The Commission on Higher Education (CHE) has authority over degree-granting institutions and promotes academic freedom and excellence. There are over 150 public and private universities in Thailand that are subject to quality assurance reviews and assessments by the CHE. Public universities have more autonomy over curriculum while private universities have more operational autonomy but tighter controls.

Preparing for an inter-institutional Benchmarking activity using the ACODE Be...Charles Darwin University
Over the last few years the Australasian Council of Online, Distance and eLearning (ACODE) have facilitated two major Benchmarking Summits in Sydney and Canberra, using the ACODE Benchmarks for TEL. These have been unprecedented events within the Australasian higher education, with 35 higher education institutions from five countries involved. To participate each institution first had to undertake a self-assessment of their capacity in TEL against the Performance Indicators in the tool, and then be willing to share this with the other institutions involved. Each institution assessed, at a minimum, two of the benchmarks, with many institutions doing far more. However, for an institution to maximize its experience with this activity they need to be starting their engagement well prior to the formal benchmarking activity. This workshop will help those new to the ACODE benchmarks understand what is required when using this tool. It will provide the wherewithal to ensure your participation is undertaken in a rigorous way. More importantly, it will provide a practical way to facilitate an internal activity, potentially with a view to then be involved in an inter-institutional activity. We will work through a number of different scenarios to help you understand the many facets needing to be considered in undertaking such an activity, and you leave with a strong plan of action for your institution to enhance its capacity in TEL.
LATTC was placed on probation by its accrediting body due to incomplete data and documentation provided in its re-accreditation report. To be removed from probation, the college must address three recommendations around institutional integrity, integrated planning, and participatory governance. Everyone at the college needs to play a role by gathering data, developing reports, and participating in governance to remove the probation status by the next accreditation visit in March 2010. The key is addressing the three recommendations through strengthening program review, outcomes assessment, and shared governance processes.

The Six Recommended Key Principles for Credit Transfer System in Proposing SEA-CTS, that were proposed and agreed at the Southeast Asian Policy Forum: Regional Credit Transfer System: Lesson Learnt from UCTS, are: 1) SEA-CTS is to be used for credits transfer in higher education program; 2) SEA-CTS is to be used to transfer credits for single courses or groups of courses in higher education programs or equivalent; 3) Only grades attaining the following levels or above shall be transferred: C or 2.00 score level or equivalent for a Bachelor’s Degree, and B or 3.00 score level or equivalent, or the S score level for Graduate’s Degree; 4) Content of the credits to be transferred should be comparable to three quarters of the course being credited; 5) For a Bachelor’s Degree, credits to be transferred shall not exceed one-third of the total credits of a study program into which they are preferred; and 6) A transferred credits shall not be included in the calculation for the cumulative grade point average (optional) SEAMEO RIHED ’ s Southeast Asian Policy Forum: Lesson Learned from UCTS

Future direction of Southeast Asian Credits Transfer System The future on establishing Southeast Asian Credit Transfer System (SEA-CTS) that applicable to all HEIs in all member countries in the region might be too complicated and take a long time to develop. Yet, it is possible and the benefits return from achieving is enormous. If all member countries in Southeast Asian Region collaborating closely and persistently implementing together with other prioritized areas, i.e. Quality Assurance Framework and Student Mobility , enhancement toward the harmonization in the Region, the goal for having SEA-CTS established is not beyond reality. What to do together?
Driven by the force of globalization and internationalization, student mobility has enormous reaching benefits in enhancing academic quality, creating international networks among academia, minimizing brain drain and creating brain gain in the region, as well as promoting global awareness for students.
-In Europe, since 1980s, the European Credit Transfer System (ECTS) was first established under the Erasmus Program as a credit transfer system. -In Asia-Pacific region, Credit Transfer Schemes called UCTS was introduced and developed by University Mobility in Asia and the Pacific or UMAP in 1993. - For ASEAN, ASEAN University Networks (AUN) established a credit transfer system to support an open ASEAN area of higher education called ASEAN Credit Transfers System (ACTS) in 2009
The question remains: What is the suitable system for all HEIs in all member countries in SEA region? So far, UCTS and ACTS is derived from ECTS. So which system would be better for us UCTS or ACTS?
At the sub-regional level in Southeast Asia, in 2009, the importance of higher education harmonization in creating a process or mechanism that would facilitate and enhance a richer learning experience, greater mobility, as well as, providing a wider access for employment outside the country of origin were recognized as a key concern at the 3 rd Directors General/Secretary General/Commissioner on Higher Education in Southeast Asian Region Meeting, Bangkok, Thailand.
Current status of the CTS in the region- 2 groups, Beginning Stage and Implementing Stage
