the ability of license plate detection. This paper presents a novel method for license plate
localization bases on license plate features. This proposed method consists of two main
processes. First, candidate regions extraction step, Sobel operator is applied to obtain
vertical edges and then potential candidate regions are extracted by deploying mathematical
morphology operations [5]. Last, license plate verification step, this step employs the
standard deviation of license plate features to confirm license plate position. The
experimental results show that the proposed method can achieve high quality license plate
localization results with high accuracy rate of 98.26 %.

This paper presents an approach to recognize off-line Bangla numeral. Today there are many OCR used to recognize
Bangla numeral. The recognition of handwritten character is still a challenging work in the field of pattern recognition. Numeral
recognition in pattern recognition is the process to identify the given character according to the predefined character set. The difficulties
of recognition of handwritten Bangla numeral are that they are different in shapes and sizes which are much curved in nature. . We try
to establish a process to recognize such handwritten Bangla numerals having different shape and size. The input scanned image is first
to be binarized. Then we have segmented all the ten digits of Bangla numerals to identify each and individual digit from a scanned
image. We have used line segmentation to extract the feature from each numeral based on templates. A high correlation coefficient
method provides a successful match between the test data and training data.
License Plate Recognition using Morphological Operation. Amitava Choudhury
This paper describes an efficient technique of locating and
extracting license plate and recognizing each segmented
character. The proposed model can be subdivided into four
parts- Digitization of image, Edge Detection, Separation of
characters and Template Matching. In this work, we propose a
method which is based on morphological operations where
different Structuring Elements (SE) are used to maximally
eliminate non-plate region and enhance plate region.
Character segmentation is done using Connected Component
Analysis. Correlation based template matching technique is
used for recognition of characters. This system is
implemented using MATLAB7.4.0. The proposed system is
mainly applicable to Indian License Plates.

After nearly 20 years of turmoil that followed the fall of communism and chaotic transition to market economy, Russia is emerging as an economic power house; it is now one of the ten largest economies of the world. Since 2000, Russia’s annual economic growth averaged 7 percent. Since 2003, workers’ salaries have more than doubled. Russia has about $500 billion in foreign currency, a huge sum. In 2007 alone, foreign companies invested about $45 billion in Russia, reflecting their confidence in Russia’s present and future. The man who is largely responsible to Russia’s recent economic reemergence is Vladimir Putin, an ex-KGB spy who was Russia’s president, then prime minister, and now president again. Russia’s recent economic growth is fueled by its energy resources. Russia truly is an energy empire. A quarter of the world’s natural gas reserves are found in Russia. It also commands 17% of the world’s coal reserves and 6% of its oil. (And, very fortunately for Russia, the price of crude oil as of the summer of 2008 is more than $140 per barrel; it was less than $30 per barrel.) A Russian postal stamp testifies to the importance of energy resources, of which Russians are enormously proud. Life of Russians, of course, has irreversibly changed. For example, as TIME reports, “there are more billionaires [in Moscow] than in any other city on earth.” In Russia, it is estimated that there are “119,000 millionaires and 53 billionaires” One of the more obvious indicators of the changing economic life among Russians is how many automobiles are being sold. Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
