Roof Replacement & internal remedial / refresh works
The challenge
Challenges faced during the roof
refurbishment and internal remedial works
included:
1. Live Environment: Undertaking
construction work with the end user in
occupation.
2. Reducing Impact: Preventing disruptions
to the continuous 24 hour Police Station,
operations / movements.
3. Security: Working in a Police Station with
‘severe status’ terror threat level.
4. Environmental: Adhering to the Met
Police policy to dispose / recycle of existing
roofing materials.
5. Clients Instruction: Undertaking roof
works with no roof scaffolding (tin hat).
6. Building Regulations: Achieving
thermal performance (0.18 W/m2K) of the
replaced roof, as stated in Part L of the
Building Regulations.
7. Existing Insurance: The existing edge
protection was insured and removal would
void the policy.
8. Site Constraints: Due to limited space
around the building and adjacent electrical
transformer and HVAC plant. These
constraints presented problems:
Mouchel undertook a measured and
condition survey and speedily produced a
specification / Tender Document / Pre
Construction Information that included: -
• The site set up and work area was
joined and was independent from the
Police Station. This contained the
Contractor’s welfare and storage and
directly addressed security issues.
• Deliveries to the site were planned
during less busy hours of the day. This
directly avoided impact on the Police
Station operations / movements (e.g.
shift changes).

• Installing the Principal Contractor’s
site set up, as required under the
CDM Regulations 2015.
• Removal, storage and reinstatement
of 56 number solar panels.
• Design and erection of access
scaffolding.
The outcomes
• Recycling of existing roof materials and
waste transfer notes was incorporated
within the designers documents, as a
Contractor’s requirement. Building
Regulations was addressed by firstly:
extracting cores samples from the
existing roof to determine existing
construction. Secondly: undertaking a ‘U
Value’ calculation based on the existing
roof and proposed materials.
• A strategy was agreed with the
contractor to protect the exposed roof
during summer showers. This was a
minimal price option in comparison with
a tin hat option.
• Strict controls over the scaffolding
design and installation allowed for
access on to the roof, storage of 56
solar panels, maintaining a disabled
ramp access, prevention of falling items.
Fibreglass scaffold was used around the
electrical; transformer and HAVC plant.
• The original installer of the edge
protection was contacted and became a
nominated sub contractor. This ensured
no insurance breaches.
• Contractors Health & Safety documents
(Risk Assessments, Method Statements,
Construction Plan Plan) were sufficiently
developed before starting the works.
• A detailed programme was established
with the Contractor with weekly
meetings to monitor the progress and
quality and Health & Safety.
• Worked closely with the Facilities
Manager and Building Users to
determine the positions of services and
to agree site up.
• Due to effective micro planning,
controlling and speedily reacting to
variations the project was delivered on
time and within budget.
• The roof achieved current ‘U’ Values
(thermal performance) as stated in
Part L of the Building Regulations.
• The roof will achieve a 25 year
performance lifespan. In addition the
contractor provided a 20 year
insurance backed guarantee, as
specified.
• The existing edge protection insurance
remains valid.
• The commissioning and overhaul of
the solar panels are now providing free
energy to the Police Station.
• The Met Police recycling and disposal
policy was achieved.
• Feedback from the Client, Facilities
Manager and the End User was
extremely positive.
• Close liaisons with the FM and end
user ensured success of the project.

The solution continued……
1. It was determined during the works
that the solar panels where never
commissioned. An additional remit with
costs were speedily produced and
approved by the Client.
2. During the works, the remedial works
were elaborated upon at the request of
the Client. An internal redecoration
scope document was speedily
produced and costs provided to the
Client.
3. Variations were dealt with speedily
during the works. Programme and cost
control was paramount.
4. Full replacement of the lightening
protection installation. An instruction
was speedily issued to the Contractor.

Roof replacement and internal remedial works

Client: Metropolitan Police Service Value: £150,000 Date: May to July 2015 Services: Design and Contract Administration Roof Replacement & internal remedial / refresh works The challenge Challenges faced during the roof refurbishment and internal remedial works included: 1. Live Environment: Undertaking construction work with the end user in occupation. 2. Reducing Impact: Preventing disruptions to the continuous 24 hour Police Station, operations / movements. 3. Security: Working in a Police Station with ‘severe status’ terror threat level. 4. Environmental: Adhering to the Met Police policy to dispose / recycle of existing roofing materials. 5. Clients Instruction: Undertaking roof works with no roof scaffolding (tin hat). 6. Building Regulations: Achieving thermal performance (0.18 W/m2K) of the replaced roof, as stated in Part L of the Building Regulations. 7. Existing Insurance: The existing edge protection was insured and removal would void the policy. 8. Site Constraints: Due to limited space around the building and adjacent electrical transformer and HVAC plant. These constraints presented problems: Mouchel undertook a measured and condition survey and speedily produced a specification / Tender Document / Pre Construction Information that included: - • The site set up and work area was joined and was independent from the Police Station. This contained the Contractor’s welfare and storage and directly addressed security issues. • Deliveries to the site were planned during less busy hours of the day. This directly avoided impact on the Police Station operations / movements (e.g. shift changes). The solution Wembley Police Station Gymnasium Building Photo: Condition of existing roof before construction phase. • Installing the Principal Contractor’s site set up, as required under the CDM Regulations 2015. • Removal, storage and reinstatement of 56 number solar panels. • Design and erection of access scaffolding.
  • 2. The outcomes • Recycling of existing roof materials and waste transfer notes was incorporated within the designers documents, as a Contractor’s requirement. Building Regulations was addressed by firstly: extracting cores samples from the existing roof to determine existing construction. Secondly: undertaking a ‘U Value’ calculation based on the existing roof and proposed materials. • A strategy was agreed with the contractor to protect the exposed roof during summer showers. This was a minimal price option in comparison with a tin hat option. • Strict controls over the scaffolding design and installation allowed for access on to the roof, storage of 56 solar panels, maintaining a disabled ramp access, prevention of falling items. Fibreglass scaffold was used around the electrical; transformer and HAVC plant. • The original installer of the edge protection was contacted and became a nominated sub contractor. This ensured no insurance breaches. • Contractors Health & Safety documents (Risk Assessments, Method Statements, Construction Plan Plan) were sufficiently developed before starting the works. • A detailed programme was established with the Contractor with weekly meetings to monitor the progress and quality and Health & Safety. • Worked closely with the Facilities Manager and Building Users to determine the positions of services and to agree site up. • Due to effective micro planning, controlling and speedily reacting to variations the project was delivered on time and within budget. • The roof achieved current ‘U’ Values (thermal performance) as stated in Part L of the Building Regulations. • The roof will achieve a 25 year performance lifespan. In addition the contractor provided a 20 year insurance backed guarantee, as specified. • The existing edge protection insurance remains valid. • The commissioning and overhaul of the solar panels are now providing free energy to the Police Station. • The Met Police recycling and disposal policy was achieved. • Feedback from the Client, Facilities Manager and the End User was extremely positive. • Close liaisons with the FM and end user ensured success of the project. Damage to walls and ceiling. The solution continued…… 1. It was determined during the works that the solar panels where never commissioned. An additional remit with costs were speedily produced and approved by the Client. 2. During the works, the remedial works were elaborated upon at the request of the Client. An internal redecoration scope document was speedily produced and costs provided to the Client. 3. Variations were dealt with speedily during the works. Programme and cost control was paramount. 4. Full replacement of the lightening protection installation. An instruction was speedily issued to the Contractor. Variations www.mouchel.com
