business administrator.
PRE-DESIGN PHASE
 Development of the program - States project objectives, develops master
schedule, and prepares budget. Determines space requirements, adjacency of
functions, expendability, constraints, and equipment.
 Selection of the site - Considers and selects a site such as constructability,
zoning, access, environmental contamination and cost.
 Site analysis - Identifies set backs, easements, boundaries, and elevations.
Allows the site tested and certified for contaminates. Geotechnical borings to
determine the structural and drainage capabilities of the soil.
 Selection of consultants – Selects consultants for accounting, legal and insurance
requirements for the project. Negotiates contracts with each of them.
 Appointment of an owner's representative for the project – Appoints someone as
my general agent to represent me in all matters relative to the project, including
oversight of the designer and construction.
DESIGN PHASE
 Design approval - Reviews and approves the plans and specifications at different
stages of completion.
 Budget approval - Approves professional cost estimate to ascertain whether the
proposed design will be within the original budget.
 Development of an FF&E (furniture, Fixture & Equipment) plan – Selects and
coordinates, space, pricing, procurement, storage, and installation.
 Making decisions on design options - Determines and selects colors and
textures, as well as making tough value engineering decisions.
 Creation of a project communications system - Opens timely communications
among the parties for a successful project.
 Development of a project financing and insurance program - Pays for the work
and makes sure the proper insurance coverage’s are in place before construction
begins.
 Establishment of allowances - Establishes cost allowances to be included in the
construction contract especially for the items of work that are not clearly defined
CONSTRUCTION PHASE
 Execution of the construction contract – Executes the contract with the contractor.
Requires the contractor to provide bonds and evidence of insurance before
mobilizing on the site. (If required)
 Approval of the construction schedule – Requires the contractor to provide a
comprehensive construction schedule soon after execution of the contract.
Reviews and approves the schedule, monitors the schedule during construction
and requires periodic updates from the contractor.
 Reconciliation of allowances - Finalizes the scope of the work for each cost
allowance and provides a change order to the contractor reconciling each
allowance as quickly as possible.
 Inspection and testing of the work - Continuously and comprehensively assists
the designer and contractor and inspects the work to insure compliance with the
contract documents.
 Project safety - Ensures that the contractor has a safety plan in place at the site.
 Approval of changes - Provides change orders and funds the cost of the
changes. Prepares and executes change orders promptly to keep the project on
schedule.
 Approval of colors and products - Approves colors to the outcome of the
scheduled end date.
 Monitoring subcontractors' and suppliers' payments –Programs and ensures that
all subcontractors and suppliers are being paid in a timely manner by the
contractor. (Lien waivers)
 Resolution of disputes - Resolves differences and conflicts quickly.
 Adjustment and administration of property insurance claims - Promptly
administers adjustment of the claim on behalf of all the covered parties of casualty
loss covered by property insurance, sometimes referred to as "builder's risk
insurance",
 Procurement and installation of FF&E - Administers in a timely manner.
 Development of an operations and maintenance staff - Hires staff in place prior
to operations and maintenance of the facility upon completion of the project and
turn over.
 Coordination of separate contractors - Decides to have more than one prime
contractor involved in the project such as kitchen equipment contractors or data
processing contractors. Coordinates the various prime contractors on the site.
 Conduct project meetings - Manages meetings and establishes both staff and
executive levels. Prepares agendas and minutes.
 Acceptance of the work - Authorizes and accepts certificate of acceptance from
the contractor.
 Establishment of a warranty program. Sets up a program, manages and
administers warranties.
POST CONSTRUCTION PHASE
 Creation of "as built' records – Requires the contractor the availability of a
complete "as built" set of plans for future remodeling, additions, and repairs.
 Administration of the warranty program - Oversees the warranty program after the
building is finished.
 Determination that everyone was paid - Ensures that the contractor has been
paid in full and has provided final lien releases.
 Facility operations and maintenance – Prepares and compiles comprehensive
operations and maintenance program to protect the investment made in the
building.

  • 3.  Creation of "as built' records – Requires the contractor the availability of a complete "as built" set of plans for future remodeling, additions, and repairs.  Administration of the warranty program - Oversees the warranty program after the building is finished.  Determination that everyone was paid - Ensures that the contractor has been paid in full and has provided final lien releases.  Facility operations and maintenance – Prepares and compiles comprehensive operations and maintenance program to protect the investment made in the building.
