This document discusses A-SPEC, a Trans-Tasman collaboration program that develops standard data specifications for recording asset information. It focuses on receiving consistent asset data from developers and capital works programs and using GIS technology to visualize and validate the data. Over 10 years, A-SPEC has expanded to include specifications for various asset types and now has participation from over 15 Australian and New Zealand councils and industry partners. A-SPEC is a program involved in the development of

This specification is currently in the being developed and will be available for comment

Requirements
Responsibility of the Developer/Consultant
The developer/consultant or their representative shall be responsible for:
• ensuring that any information provided by the consortia members is verified prior to any works being
undertaken.
• ensuring that the "As Built Information” of the Works are recorded and certified to comply with the
requirements of this document and forwarded to the A-SPEC consortium member prior to the works being
accepted and cleared to receive a “Clearance“ for sign off under Sections 223/224(c) of the Resource
Management Act 1991.
• ensuring that the data supplied to the A-SPEC member is correct, accurate, and complete.
• ensuring compliance with the relevant council, utility and water authority standards and codes of
practice.
• ensuring the data is supplied within 15 working days of work being practically completed unless otherwise
agreed with the relevant consortium member.
• ensuring that the information provided is relative to the cadastral information being maintained in the digital
cadastral database (DCDB) by Land Information New Zealand (LINZ).
• Resource Management Act 1991 (RMA) is New Zealand’s main piece of environmental legislation and
provides a framework for managing the effects of activities on the environment.
