Public Sector Spectrum Release Target
• Government target to make 500 MHz available by 2020, 750 MHz
by 2022
• MOD manages ~2/3 of all public sector spectrum (and shares a lot
of the rest)
• MOD has currently contributed a significant amount
Bands of interest
• 406.2 – 430 MHz
• 1427 – 1452 MHz
• 2300 – 2350 MHz
• 4800 – 4900 MHz
• 5725 – 5850 MHz
• 7900 – 8400 MHz

‘Paper Modelling’ undertaken on significant
capabilities in 2.3GHz and 1.4GHz bands

• Much of MOD’s use is occasional e.g. flight over an area, or
a specific training exercise or trial
• Estimates and historical information can give an indication
but cannot ensure protection is given when needed
• Availability requirements

• Full – no capability
• Partial – lower quality/bandwidth, reduced power mode,
reduced freedom, restrictions/agreements

Our innovation project is looking at dynamic ways to
share spectrum, not specifically through databases
such as TV Whitespace, but sensing, time, power and
geographical enablers
We are not looking for specific technologies but
innovative approaches which could be replicated in
Defence to make more efficient use of the spectrum
we manage
