2. َأ ِ
ضْرَ ْ
ٱْل ىِف ْمُه
ََّّٰنَّكَّم نِإ َينِذَّلٱ
ْاُوَتاَءَو َة َّٰ
وَلَّصٱل ْاوُماَق
َة َّٰ
وَكَّٱلز
ْلٱ َِنع ْا ْوَهَنَو ِوفُرْعَمْلٱِب ْاوُرَمَأَو
ُةَبِقََّٰع ِ َّ ِ
ّلِلَو ۗ ِ
رَكنُم
ِ
ورُمُ ْ
ٱْل
(
22:41
)
(They are) those who, If We establish them In
the land, establish Regular prayer and give
Regular charity, enjoin The right and forbid
wrong : With God rests the end (And decision)
of (all) affairs.
3. 1- Establishing Regular (َة َّٰ
وَلَّصٱل ْاوُماَقَ)أ
Establishing regular prayer
الدين هدم فقد هدمها ومن الدين أقام فقد أقامها من الدين عماد الصالة
Whosoever established the regular prayer indeed he established al- Din-e-Islam and whoever
demolished it indeed he demolished al- Din-e-Islam
1. Facilitate health and cleanliness in the society
2. National and international brethren of Muslims especially at Hajj congregation
3. Dragging Muslims from hardships to the easement
4. Ensuring freedom of though and expression of all citizens including non- Muslims
5. Facilitating Hajj process and Hajj managements
4. 2- Establishing a just Islamic Economic
system (َة َّٰ
وَكَّٱلز ْاُوَتاَءَ)و
1. Just Islamic economic system includes:
2. Establishing proper Zakat collection and distribution system
3. Eradication of Riba/interest and usuary from all exchange contracts in:
4. Capital and Money Markets
5. All public and private financial portfolios
6. Economic projects and issuing and investing developmental funds
7. Fiscal policies of public and private sectors
8. Poverty Elevation policies
9. To ensure the protection of citizens’ physical and intellectual properties
10. Augmentation of Citizens wealth and property
5. 3- Enjoining the Right (ِوفُرْعَمْلٱِب ْاوُرَمَأَ)و
Enjoining the right includes:
1. Facilitating goodness in the society
2. Promoting social welfare of the citizens
3. Giving right to enjoy lawful resources of the state
4. Celebrate all lawful joys and celebrations
5. Allow and facilitate such associations of citizens which promote goodness in the
society
6. 4- Forbidding wrong ( ِ
رَكنُمْلٱ َِنع ْا ْوَهَنَ)و
1. This is the core responsibility of Islamic state to forbid/encounter all kinds of
conspiracies at national and international levels
2. To make hinder all evils and close all the windows from where any evil may enter
Islamic society.
3. Protecting the borders of Islamic state
4. No harm should be done to the oppressed classes like orphans, women, non-
Muslims and all socially and economically weak persons
7. 5- Sovereignty of Allah ( ُ ْ

All public and private affairs of Muslims should be returned to Allah in cases of disputes
and differences

8. 6- Domestic Rule of Law
All the civil and criminal matters of citizens will be decided under the guiding principles
of the Quran and Sunnah of the Prophet Muhammad (s.a.w.s).
Non- Muslims will be ensured to decide their civil or family matters according to their
respective religious/non-religious (in case atheists) rules.
9. 7- International Rule of Law
Islamic state is supposed to deal all international dealings with other nation states under
the Islamic International Law of war and peace. Guidance can be sought from the
Maghazees/ Siyyars of the Prophet (s.a.w.s) and from the Seerah of the four right guided
caliphs of Muslims.
10. 8- Act like a Trustee of God
The Islamic state is supposed to act like a trustee of God.
To act as plaintiff on the behalf of those who have no guardian
Islamic state is obliged to act like a mother on the behalf of all citizens without the
discrimination of faith or color or region.

Translation: Whosoever has no guardian then the head of Islamic state is the guardian of
such person. This Hadith is narrated by Hazrat Ayesh (r.a.)
11. 9- Government will be under a proper
Constitution
The government will be run under a proper constitution and with the consultation of
Shura Hall-o-’Aqad. There will be no implementation of the unlawful will of the Caliph as
explained by the 2nd Caliph Hazrat Umar (r.a).
12. 10- Commitment to equality
According to the established principles of Islam, all humans are equal in the eye of God.

رَكَذ ْنِم ْمُكَانْقَلَخ اَّنِإ ُاسَّنال اَهُّيَأ اَي
َرْكَأ َّنِإ واُف َارَعَتِل َل
َ َّ
اَّلل َّنِإ ْمُكاَقْتَأ ِ َّ
اَّلل َدْنِع ْمُكَم
خيرِبَخ خميِلَع
﴾
13. 11- Commitment to the socio-economic
welfare
The Prophet (s.a.w.s) has said; He whom God has made an
administrator over the affairs of Muslims but remains
indifferent to their needs and their poverty, God will also be
indifferent to his needs and poverty.
