Distribution Utilities
Distribution companies need to undertake measures like smart metering, smart grid technology, switching to renewable sources of energy, adoption of block chain in managing distributed energy resources and Artificial Intelligence. All of this calls for up scaling of existing workforce and preparing future power sector professionals to make strong impacts in the power sector. The need of the hour is to have well established training institutions to train and fill the scarcity of astute power sector professionals. Considering this, Tata Power Delhi Distribution Limited (TPDDL) has come up with Learning Centre which caters to the training needs of its workforce.

Broad action plan for public safety initiatives
Technological Intervention
1. Leakage complaints or sparking in equipment termed as
Emergency Complaints and attended with topmost priority by
Breakdown/No Current Complaint teams.
2. Judicious use of OMS and GIS to identify areas having
dangerous network and repeated complaints.
Legal and Policy advocacy
1. Issue of unauthorized construction notices to illegal
encroachments.
2. Policy advocacy at Government Level leading to raising of
question in Rajya Sabha.
3. Awareness through publishing in print and electronic media.

Pre-monsoon checking for earth leakage:
ā Checking of 733 ATM doors for current leakage and issue of notice for
non usage of ELCB. 13 notices issued. Additionally letters sent to
owners of ATM for proactive maintenance and checking.
ā Checking earth leakage of around 20000 electrical equipment ā Sub-
station, poles and FP / SP.- 30 anomalies noted and rectified.

Analysis
The broad causes of electrical accidents happening to
workforce are:
ā¢ Coming in contact with hazardous electrical network /
equipment created due to improper unsafe installations
within premises of consumers.
ā¢ Improper risk assessment.
ā¢ Inefficient monitoring of self supervised activities.

Identification of High Risk Poles with associated hazards and risk mitigation.
ļ Data derived using GIS database and field observation.
ļ Identified pole numbers tagged in OMS.
ļ TOs would get to see on their OMS User Interface under special field āUNSAFE
POLEā along with sign
ļ On the order ācommentsā field he would get to see the pole number which has
been mentioned as unsafe.
ļ Training being imparted to TOs.
ļ TOs are required to specifically ask the L/M to be more cautious while attending
to complaints in such cases. They can be given red markers to write āUNSAFEā
on such TM slips. This will help them identify such complaints if he is carrying
multiple jobs.
ļ Incremental update/modification in the list can be done every fortnight,
zone need to supply us by Monday and we shall update by Wednesday.
ļ SMS to ZSO for such complaints to alert them.
ļ On random basis OMS Dispatcher shall also make call to TO/ZSO to alert them.61

Mitigation of network related issues
ā¢ Ensuring proper clearances during installation which is vetted by Electrical
Inspector through site inspection.
ā¢ Preventive mass maintenance of all equipment in a scheduled time bound
manner controlled through SAP system as well thermoscanning for condition
monitoring for eliminating failures .
ā¢ Robust protection system to clear any random fault within fractions of seconds.
ā¢ Suraksha Abhiyaan in which any unsafe situation is taken care of through
prompt reporting at web based Suraksha Portal and time bound closure of all
safety concerns.
