• Universal Declaration Act 1948 
• Indian Constitution-Article 45 
• Historical negligence to Free 
and Compulsory Education
Education as Fundamental 
Right 
• 82nd Amendment (Article 21A) 
in 2002 
• Right to Education bill- 2009
RTE and NCF 
• Sub section (6) of section 7 of 
RTE specifies that Central 
Government shall: 
“Develop a framework on 
National Curriculum with the 
help of Academic authority 
specified in section 29”
Guidelines for curriculum 
development 
• Conformity with values enshrined in the constitution 
• All round development of child 
• Building up child's knowledge, potential and talents 
• Development of Physical and mental abilities to the 
fullest extent 
• Learning through activities, discovery, and exploration in 
a child friendly and child- centered manner 
• Medium of instruction shall, as far as possible, be in 
child's mother tongue 
• Making the child free of fear, trauma, and anxiety and 
helping the child to express views freely 
• Comprehensive and continuous evaluation of child’s 
understanding of knowledge and his/her ability to apply 
the same 
(Section 29 (2))
School management 
committee (SMC) 
• SMC’s functions that may 
influence Curricular activities: 
a) Monitor School work 
b) Prepare and recommend 
school development plan 
Section 21(2)
Special provision 
• “Special provision for dropouts to 
join in a class corresponding to their 
age” 
• “In order to be par with others they 
should be given special training 
Section 3 (4)
